I don’t doubt this was said at a meeting, but there is no bird called a chicken hawk.

From Wikipedia: “In the United States, a Chickenhawk or Chicken Hawk is an unofficial designation for three species of North American hawks: the Cooper’s Hawk, the Sharp-shinned Hawk and the Red-tailed Hawk. The term Chicken Hawk, however, is inappropriate. Although Cooper’s and Sharp-shinned Hawks may attack other birds, chickens do not make up a significant part of their diet; Red-tailed Hawks have varied diets, but may opportunistically hunt free-range poultry.”

I don’t picture any of these species “roosting” in a dilapidated garage. Does anyone have accurate info about what birds these are?

The ‘what’, ‘why’, etc. as if they have been taking care of their property diligently and now are being subjected to such terrible government power.

Nope – you were just an absentee landlord who has owned an eyesore / health hazard for years and did nothing about it.
