Parking Deal Talks Open Between City, DDA

Almost a year ago, the city council appointed members to a committee that was to talk with a corresponding committee of the Ann Arbor Downtown Development Authority board about amending the contract under which the DDA manages the city’s parking system.

The two groups are known as the “mutually beneficial” committees, reflecting the language of a January 2009 city council resolution that called upon the DDA to begin a conversation about revising the parking contract in a “mutually beneficial” way.

On Monday morning, for the first time in public view, members of the DDA board and the city council met to discuss the contract.

The basis of these further discussions was a term sheet that had been produced in late April by some members of the city council and the DDA working outside of either body’s committee structure.

That term sheet had been the good faith basis on which the DDA board, on a 7-4 vote in May, voted to amend the parking contract. That unilateral amendment amounted to a payment from the DDA to the city of an additional $2 million that had not been required under the existing contract.

The specific outcomes of Monday’s meeting between the two committees were: (i) staff for the DDA and the city would be asked to develop a list of policy points that would need to be addressed in order for the DDA to assume responsibility of enforcing parking rules, but not other codes; and (ii) the DDA would be asked to develop a detailed plan by Sept. 13, 2010 describing the role of the DDA in the development of city-owned surface parking lots within the DDA district.

The planned schedule for meetings between the two committees will be the second Monday morning of each month at 8:30 a.m. at the DDA offices on Fifth Avenue. Heritage Row Likely to Need Super-Majority

Ann Arbor City Council meeting (June 7, 2010): Speculation that the vote on the Heritage Row project would be delayed was borne out on Monday night. Without discussion, the council postponed votes on the development’s rezoning and site plan until June 21.

Councilmembers were also informed that a protest petition had been filed on Heritage Row Monday afternoon, which – once validated – would bump the requirement for approval from a simple six-vote majority to eight out of 11 council votes. Petition filers have calculated that they’ve collected signatures from 51% of adjoining property owners, weighted by land area. That exceeds the 20% required for a successful petition, but as of late Wednesday, the city had not completed its verification process for the signatures. [Update: Early Thursday afternoon, the city confirmed the 20% threshold had been met.]

In other business, the council approved increases in water and sewer rates and gave initial approval to changes in the city code language on the placement of recycling carts.

A wording change in the list of permissible uses for public land was also given initial approval, but not without discussion. Thematically related to land use was a presentation during the meeting’s concluding public commentary in response to a request for proposals (RFP) for the privatization of the city-owned Huron Hills golf course.

Also receiving discussion was an item pulled out of the consent agenda that authorized $75,000 for Ann Arbor SPARK, for economic development.

Criticism during public commentary on the appointment and nomination process used by the mayor to fill seats on boards and commissions stirred mayor John Hieftje to defend shielding individual members of those bodies from public demands.

Public commentary also elicited from Stephen Rapundalo (Ward 1) an update on the development of the Library Lot – he chairs the committee charged with overseeing the RFP process. [Full Story]

Ann Arbor DDA: Let’s Do Development

Friday morning before the Memorial Day weekend marked the first public meeting of the city council’s so-called “mutually beneficial” committee – first created and appointed back in July 2009.

And later in the afternoon, the board of the Ann Arbor Downtown Development Authority met for a retreat to give direction to its own “mutually beneficial” committee.

The two committees are charged with the task of redefining the agreement between the city and the DDA that allows the DDA to manage the city’s parking system.

From the city councilmembers’ perspective, the ball was in the DDA’s court. They were hoping that the DDA’s retreat later in the day would reduce the items on the term sheet that is supposed to underpin the city-DDA conversation.

At their retreat, the DDA board did eliminate an item on the term sheet – code enforcement, other than parking regulations, was not something for which they wanted to assume responsibility. The remaining three term sheet items – parking enforcement, provision of services, and development of city-owned property – stayed on the white board. The clearest consensus among board members seemed to be around the idea that the DDA should focus on development.

But a couple of additional items were added into the mix – issues related to Village Green’s City Apartments project. That project, located at First and Washington, has previously seen its site plan approval option to purchase extended through June 30, 2010. City council action would be required in the next month, if it’s to be extended again.

