I believe it may be City-owned. Perhaps the neighborhood dog owners could lobby their councilmembers for a dog park and then pool their own resources for a fence, maintenance, etc.

Right now, with the shortage of public dog parks, there are very few options for maintaining healthy, happy, well-socialized dogs. How can we advocate for more dog parks?

I get much more worried for my safety when I see a dog off-leash than when I see a skateboarder roaming free.
