DDA to Mull Brownfield Policy

At its May 2, 2012 meeting, the DDA board was presented with a draft policy on supporting “brownfield” projects – a policy prompted by discussions at the board’s partnerships committee over the last few months. The committee has been discussing a proposal by Dan Ketelaar for support of a proposed development at 618 S. Main, which received a positive recommendation from the Ann Arbor planning commission on Jan. 19, 2012. The 7-story building would include 190 units for 231 bedrooms, plus two levels of parking for 121 vehicles. County OKs Arbor Hills Brownfield Plan

At its Jan. 18, 2012 meeting, the Washtenaw County board of commissioners gave final approval to a brownfield plan for Arbor Hills Crossing, a proposed retail and office complex at Platt and Washtenaw in Ann Arbor. The Ann Arbor city council approved the plan at its Nov. 21, 2011 meeting, and the county board had given initial approval on Dec. 7.

County Board Votes on Brownfield Plans

Action was taken on two brownfield plans during the Dec. 7, 2011 meeting of the Washtenaw County board of commissioners.

The board gave final approval to a brownfield plan for Ford Motor Co’s Rawsonville plant, after holding a public hearing on the plan earlier in the meeting. The plan would allow Ford to apply for $625,000 in Michigan Business Tax credits. According to a staff memo, the plan – with the potential tax credits – would allow the company to retain 260 jobs by bringing back work that’s currently done in China and Mexico. Investment in 2012 would be about $20 million, with total jobs stabilized at about 700 workers.

City Council OKs Arbor Hills Crossing Plan

At its Nov. 21, 2011 meeting, the Ann Arbor city council approved the site plan for Arbor Hills Crossing, a proposed retail and office complex at Platt and Washtenaw.

The project involves tearing down three vacant commercial structures and putting up four one- and two-story buildings throughout the 7.45-acre site – a total of 90,700-square-feet of space for retail stores and offices. Three of the buildings would face Washtenaw Avenue, across the street from the retail complex where Whole Foods grocery is located. The site would include 310 parking spaces.

The city’s planning commission unanimously recommended approval of the site plan at its Oct. 18, 2011 meeting. Action had been postponed at the commission’s June 7, 2011 meeting so that the developer – Campus Realty – could address some outstanding issues with the plan.

The council also approved the brownfield plan for the project, which includes $6.7 million in tax increment financing to be paid back over a 19-year period. The Washtenaw County board of commissioners will still need to sign off on the brownfield plan. Commissioners scheduled a public hearing on the brownfield plan to be held at their meeting on Jan. 18, 2012.

Washtenaw Sets Brownfield Plan Hearings

At its Nov. 16, 2011 meeting, the Washtenaw County board of commissioners set two public hearings regarding brownfield plans for projects in Ann Arbor and Ypsilanti Township. Because Ann Arbor and Ypsilanti Township are members of the Washtenaw County Brownfield Redevelopment Authority, the brownfield plans require approval by the county board.

LaFontaine Brownfield Plan Gets Final Approval

At its June 1, 2011 meeting, the Washtenaw County board of commissioners gave final approval to the brownfield plan for the LaFontaine Chevrolet redevelopment project in Dexter.

The LaFontaine brownfield plan would enable the use of up to $330,330 of tax increment financing (TIF) for four years to pay for cleanup work, including asbestos and lead abatement. Of that amount, $25,410 would support the county’s brownfield program management, and $50,820 would be deposited into the county’s Local Site Remediation Revolving Fund. The project is expected to retain 76 jobs and create 50 new ones, and to increase the annual tax revenues to the county from $4,516 to $11,119 after the TIF ends.

Loan Request Pulled for Packard Square

Washtenaw County board of commissioners chair’s briefing (May 24, 2011): Developers for the Packard Square project in Ann Arbor have decided not to apply for a state loan that had spurred debate among county commissioners. The board was told of the decision at a May 24 agenda briefing.

At their meeting last week on May 18, Washtenaw County commissioners had postponed action on a request to approve a $1 million loan application to the state Dept. of Environmental Quality for brownfield cleanup at the former Georgetown Mall site. Developers were asking to use the county’s full faith and credit as a guarantee for the loan – a request that caused concern over entering into a relationship with a private developer that might pose a financial risk for the county.

