Library Board Meetings Won’t Be Broadcast

At its May 16, 2011 meeting, the Ann Arbor District Library board voted on a resolution to begin videotaping its meetings for broadcast. Nancy Kaplan, the board’s newest member, proposed the idea at their April 25, 2011 meeting. At that same meeting, AADL staff told the board that limited resources and quality control issues were the reasons why they hadn’t chosen to videotape the meetings to date.

Only Kaplan and Barbara Murphy voted in favor of the resolution. It was defeated by a 2-4 vote, with trustees Rebecca Head, Jan Barney Newman, Margaret Leary and Prue Rosenthal voting against it. Ed Surovell was absent.

Library Extends FAADL Space Agreement

At its May 16, 2011 meeting, the Ann Arbor District Library board unanimously approved a one-year extension on the space agreement with the nonprofit Friends of the Ann Arbor District Library, which operates a used bookstore in the lower level of AADL’s downtown branch. Proceeds from the store – $100,000 this year alone – benefit the library. The previous agreement, originally signed in 2009, was set to expire on May 18. [.pdf file of FAADL space use agreement]

Ann Arbor Library Board OKs FY 2011-12 Budget

At its May 16, 2011 meeting, the Ann Arbor District Library board unanimously approved its 2011-12 budget for the fiscal year starting July 1, 2011. Though the board is allowed to levy up to 1.92 mills, the $12.034 million budget is based on tax revenues from a 1.55 mill levy, which the board authorized in a separate vote. [In 2009, the board had lowered its millage rate from 1.92 mills to the current rate of 1.55 mills. One mill equals $1 for every $1,000 of a property’s state equalized value, or SEV.] No one spoke during a public hearing on the proposed budget.

Ann Arbor Library Signs Digital Music Deal

The deal – which is getting national attention from library professionals – gives patrons unlimited access to a downloadable catalog of about 12,000 tracks in a wide range of genres. Though it doesn’t include songs by popular artists on major record labels, AADL director Josie Parker told the board that the selection should appeal to a community like Ann Arbor, which values alternative music.

The library is looking for other ways to increase its digital offerings of audiobooks, films, music, and free or open eBooks. Possibilities include tapping collections like Project Gutenberg, which has about 50,000 titles, and working with local authors, musicians and filmmakers who might be interested in making their work accessible to library patrons.

Also at Monday’s meeting, board member Nancy Kaplan advocated for televising the board’s monthly meetings, and said she’d like to bring a formal proposal to the board for a vote on May 16. Other groups like the Ann Arbor Public Schools board and the Ann Arbor Transportation Authority currently hold their meetings in the same location as the AADL board – the fourth floor conference room of the AADL’s downtown building on South Fifth Avenue. AAPS and AATA meetings are televised by Community Television Network. Parker agreed that there are benefits to televising the meetings, but cited issues of quality and control as reasons why they haven’t decided to do that yet.

In other business, board members got a preview of the 2011-12 budget, for the fiscal year starting July 1, 2011. They plan to keep the millage level unchanged – AADL levies 1.55 mills, not its maximum allowable 1.92 mills. There will be no layoffs, but no pay increases. The board will take a formal vote to approve the final budget at their May 16 meeting, which will also include a public hearing on the issue.

And in a discussion about the nonprofit Friends of the Ann Arbor District Library, Parker asked the board to consider putting a direct link to that organization’s website on the front page of the AADL website. The move would be “a pretty public vote of confidence for them, and recognition for everything they’ve done,” she said. The AADL had distanced itself from the Friends several years ago in the wake of financial oversight issues that have since been resolved. The topic stemmed from a report by AADL director Josie Parker, who described her experience at a recent working group meeting for the Digital Public Library of America. At that invitation-only event, Parker framed the discussion among industry leaders regarding the future of public access to information, from the perspective of public libraries.