Downtown police beat patrols were also left on the board as an additional item of discussion.

At Friday’s retreat, the board heard the same message from Susan Pollay, the DDA’s executive director, that she’d conveyed at a partnerships committee meeting two weeks earlier – the reason for the DDA’s existence was to spur private investment in the downtown.

But as a group, there was an uneven embrace of that message. Some board members preferred to identify “development” as meaning something broader than building new infrastructure, suggesting that a more general “economic development” approach might also be appropriate for the DDA.

And one other idea was thrown up on the white board, but did not stick: altering the DDA district boundaries. [Full Story]

City Accepts $2 Million, DDA to “Retreat”

At its May 5 board meeting, the Ann Arbor Downtown Development Authority approved a $2 million payment to the city of Ann Arbor. And about two weeks later, at its May 17 meeting, the city council used the additional revenue in the city’s FY 2011 budget to help reduce the number of planned layoffs in its police and fire departments from 35 to 5.

The $2 million payment was based on a term sheet that a “working group” of councilmembers and DDA board members had put together out of public view over the first four months of the year. The term sheet was adequate to convince a 7-member majority of the 12-member DDA board that the $2 million should be paid by the DDA to the city in advance of a long-term revision to the city-DDA contract, under which the DDA manages the city’s parking system.

The parking contract was most recently renegotiated in 2005 and provided for a maximum payment by the DDA to the city of $10 million over the period from 2005 to 2015. The city drew $10 million in the first five years and had requested in January 2009 that the DDA open discussions to renegotiate the contract.

With the term sheet now out in the open, it’s clear that its content is problematic for councilmembers and DDA board members who were not part of the working group that produced it. Several councilmembers and DDA board members alike have expressed strong opposition to one of the key ideas in the term sheet – that the DDA would assume responsibility for parking violations and other code enforcement.

But based on the term sheet discussion at the May 12 meeting of  DDA’s partnerships committee, the piece of the term sheet of most interest to DDA board members is one that is also the most politically controversial: The DDA would be acknowledged as the engine for developing city-owned land in the DDA district.

The DDA partnerships committee conversation on May 12 came against the backdrop of recent questions raised by the mayor and the city council about what kind of legal authority a DDA has in the context of the city’s system of governance.

And the outcome of the partnerships committee meeting was a decision to hold another full board retreat, this one on May 28 at 2 p.m. at the DDA board room. The general topic of the retreat, which is open to the public, will be the term sheet. The DDA already held its semi-annual retreat about two months ago, on March 16. [Full Story]

UM Credit Union Eyes Former News Building

The University of Michigan Credit Union is real-estate shopping and is looking at the now-vacant Ann Arbor News building on the southwest corner of Huron and Division streets.

However, the three-story News building is only one of several properties being considered as a potential home for the credit union’s administrative offices, says Jeff Schillag, the institution’s vice president of marketing and community relations.

Not all the potential sites are downtown, Schillag says. And any acquired space would replace leased office space.

Opened in 1936, the Albert Kahn-designed News building was shuttered last July when Advance Publications closed the daily newspaper. [Full Story]

Zaragon, Heritage Row and The Moravian

Monday afternoon’s public forum for Zaragon Place 2 – a proposed 14-story apartment building at the southeast corner of Thompson and William, next to Cottage Inn – was held by the developer and his team to comply with the city’s citizen participation ordinance.

But among those attending the two-hour open house at the Michigan Union were developers for both The Moravian and Heritage Row – two residential projects that have been vigorously opposed by some residents in the city’s near-south side.

There are significant differences among the three projects, but some connections as well, especially among the project teams. And all are at different stages of the process: plans for Zaragon Place 2 haven’t yet been submitted to the city’s planning department, while Heritage Row has been recommended by the planning commission and is expected to come before the city council in May. Meanwhile, in a grueling April 5 city council meeting that lasted well past 1 a.m., The Moravian failed to get the eight votes it needed for approval. Nearly 90 people – both supporters and opponents – spoke during a 3.5-hour public commentary on the project.