The board was expected to take up the request again at their June 1 meeting, along with consideration of a broader public-private investment policy they’re developing, which was also postponed from the May 18 meeting. But now that there’s no loan in play, commissioners seemed inclined to defer action on the policy as well, giving the county’s attorney more time to analyze the issue.

Other items previewed from the June 1 agenda include: (1) five drain projects in the city of Ann Arbor that require bonds backed by the county’s full faith and credit, totaling $6.54 million; (2) acceptance of $455,000 in federal stimulus funds for the county’s weatherization program, which has already received over $4 million in grants over the past three years, and (3) approval of a new public health medical director. The current director, Diana Torres-Burgos, recently announced her resignation – she’ll be leaving her job at the end of June. [Full Story]

Packard Square Proposal Moves Ahead

Washtenaw County board of commissioners meeting (May 18, 2011): Two topics took up the bulk of time and attention during the most recent county board meeting: (1) proposals related to the Packard Square development in Ann Arbor; and (2) funding recommendations for nonprofits that provide human services to county residents.

After much discussion, commissioners gave final approval to a brownfield plan for the Packard Square project, which will help fund environmental cleanup on the site of the former Georgetown Mall. The board also approved a $1 million grant application to the state Dept. of Environmental Quality for brownfield cleanup at the proposed $48 million development. Commissioner Wes Prater voted against the brownfield plan and the grant application.

The board postponed action until June 1 on a $1 million loan application to the MDEQ, as well as a request to authorize designation of the county’s full faith and credit as a guarantee for any loan that might be awarded, up to $1 million. They also discussed but ultimately postponed action on a broader public-private investment policy they’re developing, a policy spurred in large part by the request to back the MDEQ loan.

The policy discussion will likely be pushed back even further. At a May 24 briefing to review the June 1 agenda, commissioners learned from county staff that The Harbor Cos., developers of Packard Square, decided not to apply for the MDEQ loan. In light of that decision, the board is expected to take more time to flesh out details for its policy on public-private investment. The other major item on the May 18 agenda related to funding for local human services nonprofits. The recommendations were made as part of a coordinated funding approach, combining support from the county, the city of Ann Arbor, the United Way of Washtenaw County, and the Washtenaw Urban County. More than 20 people spoke on the issue during public commentary, urging continued support for the county’s most vulnerable residents.

Commissioners were asked to give initial approval to $507,500 in human services funding for 2011. Additional funds for 2012 and 2013 were also approved, contingent on the board’s passing those budgets later this year – it’s possible that allocations will change, as the county works to eliminate a $17.5 million deficit. Commissioner Dan Smith voted against the allocations, citing an objection to one line item. He later clarified for The Chronicle that he objected to funding for Planned Parenthood.

The board acted on several other items during its May 18 meeting, including: (1) approval of a brownfield plan for LaFontaine Chevrolet in Dexter; (2) setting the 2011 rate for the county’s general operating millage; and (3) initial approval to hire Experis (formerly known as Jefferson Wells) to perform internal auditing services for the county.

The board also gave inital approval to apply for a federal Dept. of Justice grant worth nearly $500,000 to support the Washtenaw County Cyber Citizenship Coalition (WC4). Commissioner Kristin Judge, who spearheaded the WC4 initiative, reported that Gov. Rick Snyder has asked the coalition to host with him a statewide “cyber summit” later this year. [Full Story]

Thomas Partridge also spoke, saying more information is needed about the project.

County Board to Vote on Packard Square

On Tuesday, May 17, 2011 the Washtenaw County board of commissioners spent three hours at a special working session continuing a discussion of the Packard Square brownfield project in Ann Arbor, and debating how to craft a broader policy related to issuing the county’s full faith and credit for projects with private developers. The board is expected to take an initial vote on the Packard Square project at its May 18 meeting.

The board had been asked at its May 4 meeting to give initial approval of a $1 million grant application and $1 million loan from the Michigan Dept. of Environmental Quality, for brownfield cleanup at the proposed $48 million Packard Square development – site of the former Georgetown Mall. The board was also asked to authorize designation of the county’s full faith and credit as a guarantee for any loan that might be awarded, up to $1 million. It was that guarantee that raised concerns among some commissioners, who were uncomfortable putting the county potentially on the hook for a private developer – especially since back taxes are owed on the property, and the county is facing a large deficit in the coming years.