It’s an issue highlighted by the decision of two major publishers – Macmillan and Simon & Schuster – not to sell eBooks to public libraries, making more than 25% of the eBook market unavailable to library patrons. More recently, HarperCollins announced restrictions on how libraries can circulate eBooks that it publishes.

Eli Neiburger, AADL’s associate director of IT and product development, gave a talk on the impact of eBooks at a national summit last fall called “ebooks: Libraries at the Tipping Point” – his presentation can be viewed online. At Monday’s meeting, Parker congratulated him for being named by Library Journal as one of its 2011 Movers & Shakers, in the category of tech leaders.

In another technology-related update, Parker told the board she’s been invited to serve on the Bill & Melinda Gates Foundation‘s public access technology benchmarks program. That workgroup will be developing benchmarks that libraries can use to determine the kind of technology infrastructure they need to deliver services to their communities.

Parker also briefed the board on new standards imposed by the Library of Michigan, which changed how public libraries qualify for state aid. Those standards – originally proposed as rules – are the subject of a lawsuit against the state library, filed by the Herrick District Library in Holland. The AADL has filed an amicus curiae – or “friend of the court” – brief in support of the Herrick library’s position, which charges that the state library has no authority to set these rules, and is taking away local control from district libraries.

Aside from updates made by Parker, the board dispatched with the rest of its business quickly. No one spoke during the time available for public commentary. [Full Story]

Ann Arbor Library Board Starts New Year

Ann Arbor District Library annual board meeting (Jan. 17, 2011): The library board’s first meeting of 2011 served as the board’s “annual meeting.” It kicked off with a swearing-in for four board members – including three incumbents – who won their elections on Nov. 2. The ceremony was officiated by Judge Elizabeth “Libby” Hines of the 15th District Court.

The seven-member board also elected new officers – there were no competing nominations, and all votes were unanimous. Margaret Leary, who has previously served as president, was again elected to that office, replacing trustee Rebecca Head. In her final remarks as president before new officers were elected, Head gave an overview of the past 18 months, citing both challenges and accomplishments during that period.

The board also heard some details about AADL director Josie Parker’s involvement in the Digital Public Library of America initiative. Parker has been invited to be part of a small working group that will help launch the project, which is spearheaded by Harvard University’s Berkman Center for Internet and Society. Paul Courant, dean of libraries for the University of Michigan, is also involved. [Full Story]

Ann Arbor Library Weighs In On Lawsuit

Ann Arbor District Library board meeting (Dec. 20, 2010): The AADL board spent much of their December meeting focused on a statewide issue with local implications: New rules issued by the Library of Michigan are being challenged in court. The board ultimately voted to file an amicus curiae – or “friend of the court” – brief in support of the Herrick District Library in Holland, which filed suit against the state library. At stake are broader issues of local control, which officials at local public libraries believe would be eroded if the new rules are allowed. The new rules change how libraries qualify for state aid.

The board also got brief updates on plans to deal with the downtown library building and with the parking deal being negotiated between the city of Ann Arbor and the Ann Arbor Downtown Development Authority.

Ann Arbor District Library Gets Clean Audit

Dave Fisher of the accounting firm Rehmann Robson was on hand to review the district’s financial audit for the fiscal year that ended June 30, 2010. He described the library as in solid financial shape, especially in relationship to other entities in Michigan that rely on property tax revenues. The library has no long-term debt and its fund balance is strong, he said. But he added a cautionary note that like other taxpayer-funded entities, the library would likely be grappling with a continued drop in property tax revenues in future years.

Property tax revenues emerged again in a discussion during the director’s report. AADL director Josie Parker drew attention to a Nov. 15 column published in The Ann Arbor Chronicle regarding the ongoing negotiations between the city of Ann Arbor and the Downtown Development Authority. The column pointed out an issue that Parker has been tracking as well: the potential for tax increment financing funds captured by the DDA from public entities, including the AADL, to be used to offset a parking fund deficit caused by striking a new parking deal with the city. The board ultimately passed a resolution at Monday’s meeting, directing Parker to seek legal counsel on the issue.