Based on reactions at Monday’s open house for Zaragon Place 2, it seems unlikely this latest project will arouse similar passions. [Full Story]

Six-Vote Majority Leaves The Moravian Short

The five-story, 62-unit building proposed for the section of East Madison Street between Fourth and Fifth avenues near downtown Ann Arbor had come before the council with the recommendation of the city’s planning staff and a 7-1 vote recommendation from the city’s planning commission.

The public hearing on The Moravian included remarks from around 90 people on both sides of the issue. The Moravian alone – counting the public hearing, plus the deliberations by the council – took up over four hours of the meeting, which lasted well past 1 a.m.

Besides The Moravian, the council’s business included an item that would have reconsidered its recent decision to replace the entire Ann Arbor housing commission board. The motion for reconsideration was voted down, with no support, not even from its two sponsors – Stephen Kunselman (Ward 3) and Mike Anglin (Ward 5). Kunselman cited the late hour as part of the reason for his lack of enthusiasm for pursuing the matter.

The council also tabled a proposed city ordinance that would ban cell phone use while driving. The council had postponed the measure to a specific date a few times previously. The tabling means that the ordinance can be brought back for consideration by the council, but by council rule it will die unless it is brought back within six months.

Also receiving brief discussion was a possible council rule on email that the council is now forced to  consider publicly at its next meeting under terms of a recent lawsuit settlement.

Ann Arbor Planning Priorities Take Shape

Ann Arbor Planning Commission retreat (March 30, 2010): In a 3.5-hour retreat that covered topics from accessory dwellings to zoning, Ann Arbor’s planning commissioners started mapping out priorities for the coming year and beyond. After reviewing ongoing efforts like the A2D2 design guidelines and sign ordinance revisions, commissioners brainstormed ideas that filled a whiteboard with potential projects, and spent much of their session trying to prioritize those ideas.

There was much overlap among the ideas and projects discussed, which included issues of sustainability, affordable housing, transportation, commercial corridor areas and the need for better citizen participation – or, as one commissioner suggested, citizen education.

The retreat, held at the Michigan Information Technology Center on South State, included a bit of a history lesson, too. Commissioners heard about previous efforts to allow more accessory dwellings in residential neighborhoods. In the late 1990s, a prior planning commission had seen accessory dwellings as a relatively non-controversial change. But backlash by some residents was harsh, with the mayor ultimately refusing to bring the recommended changes to council. Jean Carlberg, who was on city council at the time, recalled that period: “It was ugly.” [Full Story]

Heritage Row Moves to City Council

Alex de Parry, the developer of Heritage Row – a project on the east side of Fifth Avenue, south of William – will now seek approval from city council, though he still faces opposition from neighbors and others in the community.

Also at Tuesday’s meeting, the commission continued a broad effort to rezone parcels of city-owned parkland as “public land” – including one known as the “squarest “park in Ann Arbor. Commissioners also addressed concerns raised by residents living near two of the properties being rezoned: Arbor Hills Nature Area and Kilburn Park. Action on those two parcels was postponed.

Also postponed was a proposed site plan for expansion at Glacier Hills retirement community, which plans to construct a new skilled nursing care building within its complex on the city’s east side. Planning staff had some unresolved issue with the proposal, including the need to increase the amount of required bicycle parking. It was noted that residents there might not have a high demand for bike spaces. [Full Story]

City Council’s Directive: 3% Cut for Workers

Ann Arbor City Council meeting (March 1, 2010) Part 1: Having postponed a resolution at its last meeting – which directed the city administrator to reduce wages of non-union workers by 3% – on Monday the council passed a revised version of it.

But it was approved without the support of the measure’s two sponsors, Marcia Higgins (Ward 4) and Stephen Rapundalo (Ward 2). The version adopted by council specified a 3% minimum cut in compensation packages, taken over the aggregate of non-union workers. By the time the resolution was passed, it had also shed a “whereas” clause that Christopher Taylor (Ward 3) called “self-laudatory.”