Instead of voting, the item was taken up at a May 5 working session, and then again at Tuesday’s special working session, where the same issues were raised during a wide-ranging debate. The meeting was attended by Ann Arbor city councilmember Marcia Higgins, who represents the area (Ward 4) where the project is located, and Matt Naud, the city’s environmental coordinator. Representatives of the developer, Bloomfield Hills-based Harbor Companies, were also on hand, as were several members of the public and county staff.

Ultimately, commissioners tentatively agreed to move ahead with an initial vote on the Packard Square brownfield plan and state grant application at their Wednesday, May 18 meeting, but to hold off on a vote for the state loan. Board chair Conan Smith also agreed to draft a full faith and credit policy to give to commissioners on Wednesday, drawing on the discussion at Tuesday’s special working session.

Elements of the policy could include: (1) ensuring that the project has a clearly articulated public benefit; (2) setting a cap on the county’s financial exposure, as expressed by a dollar amount or as a percentage of its cash reserves; (3) requiring taxes to be paid before the project moves forward; and (4) requiring that the local munipality where the project is located put up its full faith and credit as well.

Packard Square’s 6.5-acre site includes land contaminated by a dry cleaning business that operated there. The developer is proposing a mixed-use development, with retail and office space along with 230 apartments. The project’s site plan and brownfield plan had been approved by the Ann Arbor city council on Monday, May 2.

The board had been asked at its May 4 meeting to give initial approval of a $1 million grant application and $1 million loan from the Michigan Dept. of Natural Resources and Environment, for brownfield cleanup at the proposed Packard Square development. It was that guarantee that raised concerns among some commissioners, who were uncomfortable putting the county potentially on the hook for a private developer – especially as the county faces a $17.5 million deficit over the next two years.

Also was a concern that the developer – Bloomfield Hills-based Harbor Companies – had not paid off back taxes owed on the site.

Commissioners discussed having county staff talk with representatives of the city of Ann Arbor, to ask whether the city would be willing to back the loan, rather than the county. The site plan and brownfield plan for Packard Square had been approved by the Ann Arbor city council on Monday, May 2.

Subsequent to the May 5 working session, the county board announced that it will hold a special working session on Tuesday, May 17 to continue discussion of the Packard Square project and a possible change to the county’s full faith and credit policy. That meeting is set to begin at 6:30 p.m. at the Washtenaw County administration building, 220 N. Main St. in Ann Arbor.

In addition, the Packard Square grant and loan application, along with the project’s brownfield plan, is on the agenda for initial approval at the board’s May 18 meeting. A public hearing on the brownfield plan is also scheduled that night. [Full Story]

County Board Sets Special Working Session

The Washtenaw County board of commissioners has called a special working session for Tuesday, May 17 at 6:30 p.m. to discuss possible amendments to the county’s full faith and credit policy. In a related item, they will also discuss the proposed Packard Square brownfield redevelopment project, which was previously addressed at a May 4 board meeting and May 5 working session.

County Budget: “Not Out of the Woods”

The board got a quarterly update for the current year’s budget, as well as a progress report on development of the 2012-2013 budget. County administrator Verna McDaniel reported that thanks to a less-than-expected drop in property tax revenues, a two-year projected deficit has fallen from nearly $21 million to $17.5 million.

To address the deficit, the county is preparing to begin negotiations with its 17 labor unions, hoping to get $8 million in cuts to employee compensation and benefits over the next two years. They also hope to make $8 million in savings from organizational restructuring.

An item not on the agenda drew attention, particularly from commissioner Ronnie Peterson. A coordinated funding effort for local nonprofits – allocating funds from the county, the city of Ann Arbor, Washtenaw Urban County and Washtenaw United Way – is nearing its final stages. The county board will be asked to vote on funding recommendations at its May 18 meeting. However, nonprofits leaders have already been notified of those recommendations, and some attended the May 4 meeting to lobby for support. Peterson sharply criticized the process – which the board had approved last year – saying they seem to have ceded decision-making authority for the funding. He didn’t like it.

A development-related issue also raised financial concerns for some commissioners –  the proposed Packard Square development in Ann Arbor. The board was asked to give initial approval of a $1 million grant application and $1 million loan from the Michigan Dept. of Natural Resources and Environment, for brownfield cleanup at the site. Commissioners were also asked to authorize designation of the county’s full faith and credit as a guarantee to any loan that might be awarded, up to $1 million.

