City Place PUD Fails

The City Place PUD application failed on an 0-10 vote (councilmember Sandi Smith was unable to attend the meeting due to family illness).

This, after neighbors had successfully petitioned to force the PUD proposal to achieve an 8-vote majority (instead of a simple 6-vote majority).

The late-hour petition resulted in a motion by coucilmember Stephen Rapundalo to postpone for two weeks, but that motion was supported only by the two councilmembers seated to Rapundalo’s left – Leigh Greden and Christopher Taylor. [Full Story]

Council Focuses on Development Issues

Ann Arbor City Council Sunday caucus (Jan. 4, 2009): Sunday night’s regular caucus focused on development issues: (i) a proposed PUD, City Place, to be built along Fifth Avenue, and (ii) redevelopment proposals for the city-owned property at 415 W. Washington. The caucus was bookended by remarks from representatives from two of the design teams for the 415 W. Washington, Peter Allen and Peter Pollack. [Full Story]

Carsten Hohnke, who represents Ward 5 on Ann Arbor city council, attended Tuesday evening's meeting about The Madison. In the background is Laurie Blakeney, owner of the Ann Arbor School of Yoga and the mother of Newcombe Clark, who's a partner in The Madison project.

Many of the 15 or so people gathered in the downtown Ann Arbor library on Tuesday night were clearly neighbors. There were handshakes, waves, nods of greetings and, in at least one case, the delivery of a Christmas gift. And as the meeting unfolded, it also became clear that these people had another common bond: Opposition, or at least strong skepticism, to a revived apartment project called The Madison.

Developer Jeff Helminski and Newcombe Clark of Bluestone Realty plan to resubmit a scaled-down version of The Madison to the city on Dec. 29, and were holding this meeting to tell neighbors about their new plans and to get feedback on the project. Located on East Madison between South Fourth and Fifth avenues, the original proposal called for a 14-story building with 161 units. This new one has four stories, with 60 units.

Germantown: Study It or Not?

Ann Arbor City Council Caucus (Dec. 14, 2008) At its Sunday caucus, city council discussed two items on its agenda for Monday night:

  • Historic District Study Committee – a resolution to appoint a study committee to determine the suitability of establishing a historic district called Germantown, which would include roughly the area bounded on the north by William Street, on the west by Fourth Avenue, on the south by Madison Street and on the east by Division Street.
  • Graffiti Ordinance – a resolution to amend the city’s code to set forth punishments for graffiti, both for applying it and for allowing it to remain in place.

Discussion of the historic district study committee was driven by attendance at caucus of interested parties to the decision. Those parties included several residents of the neighborhood as well as a developer who has a project located inside the district of the proposed study. That project (City Place) is currently being considered by council.

Meeting Watch: DDA board (3 Dec 2008)

Wednesday’s noon meeting of the Downtown Development Authority board saw one transportation initiative move forward: funding for a fourth Zipcar for downtown was approved. A second resolution was returned to the transportation committee: the board was not ready to approve an increase from $50,000 to $160,000 for its share of a north-south connector study.

Also on the agenda was an amendment to a parking agreement between the city, the DDA, and Village Green, which is developing the City Apartments project on the southeast corner of First and Washington. Even though the resolution was passed, Jon Frank, VP of development for Village Green, didn’t get the language he needed in the resolution, which means that City Apartments project will require some additional back and forth before the final Ts are crossed.

Among other news, in verbal summaries of various committee reports, came word from operations committee chair Roger Hewitt that the pilot valet parking program will begin on Dec. 15 at the Maynard Street structure. [Full Story]

Meeting Watch: Ann Arbor District Library (15 Sept 2008)

At its Monday evening meeting, the Ann Arbor District Library board unanimously approved tearing down the main library building and constructing a new one from the ground up, rather than renovating the existing building on South Fifth Avenue.

The decision gives the go-ahead for architects to focus on that option, said AADL director Josie Parker. She said it also means she will focus on funding options, including going to voters to request a new millage for the project, which could cost more than $70 million.