In development news, The Moravian – a planned unit development (PUD) proposed on East Madison Street – received unanimous council support at its first reading. Approval at two readings is required for final approval. But Stephen Kunselman (Ward 3) responded to a resident request made at the previous night’s caucus to give some clue at the first reading as to how councilmembers were thinking about the project: “I’ll be voting against it at second reading – so there’s no question in the community’s mind.”

Based on the Sunday caucus, The Moravian will face a protest petition, which raises the bar for approval from six to eight votes.

The council also wrangled through a proposed ban on cell phone use while driving and bicycling – at a level of detail unusual for a first reading. The measure had undergone enough revisions since it was approved at the council’s previous meeting that its status Monday was reset to a first reading. Dissent on the ban came from Sandi Smith (Ward 1), who questioned whether it should be undertaken at the local level – as opposed to the state. Marcia Higgins (Ward 4) also dissented, pointing to the fact that the ban did not include hands-free phones.

The council also transacted a variety of other business, including a repeal of the city’s bicycle registration program, which is to be replaced with a new system after further consultation with stakeholders. The Moravian Goes Before City Council

At Sunday’s caucus, some residents said they were keen to see a substantive discussion at The Moravian’s first reading, but councilmembers cautioned that the first reading was typically not the time when they argued a particular position. Residents indicated that they’d gathered enough signatures from surrounding land owners to meet a city code threshold that would force an 8-vote super-majority – out of 11 votes – at a second reading of the PUD proposal.

Also receiving a first reading on Monday will be a proposed ban on cell phone use while driving. The ban had already received approval on first reading at the council’s last meeting, but due to subsequent significant revisions to the ordinance language, it will be heard again Monday as a first reading. The council’s agenda indicates that the public hearing, generally held along with an ordinance’s second reading, has been canceled. That will be rescheduled to coincide with the second reading.

A budget directive – reducing all non-union staff salaries by 3% – had been postponed from the last council meeting and will be considered by the council on Monday in a slightly revised form. As a council resolution – as opposed to an ordinance – it will require just one reading. A key revision in the intervening postponement: It’s now a minimum 3% cut that’s specified, which leaves the door open for even greater cuts. [Full Story]

Heritage Row Gets Postponed

Developer Alex de Parry is asking to rezone the seven-parcel site, with plans to restore the historic houses there and build three 3.5-story buildings behind them. Commissioners generally were favorable toward the project, citing benefits of restoring the older homes, among other things. A fair amount of  their discussion involved what color of brick to use on those new buildings.

The public hearing drew several neighbors who raised concerns they’d voiced over de Parry’s previous project in the same location, called City Place. Several mentioned the new buildings as being too large for the neighborhood. Another concern: An historic district study committee hasn’t finished its report, which could affect the project.

But before they considered Heritage Row, commissioners discussed proposed changes to Plymouth Green Crossings, a mixed use complex off of Plymouth, west of Green Road. The developers, represented by David Kwan, are asking to alter their original agreement with the city.

Economic conditions, including the departure of Pfizer, have slowed plans to complete the project, which was to include a total of three buildings and a standalone restaurant. Two buildings have been constructed – tenants include Sweetwaters and Olga’s – but a perceived lack of parking has stymied attempts to fill the retail space, Kwan said. He and his partners hope to put in a temporary parking lot on the land that originally was slated for the restaurant.

One commissioner wasn’t too excited by Kwan’s idea. Concerns were also raised about payments to the city’s affordable housing fund, which are being spread out over several years. [Full Story]

DDA Amends Bylaws, OKs Management Fee

The second resolution amended the DDA bylaws. The change eliminates the ability of the executive committee to act on behalf of the board between regular board meetings, and clarifies the role of the executive director in relationship with the board. Efforts to change the bylaws have accumulated over two years worth of history, and still need the approval of the Ann Arbor city council to take effect.

Another main theme of Wednesday’s meeting was finances – from parking revenues to tax increment finance (TIF) capture, to the housing fund.