Commissioner Wes Prater argued that items related to significant financial issues must first be addressed at a working session, according to board rules. After some debate, Prater’s motion to postpone action on Packard Square was approved by a majority of commissioners, moving it to a working session the following day. The meeting also included approval of expanded IT collaboration with the county, the city of Ann Arbor and the Ann Arbor Transportation Authority, and the appointment of Michael Smith as the new director for the county’s veteran services office. And during the time for communications from the board, commissioner Dan Smith indicated that he and Yousef Rabhi are working on changes to compensation for commissioners – they’ll likely be bringing a proposal to the board later this year. Pot Laws Amended But Postponed Again

Ann Arbor city council meeting (May 2, 2011): The city council has postponed its final approval of two local medical marijuana laws at least until June 6. One law addresses zoning and the other handles licensing. With that postponement, the council stretched its formal consideration of medical marijuana regulation in the city to at least a year – it had held a June 7, 2010 closed session on the subject.

On Monday, before the postponements, the council amended both medical marijuana laws, making changes to the versions to which they’d already given initial approval – all city ordinances must receive two affirmative votes at different meetings of the council. Based on the amendments approved Monday night, the votes taken on June 6 will likely count only as the first reading. If the council makes a substantive change to an ordinance after its initial approval, then the ordinance must receive an additional first reading.

Public commentary during the evening included remarks from several medical marijuana advocates, who have become a familiar cast of characters over the past year. One highlight of that commentary included corroboration of a 2004 sidewalk encounter – between a medical marijuana petition circulator and the city attorney – which had been described during public commentary at the council’s previous meeting.

Other public comment at Monday’s meeting focused on the upcoming fiscal year 2012 budget approval, with many of the remarks centered on human services funding. The council had a specific resolution on its agenda that would have allocated funding to local nonprofits that provide human services support – but the council decided to postpone the item. The funding level in the resolution would have been about 9% less than fiscal 2011 funding.

Remarks during the budget public hearing by the president of the local firefighters union focused on the number of deaths due to fire over time. During council communications, Stephen Rapundalo (Ward 2), the chair of the council’s labor committee, reiterated a point he’s made before – that if unions make concessions on their contribution to the city’s health care plan, they can mitigate some (but not all) of the currently planned layoffs.

Public commentary at Monday’s meeting also featured remarks from county clerk Larry Kestenbaum on the following day’s single-issue election, along with an update on possible changes to state election law.

The council unanimously approved the site plan, development agreement, and brownfield plan for Packard Square, a residential development planned for the former Georgetown Mall property. Two days later, the county board of commissioners postponed their approval of items related to the Packard Square brownfield plan.

In other business, the council set a public hearing on a tax abatement for Sakti3; approved several interagency technology agreements that allow for partnership between the city, Washtenaw County and the Ann Arbor Transportation Authority; and postponed consideration of some large vehicle purchases. The council was also introduced to Paul Krutko, new CEO of Ann Arbor SPARK, the local economic development agency.

Also at Monday’s meeting, Washtenaw County commissioner Yousef Rabhi explained how his interest in public service originated in connection with the Buhr Park Wet Meadow project, led by Jeannine Palms. Brownfield Plan in Dexter Gets Final OK

At its May 4, 2011 meeting, the Washtenaw County board of commissioners gave final approval to a brownfield plan amendment for the BST Investments redevelopment project, located at 2810 Baker Road in Dexter. The project involves demolishing three buildings on the site and constructing a new commercial complex of three buildings. The $14 million project is estimated to retain 40 jobs and add 80 new jobs.

The revised plan was previously approved by the Washtenaw County brownfield redevelopment authority at its March 10, 2011 meeting, when the authority also approved an interlocal agreement to transfer tax increment financing (TIF) revenues from the Dexter Downtown Development Authority. The amended plan was approved on Feb. 28, 2011 by the Dexter Village Council.

An estimated total of $312,000 in local and state taxes will be captured for eligible activities, administrative costs, and the Washtenaw County Brownfield Redevelopment Authority Local Site Remediation Revolving Fund over a projected four-year period. Of this total, $24,000 will be used for the county brownfield program’s administrative fees, and $48,000 will go into the Local Site Remediation Revolving Fund. After the project is completed and all TIF activities are fulfilled, an estimated increase of $162,103 annually would be distributed among the Dexter DDA and other taxing jurisdictions. According to a memo accompanying the resolution, the Washtenaw County annual millage payment from the property would increase from roughly $5,397 to $14,222.

