		<description>According to Curt Hedger, the county&#039;s corporate counsel, the 18 mills would include special millages, except for millages approved by voters to pay off the principal and interest on bonds or other indebtedness, including contractual obligations.

The 18 mills is the maximum for the county, townships and the Washtenaw Intermediate School District. That cap does not include the other school districts, cities or villages.</description>
