Major Renovation of City Ballfields Planned

PAC unanimously recommended awarding a nearly $1 million contract to RMD Holdings of Chesterfield, Michigan, for renovation of ballfields at Veterans Memorial Park, West Park and Southeast Area Park. If approved by the city council, work would begin after the 2012 summer season. Ann Arbor Rec & Ed – a unit of the Ann Arbor Public Schools – plans to cancel its fall season in light of the project. Teams playing in Rec & Ed programs are the primary users of these fields.

Commissioners also got an update on the status of West Park renovations – specifically, how problems with an underground stormwater system are being addressed. City engineer Nick Hutchinson described plans for repairing the system, saying that legal issues are still being worked out, but the project will likely be completed by July of 2012. A public forum will be held on Feb. 13 at Slauson Middle School to update residents. At a similar meeting held in mid-January, residents raised concerns over whether the situation in West Park has caused flooding in nearby basements.

Also at PAC’s Jan. 24 meeting, commissioner Gwen Nystuen urged the group to consider taking action on the Allen Creek greenway, in light of remarks made by mayor John Hieftje at the city council’s Jan. 23 meeting regarding the city-owned 415 W. Washington property. Colin Smith, the city’s manager of parks and recreation, reported that there’s been discussion about possibly applying for a state grant to help fund the greenway, but the timeline for applying this year is tight. He also suggested that an initial step would be to develop a master plan for the greenway, as recommended in the city’s parks, recreation and open space plan.

Near the beginning of the meeting, commissioner Sam Offen introduced the new executive director for the Leslie Science & Nature Center, Susan Westhoff, who spoke briefly to commissioners. Offen is a board member of the center, a nonprofit that’s located on city property. [Full Story]

Park Group Recommends Ballpark Overhaul

At its Jan. 24, 2012 meeting, the Ann Arbor park advisory commission unanimously recommended a nearly $1 million contract to renovate softball and baseball fields at three city parks.

If approved by the city council, the $982,333 contract would be awarded to RMD Holdings of Chesterfield, Michigan. That amount includes a $893,030 base bid plus a 10% contingency of $89,303. It was the lowest of four bids received for the project, which will focus on the fenced ballparks at Veterans Memorial Park, West Park and Southeast Area Park. Originally, the city had intended to include fields at Allmendinger Park as well, but bids came in higher than expected and that work was eliminated from the project.

Creek Project Ramps Up at Leslie Park Golf

Jen Lawson, the city of Ann Arbor’s water quality manager, said the city hopes to hire a design consultant in January, with preliminary designs for the project ready by April. Final designs and construction plans would be done by July, and construction is projected to start in November of 2012.

The project would be completed by the spring of 2013, Lawson said, although an additional two growing seasons would be needed for plants to take hold. The intent is to minimize the impact on golfers during construction – parks and recreation manager Colin Smith noted that the project team is sensitive to the need for revenues from the course.

During the December meeting, commissioners also got an update on the city’s natural area preservation program, which has increased the number of volunteers who help with tasks like invasive species control and animal/plant monitoring.

Communications from staff included an update on the Argo Dam bypass, where work has stopped for the season. Additional work, including paving of a footpath, will occur in the spring. And in communications from commissioners, Sam Offen reminded his colleagues of the upcoming sustainability forums. The first forum is on Thursday, Jan. 12, focusing on resource management. All forums, held once a month, will be at the downtown Ann Arbor District Library building, 343 S. More Concerns Aired on Fuller Road Station

Ann Arbor park advisory commission meeting (Nov. 15, 2011): With no action items on the agenda, PAC’s November meeting was filled with updates and honors, farewells and a few pointed comments regarding Fuller Road Station.

Commissioners were briefed by city staff about annual finances related to the land acquisition for parks and greenbelt programs, which are funded by a 30-year millage. They also got an update on the city’s marketing efforts for parks and recreation, and heard a report on the status of a sustainability project – several PAC commissioners had attended a September joint work session to help prioritize city goals related to environmental quality, economic vitality, and social equity.

Updates were also given about a sediment removal project in the Ruthven Nature Area, and about two parking-related projects at Riverside Park and Veterans Memorial Park.

In his manager’s report, Colin Smith noted that he’d taken a canoe run through the under-construction Argo Dam bypass pools – the new channel was a ”bit sportier” than he had expected, and is still being tweaked. He also told commissioners he’d received word that two state grant applications made by the city of Ann Arbor – $300,000 for the proposed Ann Arbor skatepark at Veterans Memorial Park, and $300,000 for improvements at the Gallup Park canoe livery – had ranked in the top 12 out of 100 applications statewide for funding from the Michigan Natural Resources Trust Fund. That bodes well for the possibility that the grants will be awarded – a decision from the state is expected in December.

During the meeting commissioners also honored two volunteers with the city’s natural area preservation program – Sarah Newman and Drew Lathin – and said farewell to Lynn Bowen, the administrative assistant who works with PAC. The meeting was her last before retiring from the city.