Commissioner Wes Prater requested that the board first discuss this proposal at a working session – it will be added to the agenda for the Thursday, May 5 working session. Voting in favor of postponement were Prater, Alicia Ping, Ronnie Peterson, Rob Turner, Kristin Judge and Rolland Sizemore Jr.

According to a staff memo, the proposed plan includes $5.8 million of eligible tax increment financing (TIF) activities, captured over a 14-year period. This total includes an estimated $4.3 million of reimbursable brownfield activities, $358,222 of Washtenaw County brownfield program administrative support, and an estimated $1.1 million deposit into the county Local Site Remediation Revolving Fund. The project is expected to increase the taxable value of the property by an estimated $7.3 million – that’s an increase of about $500,000 in additional tax revenue to several taxing jurisdictions after the TIF repayment period.

Washtenaw County’s Taxable Value Falls

Washtenaw County board of commissioners meeting (April 20, 2011): The county’s finances were the focus of Wednesday’s meeting, which included a presentation of the annual equalization report. That report is the basis for determining taxable value of property in the county, which in turn indicates how much tax revenue is collected by local taxing entities. In the world of municipal finance, the equalization report is a very big deal.

Raman Patel, director of the county’s equalization department, told commissioners there was a 2.85% drop in taxable value this year. That’s an improvement over last year’s decline, when taxable value of property in the county fell 5.33%. It’s also a smaller decrease than was projected when preparing the county’s 2011 budget, which was built on the assumption of an 8.5% drop.

The impact on local taxing entities varies. The city of Ann Arbor saw a 1.21% drop, for example, while taxable value in Ypsilanti Township fell 11.39%.

The report also highlighted a shift in the county’s largest taxpayers. Just a few years ago, the top three taxpayers were Pfizer, General Motors and Ford. Now, they are Detroit Edison, McKinley Associates and Toyota.

The meeting also included a presentation of the 2010 comprehensive annual financial report, or CAFR. Kelly Belknap, the county’s finance director, highlighted the fact that the county ended 2010 with a $5.5 million general fund surplus – slightly more than the $5.3 million calculated to carry over into the 2011 budget. Mark Kettner from the accounting firm Rehmann Robson, which conducts the county’s audit, was also on hand to give a brief report on the 2010 audit.

In other business, the board approved an amendment to the brownfield plan for BST Investments in Dexter, and set two public hearings for their May 18 meeting related to brownfield plans that are being proposed: (1) Packard Square, a complex off of Packard Street on the site of the former Georgetown Mall; and (2) the LaFontaine Chevrolet redevelopment at 7120 Dexter-Ann Arbor Road in Dexter.

The board also authorized the office of the water resources commissioner to take court action in setting winter lake levels at Portage and Baseline lakes. The office operates the dam at Portage Lake that controls those levels.

During their time for communications, commissioners raised several issues, including: (1) a call to support the special education millage renewal, which is on the May 3 ballot; (2) discussions about consolidating the office of community development, ETCS (the employment training and community services department) and the economic development & energy department; and (3) what to do about the growing deer population.

County Board Sets Three Public Hearings

At its April 20, 2011 meeting, the Washtenaw County board of commissioners set three public hearings for meetings in May. Two public hearings, scheduled for May 18, relate to brownfield plans that are being proposed for developments in the county: (1) Packard Square, a complex off of Packard Street on the site of the former Georgetown Mall, and (2) the LaFontaine Chevrolet redevelopment at 7120 Dexter-Ann Arbor Road in Dexter.

The Packard Square site plan, approved by the Ann Arbor planning commission in March, calls for 230 apartments and 23,790-square-feet of retail space in a single building. The project will entail an estimated investment of $48 million and projected to create 45 new jobs. The brownfield plan would allow the developers to use tax increment financing to pay for environmental due diligence, contaminant removal, demolition, lead and asbestos abatement, site preparation activities and new public infrastructure development.

LaFontaine Chevrolet is redeveloping its site into a new LEED-certified Chevrolet dealership – an estimated $5.3 million investment that will include contamination removal, demolition, asbestos and lead abatement. The project is estimated to retain 74 jobs and add 50-100 jobs. The brownfield plan would allow the owner to use tax increment financing for contaminant removal and other environmental response activities, demolition, and lead and asbestos abatement.