Board member Ed Surovell said he wanted to make sure the board was defending their right to collect taxes, and that they’re being as responsible as possible to the citizens of the district. “I think this is dead serious business,” he said. “The appropriation and misappropriation of tax revenues is the lifeblood not just of this library, but of a democracy.”

Also during her director’s report, Parker described the results of a site review by staff of the Michigan Commission for the Blind, which manages the federal program that the Washtenaw Library for the Blind and Physically Disabled @ AADL is part of. The review, conducted every two years, is the first one since the AADL took over management of the WLBPD from the county, a transition that occurred in early 2009. AADL received several commendations for its approach to providing WLBPD services.

At the end of the meeting, outgoing board member Carola Stearns – who lost her seat in the Nov. 2 election to challenger Nancy Kaplan – gave a poignant speech, thanking the library staff and her colleagues on the board. In connection with a possible downtown building project, she urged the board to explore alternative funding sources, beyond paying for the project solely with taxpayer funds. [Full Story]

One Newcomer Wins Library Board Seat

Nancy Kaplan won her first elected position on Tuesday when she defeated two opponents – including an incumbent – to take a two-year term on the Ann Arbor District Library board of trustees. According to unofficial results posted by the Washtenaw County clerk’s office, Kaplan took just over 55% of the votes in that three-way race against Lyn Powrie Davidge and incumbent Carola Stearns, who was appointed to that seat in 2008 following the resignation of Jean King.

In a separate, much closer race, three incumbents – Barbara Murphy, Jan Barney Newman and Ed Surovell – were re-elected to four-year terms. Challenger Vivienne Armentrout finished fourth in that four-way race, with 16,975 votes or 22.3% of total votes cast. Murphy got 20,404 votes, or 26.8%; Newman had 19,834 votes, or 26.07%; and Surovell got 18,415 votes, or 24.2%.

The four trustees elected on Tuesday will join three other current board members – Rebecca Head, Margaret Leary and Prue Rosenthal – whose terms expire in 2012. [Full Story]

Ann Arbor Library Board Gives Kudos

Ann Arbor District Library board meeting (Oct. 18, 2010): The bulk of Monday’s 20-minute library board meeting was devoted to accolades: A clean audit for the Friends of the Ann Arbor District Library, praise from representatives of people with disabilities, and a five-star ranking for the AADL, making it among the top libraries in the country.

In addition, during public commentary the board heard from Alan Haber, a community activist who’s advocating for a greenspace commons to be located atop an underground parking structure being built adjacent to the downtown library on Fifth Avenue. Haber presented architectural renderings of the proposal, designed by Stephan Trendov, and asked the board to allow him to give a more detailed presentation at an upcoming meeting.

In his financial report, AADL associate director Ken Nieman told the board that while most costs are expected to be in line with budgeted amounts during the current fiscal year, that might not be the case for employee benefits. It was an issue that arose during the board’s September meeting as well, when library officials reported that they were changing the insurance options for non-union employees to address increased expenses. On Monday, Nieman also said they’d just received word that the employer contribution rate to the Michigan Public School Employees Retirement System (MPSERS) was going to increase again – it had already been bumped up to 19.4% on Oct. 1, and would rise to 20.5% on Nov. 1. Ann Arbor District Library Board Election

On Sept. 28, the League of Women Voters hosted a combined forum for candidates for Ann Arbor District Library board.

Nancy Kaplan, Lyn Powrie Davidge and incumbent Carola Stearns are running for one two-year term. Vivienne Armentrout and incumbents Ed Surovell, Jan Barney Newman and Barbara Murphy are vying for three four-year terms. Five of the seven candidates attended the forum – Stearns and Davidge were out of town and unable to participate.

Terms for the three other current board members – Rebecca Head, Margaret Leary and Prue Rosenthal – expire in 2012.

The forum took place at Community Television Network studios and was recorded – it is available online through CTN’s video-on-demand service.

