New County Debt Approach Approved

Washtenaw County commissioners have given final approval to a new way to pay off debt incurred from bonding, typically for public works projects in local municipalities. The vote occurred at the county board’s Oct. 2, 2013 meeting, following initial approval on Sept. 18.

County Forms Advisory Group for Platt Road Site

After postponing action at its Sept. 4, 2013 meeting, the Washtenaw County board of commissioners voted on Sept. 18 to create a 13-member advisory group to look at options for the county-owned Platt Road site in Ann Arbor, where the old juvenile center was located. The vote was 6-0, with three commissioners absent: Felicia Brabec (D-District 4), Rolland Sizemore Jr. (D-District 5) and Ronnie Peterson (D-District 6).

The original resolution brought forward on Sept. 4 was developed with guidance from commissioner Andy LaBarre (D-District 7), who represents the district where the property is located. It called for a nine-member committee with the following composition:

  • 1 Ann Arbor city councilmember
  • 2 residents from the adjacent neighborhood

County Board Postpones Action on Platt Road Site

Washtenaw County commissioners have postponed a resolution that would have created an advisory group to look at options for the county-owned Platt Road site in Ann Arbor, where the old juvenile center was located. The action occurred after more than an hour of debate at their Sept. 4, 2013 meeting, which adjourned at 11:30 p.m.

The idea of an advisory committee to help with the dispensation of this property was first floated at the board’s July 10, 2013 meeting, as part of a final vote on an overall strategic space plan for county facilities. Leases OK’d for Head Start, County Offices

The Washtenaw County board of commissioners took action on two leases at its Aug. 7, 2013 meeting.

The board approved the 10-year lease of a county-owned Head Start building at 1661 Leforge Ave. in Ypsilanti to the Washtenaw Intermediate School District. [.pdf of lease agreement] The WISD is taking over management of the Head Start program from the county, which has administered it for over four decades. After considerable debate, the board made the decision in late 2011 to relinquish the Head Start program.

The county took out bonds to pay for the construction of the $2.29 million Head Start facility in 2002. Ten years remain on the bond repayment for a total of $1.66 million.

Skatepark Rolls; Council Bails on Talk Time

Ann Arbor city council meeting (July 15, 2013): By recent standards, the council’s roughly three-hour meeting was relatively brief.

Of the Ann Arbor city council’s roughly 3-hour meeting, about a quarter of the time was taken up by deliberations on changes to the council’s rules (dark blue wedge), some of which would have affected public speaking time. About a quarter of that time was spent in deliberations on changes to the council’s own rules. That included a proposal to reduce the length of public speaking turns from three minutes to two minutes. After voting 10-1 – over the lone dissent of Margie Teall (Ward 4) – to eliminate the shortening of public speaking turns, the council discussed a number of the other proposed changes that had been recommended by the council’s rules committee.

Those changes include a shortening of councilmember speaking turns, adding public commentary to the council’s work sessions, moving nominations and appointments to a spot earlier on the agenda, and prohibiting the use of mobile devices for texting or phoning at the council table.

As councilmembers recognized that they would not be able to find their way to a clear consensus on the rules changes until they had longer deliberations, the council decided to postpone the item until its first meeting in September – which this year falls on Sept. 3.

So the council delayed launching itself off the lip of the legislative half-pipe to change its own internal rules. However, councilmembers took the advice of Stephen Kunselman (Ward 3) when they voted on the construction contract for a new skatepark: “Just go for it!” The unanimous vote on a $1,031,592 contract with Krull Construction came after some scrutiny led by Sally Petersen (Ward 2). Her questioning was based on the project’s additional cost, compared to its original budget.

The originally approved budget for the project was $800,000 – though the expectation was that it would cost about $1 million. The total budget now – including the construction contract, 10% contingency and $89,560 design contract – is $1,224,311, or $424,311 higher than the originally budgeted $800,000. Funds to pay for the skatepark include a $400,000 grant from the Washtenaw County parks & recreation commission, $300,000 from the Michigan Dept. of Natural Resources Trust Fund, and $100,00 raised by the Friends of the Ann Arbor Skatepark, which paid for the skatepark’s design. This particular effort by the Friends dates back to 2005.