The county board also set a public hearing for its May 4 meeting to allow commentary on the county’s 2011-12 annual action plan for the U.S. Dept. of Housing and Urban Development (HUD). The plan – for the period from July 1, 2011 through June 30, 2012 – lays out how the county plans to use federal funds from community development block grants (CDBG), HOME Investment Partnerships Program grants, and Emergency Services Grants. The grants are administered through the joint city of Ann Arbor/Washtenaw County office of community development, and overseen by the Urban County executive committee, a consortium of 11 local governments.

County Gives BST Brownfield Plan Initial OK

At its April 20, 2011 meeting, the Washtenaw County board of commissioners gave initial approval to a brownfield plan amendment for the BST Investments redevelopment project, located at 2810 Baker Road in Dexter. The meeting also included a public hearing on the project – no one spoke during the hearing. The project involves demolishing three buildings on the site and constructing a new commercial complex of three buildings. The $14 million project is estimated to retain 40 jobs and add 80 new jobs.

The revised plan was previously approved by the Washtenaw County brownfield redevelopment authority at its March 10, 2011 meeting, when the authority also approved an interlocal agreement to transfer tax increment financing (TIF) revenues from the Dexter Downtown Development Authority. The amended plan was approved on Feb. 28, 2011 by the Dexter Village Council.

An estimated total of $312,000 in local and state taxes will be captured for eligible activities, administrative costs, and the Washtenaw County Brownfield Redevelopment Authority Local Site Remediation Revolving Fund over a projected four-year period. Of this total, $24,000 will be used for the county brownfield program’s administrative fees, and $48,000 will go into the Local Site Remediation Revolving Fund. After the project is completed and all TIF activities are fulfilled, an estimated increase of $162,103 annually would be distributed among the Dexter DDA and other taxing jurisdictions. According to a memo accompanying the resolution, the Washtenaw County annual millage payment from the property would increase from roughly $5,397 to $14,222.

Packard Square, Fraternity Site Plans OK’d

Ann Arbor planning commission meeting (March 15, 2011): Commissioners spent more than 90 minutes on Tuesday discussing a project that could transform the site of the former Georgetown Mall, which has been sitting vacant for well over a year.

Despite concerns raised by some commissioners, as well as residents who spoke during a public hearing, the planning commission ultimately voted to recommend approval of the site plan and development agreement for Packard Square, a complex off of Packard Street. The plan calls for 230 apartments and 23,790-square-feet of retail space in a single building.

The commission also recommended approval of two other site plans: (1) at 630 Oxford, between South University and Hill, where the University of Michigan chapter of Phi Kappa Psi plans to convert a rental duplex  into a fraternity house for up to 24 occupants; and (2) at 215 N. Fifth, where owners want to tear down the former Bessenberg Bindery building and construct a two-story, single-family house.

All votes were unanimous. The three site plans will now be considered by the Ann Arbor city council for final approval. [Full Story]

Packard Square Site Plan Approved

The site plan for a new mixed-use development at the former Georgetown Mall on Packard Road – which has been vacant for about two years – was unanimously recommended for approval by the Ann Arbor planning commission at its March 15, 2011 meeting. Called Packard Square, the project consists of 230 apartments and 23,790-square-feet of retail space in a single building. The plan will be next considered by the city council for final approval.

The project includes a 144-space parking garage underneath the apartment building, and 310 surface parking spaces. A total of 44 carports are proposed along the two main drives from Packard Road to the rear of the site. Fifty-four bicycle parking spaces will also be provided. The apartment complex will include indoor recreational amenities and services, an outdoor pool and courtyard. Also as part of the project, the developer has agreed to pay a contribution of $50,000 to the city, in lieu of providing a dedicated area of parkland on the project site.

A brownfield plan to remove contaminated soils and dewater the site is currently under review.

No More “Felony Box” on County Job Forms

Washtenaw County board of commissioners (Aug. 4, 2010): A day after the primary election – one that brought victories to all commissioners who were running for office – the board faced a full agenda, but dispatched most of its business with minimal discussion.

Donald Staebler, who'll turn 100 later this month, was honored at Wednesday's county board meeting. He has lived on Staebler Farm, which is now owned by the county, for 98 years.

One item, however, yielded lengthy debate: A resolution that would remove the “felony box” from county job applications, and eliminate background checks for all jobs except those deemed sensitive. Several commissioners were uneasy with even partial elimination of background checks. The resolution was ultimately amended to deal with only the felony box, which asks applicants if they’ve ever been convicted of a felony. Commissioners ended up unanimously approving the removal of that question from job applications.