The hour-long event was moderated by Nancy Schewe, and questions covered a broad range of library-related topics, from the fate of the downtown building and thoughts on the next-door Library Lot, to issues of noise, security and technology. Library Board: Invest in Current Building?

Ann Arbor District Library board meeting (Sept. 20, 2010): A request to replace an aging chiller – the piece of equipment that acts as an air-conditioner for the downtown library – led to a broader discussion among library board members on Monday night about how much they should invest in a building that not long ago they planned to demolish.

They ultimately approved replacing the chiller for $108,555 – but also agreed to plan a retreat where they’ll discuss the issue of the downtown building in depth. The retreat will be scheduled sometime after the Nov. 2 election, when seven candidates will vie for four seats. In addition to the four incumbents running – Jan Barney Newman, Barbara Murphy, Carola Stearns and Ed Surovell – two other candidates attended Monday’s meeting in the audience: Vivienne Armentrout and Lyn Powrie Davidge. Nancy Kaplan is also running for a board seat.

The board heard a report that employee benefits are over budget, primarily due to increased health insurance costs. The administration has addressed that issue by changing the insurance options for its non-union employees, a move that’s expected to bring the expense back to its budgeted amount by the end of the fiscal year.

Also during Monday’s meeting, the board and staff heard a presentation by Stearns, a geologist, who described the effects of glaciers on this region’s topography, in part by looking at the layers of earth exposed during excavation for the underground parking garage being built adjacent to the downtown library building. Column: Two-Year Milestone

Last month I trekked over to the Ann Arbor District Library to hand-deliver a paper document to the library’s director, Josie Parker. It was a letter that stated our intent, as owners of The Ann Arbor Chronicle, to grant all necessary legal authority to the AADL to preserve public access to our publication’s archives, in the event that The Chronicle closes or that we get hit by a bus.

It was an important decision for us, and one we didn’t take lightly – “we” being me and my husband Dave Askins, who’s editor and co-owner of The Chronicle. For me, The Chronicle has always been a convergence of the professional and the personal. Launching the publication on Sept. 2, which is also our wedding anniversary, reflects that connection. So choosing how to ensure the preservation of The Chronicle’s archives was more than a business decision.

The corpus of civic affairs and local government reporting that we’ve compiled in The Chronicle’s first two years, we believe, is a community asset worth preserving. During my tenure at The Ann Arbor News, I was always appalled at the condition of the archives there, neglected and deteriorating in a basement space we called The Cage. I was thrilled when the AADL negotiated to become caretaker of that massive collection, some items dating back to the late 1800s. Given the AADL staff’s obvious competence and eagerness to dig into the project – organizing more than 1 million items – it seemed a natural fit to ask that they consider shepherding our much less space-demanding slice of local journalism, too.

The Chronicle, of course, was born digital, and at this point would fit on a thumb drive. Although we’d likely be classified by most folks as “new media,” in many ways we embrace an ethos that runs contrary to current trends. And that’s why I liked the idea of walking a few blocks to the library and handing over a letter – a physical artifact that outlines the hopes of a digital future. And on this occasion of The Chronicle’s second anniversary, I’d like to chew on that notion a little more, and talk about what its implications might be. [Full Story]

Library Board Candidates Meet with Staff

Accomplishments of the Ann Arbor District Library – and challenges the system faces in the coming years – were among the topics discussed at an informational session on Wednesday evening for library board candidates who’ll be on the ballot in November.

Four of the seven candidates attended: incumbents Ed Surovell and Jan Barney Newman, as well as former Washtenaw County commissioner Vivienne Armentrout and Nancy Kaplan, who hosts a local talk show on community issues called Other Perspectives.

Kaplan, Lyn Powrie Davidge and incumbent Carola Stearns are running for one two-year term. Armentrout and incumbents Surovell, Newman and Barbara Murphy are vying for three four-year terms.

Terms for the three other current board members – Rebecca Head, Margaret Leary and Prue Rosenthal – expire in 2012.

