The situation for the Wheelchair Ambassadors and their charges at Gate 9 was the following: We were told that we could not enter the gate until the thunderstorm had passed, because the Secret Service deemed it too dangerous for wheelchairs to go through the security metal detectors if there was lightning. So we all huddled there with the wheelchairs in the pouring rain listening to the thunder and watching the lightning for an extra 35 minutes or so (the gates were originally supposed to be opened at 6:30 am). When the Commencement Ceremony began, when we began to dry off a bit, and when a sliver of sun emerged as the President arrived, the long wet wait seemed well worth it.