The board also agreed to put a 10-year millage renewal on the November ballot for the county’s natural areas preservation program, and approved brownfield plans for the Near North housing project and an expansion of Zingerman’s Deli. Both of the brownfield projects are located in Ann Arbor – brownfield status enables them to seek Michigan business tax credits and, in the case of Zingerman’s, to use tax increment financing (TIF) to get reimbursed for project-related expenses.

Commissioners got a second-quarter budget update, which revealed few surprises. However, projections indicate that the budget surplus they need to carry over into 2011 will fall short of their goal by about $987,000. Next year will be a challenging one.

The board had been expected to act on re-establishing a land bank for the county, but ended up tabling resolutions related to that effort until next month, citing the need to gather additional information.

The meeting also included time to honor two people from the community: Joseph N. Cousin Sr., pastor of Bethel AME Church in Ann Arbor, and Donald Staebler, a local farmer whose land is being turned into a county park – and who’ll turn 100 later this month. DDA Approves Grant for Zingerman’s

Ann Arbor Downtown Development Authority board meeting (July 7, 2010): In the main business at its regular monthly meeting, the DDA board approved a grant of up to $407,000 in support of a brownfield application by Zingerman’s Deli, which the deli is making to the state of Michigan. The board’s deliberations focused on the public improvements to sidewalks, curb ramps and signage as contrasted with the funding for LEED certification costs – a question of public versus private benefit.

The board also approved a recommendation for details of a payment-in-lieu-of-parking (PILOP) program that allows developers to build fewer parking spaces than otherwise prescribed by the zoning code. The program recommended by the DDA allows for developers to replace required on-site spaces with monthly permits – plus a 25% surcharge – in parking structures managed by the DDA.

The DDA made the recommendation to the city’s planning department because the department had requested the DDA’s input on PILOP after the city’s new rezoning of downtown A2D2 was approved last year by city council.

The board also approved revisions to the FY 2010 budget so that expenditures do not exceed budgeted amounts.

Immediately following the regular monthly meeting, the board held its annual meeting, during which executive director Susan Pollay ticked through the significant accomplishments of the board over the last year. Officers elected for the next year are: chair, Joan Lowenstein; vice chair, Gary Boren; treasurer, Roger Hewitt; secretary, Russ Collins.

Board member Newcombe Clark pointedly abstained from each of the four officer votes. [Full Story]

Zingerman’s Project Seeks Brownfield Status

The major renovation and expansion in the works for Zingerman’s Deli cleared its most recent major hurdle in May, gaining site plan approval from the Ann Arbor planning commission. While the site plan now moves on to city council, the business is taking action on another front as well: Applying for support from the local and state brownfield program.

On June 21, Zingerman’s hosted a public meeting to answer questions about their plans for the brownfield application. Matt Naud, the city’s environmental coordinator, was on hand as well, and distinguished between this project and those that are typically associated with the term “brownfield.” In the case of Zingerman’s Deli, “it’s economic development,” he said, “It’s not about environmental cleanup.”

Specifically, brownfield status would allow Zingerman’s to be eligible for tax increment financing (TIF), a mechanism that would let the business recoup certain qualified expenses related to the project – possibly as much as $817,000 over 15 years.

It’s a different approach than the brownfield application most recently approved by city council for the Near North affordable housing project on North Main. In that case, the site’s need for environmental cleanup qualifies it for a brownfield status. Zingerman’s application also differs from Near North’s in that Near North isn’t seeking reimbursement through TIF. Both projects plan to apply for Michigan Business Tax credits. [Full Story]

Meeting Watch: County Board (19 Nov 08)

The Nov. 19 meeting for the Washtenaw County Board of Commissioners covered a lot of ground, including a proposed tax hike for local hotel/motel rooms, the appointment of a road commissioner, three public hearings on brownfield plans for local developments and a proposed one-year extension for the controversial police services contract. It was also the final meeting for two commissioners who were recently elected to offices in Ypsilanti and Pittsfield townships. [Full Story]

The Washtenaw County Board of Commissioners Wednesday night was chaired by Barbara Levin Bergman, who led the board crisply through an agenda that saw most of the items moved all in one go by commissioner Leah Gunn, and passed unanimously without discussion – with the exception of the affirmation for the second year of the 2008/2009 biennial budget.