An item added to the agenda the same day as the meeting led to considerable discussion about the relationship between the city and the University of Michigan. The council had failed on May 13 to approve a right-of-way occupancy for the university to install conduits under Tappan Street. An early departure from that meeting by Christopher Taylor (Ward 3) contributed in part to the council’s inability to achieve an eight-vote majority.

Whether an eight-vote majority is needed is the source of friction between the city and UM. Under the city charter, an eight-vote majority is required for the council to approve transactions involving an interest in land. The purpose of the conduits under Tappan Street is to connect a new emergency generator to the Lawyers Club buildings at 551 S. State St. The Lawyers Club and the generator are located on opposite sides of the street. The university’s view is that the agreement needs to convey an interest in land, something the city attorney’s office disagrees with. The council’s resolution approved on July 15 directs the city staff to renegotiate with UM.

The other item on the agenda receiving at least 15 minutes of discussion was one that granted a fee waiver for events held in Liberty Plaza. That action was prompted by public protests at previous council meetings about the possibility of charging a fee to the church that hosts Pizza in the Park – a homelessness outreach program that distributes food and other humanitarian aid.

The council handled a raft of other items, including three different contracts related to protecting the local environment. Two of the contracts include an educational component – one related to the city’s materials recovery facility (MRF), and the other to stormwater management. The third concerned monitoring the city’s now-closed landfill at Platt and Ellsworth.

The council also handled several other items related to stormwater management. Three of the items involved street reconstruction – on Stone School Road, Forest Avenue, and multiple streets in the Springwater subdivision. A fourth item approved by the council was a contract for tree planting, which will be paid for from the city’s stormwater fund.

Among other items, the council also approved the distribution of $1.2 million in human services funding to various nonprofits that do work under contract with the city.

In non-voting business, the council received an update from chief of police John Seto. He reported that through the first six months of the year, Part 1 crimes – the most serious types of offenses – are down 10% compared to last year in the city, while overall crime is down 7.5%. Seto also reported that the police department is analyzing the initial data collection from the electronic activity logs for officers.

During public commentary, the council heard from advocates for racial equity, who called for the council to take action in response to the not-guilty verdict in Florida’s Trayvon Martin shooting case. [Full Story]

Council OKs Stormwater Infrastructure

The Ann Arbor city council has approved several projects that relate to stormwater management.

Three of the items involved street reconstruction – on Stone School Road, Forest Avenue, and multiple streets in the Springwater subdivision. A fourth item approved by the council was a contract for tree planting, which will be paid for from the city’s stormwater fund. The council’s action on these items came at its July 15, 2013 meeting.

The Stone School Road stormwater project is part of a larger $4 million road improvement project. The council’s action was to approve a petition to the Washtenaw County water resources commissioner‘s office to apply for a state revolving fund loan of $1.2 million. Miller Avenue Special Assessment OK’d

A special assessment on property owners to finance sidewalk and gutter improvements along Miller Avenue has been approved. The Ann Arbor city council action came at its July 1, 2013 meeting.

The assessment would apply to 18 private property owners, who would pay an average of $365 apiece. The total construction cost of the project is stated in the table of assessment as $42,860 – with about 75% of that to be paid for with federal funds. The resolution approved by the council was the fourth and final one in the process. A public hearing had been held at the council’s previous meeting.

AADL Branch to Get Infrastructure Upgrade

The $112,150 contract with Merit Network, a nonprofit based in Ann Arbor, would put the Pittsfield branch on par with high-speed connections throughout the rest of the AADL system. The branch had been described to the board as a “bandwidth backwater,” with about 2% of the Internet connectivity speed compared to other AADL locations. The project will be paid for with money from the library’s fund balance.

In other action, the board approved final budget adjustments for the fiscal year ending June 30 – a routine procedure.

In her director’s report, Josie Parker highlighted the launch of the library’s popular summer reading game, and announced that Ann Arbor/Ypsilanti Reads is soliciting suggestions for its 2014 selection – a work of fiction. The theme is “A Very Good Read.”