An item not on the agenda – the proposed Fuller Road Station – drew focus from public commentary as well as some questions from commissioners later in the meeting.  [Full Story]

Skatepark, Gallup Grants Rank High

Two state grant applications made by the city of Ann Arbor – $300,000 for the proposed Ann Arbor skatepark at Veterans Memorial Park, and $300,000 for improvements at the Gallup Park canoe livery – ranked in the top 12 out of 100 applications statewide for funding from the Michigan Natural Resources Trust Fund. At the Nov. 15 meeting of the Ann Arbor park advisory commission, Colin Smith, the city’s parks and recreation manager, told PAC members that he received the application scores in the mail earlier in the day.

Ann Arbor Senior Center: Changes Reviewed

Ann Arbor park advisory commission meeting (Oct. 18, 2011): Having skipped a meeting in September, park commissioners faced a full agenda at their October session, highlighted by a consultant’s report on the Ann Arbor senior center.

The report – including 16 recommendations for changes to improve the Burns Park center and senior services – is the latest in an effort that dates back to 2009, when the city considered closing the center. Suggestions include: (1) expanding programs to other locations, particularly to low-income senior housing; (2) partnering with other programs in the area, such as the popular travel program offered by Pittsfield Township’s senior center; and (3) possibly making the Burns Park facility more of a community center, and renaming it to reflect that broader mission.

Staff will be taking this report and incorporating elements of it into a strategic plan, which will be reviewed by PAC and city council before action is taken.

The meeting also included votes to recommend awarding contracts for renovations at Island Park, and support for a bioremediation pilot project at Southeast Area Park. Matt Naud, the city’s environmental coordinator, told commissioners that the test would determine the effectiveness of an approach to remove an existing vinyl chloride plume. The process would involve giving nutrients to naturally occurring microorganisms that can break down the contaminant. The plume resulted from vinyl chloride being released from the now-closed city landfill into groundwater on the south side of Ellsworth Road.

Margaret Parker, a member of the Ann Arbor public art commission (AAPAC), gave a presentation about two potential public art projects along the Huron River – at the Argo Dam bypass, and the Gallup Park canoe livery. Since the work would likely be on city-owned parkland, members of the parks staff and park advisory commission would be part of a task force for the project. Laura Rubin, executive director of the Huron River Watershed Council, also attended PAC’s meeting. She spoke in support of a more comprehensive vision for art as part of RiverUp!, an effort to improve a 104-mile stretch of the Huron River.

During public commentary, commissioners heard suggestions for several ways to improve non-motorized connections between South State and South Main streets.

The October meeting also included a review of FY 2011 and first-quarter FY 2012 financials for the parks system, and PAC’s annual election of officers. There were no deliberations, and current officers – including PAC chair Julie Grand – were re-elected unanimously. [Full Story]

Park Group Briefed on River Art Walk Proposal

Margaret Parker of the Ann Arbor public art commission (AAPAC) made a presentation on potential art projects along the Huron River during the Oct. 18, 2011 meeting of the city’s park advisory commission (PAC). Parker told PAC members that two locations have been identified for possible public art along the river: (1) at Gallup Park, in conjunction with planned improvements to the canoe livery; (2) at the Argo Dam canoe bypass, which is currently under construction. Bioremediation Possible for Southeast Park

Matt Naud, the city’s environmental coordinator, solicited a recommendation from the Ann Arbor park advisory commission at its Oct. 18, 2011 meeting regarding whether to pursue a bioremediation pilot test in a section of Southeast Area Park, a 26.5-acre city park at Ellsworth and Platt roads. The test would determine if technology to remove an existing vinyl chloride plume is effective.

The plume resulted from vinyl chloride being released from the now-closed city landfill into groundwater on the south side of Ellsworth Road. Currently, extraction wells are used to pull the groundwater and contaminants back to the extraction wells where the water is discharged to the sanitary sewer for treatment.

Consultants Deliver Senior Center Report

At its Oct. 18, 2011 meeting, the Ann Arbor park advisory commission (PAC) received a final report from consultants regarding the Ann Arbor senior center. [.pdf of full report] At its June 24, 2011 meeting, PAC had received a staff update on the senior center, which is located at Burns Park.

The report stems from city budget talks in 2009, when city officials were looking to cut costs and said that closing the senior center would save about $150,000 annually from the city’s general fund. In response to protests from local residents, the city formed a task force to develop strategies to keep the center open.

Repairs Recommended for Island Park

At its Oct. 18, 2011 meeting, the Ann Arbor park advisory commission passed two resolutions related to Island Park. PAC recommended approval of a $92,586 contract with Legacy Custom Builders Inc. for repair of the Island Park Greek Revival shelter. The price includes an $84,169 bid and a $8,417 (10%) construction contingency.

According to a staff memo, the shelter was built in 1914 and has been renovated several times, most recently in 1995. Weather, insect and animal damage has caused the structure to deteriorate. Four contractors made bids on the project, and Legacy Custom Builders proposed the lowest bid. The firm is based in Northville, Mich.

Action on Argo Headrace, Trails Near Fuller

Ann Arbor park advisory commission meeting (Aug. 16, 2011): During a three-hour meeting on Tuesday, park commissioners walked down several topical trails in what PAC chair Julie Grand aptly described as a “super-packed” agenda.