And in a nod to the Bill Murray film “Groundhog Day,” we note that The Chronicle’s report of the DDA board’s February meeting from last year also featured a big drill as lead art. Both drills are related to the construction of the underground parking garage along Fifth Avenue. The board received updates on that and other construction projects, as well as on planning and development downtown. [Full Story]

DDA Floats Idea for Fourth Avenue

Typically on the last Wednesday morning of the month, two committees of the Ann Arbor Downtown Development Authority meet back to back – transportation and operations. This past Wednesday was no different.

At the transportation committee meeting, Susan Pollay, the DDA’s executive director, floated an idea for partnering with the Ann Arbor Transportation Authority on improvements to the South Fourth Avenue corridor, between William and Liberty streets. The partnership would include a grant to the AATA in connection with the reconstruction of the Blake Transit Center. No numbers are yet attached to the concept, which Pollay described as a possible “transit mall” – she was checking with the committee for their basic reaction to the idea. That reaction could fairly be described as warm, with some caution expressed by DDA board member Leah Gunn, when she arrived for the operations committee meeting.

Starting last month, the last half hour of the  transportation committee’s meeting has been configured to overlap with the operations committee’s meeting, so that the two groups can meet jointly to discuss a directive from the city council to the DDA to deliver a parking plan to the council by April. A preliminary outline of that plan was discussed on Wednesday. [Full Story]

Library Board Gets Update on Library Lot

So while the library board won’t be making decisions about the city’s quest for a development there, they had plenty of questions about how it’s proceeding. At Monday night’s library board meeting, city administrator Roger Fraser was on hand to answer those questions and give an update on the Library Lot RFP process – interviews for potential developers are being held this week.

The lot – where an underground parking structure is now being built – was also the topic addressed by the only speaker during public commentary, who urged the board to keep an open mind about the development that might be built on top of the site. The comment prompted board member Prue Rosenthal to respond: “You know that we’re not in charge of this, right?” [Full Story]

Fraser Acted Against Advice on Proposal

Ann Arbor City Council Sunday caucus (Jan. 17, 2010): Conversation among councilmembers and residents on Sunday night yielded some additional historical insight into development plans for the Library Lot above the underground parking garage, which is currently beginning construction.

Stephen Rapundalo (Ward 2) revealed that when city administrator Roger Fraser mentioned an unsolicited development proposal at the city council budget retreat in January 2009, he had acted against the advice of members of the council’s budget and labor committee. The committee had become aware of the proposal’s existence prior to the retreat, Rapundalo reported, and when they did, “We said that should be put away on a shelf somewhere. … (but) Roger chose to mention it at the retreat.” Rapundalo also added that while some councilmembers had seen the unsolicited proposal, he had not.

Sabra Briere (Ward 1) recalled a phase in the community conversation about the future of the city-owned Library Lot that predated the January 2009 budget retreat. It was a time when the discussion centered on leaving the top of the parking structure as a temporary surface parking lot while its eventual, more permanent fate was considered – still a possibility, based on Sunday’s caucus discussion.

Besides the Library Lot, residents who attended caucus touched on other issues – the city council’s role in city governance, and the capital improvements plan for the year, which is on the council’s Tuesday night meeting agenda. Council is meeting on Tuesday, rather than its usual Monday schedule, because of the Martin Luther King Jr. holiday. [Full Story]

The suggestion for reconsideration had been brought to the committee by two of its members, Margie Teall and Stephen Rapundalo, who also serve on the city council.  Monday’s city council meeting had included conversation about the issue.

The committee will now re-include in the interview process the two proposals it had eliminated at its December meeting. Representatives for all six proposals to develop the top of the Fifth Avenue underground parking structure will be interviewed in a little less than two weeks. On Jan. 19, the two that had been dropped previously – proposals that call for predominantly open space in that area – will be interviewed, followed on Jan. 20 by interviews of the other four proposers.

Related to this process, at its Wednesday meeting the Downtown Development Authority had approved up to $50,000 for a consultant to assist with the review of proposals. So on Friday, the committee was also briefed on the request for qualifications (RFQ) for the consultant, which has now been released – and no candidates with operations in Washtenaw County will be considered. Moravian Moves Forward, Despite Protests

About two dozen residents attended the meeting. All but one of the 16 people who spoke during time for public commentary opposed the project, some vehemently.