During public commentary, Doug Jewett focused his remarks on the Michigan Open Meetings Act, especially as it relates to committee meetings. Bob Rorke discussed the results of a Freedom of Information Act request filed by the Protect Our Libraries political action committee, related to the AADL’s hiring of Allerton-Hill Consulting. Reading through the 634 pages of material the library had produced in response to the FOIA request had raised some concerns for Rorke, including questions about whether the library was using public monies for political purposes. AADL OKs Contract for Pittsfield Internet

The Ann Arbor District Library board approved a $112,150 contract with the nonprofit Merit Network to build and maintain a connection from AADL’s Pittsfield branch to Merit’s existing high-speed network. The action took place at the board’s June 17, 2013 meeting.

The board had been briefed at its May 6, 2013 meeting by Eli Neiburger, AADL’s associate director of IT and production. He had described that location at 2359 Oak Valley Drive as a “bandwidth backwater,” with about 2% of the Internet connectivity speed compared to other AADL locations.

Council OKs Mack Pool Roof Replacement

A roof replacement has been approved for the city of Ann Arbor’s Mack indoor pool, located within the Ann Arbor Open school near the corner of Miller and Brooks. The action came at the city council’s June 3, 2013 meeting.

At its May 21, 2013 meeting, the Ann Arbor park advisory commission had recommended awarding a contract to Pranam GlobalTech Inc. for $193,000 to cover the roof replacement and painting refurbishment. A 10% construction contingency brings the project’s budget to $212,300.

Pranam provided the lowest of two bids. The other bidder was Wm. Molnar Roofing Co. Inc., which bid $271,319 for the work. Pranam was previously selected to replace the roof at Veterans Memorial Park Ice Arena. The contract … [Full Story]

Park Updates: Roof, Rain Garden, Parking Lot

Jerry Hancock, the city’s stormwater and floodplain programs coordinator, described the project, which is being paid for out of the city’s stormwater utility fund – not the parks and recreation budget. It will involve regrading the perimeter of the park in the fall, then putting in native plants next spring. Soil excavated to create the rain gardens will be used to elevate the park’s central lawn area, which often has standing water following heavy rains. The work will be done prior to improvements planned for the park’s playground next year.

Later in the meeting, commissioners voted to recommend awarding a contract for roof replacement at the Mack indoor pool, located within the Ann Arbor Open school near the corner of Miller and Brooks. The recommendation is to select Pranam GlobalTech Inc., which put in the low bid of $193,000. A 10% construction contingency brings the project’s budget to $212,300, with a portion of that amount to be paid for by the public schools.

Also recommended was using $8,280 from the public market fund to upgrade a surface parking lot – known as the “sand lot” – on the Fourth Avenue side of the farmers market. The paving is viewed as a short-term solution, pending longer-term improvements expected at the market in a few years.

Commissioners also elected Bob Galardi as chair of PAC’s budget & finance committee. He replaces Tim Doyle as committee chair, following the end of Doyle’s term on PAC earlier this month. Jen Geer – Doyle’s replacement on PAC – was confirmed by the city council the previous evening but did not attend PAC’s May 21 meeting. Geer has worked with Galardi and councilmember Christopher Taylor – an ex-officio member of PAC – in another capacity, in the performing arts. Most recently, she was executive producer for the Ann Arbor in Concert production of Ragtime, performed at Michigan Theater on May 18. Both Taylor and Galardi were lead performers in that show.

Updates during PAC’s May 21 meeting covered a range of topics, including news that bids for construction of the new skatepark came in a little higher than anticipated. Parks staff and skatepark designer Wally Hollyday will be reviewing the bids to see what options are available. Parks and recreation manager Colin Smith reported that at PAC’s June 18 meeting, commissioners will be presented with a resolution to award a construction contract, as well as an agreement between the city and the Friends of the Ann Arbor Skatepark related to operating the skatepark.

Other updates from Smith included the fact that parks staff is gearing up for Memorial Day weekend, with the opening of the city’s outdoor pools. He also highlighted the completed renovations of ball fields at Veterans Memorial Park, West Park and Southeast Area Park, and improvements made at Liberty Plaza. In addition to removing some bushes there, he said, “we also removed all sorts of things that were in the bushes, which are no longer there – and I’m glad they’re not.”