Commissioners approved a resolution recommending a change to the scope of work at the Argo headrace – a change that will add a new entrance to the soon-to-be-reconstructed waterway from Argo Pond to the Huron River. The modification to the project was linked to an offer from DTE to pay for a whitewater section that’s part of the overall project, which freed up city funds for the new entrance. A state permit needed to start the reconstruction is expected to be received by Aug. 23.

A second resolution introduced at Tuesday’s meeting urged the city council to incorporate design of a trail system – including the county’s Border to Border (B2B) trail – into the Fuller Road area in advance of building the proposed Fuller Road Station. Two members of the Washtenaw Bicycling & Walking Coalition were on hand with suggestions for where trails might be located to bypass the busy intersection of Fuller Road, Maiden Lane and East Medical Center Drive.

The topic of trails also emerged tangentially during a presentation by PAC vice chair John Lawter on dog parks. Some people walk their dogs off leash on park trails and in other park areas, violating Ann Arbor’s ordinance requiring dogs to be leashed. The exception is in the city’s two dog parks, on the north and south edges of town.

Lawter suggested that Ann Arbor might find other ways to let dogs off leash, either by creating another traditional dog park that’s more centrally located, or designating certain hours for dogs to be off leash in specific parks. PAC might form a subcommittee to explore options for a new dog park, and for how to increase enforcement of existing dog-control ordinances. Such an effort might uncover more data points like those Lawter provided in his presentation, which included the pounds of poo collected annually at Swift Run dog park.

Data collection has also been part of developing the city’s first urban forest management plan. Oliver Kiley of JJR, the consultant leading this project, updated the commission on the effort. Possible outcomes include a recommended maintenance plan, protections for mature trees, targets for new tree plantings, and proposals for relevant ordinances and zoning. The discussion among commissioners led to concerns over whether the city is prepared for something similar to the emerald ash borer – which decimated thousands of trees in the city over the past decade and chewed up the city’s forestry budget for several years.

The urban forest management plan will be among the 26 city plans in a sustainability framework being developed, focused on “triple-bottom line” goals of economic vitality, environmental quality and social equity. The commission was briefed on this project in preparation for a Sept. 27 joint meeting of the park, planning, energy and environmental commissions. The goal of that meeting is to start prioritizing goals from these existing city plans. [Full Story]

PAC: Integrate Trails into Fuller Road Station

At its Aug. 16, 2011 meeting, the Ann Arbor park advisory commission unanimously passed a resolution recommending that planning for a trail system – including the county’s Border to Border (B2B) Trail – be incorporated into plans for the proposed Fuller Road Station. The resolution was drafted by commissioners Gwen Nystuen and Tim Berla, and will be forwarded to the city council.

Among other things, the resolution states that detailed plans for the design and funding of the trail system, including the B2B Trail through Fuller Park and the connecting links on all sides, should be approved by PAC and city council prior to action on the Fuller Road Station project. PAC Recommends Change to Argo Project

At its Aug. 16, 2011 meeting, the Ann Arbor park advisory commission recommended amending the project scope with TSP Environmental for work on the Argo dam headrace.  [.pdf of staff memo and resolution]

The Livonia firm had been hired last year to build a bypass channel in the headrace for $988,170 and to add whitewater features for an additional $180,000. However, DTE is now offering to pay for the whitewater feature of the Argo dam project, if the city agrees to hold off on construction of that piece until after DTE completes remediation on its nearby property, as required by the state.

By having DTE pay for the work, the city is expected to save $163,636. The resolution approved at Tuesday’s PAC … [Full Story]

RiverUp! Focuses on Revitalizing Huron River

Ann Arbor park advisory commission (July 19, 2011): A new project to shore up the ecological health and recreational infrastructure of the Huron River – and to strengthen the economies of river communities like Ann Arbor and Ypsilanti – is getting ready for its public debut in mid-August. Park commissioners were briefed on the RiverUp! effort at their July meeting, and were invited to an Aug. 16 bus tour of sites that will be given initial attention in the Ann Arbor and Ypsilanti area.

Elizabeth Riggs of the Huron River Watershed Council, which is coordinating the project, told PAC members that RiverUp! is spearheaded by a conservancy group called the Wolfpack. Co-founded by attorney and former Clinton advisor Paul Dimond and retired Ford executive Ray Pittman, Wolfpack members – mostly from the Ann Arbor area – have been previously focused on state issues. Now, Riggs said, they are turning their attention to a 104-mile stretch of the Huron River, starting from the north at Milford through Ann Arbor and Ypsilanti, and downstream to Flat Rock.

Also at their July meeting, commissioners got an update about efforts to build an Ann Arbor skatepark. They also reviewed tentative FY 2011 budget results for the parks system – finals numbers will be presented to the commission in August.

Several other topics were discussed or mentioned during the meeting, in the form of communications from staff or commissioners: (1) an update on work at Argo dam; (2) concerns over the proposed Fuller Road Station and the site design’s consideration of the Border-to-Border Trail; (3) a roughly $100,000 donation from the Henrietta Feldman trust; (4) news of the resignation of Greta Brunschwyler, executive director of the Leslie Science & Nature Center; and (5) a preview of an August agenda item regarding dog parks.

Other news regarding the Argo dam project – a $1.17 million effort to build a bypass channel in the Argo dam headrace, and to add whitewater features – emerged the week after PAC’s July 19 meeting.