Opponents’ main concern is that the five-story, 62-unit building is out of scale and out of character with the neighborhood, which has older homes, but is not protected by an historic district. [The neighborhood also is on the edge of an industrial area – The Moravian is planned on a lot across the street from the Fingerle Lumber complex.]

But in approving the requested planned unit development (PUD) zoning, commissioners cited a range of public benefits, including the 12 units of affordable housing within the building – a benefit that neighbors dispute. The project will now be considered by city council at an upcoming meeting.

Residents vow to continue fighting it. “We’re going to redouble our efforts,” Beverly Strassmann, president of the Germantown Neighborhood Association, told commissioners after their vote.

Separately, planning commissioners approved a rezoning request for a gas station on Packard Road, with some stipulations. [Full Story]

The two proposals – one from Ann Arbor residents Alan Haber and Alice Ralph, and the other from a local developer, Dahlmann Apartments Ltd. – both envision the top of the underground garage primarily as open space.

At Sunday’s city council caucus, seven supporters of an open-space use for the Library Lot outnumbered the four councilmembers who attended: Sabra Briere (Ward 1), Stephen Kunselman (Ward 3), Mike Anglin (Ward 5) and mayor John Hieftje.

Conversation at caucus was devoted almost exclusively to the RFP (request for proposals) process and dissatisfaction with its preliminary outcome. On the council’s Monday night agenda is a resolution sponsored by Briere that seeks – “delicately,” in Briere’s words – to address some of that dissatisfaction.

Briere likened the winnowing down of the alternatives in advance of public participation to asking someone if they’d like an apple or a pear – you might get a different answer, she said, if you ask, “What kind of fruit would you like?” Maybe, she said, people want grapefruit. [Full Story]

Column: Visions for the Library Lot

It was a telling moment. A group of graduate students from the University of Michigan had just finished making presentations to members of the Ann Arbor District Library board. They were part of a class on urban design taught by local developer Peter Allen.

Some of their class projects had focused on development of the Library Lot, and two teams were on hand to show their work to the board.

When they were done, Allen talked about why the student perspective was important – for the worldview they brought, and the insight they could give on how to make downtown Ann Arbor attractive for the 25 to 35-year-old professional.

The moment came when Prue Rosenthal, the board’s treasurer, asked this question: “How many of you plan to stay here?”

Silence – then some awkward laughter. None of the six students, it turns out, intend to stick around Ann Arbor after graduation.

That alone isn’t a big deal – it’s a small sample, after all. But it was striking when combined with the vision these students had for downtown development – a vision very different from what’s typically proposed for Ann Arbor, or from what actually gets built. But it’s a vision that, if realized, might compel these young professionals to make a life here. [Full Story]

Ann Arbor Library Board Moves Elections

Library board members also discussed their hopes for a development next to the downtown library. The city solicited bids for development atop an underground parking structure being built just north of the library, on land stretching between Fourth and Fifth and Division. The library has a vested interest in that project – as board members noted on Monday, the development there will affect their decision about what to do with the downtown library building.

No representative from the library is on the city’s review committee that’s currently evaluating proposals for the site. But two members of that committee did attend Monday’s board meeting, and library director Josie Parker plans to meet with city officials to convey the board’s feedback.

Bottom line: A place that’s active and that attracts a diverse group of people around the clock would be best for the library. Also needed, board members said, is some master planning for that entire area, which includes the former YMCA lot and the AATA’s Blake Transit Center. [Full Story]

Heritage Row Redux: Process Clarified

At a neighborhood meeting held last Monday evening on the Heritage Row Apartments project (formerly City Place) on South Fifth Avenue, a question was raised concerning compliance with Ann Arbor’s citizen participation ordinance for new developments. [Chronicle coverage: "Fifth Avenue Project to Meet Historic Standards"]

That previous article left a possibly confusing impression about how Ann Arbor’s public participation ordinance now applies to the Heritage Row project. The Chronicle followed up by reviewing the history of the Heritage Row project against the specific language of the ordinance – which had been cited at the meeting by resident Tom Whitaker to support his contention that an additional meeting would be required under the ordinance.