Other brief reports were given regarding work of PAC’s dog park and downtown park subcommittees, and public forums for the North Main-Huron River task force. Public commentary focused on input from the Library Green Conservancy, which is advocating for a park or public space atop the city’s Library Lane parking structure. [Full Story]

Parks Group Applauds “Status Quo” Budget

Park commissioners were briefed on budget details at their April meeting, and voted unanimously to recommend the budget for approval. The parks budget will be a component of the overall budget that the city council will vote on in mid-May. The public hearing on that budget will be held on May 6. “The message is status quo,” parks and recreation manager Colin Smith told commissioners.

In a separate vote, commissioners recommended raising fees – ranging between 4-9% – for rentals at the Gallup Park meeting room and Cobblestone Farm. It was the first fee increase at these facilities since 2007 and 2006, respectively.

In other action, commissioners unanimously recommended approval of a five-year contract with Coca-Cola Refreshments for cold beverage concessions. It will replace the 10-year contract with Pepsi that expires this summer. Pepsi was the only other bid received by the city for a new contract, but missed the deadline and was disqualified.

Commissioners also recommended that the city award a $535,000 contract to Pranam Global Tech Inc. to replace the nearly 40-year-old roof at Veterans Memorial Park Ice Arena. The project includes a 10% construction contingency of $53,500, bringing the total project budget to $588,500.

Public commentary included an update from advocates of an ice-skating rink at the city-owned Library Lane site, as well as a report from the Library Green Conservancy, which hopes to make the parking lot into a park. [.pdf of Library Green Conservancy report]

Updates from commissioners included ongoing efforts to find a new centrally located dog park, as well as more information-gathering work by the downtown parks subcommittee.

And in his manager’s report, Smith informed commissioners of an increase in spray-painted graffiti in the parks. The staff is collecting data on how much time they spend repairing areas that are hit with graffiti, “and it’s substantial,” he said. Even trees have been tagged, which is unusual, Smith reported. “There have been some rather inappropriate things painted on some very nice trees.” He added: “It’s extremely frustrating … We’re not in the business of providing spray-painting opportunities any more than we are in the business of providing apothecary options for people in the parks. AAPS Briefed on Tech Bond Purchases

The Ann Arbor Public Schools board of education heard a first briefing on bid recommendations for district-wide network cabling and mechanical modifications to support the 2012 technology bond initiatives. The briefing took place at the board’s April 24, 2013 meeting.

After conducting post-bid interviews, the district’s professional team recommended awarding contracts to Fuller Heating Company for $80,669 for HVAC work, and to Complete Communications Inc. for $386,989 for network cabling. Both companies were the lowest qualified bidders for each job.

Randy Trent, AAPS executive director of physical properties, noted that the district is opting for CAT 6 in place of CAT 5 cabling. While more expensive, it will take longer to be obsolete, he said. The team also opted for adding … [Full Story]

Repairs Coming for Barton Pump Station

The Ann Arbor planning commission has passed a resolution stating that, aside from one exception, the city’s Barton Pump Station project meets the Ann Arbor standards of private development. The unanimous vote took place at the commission’s April 16, 2013 meeting.

The exception is that the project doesn’t meet the “first flush” detention that’s required for a site with more than 5,000 square feet of impervious surface. Although the city isn’t require to follow its own standards for private development, city projects must be reviewed by the planning commission before being approved by the city council.

Contract OK’d to Replace Vets Ice Arena Roof

The Ann Arbor park advisory commission has recommended awarding a $535,000 contract to Pranam Global Tech Inc. to replace the roof at Veterans Memorial Park Ice Arena. The project includes a 10% construction contingency of $53,500, bringing the total project budget to $588,500. The vote was taken at PAC’s April 16, 2013 meeting.

Pranam, based in Livonia, was the lowest of five responsible bids received by the city. Other bidders were A.Z. Shmina Inc. ($612,000), Cedroni Associates Inc. ($738,000), Construction Solutions Inc. ($738,800) and Phoenix Contractors ($747,754).

Ann Arbor OKs Drinking Water Bond Notice for $18.5M

The Ann Arbor city council has approved the publication of a notice of intent to issue water supply system revenue bonds totaling $18.5 million to pay for additions and improvements to the city’s water supply system.