A July 25 memo from city staff reports that the city was recently notified by DTE officials of upcoming remediation work that DTE plans to do in 2012 adjacent to DTE’s property on the south side of the Huron River, between Allen Creek Drain and the Broadway Bridge. The remediation is being required by the Michigan Dept. of Environmental Quality.

DTE is offering to pay for the whitewater feature of the Argo dam project, if the city agrees to hold off on construction of that piece until after DTE completes its remediation. Details of the offer haven’t been finalized. [Full Story]

Couple Gives $50,000 for Ann Arbor Park

Ann Arbor park advisory commission meeting (June 21, 2011): Park commissioners heard some unusual and welcome news at their June meeting – two long-time Ann Arbor residents, Leslie and Michael Morris, are donating $50,000 to the city in support of South University Park.

In brief remarks to commissioners, Leslie Morris – a former Ward 2 city councilmember – explained how she and her husband had played a role decades ago in creating the park, which is located at South University Avenue and Walnut. They hope their donation will help develop the park based on current needs of the neighborhood, she said.

Michael Morris noted that before they became involved in forming that neighborhood park, their civic engagement primarily had been limited to voting. But getting involved in that project ultimately led to much deeper engagement, culminating in the service of Leslie Morris on council. ”It’s been a rewarding time for us,” he said, “and I’m pleased we’re able to do more to continue the life of that park.”

Later in the meeting, commissioners got updates on the Ann Arbor senior center and Mack pool. Both facilities rely on general fund support and had been at risk of closing, when city officials were looking to cut costs in 2009. Residents rallied, and the city formed two task forces to develop strategies – both for raising revenues and cutting expenses – to keep both facilities open.

The reports given at PAC’s June 21 meeting were updates for the first fiscal year that these strategies took effect. Neither facility completely hit its target budget goals, but each took steps toward closing the gap between revenues and expenses.

Commissioners also got a quarterly update on capital improvements in the park system, including plans to renovate the Island Park Greek Revival shelter and the pergola at West Park, and to replace a path at Leslie Science & Nature Center – a project that might use recycled crushed glass as a porous surface. PAC members voted to recommend approval for funding of two specific projects: renovation of locker rooms at Veterans Memorial Park, and of tennis courts at West Park.

At the end of the meeting, Steve Thorp spoke during public commentary, urging the city to give West Park a new name – Central Park West – and to possibly put a dog park there. [Full Story]

Contract for Vets Park Locker Room OK’d

At its June 21, 2011 meeting, the Ann Arbor park advisory commission recommended approval of a $131,670 contract with Construction Solutions Inc. to renovate locker rooms at Veterans Memorial Park Pool and Ice Arena. The contract includes $119,700 for the work, plus a 10% ($11,970) contingency. It was the lowest of four bids submitted for the work.

According to a staff memo, the locker rooms get heavy use and were last renovated 20 years ago. Renovations would include installation of barrier-free shower stalls, benches and toilet partitions, energy efficient light fixtures, new windows and an upgraded ventilation system. The project would be paid for from the approved FY 2011 proceeds of the park maintenance and capital improvements millage. The recommendation will be forwarded to city council … [Full Story]

Park, Greenbelt Advisory Groups Share Goals

But members of the city’s greenbelt and park advisory commissions toughed it out for about 90 minutes to hold their second-ever joint working session earlier this month.

They covered many of the same topics that they’d discussed at their first joint meeting in April 2010 – funding issues, land preservation and acquisition strategies, as well as specific projects like the Allen Creek greenway and support for small farms.

Ginny Trocchio of The Conservation Fund, which has a contract to manage the greenbelt and park land acquisition programs, gave commissioners an overview of finances, projects and goals. Both programs are funded by a 30-year, 0.5 mill tax for land acquisition, called the open space and parkland preservation millage, which Ann Arbor voters approved in 2003. Two-thirds of the millage proceeds are used for the greenbelt program, and one-third is allotted to park land acquisition. To get money upfront for land acquisition, the city took out a $20 million bond in fiscal 2006 that’s being paid back with revenue from the millage. Current combined fund balances for the two programs total nearly $9 million.

Trocchio also highlighted an upcoming event to celebrate the greenbelt program. On Thursday, June 16, an open house will be hosted at the Braun farm – one of the program’s protected properties in Ann Arbor Township. The event is free and open to the public, and starts at 5:30 p.m. – parking is available at 4175 Whitmore Lake Road.

At the end of the June 7 meeting, commissioners congratulated two GAC members for their service – it was the final meeting for Gil Omenn and Jennifer Santi Hall, who has served as chair. Their terms expire June 30, and it’s not clear when appointments to replace them will be made. [Full Story]

PAC Gets Update on Fuller Road Station

Ann Arbor park advisory commission meeting (May 17, 2011): This month’s PAC meeting focused on one topic – an update on the proposed Fuller Road Station, a large parking structure, bus depot and possible train station being planned on city-owned property near the University of Michigan’s medical campus.

Eli Cooper, the city of Ann Arbor’s transportation program manager, reprised a presentation he’s given dozens of times over the last two years to various public bodies and community groups. The newest details relate to recent federal funding earmarked for the project – $2.8 million from the Federal Rail Administration, to pay for environmental assessment and engineering at the site. Cooper admitted he had started to feel a bit like the boy who cried “Wolf!” regarding potential funding, but he noted that the “wolf” has materialized – in the form of the grant award.

