		<description>That&#039;s what those were! I wondered why there was extra metal hanging off them. Couldn&#039;t figure out what it was when walking by with a purpose.

I think the whole &quot;art&quot; hoop is kind of silly (even though I&#039;m a member of the AA art center). Why doesn&#039;t it say &quot;bike&quot;? In downtown Louisville, they have actual pieces of sculptural art for bike racks! (not just silly circles which need labels if you&#039;re going to recognize it as art)</description>