The session on Wednesday was informal, following the format of a similar meeting held on July 27 for people interested in running. Head, the current board president, and AADL director Josie Parker were on hand to answer questions, as were associate directors Celeste Choate, Eli Neiburger and Ken Nieman. [Full Story]

Who Wants To Be on the Library Board?

Two potential candidates showed up Tuesday evening at an information session for the Nov. 2 Ann Arbor District Library board elections.

Lyn Davidge and Greg Andrade say they haven’t yet decided whether to run, but they’re considering it. Four seats will be on the Nov. 2 ballot: three four-year terms and one two-year term. The four board members whose terms expire at the end of 2010 – Jan Barney Newman, Barbara Murphy, Carola Stearns and Ed Surovell – haven’t yet declared their intent to seek re-election.

The filing deadline for the AADL board candidates is 4 p.m. on Tuesday, Aug. 10. The positions are nonpartisan. To file, candidates must turn in an affidavit of identity to the Washtenaw County clerk’s office, along with a $100 non-refundable filing fee or a minimum of 40 valid signatures. Library Feels Impact of Construction Project

Ann Arbor District Library board meeting (June 21, 2010): Construction in the area surrounding the downtown library came up in a couple of ways during the library board’s June meeting held this week.

Vibrations from work on the Fifth Avenue underground parking structure, just to the north of the library building, have caused problems with the building’s HVAC system – the library temporarily lost air-conditioning as a result. In a related move, the library board voted to award a contract for HVAC maintenance and repair to Pace Mechanical, despite arguments that it should go to a local company.

And in her director’s report, Josie Parker noted that a public parking lot used by library patrons will close as early as next spring, due to the rebuilding of the AATA’s Blake Transit Center. The city-owned surface lot is located at the northwest corner of Fifth and William, directly across from the library.

The Chronicle followed up with the Ann Arbor Downtown Development Authority, which oversees management of the surface lot for the city, for more details on possible contingencies for patron parking, as well as other access issues that could arise when Fifth Avenue along that block is closed for at least a year, starting Aug. 1.

Library Board Adopts 2010-11 Budget

Ann Arbor District Library board meeting (May 17, 2010): At its May meeting, the AADL board adopted a budget for the 2010-11 fiscal year – keeping the millage rate at 1.55 mills. Though the tentative budget discussed at the board’s April meeting had projected a $200,000 shortfall, the library staff is now anticipating less of a drop in tax revenues for the coming fiscal year. That increased optimism on the revenue front means that the approved budget does not require tapping the library’s fund balance.

Board members also discussed awarding a contract for HVAC work, and heard from the representative of a company that’s not being recommended for the contract. The board revised the library district’s boundaries in the Northfield Township area, and approved new legal compliance and conflict of interest policies. [Full Story]

Library Board Addresses Budget Shortfall

Ann Arbor District Library board meeting (April 19, 2010): Facing a projected $200,000 shortfall for the 2010-11 fiscal year, the Ann Arbor District Library board discussed tapping its fund balance to cover the gap, rather than raising its millage or making additional cuts. The district is anticipating a decrease in tax revenues for the fiscal year beginning July 1, based on a drop in local property values. AADL director Josie Parker told the board that her staff had already identified $700,000 in expense cuts, but didn’t feel they could do more without service cuts or layoffs.

Library Board Adopts Strategic Plan

Ann Arbor District Library board meeting (March 15, 2010): At their March meeting, the Ann Arbor District Library board adopted a new strategic plan for the next five years – a process that’s been in the works for several months.

The board got a monthly update on the library’s finances, and were briefed on a $50,000 donation from the Friends of the AADL. They also heard a report on a project to digitally archive the program history of the University Musical Society – the first project of its kind in the world, according to AADL director Josie Parker. Ann Arbor Satellite Campus for WCC?

The Washtenaw Community College Board of Trustees met for a two-day retreat at the Westin Book Cadillac Hotel in Detroit earlier this month, where they discussed the possibility of opening a satellite campus in Ann Arbor – possibly in partnership with the Ann Arbor District Library.

