Intent on Street/Sidewalk Tax Use OK’d

At its Oct. 17, 2011 meeting, the Ann Arbor city council approved a resolution of intent for the use of proceeds from a street/sidewalk repair millage that will be on the Nov. 8 ballot. The council had considered the resolution of intent at its Oct. 3 meeting and before that at its Sept. 19 meeting.

Voters will be asked to approve two separate proposals: (1) a 5-year renewal of a 2.0 mill tax to support street repair projects; and (2) a 0.125 mill tax to pay for sidewalk repair.

The resolution of intent specifies that the street repair millage will pay for the following activities: resurfacing or reconstruction of existing paved city streets and bridges, including on-street bicycle lanes and street intersections; construction of pedestrian refuge islands; reconstruction and construction of accessible street crossings and corner ramps; and preventive pavement maintenance (PPM) measures, including pavement crack sealing. At the Oct. 3 meeting, councilmembers had questions about the need to have any resolution of intent, as well as the status of millage revenue use inside the geographic area of the Ann Arbor Downtown Development Authority. At the Oct. 17 meeting, Stephen Rapundalo (Ward 2) offered an amendment specifying that the millage amount levied inside the DDA district would be provided for the DDA to undertake the necessary repairs inside the district.

The resolution of intent had originally stipulated that sidewalk repairs inside the Ann Arbor DDA district would not be funded by the sidewalk repair millage, except when the sidewalks are adjacent to single- and two-family houses. A recent meeting of the DDA’s operations committee revealed a measure of discontent on the DDA’s part about the intended restriction inside the DDA district and the lack of communication from the city of Ann Arbor to the DDA about that issue.

Mike Anglin (Ward 5) and Stephen Kunselman (Ward 3) have stated in the course of their re-election campaigns that they only reluctantly support the sidewalk repair millage. Rapundalo has characterized the sidewalk millage as simply offering voters a choice. Though not up for re-election this year, mayor John Hieftje stated at the DDA’s Oct. 5 board meeting that he did not think councilmembers are out in the community saying that the city absolutely needs the sidewalk millage or that it’s essential. Like Rapundalo, the mayor characterizes the sidewalk millage as offering residents a choice of having the city take over the responsibility for sidewalk repair.

UM: Solar Car

The New York Times reports on the progress of the University of Michigan Solar Car Team as it competes in the World Solar Challenge in Australia: “The University of Michigan’s car, named Quantum, sat in third place behind Japanese and Dutch entries, respectively, when the fire put a halt to the 1,800-mile caravan across the Australian outback on Monday morning. ‘It’s pretty smoky in the distance,’ said Chris Hilger, the spokesman for the Michigan Solar Car Team, speaking by satellite phone on Monday afternoon from the Northern Territory town of Wauchope. ‘We definitely smell it where we are and can see it on the horizon.’” [Source]

Ann Arbor Labor Benefits Get Initial OK

At its Oct. 17, 2011 meeting, the Ann Arbor city council gave initial approval to revisions to the ordinances that govern the retirement and health care plans for two of its unions: the Ann Arbor Police Officers Association (AAPOA) and the American Federation of State, County and Municipal Employees (AFSCME).

The revisions to the ordinances resulted from a collective bargaining agreement with AFSCME and a binding arbitration under Act 312 with AAPOA. The changes are similar to ordinance changes already enacted for non-union city workers.

The pension contribution for AAPOA and AFSCME workers will rise from 5% on a post-tax basis to 6% on a pre-tax basis. The vesting period for new hires will increase from 5 years to 10 years. Also for new hires, the final average compensation (FAC) calculation will be increased to a five-year period. The previous FAC was based on a three-year period.

On the health care side, the AFSCME and AAPOA employees would have the same access-only retiree health plan as non-union employees have. Like all ordinance changes, the city council will need to give these revisions a second and final approval no sooner than its next regular meeting.

Ann Arbor Taxicab Law Gets Initial Tweak

At its Oct. 17, 2011 meeting, the Ann Arbor city council gave initial approval to changes in its taxicab ordinance. The changes make explicit how long a taxicab company license is valid (10 years) and spells out some additional conditions on revocation or suspension of the company license.

The revisions also add reasons that can be used for suspending an individual taxicab driver’s license, which include a city administrator’s view that a driver “has acted in an unprofessional, harassing or threatening manner to passengers, or others.”

Like all ordinance revisions, the taxicab licensing revision will need a second and final approval from the council in order to take effect.

Finalists Selected for Housing Director

At a special meeting on Wednesday, Oct. 12, 2011, board members of the Ann Arbor housing commission deliberated on four finalists for the job of executive director. The position would oversee the city’s public housing and Section 8 programs, at a time of uncertain federal funding and increasing need. Board president Marta Manildi described it as perhaps the most important decision the board will make.