According to the staff memo accompanying the agenda item, the first in the series of bonds is expected to be for around $3.8 million and will be sold directly to the Michigan Finance Authority as part of its Drinking Water Revolving Fund program. The bonds will be paid solely from revenues to Ann Arbor’s drinking water system.

Ann Arbor DDA Grants $300K to Public Housing

The Ann Arbor Housing Commission’s Baker Commons building, located in downtown Ann Arbor at Packard and Main, will get an infusion of $300,000 from the Ann Arbor Downtown Development Authority – as a result of action by the DDA board at its March 6, 2013 meeting.

The $300,000 will be used toward a range of capital improvements to the 60-unit building: driveway and sidewalk replacement and repair; installation of energy-efficient lighting; insulation and air sealing; window replacement; adding a second entrance; door replacement; upgrade of fixtures appliances, flooring and cabinetry; replacement of heating and cooling units; generator replacement, elevator replacement, upgrade of common area furniture, and installation of additional security cameras.

Ann Arbor Council Supports Energy Agenda

Three energy-related items were acted on by the Ann Arbor city council at its March 4, 2013 meeting. The council authorized expanded use of its energy fund to support community energy efficiency programs – not just programs to improve municipal energy efficiency. The resolution effecting the change to the fund’s use limits its use for community programs to 20% of the existing fund balance. That balance, according to environmental coordinator Matt Naud, stands at around $400,000. The kind of support the energy fund is intended to provide includes establishing future loan loss reserve funds, providing low-interest loans, and buying down interest rates.

Ann Arbor Airport to Get New Fencing

New fencing at the Ann Arbor municipal airport will be installed, as a result of two separate votes by the Ann Arbor city council at its Feb. 19, 2013 meeting. The first vote consisted of the grant approval, which totaled $157,895. Of that amount, $150,000 is federal money, $3,947 comes from the state of Michigan, and $3,948 comes from the city airport’s operating budget.

The fencing is meant to improve safety. According to the staff memo accompanying the council’s resolution, three incursions (someone getting in a restricted area of the airfield) took place in 2012. Before those three incursions, none had taken place since 2009.

City Council Debates Utility Connection Costs

Ann Arbor city council meeting (Jan. 22, 2013): One item on the consent agenda was responsible for extending the city council’s meeting by at least 40 minutes – the annual setting of fixed charges for water main and sanitary sewer improvements. The council chose not to approve the increase that had been calculated by city staff. That left the charges at their current levels – $15,552 and $24,665 for water and sewer, respectively – instead of raising them by just under 3% to $15,967 and $25,370, respectively.

The charges are due when a single- or two-family property connects to water and sewer for the first time. The charges are paid by either the contractor/developer or the property owner, depending on who makes the request for a connection.

Consent agenda items – a subset of the council’s business – are by definition voted on as a group, but councilmembers can choose to pull out items from the consent agenda for separate discussion.

That’s what happened at the Jan. 22 meeting. After an attempt to postpone the item failed, the council simply chose not to adopt the increases. But councilmembers were split on the question, with Christopher Taylor (Ward 3), Chuck Warpehoski (Ward 5), Mike Anglin (Ward 5) and mayor John Hieftje voting for the increased charges. Arguments against the increase were based on the amount of the increases, their possible impact on the likelihood of infill development in lower-income neighborhoods, and the fairness of charging new connections for depreciation costs.

The other major chunk of the council’s meeting was devoted to a briefing from Washtenaw County sheriff Jerry Clayton on the transition of police dispatch operations for the city to the sheriff’s office – Washtenaw Metro Dispatch (WMD). Highlights of that presentation included benchmark metrics. For example, WMD answers 97% of all calls within 20 seconds (4 rings). Total call processing time – from when the call is received until some unit is dispatched – ranges from 2.2 minutes for robberies to 5.16 minutes for disorderly conduct calls. According to Clayton, over the last six months since operations have been shifted to WMD from Ann Arbor police dispatch, the cost per 911 call has been decreased by more than half – from just under $40 per call to around $16 a call.