The $2.8 million won’t come close to covering the estimated $121 million cost of the full project, including a rail station, which is estimated to cost about $18 million. But more than the funding itself, Cooper said, the award is significant because it indicates the FRA’s willingness to be the lead federal agency for this project.

Cooper also reported that the agreement being crafted by UM and city staff is nearing completion, and will likely be made public within a month. It will govern the construction, operation and maintenance of Fuller Road Station, and will include details about the project’s financing. Cooper told PAC that they would have the chance to review the agreement before it heads to the city council for approval. [Full Story]

Council To Get Reminder of Parks Promise

Ann Arbor park advisory commission meeting (April 26, 2011): The park advisory commission (PAC) meeting on Tuesday lasted around three hours, and concluded with a budget-related resolution that reminds the Ann Arbor city council of an administrative policy on parks budgeting.

PAC chair Julie Grand lamented the short notice they had received about the proposed changes to the way parks programs will be supported in the fiscal year 2012 budget – which meant that the public had little opportunity to weigh in with PAC.

On May 2, the city council is holding its public hearing on the FY 2012 budget, which the council needs to approve at its May 16 meeting. The 2012 fiscal year begins July 1, 2011.

The city’s administrative policy on parks support dates back to a measure passed by the city council in October 2006, which reads in relevant part: “If future reductions are necessary in the City’s general fund budget, during any of the six years of this millage, beginning with Fiscal Year 2007-2008, the general fund budget supporting the parks and recreation system for that year will be reduced by a percentage no greater than the average percentage reduction of the total City general fund budget.”

The policy was seen as important to assure voters that once the 2006 millage was passed, millage money would not replace general fund support for parks.

But based on city staff calculations, the portion of the city’s general fund in the proposed FY 2012 budget that supports parks would fall short of the 2006 administrative policy standard by $90,000. And some park commissioners objected to the fact that some of the money previously drawn from the general fund to support parks will now be drawn from the METRO and stormwater funds.

The stormwater fund receives revenues paid through fees based on the amount of impervious surface on a property. The METRO fund receives revenues that the state requires telecommunications companies to pay municipalities for use of the right-of-way. For purposes of the administrative policy, the city is counting the METRO funds that are supporting parks as part of the general fund.

The resolution passed by PAC called on the city council to adhere to the prevailing administrative policy. A different resolution passed by PAC expressed the body’s support for the cost-savings measures in the parks and recreation programs included in the FY 2012 budget. Besides parks and recreation programs, park operations are supported by the general fund – in the public services area of the budget. The administrative policy discrepancy lies in the park operations budget.

In other budget-related business, the commission recommended fee increases and new program fees that had been suggested by city staff. Those increases will need final authorization by the city council.

The commission also received a presentation from the Ann Arbor public art commission on a program to create murals. One of the initial sites selected for mural installation is the restroom building at Allmendinger Park. [Full Story]

Commission Makes Park Budget Recs

At its April 26, 2011 meeting, Ann Arbor’s park advisory commission (PAC) voted to recommend to the city council the staff-proposed parks and recreation budget for fiscal year 2012. The council will authorize the FY 2012 budget at its May 16 meeting. But the commission also passed a resolution asking the council to honor its promise to residents made in 2006, when voters approved a parks maintenance and capital improvements millage.

The proposed part of the budget for parks and recreation services includes savings from items like lower energy usage resulting from infrastructure energy improvements ($65,083) and eliminating underused computer software ($7,000). The parks and recreation part of the city’s roughly $80 million general fund budget is planned to be about $3.6 million.

Also part of PAC’s purview in the city budget is a portion of the field operations budget involving park operations. For park operations that are part of field operations, the city is expecting to achieve savings in the use of temporary labor to staff vacant positions ($158,248).

PAC Supports Grants for Skatepark, Gallup

Ann Arbor park advisory commission meeting (March 15, 2011): A meeting packed with presentations also included a last-minute addition to the agenda: Resolutions recommending support of the city’s application for grants from the Michigan Dept. of Natural Resources Trust Fund. The grants – for $300,000 each – would help fund the Ann Arbor skatepark and upgrades to the Gallup canoe livery and park.

The resolution for Gallup passed unanimously, but commissioner Sam Offen – without comment – cast a vote against the resolution for the skatepark grant.

Also at Tuesday’s meeting, commissioner Gwen Nystuen suggested forming a committee to look more closely at the Fuller Road Station project – she felt that as stewards of the city’s parkland, PAC should take a more active role in examining the proposed parking structure, bus depot and possible train station. The project, a joint effort between the city and the University of Michigan, would be located on land that’s previously been designated as parkland, though it’s been leased to the university as a surface parking lot since the early 1990s. Nystuen did not put forward a formal resolution, and commissioners took no action on the idea.

