It has the only realistic means today to supply the “patient capital” that created the best parts of our downtown way back when.

Regarding enforcement, the question seems to become, “If nobody’s doing it, is it better to have it be not enforced, or at least try a third party?” I guess it depends on how the negative effects of the violations impact you or your business.