The council also established a project planning budget for a sidewalk on a quarter-mile stretch of Newport Road just north of Wines Elementary School. In other business, the council approved establishing a residential parking district off Washtenaw Avenue southeast of the University of Michigan campus, because streets in the neighborhood were being effectively used as a commuter parking lot for students taking the bus further into campus.

The new residential parking district is located in a neighborhood in the vicinity of the Beth Israel Congregation. Beth Israel came up during communications time as Chuck Warpehoski (Ward 5) responded to public commentary critical of him for not yet bringing a resolution to the council table on the topic of Palestinian rights. Warpehoski essentially indicated he would not be contemplating such a resolution as long as demonstrations continue outside Beth Israel on Saturdays during worship services.

Half of the public commentary at the start of the meeting was on the topic of a proposed dog park – in West Park, across the street from the New Hope Baptist Church. The proposal had been expected by supporters to be on the council’s agenda, but it had not been included. So some turned out to urge council to pursue a dog park at that location. Others simply advocated for establishing a centrally-located dog park somewhere in the city.

The decision to pull the item from the agenda had come after the city’s park advisory commission had voted in December to recommend establishing a dog park in the West Park location for a one-year trial period. But subsequently, parks staff and commission leaders were convinced by members of the New Hope congregation not to push the proposal ahead for consideration by the city council. [Full Story]

$16.55M in UM Infrastructure Projects OK’d

In separate votes, University of Michigan regents approved three infrastructure projects on Ann Arbor’s central campus totaling $16.55 million. The approvals came during the board’s Dec. 13, 2012 meeting.

The largest project is $8.5 million for a new chiller plant, to be located in the lower basement of the South Quad residence hall at 600 E. Madison. The chilling system would serve three buildings: South Quad, West Quad, and the Michigan Union. The project will be funded by UM’s housing unit and coordinated with the $60 million overhaul of South Quad, which regents approved at their September 2012 meeting.

Ongoing UM Tunnel Renovations Underway

Continuing an upgrade of the University of Michigan’s tunnel infrastructure on the Ann Arbor campus, regents approved a $3.2 million project to replace 100 feet of concrete tunnel along South University Avenue. The approval came during the board’s Nov. 15, 2012 meeting.

According to a staff memo, the work includes “replacing a portion of the low pressure steam line and condensate return line in the tunnel, maintaining operation of the affected utilities during construction, and repairing paving and landscaping disturbed by the project.” The project has been designed by Fishbeck, Thompson, Carr & Huber Inc., and is expected to provide about 13 on-site construction jobs. The work is set to be finished by the fall of 2013.

UM Infrastructure Projects Move Forward

A $7 million project to replace two chiller units for the University of Michigan Willard H. Dow Laboratory and the Chemistry Building at 930 N. University, where the lab is located, was approved by UM regents at their Sept. 20, 2012 meeting. It was one of two infrastructure improvements on Ann Arbor’s central campus that were authorized by the board.

According to a staff memo, until 2010 there were three steam-absorption chillers for the building. One was replaced in 2010, and the $7 million project aims to replace the other two with new electric chillers, pumps, piping, controls, and a new electrical substation. Staff estimates there will be a $600,000 annual energy savings after the replacement.

Accessible Path Work OK’d for Nature Center

At its July 16, 2012 meeting, the Ann Arbor city council authorized a $115,309 contract with JB Contractors Inc. to construct barrier-free pathways at the Leslie Science and Nature Center. The recommendation includes a 10% contingency, for a total project cost of $126,840.

The city’s park advisory commission had recommended approval of the contract at its June 19, 2012 meeting.

JB Contractors provided the lowest of two bids. Fonson Inc. had submitted a much higher bid of $197,459. Funding is available from the city’s park maintenance and capital improvements millage.

Project OK’d for UM Survival Flight Hangar

Major renovations and a 20-year lease for a Survival Flight hangar were authorized by University of Michigan regents at their May 17, 2012 board meeting.

UM leases space for its Survival Flight unit at the Livingston County Spencer J. Hardy Airport, in space that’s considered inadequate, according to a staff memo. The airport plans to make a range of improvements, including the construction of a new 66,500-square-foot, three-story building which will incorporate a helicopter hanger, office space, emergency vehicle garage space and common areas adjacent to Hardy Airport.