The meeting included five presentations from various groups, including updates on the city’s two golf courses, the new Give 365 volunteer program, and a restoration project for a stretch of Malletts Creek near Huron Parkway. Commissioners also heard a proposal for a new Wednesday night farmers market, and got a mid-year financial report on the open space and parkland preservation millage. [Full Story]

PAC OKs Park Plan, Suggests Golf Fee Bump

Before approving the plan, the commission heard public commentary on the issue, as well as an update from park planner Amy Kuras about how some concerns had been addressed in revisions to earlier drafts. Later in the evening, the city’s planning commission also signed off on the plan. The PROS plan is set to come before the city council on March 7.

Heard during public commentary was criticism of the PROS plan for language it contains describing public-private partnerships for park services. One example of a potential partnership arose later in the meeting, when parks and recreation deputy manager Jeff Straw outlined a request for proposals, currently in draft form, that would explore interest from vendors in providing food concessions at park facilities.

The commission also approved a recommendation to raise fees slightly at the city’s golf courses for some items. Consideration of the fee increase came prior to the year’s regular budget decisions, so that the city council can consider and give final approval to the fee increases before the city’s golf courses open for play in the spring.

Also at the meeting, parks and recreation manager Colin Smith reviewed the parks budget presentation that had been made at a Jan. 31, 2011 city council work session. Smith also gave commissioners an update on two items concerning Argo Dam. He described how intake lines for a well that’s used for measuring water levels in the pond – so that the dam gates can regulate that level – had become clogged, and had ultimately required hiring a diver to unclog one of them.

The second Argo-related item was an update on the planned bypass channel which was recommended by the city’s park advisory commission and approved by the city council last year. Insurance issues are still being worked out with the contractor, Smith said, and construction will not start as early has had been hoped. Construction is not expected to be complete before the end of the construction season – in November.

Commissioners also agreed that before the city council approves the operating agreement between the city and the University of Michigan for the planned Fuller Road Station, they would like an opportunity to review that agreement.

At the meeting, commissioners also heard about a setback in a construction project that’s already nearing completion – renovations to the drainage system in West Park. Eight swirl concentrators were installed as a part of the project – four near the north Seventh Street entrance and four near the south entrance on Seventh. Craig Hupy, head of systems planning for the city, reported that four out of the eight swirl concentrators were in some state of failure, and that one of the four had experienced a catastrophic failure. Fee Increases Suggested for Ann Arbor Golf

At its Feb. 15, 2011 meeting, the Ann Arbor park advisory commission voted to recommend several fee increases at Leslie Park and Huron Hills golf courses. Power golf cart rentals for 9 holes would increase from $7 to $8; for 18 holes, the rental fee would increase from $13 to $14. Staff estimates these changes will generate $25,000 in additional revenue per season. Weekend fees for 9 and 18 holes at Leslie Park Golf Course would increase by $2 and $1, respectively, and the twilight fee would increase to $16, up from $15. These changes would generate an estimated additional $12,500 in revenue per season. In addition, the commission approved raising the senior citizen qualification age to 59 for the 2011 season.

Ann Arbor Parks Commission OKs PROS Plan

At its Feb. 15, 2011 meeting, the Ann Arbor park advisory commission voted to recommend approval of the Park and Recreation Open Space (PROS) plan. The plan provides an inventory, needs assessment and action plan for the city’s parks system, and is updated every five years – this version of the planning document covers 2011 through 2015. The updated document is required by the state in order for the city to be eligible to apply for certain grants. The city’s planning commission is expected to vote on the plan at its meeting later on the evening of Feb. 15. Final approval will be needed from the city council – it is slated for the council’s March 6 meeting.

Vote on Ann Arbor Parks Plan Postponed

Ann Arbor park advisory commission meeting (Jan. 18, 2011): Commissioners were set to vote on recommending approval of the updated five-year Parks and Recreation Open Space (PROS) plan, but decided to postpone their vote until the February meeting to allow for possible additional public input.

A speaker during PAC’s public hearing on the plan had pointed out that the official public commentary period runs through Jan. 24. That prompted discussion among commissioners about whether to hold off until all possible commentary is heard – though some indicated there’d already been ample opportunity for feedback. Another public hearing on the PROS plan will be held at the planning commission’s Feb. 1 meeting, with a vote by that group set for Feb. 15. City council is expected to hold a public hearing and vote on the plan in early March.

Tuesday’s PAC meeting included two presentations. Mike Quinn, a board member of the Allen Creek Greenway Conservancy, described the group’s efforts and asked PAC to convey a sense of urgency about the project to city council. And Scott Rosencrans, a former PAC chair, gave an update on the Ann Arbor skatepark: “The big news is that this is the year we build the skatepark.”

Updates from city parks staff included a quarterly financial report, during which parks manager Colin Smith reported that parks & recreaction is looking at 2.5% cuts during the next budget cycle. Commissioners also got briefed on the outcome of the Miles of Golf proposal to take over operations of the Huron Hills golf course – a proposal rejected by the city late last year – and an update on planned improvements at the Gallup Park canoe livery. Staff will hold a public meeting with concept plans on Tuesday, Jan. 25 at the livery, starting at 7 p.m. If the plan is approved, the city is poised to apply for state grant funding for the project, estimated to cost about $450,000. Ann Arbor Park Commission Checks Budget

Parks manager Colin Smith reported that the first four months of this fiscal year – from July 1 through Oct. 31 – are off to a good start. Year-to-date revenues of $918,091 represent an increase over the same period last year, when revenues were $793,783. Expenses for that period are down from $1.23 million last year to $1.07 million this year.

