Could this be about Near North instead, where I think there’s a couple of houses on the site originally planned to be kept, plus perhaps three more on Summit (for a total of maybe 5) that are now proposed to be removed? Because they’re in the floodway, their removal could be analyzed as a public benefit for the PUD, I think.