That review establishes that no additional meeting is required for the project under the public participation ordinance. This conclusion was confirmed by Wendy Rampson, interim director of planning and development services for the city. [Full Story]

Two Library Lot Proposals Eliminated

At a Friday morning meeting, members of a committee that’s overseeing the Library Lot development cited insufficient financial benefit to the city as the reason for taking Ann Arbor Town Square and Ann Arbor Community Commons out of play. Both of those projects would put primarily open space on the 1.2-acre lot. Three of the other proposals include a hotel, with the fourth focusing on housing for senior citizens.

Developers of the four remaining proposals will be scheduled for interviews throughout the day on Wednesday, Jan. 20. It’s possible that the field will be thinned even further before then, depending on how developers respond to a list of questions that committee members have formulated about each specific proposal.

The Jan. 20 meetings will be open to the public. The city also plans to hold an evening open house on Jan. 20 for the public to meet with developers and give feedback on the proposals.

In addition, the committee on Friday discussed the possibility of the Ann Arbor Downtown Development Authority paying for a consultant to help evaluate the remaining proposals. [Full Story]

Fifth Ave. Project to Meet Historic Standards

Monday evening on the third floor of the downtown Ann Arbor District Library, developer Alex de Parry gave residents and neighbors an update on a project he’s been proposing in one form or another since early 2008.

The housing development would be located on the east side of Fifth Avenue, just south of William Street.

Previously known as “City Place,” the proposal has been newly baptized as “Heritage Row.” The new nomenclature reflects in part the expressed intent of de Parry’s development team to meet the Secretary of the Interior’s standards for historic preservation for a row of seven old houses. Behind the row of houses, three new buildings would be constructed. Underground parking would be constructed under the three new buildings.

Previous versions of the project would have either demolished the seven houses or preserved them only in part. Now, the plan is to rehabilitate those houses to historic district standards. [Full Story]

DDA Invites City to Discuss Parking Fines

Ann Arbor Downtown Development Authority board meeting (Dec. 2, 2009): In a meeting dominated by status reports for ongoing DDA initiatives, a glimmer of a possibility emerged that a discussion about the parking system could begin between the DDA and the city of Ann Arbor.

That discussion would be focused on parking fines – a topic the Ann Arbor city council was briefed on at its Nov. 9 work session by city financial services staff. That session did not include the DDA, which manages the Ann Arbor’s parking system under a contract with the city. Republic Parking is the company contracted by the DDA for operation of the system. In the only board resolution considered at the meeting, executive director Susan Pollay was authorized to negotiate easements with property owners adjoining the construction site for the underground parking garage, which is now starting construction. [Full Story]

Near North, City Place Approved

Ann Arbor City Council meeting (Sept. 21, 2009): Ann Arbor’s city council approved both major development projects on its agenda, one of them enthusiastically, the other only reluctantly.

Although there was a smattering of opposition expressed to the Near North affordable housing development during the public hearing on the matter, the 39-unit project on North Main Street ultimately won the support of its closest neighbors. That support was reflected symbolically when developer Bill Godfrey and neighbor Tom Fitzsimmons stood side-by-side at the podium as they each addressed the council, which gave the project its unanimous approval.

The “matter of right” City Place project proposed for the block of South Fifth Avenue just south of William was also unanimously approved by the council, but councilmembers took turns criticizing both the project and the developer, Alex de Parry. The council had previously established a historic district study committee and enacted an associated moratorium on demolition and work in the area where the proposed project is located. Carsten Hohnke (Ward 5) compared de Parry’s decision to bring the project forward despite the moratorium to “stamping feet, being upset you didn’t get what you wanted.”

Many members of the audience held yellow 8×11 paper signs calling on councilmembers to support a resolution that would have released council emails sent during their meetings dating back to 2002. However, council rejected that resolution except for a resolved clause that would in the future provide the public with copies of electronic communications among councilmembers during its meetings – by appending them to the official minutes of the meeting that are eventually posted on the city’s website.