The retreat on March 5-6 covered a range of other topics, from the college’s projected drop in revenue and possible tuition increases to its shifting student demographics and a raft of facility renovations.

The Chronicle attended the first day of the retreat – the second day was held in closed session. The location – including an overnight stay at what the Book Cadillac website describes as an historic, luxury hotel – was intended to help focus trustees’ attention, according to board chair Stephen Gill. The cost of the retreat came to $9,910.70. [Full Story]

Board Renews Library Building Discussion

The Ann Arbor District Library board is reconsidering plans to rebuild its downtown building – a move they had tabled in late 2008 because of economic conditions.

At a Feb. 18 working session to discuss AADL’s strategic plan, board member Ed Surovell pushed the board to act. “We are not in charge of our budget or our reserves or our fate because the building is falling apart,” he said. “On any given day of the week, it could be closed for an extended period of time because something deadly goes wrong with it.”

If they move ahead, the project would likely include asking voters to approve a millage that would fund construction.

Concerns over the library’s main building, located at Fifth and William, were part of a wide-ranging discussion as the board and key staff members worked through the draft of a strategic plan for July 1, 2010 through June 30, 2015. Other topics included phasing out the Dewey Decimal System as the primary way to classify materials, marketing to those who don’t use the library, and adapting products and services to reflect changing technology. Board Briefed on Gutting of State Library

Ann Arbor District Library board meeting (Feb. 15, 2010): During her report to the board, AADL director Josie Parker delivered a scathing review of the state’s moves to downsize the Library of Michigan, laying out the implications for local patrons as well as for the state as a whole.

A memo dated Feb. 12, 2010 from the state Department of Education describes general plans to disperse the state library’s extensive collection. Parker noted that while the memo claims the state will support continued services, such as the popular Michigan eLibrary, there’s nothing that guarantees funding – and “without that, those resources are gone,” she said. Library Board Gets Update on Library Lot

So while the library board won’t be making decisions about the city’s quest for a development there, they had plenty of questions about how it’s proceeding. At Monday night’s library board meeting, city administrator Roger Fraser was on hand to answer those questions and give an update on the Library Lot RFP process – interviews for potential developers are being held this week.

The lot – where an underground parking structure is now being built – was also the topic addressed by the only speaker during public commentary, who urged the board to keep an open mind about the development that might be built on top of the site. The comment prompted board member Prue Rosenthal to respond: “You know that we’re not in charge of this, right?” [Full Story]

It was a telling moment. A group of graduate students from the University of Michigan had just finished making presentations to members of the Ann Arbor District Library board. They were part of a class on urban design taught by local developer Peter Allen.

Some of their class projects had focused on development of the Library Lot, and two teams were on hand to show their work to the board.

When they were done, Allen talked about why the student perspective was important – for the worldview they brought, and the insight they could give on how to make downtown Ann Arbor attractive for the 25 to 35-year-old professional.

The moment came when Prue Rosenthal, the board’s treasurer, asked this question: “How many of you plan to stay here?”

Silence – then some awkward laughter. None of the six students, it turns out, intend to stick around Ann Arbor after graduation.

That alone isn’t a big deal – it’s a small sample, after all. But it was striking when combined with the vision these students had for downtown development – a vision very different from what’s typically proposed for Ann Arbor, or from what actually gets built. But it’s a vision that, if realized, might compel these young professionals to make a life here. [Full Story]

Ann Arbor Library Board Moves Elections

Ann Arbor District Library board meeting (Dec. 21, 2009): At its last meeting of 2009, the library board voted to move its elections to November, in response to a similar decision last week by the Ann Arbor Public Schools board.

Library board members also discussed their hopes for a development next to the downtown library. The city solicited bids for development atop an underground parking structure being built just north of the library, on land stretching between Fourth and Fifth and Division. The library has a vested interest in that project – as board members noted on Monday, the development there will affect their decision about what to do with the downtown library building.