Commissioner Tim Berla asked for clarification about how much support parks is getting from the city’s general fund, and Smith said he’d prepare a report on that issue for PAC’s December meeting. General fund support for parks is important to track, Berla indicated, because it reflects a promise that city council made prior to passage of a parks millage in 2006: That the total general fund subsidy for parks wouldn’t be diminished as a percentage of the overall general fund. The issue also ties into which part of the city budget will be used to pay for dam maintenance.

During an update on the $1.168 million Argo Dam bypass project – which PAC had recommended at its Oct. 19 meeting, and which the city council approved on Monday – Berla said he’d like to have a discussion about how to get city funding for a skatepark as well. As a result of that request, PAC will likely have a work session in December or January that focuses more broadly on prioritizing capital projects, including a skatepark. Other potential projects mentioned by commissioner Gwen Nystuen include the Allen Creek Greenway, another dog park, and increased connectivity for the park system’s trails and pathways.

Commissioners also got an update about the two proposals submitted for Huron Hills Golf Course, and heard from parks planner Amy Kuras on the status of capital improvement projects for the parks. Kuras reported that West Park is now open to the public following an extensive renovation, and that a draft of the Parks & Recreation Open Space (PROS) plan will be distributed soon for public feedback, pending a city council vote authorizing that action.

At the start of Tuesday’s meeting, two long-time volunteers – Judy and Manfred Schmidt – were honored as volunteers of the year for the city’s natural area preservation program. The Schmidts were specifically commended for their decades-long advocacy and stewardship of the Scarlett-Mitchell Nature Area, a 25-acre park adjacent to Scarlett and Mitchell schools and Mitchell-Scarlett Woods. During his comments, Manfred Schmidt proposed a whimsical solution to the city’s budget struggles, a plan that involves the amount of buckthorn he’s cut down over the years. [Full Story]

PAC Recommends Argo Dam Bypass

Ann Arbor park advisory commission meeting (Oct. 19, 2010): Though the proposal facing park advisory commissioners wasn’t directly related to the question of whether to keep or remove Argo Dam, PAC heard from nearly a dozen people during public commentary who aired their views on that topic.

The resolution that PAC ultimately approved was a recommendation to build a bypass channel in the Argo Dam headrace for $988,170, and to add whitewater features for an additional $180,000. The $1,168,170 project would be designed by Gary Lacy of Boulder, Colo., and built by TSP Environmental, a Livonia firm.

City staff said this was the only proposal submitted that met the requirements laid out in the city’s request for proposals (RFP). The plan calls for removing the canoe portage, replacing it with a series of “drop pools” so that no portage is required. The project will also improve accessibility of the path – which is part of Washtenaw County’s Border-to-Border trail – and address problems in the headrace embankment that were identified by state officials. The work is tied to a consent agreement that the city reached with the state in May, laying out steps that the city must take to deal with some long-outstanding structural issues.

Commissioner Tim Berla voted against the resolution, calling it a “protest vote” because removal of Argo Dam hadn’t been considered as an option – that same point was made by several speakers during public commentary. Park staff has indicated that this project doesn’t preclude removing Argo Dam in the future, if that’s a decision that the community makes.

Funding for the project is available from the city’s Parks Rehabilitation & Development millage and the drinking water fund, according to city staff. An additional $50,000 might be available from the Washtenaw County Parks & Recreation Commission, to help pay for a portion of the project related to the county’s Border-to-Border trail.

Several people – both commissioners and speakers during public commentary – questioned the appropriateness of using the water fund for this purpose, saying that Argo dam has nothing to do with drinking water. Local attorney Scott Munzel argued that using the water fund to pay for dam-related projects might be illegal, based on case law, because it’s being used as a way to skirt the Headlee Amendment. Munzel is a board member of the Huron River Watershed Council, which has lobbied vigorously to remove the dam for environmental reasons.

The proposal for reconstruction of the headrace and embankment will now be forwarded to city council.

Also at Tuesday’s meeting, PAC members heard an update from parks staff about this season’s activities at the city’s three outdoor public pools – at Buhr, Fuller and Veterans Memorial parks. The former supervisor for Buhr Park Pool, Gayle LaVictoire, also gave a brief presentation to commissioners about her new job as volunteer outreach coordinator for the parks system, a newly created position.

And at the end of the meeting, Colin Smith, manager of parks and recreation, announced that the Ann Arbor Senior Center received more residents’ votes than other city facilities in a recent contest sponsored by Stonyfield Farm, and will receive $15,000 from that firm. [Full Story]

Park Commission: Budgets, Ballots, Ballparks

Ann Arbor Park Advisory Commission meeting (Sept. 21, 2010): Held this month in the studios of Community Television Network, the park advisory commission received updates on Tuesday about finances for the parks system as well as RFPs (requests for proposals) that are in various stages for Argo Dam, Huron Hills Golf Course and the Ann Arbor Senior Center.

A financial report for the most recent fiscal year, which ended June 30, included news that Ann Arbor’s two golf courses performed better than expected – though one commissioner calculated that the city still paid a $10 subsidy for each round of golf played during the year.