The council also put looming financial issues on the radar by passing a resolution that opposes a recent Michigan budget proposal that would cut state shared revenues to the city of Ann Arbor by about $1.2 million. At the council’s budget and labor committee meeting that was held Monday – before the regular council meeting – Tom Crawford, the city’s chief financial officer, floated some possible ideas for meeting that shortfall. Council Caucus: Near North PUD

Ann Arbor City Council caucus (Aug. 5, 2009): The city council caucus, which typically falls on the Sunday before council’s regular Monday meeting, was rescheduled for Wednesday this week to match the rescheduling of the council’s regular meeting to Thursday. That schedule change had been prompted by the Democratic primary elections held on Tuesday.

Four council members attended caucus – John Hieftje (mayor), Sandi Smith (Ward 1), Sabra Briere (Ward 1) and Mike Anglin (Ward 5). They heard from residents on a variety of issues, from a complaint about thaw-and-bake products at the farmers market, to the Near North PUD proposal that is on council’s agenda for Thursday night, to questions about the constitution of the council’s budget and labor committee.

Also on council’s agenda is a moratorium on new development in districts zoned R4C (multi-family dwelling), and councilmembers heard from one resident at caucus in support of that moratorium, which was postponed from council’s last meeting.

Rounding out caucus topics were two plant-related issues. There’s an oak tree in Wurster Park that councilmembers were advised could have its life prolonged considerably. Finally, a resident framed problems with foliage obscuring sight lines for vehicles as a bicyclist safety issue. [Full Story]

Planning Commission: 5-2 for Near North

A little more than four hours after the Ann Arbor city planning commission meeting had started, planning commissioners voted – to extend their deliberations past 11 p.m.  And a bit before midnight, the body voted on the Near North planned unit development project proposed for North Main Street. Although the vote was 5-2 to recommend approval to the city council, that outcome counted as a “technical denial.” At least six votes are required in order for planning commission to make a recommendation to council.

After the meeting, developer Bill Godfrey told The Chronicle that he intended to bring the project forward to the city council despite the technical denial, pointing out that two of the commission’s members had been absent for that evening’s vote – Craig Borum and Tony Derezinski. Derezinski (Ward 2) is the city council’s representative on the planning commission.

The meeting marked the final planning commission meeting for Ethel Potts, who has served two 3-year terms on the body.  [Full Story]

Column: A Voice from the Past Calls Out

In the old days, downtown was divided into three parts: Main Street (called Downtown), State Street (called Uptown), and South University (called Campus). Each area was different, but all were part of downtown Ann Arbor.

During my early days while attending Angell School on South University, I remember my mother giving me money so I could go have lunch at the Dugout restaurant on South U, owned by the Klepac family (their daughter was in my class), then pick up some ice cream at Miller’s before returning to school. As I grew up I used to hang out at Beaver’s Bike and Hobby on Church Street (owned by Fred Beaver), learning how to repair bicycles from Bill Loy (now owner of the Student Bike Shop).

I remember when the students left at the end of the school year in April, the local business owners wanted more people to come into the campus area during the summer, so Joan Beaver and a couple of her art friends invented the “Art Fair.” Wow, that really worked. Just look what everyone else in town has done with it! [Full Story]

DDA: No Character-District Zoning, Please

Downtown Development Authority board meeting (April 1, 2009): The board of the Ann Arbor Downtown Development Authority held its regular monthly meeting on Wednesday and passed  a resolution – with some dissent – recommending that city council eliminate the character districts from the A2D2 zoning proposal.

The board also authorized spending around $75,000 to help start a business district in the Main Street area – an idea mentioned in our report on the board’s December 2008 meeting.

Additional spending, totaling around $25,000, was authorized for bicycle parking – some of it on-street.

The board also heard a report from its ad hoc committee on the discussion of the parking agreement with the city of Ann Arbor. Initial indications are that there was clear (but not unanimous) sentiment on the committee against renegotiating the existing agreement, but for exploring other alternatives.

Accessibility was a theme that came up in the form of DDA meeting material as well as real-time parking data. [Full Story]