Commissioners praised all four candidates, but Jennifer L. Hall emerged as the leading choice. Four of the five housing commissioners selected her as their first choice in a straw poll at the beginning of the meeting. Hall currently serves as housing manager for the Washtenaw County/city of Ann Arbor office of community development. In advocating for Hall, board member Leigh Greden – a former city councilmember – noted that her knowledge of the local community is a strong asset.

But after about 90 minutes of discussion, commissioners decided to move ahead with three of the four finalists: Hall, Damon Duncan and Bill Ward. Both Duncan and Ward have more extensive public housing experience than Hall, primarily with the Detroit housing commission. The other finalist, Nick Coquillard, has served as deputy director of the Ann Arbor housing commission and is now interim director.

During the meeting, much of the discussion focused on the vision, leadership and management styles of the candidates, and how those styles would fit the existing staff focus on teamwork and customer service. As a backdrop to the discussion, the housing commission has seen some dramatic leadership changes over the past two years – including dissolution of the previous board in 2010, and a previous change in executive directors.

At the beginning of the meeting, Ronald Woods, the only commissioner who did not indicate a preference for Hall, asked whether it would be possible to conduct some of their discussion in closed session. He felt it would allow for a more candid exchange of opinions. But Kevin McDonald of the city attorney’s office informed the board that this was a public hiring process, and needed to be held in public view.

The executive director of the housing commission is one of only four positions in city government that is required to have a public hiring process, McDonald told the board. The other positions are city administrator, city attorney, and executive director of the Ann Arbor Downtown Development Authority.

The board will take up the hiring decision again at their regular meeting on Wednesday, Oct. 19. The meeting is open to the public and starts at 6 p.m. at Baker Commons, 106 Packard (the corner of Packard and Main) – a housing commission property. Independent Jane Lumm is challenging Democratic incumbent Stephen Rapundalo in the Ward 2 Ann Arbor city council race, and they both participated in the recent candidate forums hosted by the local League of Women Voters (LWV).

Of the four contested races this year, the Ward 2 contest likely poses the greatest chance for a challenger to take an incumbent’s seat. Lumm previously served on the city council in the 1990s, has been active in the community, enjoys good name recognition and has achieved a broad coalition of support across party lines. She served previously on the council as a Republican. Lumm’s supporters include some who previously supported Rapundalo as recently as in the August Democratic primary.

One measure of Rapundalo’s own perception that Lumm poses a significant threat is the tenor of his campaign – as reflected in his website as well as his closing comments at the LWV debate. In those comments, he attempted to paint Lumm – and the city councils of the 1990s – as having created a mess that he’s had to clean up. Specific votes cast by Lumm are described and criticized by Rapundalo on his website without their full context. The context for some votes by Lumm – votes that are cited and criticized on Rapundalo’s website – reveal a kind of garden-variety fiscal conservatism that Rapundalo is also known for.

AAPS Board Mulls Committee Structure

At its annual retreat on Oct. 14, 2011, the Ann Arbor Public Schools board of trustees discussed the pros and cons of eliminating the board’s two three-member committees in favor of one “committee of the whole.” The new committee, comprising all seven board members, would hold a monthly meeting in addition to the two regular board meetings.

The board currently maintains two standing committees – a planning committee and a performance committee – through which most new agenda items are vetted and recommendations are crafted for board approval. Agendas for regular board meetings are then set by an executive committee made up of the standing committee chairs and the board president.

Lindsay Blackwell has launched a social media campaign to get hired as the University of Michigan social media director, a new position created by Lisa Rudgers, UM’s vice president for global communications and strategic initiatives. The “Dear Lisa” campaign has its own website and Twitter hashtag – #dearlisa. From the website’s section on “What This Is”: ”Hi, I’m Lindsay Blackwell. I really, really, really want this job. 2011 Election: Ward 4 City Council

On Oct. 5, 2011 the local League of Women Voters (LWV) hosted candidate forums for Ann Arbor city council candidates in all four of the city’s five wards that have contested races.

Higgins did not attend the forum, sending her regrets in a written statement, which was read aloud: “I’m confirming that I will not be in attendance tomorrow evening due to a family commitment on Oct. 5. I appreciate the league’s focus on debating the issues and time spent on bringing debate to the public. Thank you for the invitation to participate.” The LWV indicated that holding the forum without Higgins would be consistent with its “empty chair” policy.

Higgins began her city council career as a Republican, first winning election to the council in 1999. She changed parties to become a Democrat in 2005. Many observers believe it’s not possible to be elected to the council as a Republican in Ann Arbor’s current political climate.