Later in the meeting, Colin Smith – the city’s park and recreation manager – reported that an RFP for the Huron Hills Golf Course has been issued, with a pre-bid meeting to be held on Monday, Sept. 27. Several members of the public turned up at last month’s PAC meeting to argue against the RFP, which is soliciting ideas for a possible private/public partnership at the course. No one spoke during public commentary on Tuesday.

Another RFP – this one for reconstruction of the Argo Dam headrace – has yielded two responses that are being reviewed. A recommendation will likely be brought to PAC next month, Smith reported. If approved, it would change the shape of the embankment.

And an RFP for the Ann Arbor Senior Center has nearly reached the end of the selection process. On Tuesday, commissioners unanimously voted to recommend hiring Hooker/De Jong, a Muskegon consulting firm, to develop a strategic plan for the center, at a cost of $34,570. It now goes to the city council for approval.

A council directive issued last year – asking PAC to prioritize 30 recommendations made in the Huron River and Impoundment Management Plan (HRIMP) – was raised during Tuesday’s meeting by Julie Grand, the commission’s chair. She noted that the year-end deadline for completing this task was fast approaching, and they needed to carve out some time to address it. Commissioner Tim Berla said he’d like to see the council form a river stewardship committee – that’s one of the HRIMP recommendations.

The commission also heard a report from David Barrett, a PAC member who’s been assessing the conditions of the city’s ball fields. “With a few exceptions, most are in need of help,” he told his PAC colleagues. [Full Story]

Public Turns Out to Support Huron Hills Golf

Ann Arbor Park Advisory Commission meeting (Aug. 17, 2010): About 30 residents attended Tuesday’s PAC meeting, many of them speaking against the city’s plan to issue a request for proposals (RFP) for the Huron Hills Golf Course. Several expressed concerns about what they see as the city’s attempt to privatize the course, which they described as a beautiful, beloved parkland asset. Some said it made no sense that Ann Arbor supported a greenbelt millage to preserve open space outside the city, while selling development rights to parkland it already owns within the city.

The issue drew two city councilmembers to the meeting – Sabra Briere (Ward 1) and Stephen Rapundalo (Ward 2) – as well as former and current council candidates Sumi Kailasapathy, Jack Eaton and John Floyd. Councilmember Mike Anglin, who serves as an ex-officio member of PAC, also attended. Former planning commissioner Sandra Arlinghaus and her son William Arlinghaus both spoke to PAC, urging them to widen the scope of the RFP so that it might include more creative possibilities, like a location for cremains.

A couple of people also spoke in opposition of the Fuller Road Station project, citing similarities with the Huron Hills situation. In both cases, they said, the city is attempting to use parkland for other purposes. The Fuller Road Station is a proposed parking structure and bus depot, which might someday include a train station.

During deliberations, most commissioners voiced support for the RFP, noting that the golf course – though doing better – is still losing money. [The accounting method used to determine how the golf course is performing financially was a point of contention by some speakers during public commentary.] Several commissioners pointed out that the city is under no obligation to accept any of the proposals that might be submitted. And Colin Smith, manager of parks and recreation, emphasized that the city would retain ownership of the land – there are no plans to sell Huron Hills, he said. He also noted that the RFP calls for proposals to be golf-related.

The plan is to issue the RFP on Sept. 3, with responses due at the end of October. A selection committee will review the proposals and make a recommendation to PAC, probably in December. City council would make the final decision on whether to proceed with any of the proposals. [Full Story]

Two Dam Options for Argo

Ann Arbor Park Advisory Commission meeting (July 20, 2010): At their July meeting, park commissioners received updates on two projects that have drawn a fair amount of controversy: Argo Dam, and the Fuller Road Station.

First up was Argo, and city staff outlined details of a consent agreement signed with state regulators in May, which identifies steps the city must take to deal with safety issues at the dam. The city will be pursuing two options: getting bids to repair the toe drains on the dam’s earthen embankment; and issuing a request for proposals (RFP) for an entire embankment reconstruction. Ultimately, city council will choose between the options, based in part on a recommendation from PAC.

During public commentary, two speakers affiliated with the Huron River Watershed Council urged commissioners also to recommend  getting a bid for an additional option – removal of the dam. And during a discussion after the staff presentation, commissioner Tim Berla called out the city council for not taking a vote on the dam-in/dam-out question. He said that by not voting, the council essentially made a back-door decision not to remove the dam. From an accountability standpoint, he said, a vote should be taken.

Commissioners were also updated on Fuller Road Station, a large parking structure and transit center – and possibly a train station eventually – proposed to be built on city land that’s designated as parkland. The joint project by the city and the University of Michigan was the subject of a resolution that PAC passed at its June 15 meeting, asking city council for more transparency in the process and to ensure the project results in a net revenue gain for the parks system. During the July 20 presentation at PAC, initial designs were presented and potential funding sources were discussed. Eli Cooper, the city’s transportation program manager, also told commissioners that Greyhound, which had initially expressed interest in the station, has now backed off – at this point, it doesn’t appear the bus company will use that site.

Later in the meeting, commissioner Dave Barrett gave an update on work that he and Berla are doing to assess the condition of the city’s ballfields. Some fields are in really bad shape, he reported. “It’s fair to say we have some work to do.” [Full Story]