No representative from the library is on the city’s review committee that’s currently evaluating proposals for the site. But two members of that committee did attend Monday’s board meeting, and library director Josie Parker plans to meet with city officials to convey the board’s feedback.

Bottom line: A place that’s active and that attracts a diverse group of people around the clock would be best for the library. Also needed, board members said, is some master planning for that entire area, which includes the former YMCA lot and the AATA’s Blake Transit Center. [Full Story]

School Election Change Would Affect Library

Ann Arbor District Library special board meeting (Dec. 1, 2009): During a special board meeting held on Tuesday, the Ann Arbor District Library board discussed the implications of possible changes to the school board’s election date.

Bottom line: If the school board moves its May election to November, the library board will be forced to do the same.

The school board is expected to make that decision at its Dec. 16 meeting. If the school board approves the change, the library board will need to act before the end of the year, too. To prepare for that possibility, the library board voted to hold a meeting on Monday, Dec. 21, with a public hearing scheduled on the topic of the election. If the school board votes not to move its election date, it’s likely that the library board will cancel the Dec. 21 meeting. [Full Story]

Library Nears Deal on Newspaper Archives

Ann Arbor District Library board meeting (Nov. 17, 2009): Board members were briefed on Monday about a pending deal with the Herald Publishing Co., owners of the former Ann Arbor News, which is allowing the library to digitize the newspaper’s archives of photographs and newspaper clippings dating back decades. The 174-year-old Ann Arbor News closed in July of 2009.

Josie Parker, AADL’s director, said that accepting the agreement is likely the most important decision the board would make during its tenure, and could serve as a model for other libraries in the future. She also cautioned that though the library isn’t paying for the collection, it’s not free. “From the moment we get it, it’ll cost us,” she said.

Several library employees who are keen to get started on the project attended the meeting, including one librarian who gave Parker a high five when the meeting ended, to celebrate the board’s decision to move ahead with the project.

The board also spent a portion of the meeting reviewing and modifying a draft of its strategic initiatives, and got an update on AADL’s financial performance via a report on the financial audit for fiscal 2009. And performance of a different sort was reflected in two awards that the library recently received, which Parker described to the board, earning her and the rest of the staff a round of applause. Navigating Library Lane

The Chronicle arrived about an hour late to the Oct. 19, 2009 board meeting for the Ann Arbor District Library, which began before the conclusion of an earlier meeting of the Ann Arbor Public Art Commission.

When we arrived, however, the board was not in the downtown library’s fourth-floor conference room where these meetings are held – they’d moved into a closed executive session. Waiting for their return were Susan Pollay, executive director of the Ann Arbor Downtown Development Authority, and Adrian Iraola, project manager for the DDA’s Fifth Avenue underground parking project.

Pollay and Iraola were there to talk to the board about the city’s request for a utility easement on library property, to the east of the library’s downtown building. The easement is needed so that the DDA can install a new water main leading to a fire hydrant on Library Lane, a proposed east-west street that would lie between the library on the south and the DDA parking structure on the north.

When the board returned from their executive session, Pollay and Iraola got an unanticipated response – one that’s resulting in an adjustment of the DDA’s construction schedule on the project. [Full Story]

New Downtown Library? If, When and Where

By the end of their five-hour retreat last week, board members for the Ann Arbor District Library had heard from library staff about hundreds of projects that have been accomplished over the past six years since their last strategic plan was crafted.

The long list included construction of three new branches. But the board’s discussion kept circling back to one huge undertaking that hadn’t been completed: Building a new downtown library.

When that project was halted last November, the board had considered it as a detour or a pause.  What they’d done up to that point, including about $900,000 worth of architectural and consulting work, was to be set aside and used in the future.

But during Wednesday’s retreat it became clear that with so many variables in the air – including the unanswered question of what might be built on top of a new underground parking structure next to the downtown library – the board would need to start anew if and when they decided to undertake the project again.