At the LWV forum, Scheie explicitly addressed the issue of party membership, saying that he was running as a Republican precisely because of the lack of opposition politics in Ann Arbor – “Republican” has become a dirty word in Ann Arbor, he said.

Proposed Heritage Row Revisions Available

Added to the Ann Arbor city council’s online Legistar system on Friday, Oct. 14, 2011 are the proposed revisions to the Heritage Row planned unit development (PUD) on South Fifth Avenue.

The council will give initial consideration to the revisions at its upcoming Oct. 17 meeting. If the council chooses to advance the proposal to a second reading, that final consideration would take place at an extra council meeting scheduled for Oct. 24.

As revised, the Heritage Row project would provide for some manner of reconstruction of seven existing houses, and construct three additional buildings behind the houses. Column: “Three and Out” A Complex Saga

Editor’s note: Earlier this week, columnist John U. Bacon started answering questions from Michigan fans on MGoBlog about his upcoming book, “Three and Out: Rich Rodriguez and the Michigan Wolverines in the Crucible of College Football” (FSG, $28, out October 25, 2011). This column is adapted from that conversation.

Q: So let’s talk about how this book came about. You had total unfettered access to Rich Rodriguez? How does that come about? Why would anyone agree to such a thing? What was his motivation?

This book came about largely by dumb luck – and it was luck, of all kinds, that reshaped it several times before I finished this summer.

With my degree in history (“pre-unemployment”) in my pocket, I got my first job out of Michigan teaching U.S. history and coaching hockey at Culver Academies in Indiana. One of my best students, Greg Farrall, went on to become an All-Big Ten defensive end, and then a successful financial adviser.

We’ve stayed in touch, and in early 2008, he asked for some signed copies of “Bo’s Lasting Lessons,” including one for his former coach at Indiana, Bill Mallory, and another to his boss at the time, Mike Wilcox – who just happened to be Rich Rodriguez’s financial adviser. In fact, when Rodriguez first met with Bill Martin and Mary Sue Coleman in December 2007, they did so at Wilcox’s Toledo office. [Martin was UM's athletic director at the time. Coleman is president of the university.]

One thing led to another, and in July 2008 Wilcox asked me if I’d be interested in getting complete access to Rodriguez’s first Michigan team. I thought about it for a week or so, before concluding I’d be crazy not to jump at this chance. [Full Story]

Local Food Activist May Join Greenbelt Group

Ann Arbor greenbelt advisory commission meeting (Oct. 12, 2011): Local farmer and food activist Shannon Brines could become the next member of the city’s greenbelt oversight group, if Ann Arbor city council acts on a recommendation made on Wednesday.

The greenbelt advisory commission (GAC) voted unanimously to recommend Brines for the appointment, which would fill the one open position, an at-large seat. Brines owns Brines Farm in Dexter but lives in Ann Arbor’s Fifth Ward – which GAC member Carsten Hohnke represents on city council. Hohnke, who did not attend Wednesday’s meeting, will likely be the councilmember to put forward Brines’ nomination to council.

Brines also works for the University of Michigan School of Natural Resources and Environment (SNRE), as does GAC vice chair Catherine Riseng. At Wednesday’s meeting, Riseng told commissioners that she’s been appointed to an advisory committee for the county’s natural areas preservation program, and hopes to serve as a liaison between the two groups.

In other action, the commission voted to write a letter of support for continued funding of a federal program for farmland preservation. As Congress hammers out the 2012 farm bill, funds for the program could be at risk. The city received nearly $2.8 million in federal dollars for greenbelt properties during the last fiscal year.

At Wednesday’s meeting the commission also discussed forming a committee to develop a communications plan for the greenbelt program. The intent is to get the word out about the program’s achievements in a consistent, coordinated way.

One of the program’s ongoing efforts at communication is coming up later this month. On Saturday, Oct. 22, a two-hour bus tour will highlight some of the farmland and other properties that are being preserved by the greenbelt program. The tour runs from 11 a.m.-1 p.m. and starts from the Ann Arbor farmers market. Boxed lunches are included in the $15 fee. [Full Story]

The Wall Street Journal published an excerpt from Ann Arbor columnist John U. Bacon’s upcoming book, “Three and Out: Rich Rodriguez and the Michigan Wolverines in the Crucible of College Football,” to be released on Oct. 25. The excerpt documents a day in the life of UM quarterback Denard Robinson: “At 7:30, Robinson sat with a few teammates in the commons for dinner. In less than an hour, he ate two biscuits, 16 chicken wings, two Gatorades, two caramel cheesecakes and a big scoop of rice. All told, he consumed well over 4,000 calories that day – which paled in comparison to the linemen’s max of 14,000 calories a day.” [Source]
