Approval Postponed on Arbor Hills Crossing

The project involves tearing down several vacant structures and putting up four one- and two-story buildings throughout the 7.45-acre site – a total of 90,700-square-feet of space for retail stores and offices. Three of the buildings would face Washtenaw Avenue, across the street from the retail complex where Whole Foods grocery is located. The site is also directly north of the new location for Summers-Knoll School. Planning commissioners had approved the Summers-Knoll project at their May 17 meeting.

Comments from commissioners about Arbor Hills Crossing ranged from disappointment in the lack of density to concerns about pedestrian safety. Commissioners generally expressed the sense that they were glad to see the site developed.

Citing some outstanding issues, planning staff recommended postponing action on the plan. Several commissioners raised other issues they’d like to see addressed before the site plans come back to the commission for approval. Among those issues: future plans for bike lanes along Washtenaw Avenue, as identified in the city’s non-motorized transportation plan; and possible pedestrian access to a wetland area. The vote to pospone was unanimous.

Later in the meeting, planning manager Wendy Rampson got feedback on a draft memo to Pittsfield Township, providing input from the commission on the township’s draft master plan. In part, the memo states an objection to the township’s description of itself as “providing an Ann Arbor mailing address while placing a much lower tax burden on businesses.” The memo points out that the plan could be improved by emphasizing regional cooperation. Planning Group Gets Stormwater Tutorial

Lawson described the city’s efforts to reduce or eliminate pollutants from entering the Huron River because of stormwater runoff, and fielded a range of questions from commissioners. Her presentation was likely the only time that the term “poo water” and a quote by the Scottish philosopher Thomas Carlyle have occurred during the same public meeting.

Also during Tuesday’s meeting, commissioners approved minor revisions to the city’s master plan, as part of a process that occurs each May. No one spoke during a public hearing on the revisions.

Wendy Rampson, the city’s planning manager, told commissioners that efforts to seek a consultant for a South State Street corridor study have been put on hold, following concerns raised by some city councilmembers over the project’s cost.

In other business, a public hearing was announced for the commission’s May 17 meeting regarding a request by Summers-Knoll School for a special exception use. If granted, the special exception would allow an office building at 2203 Platt Road to be converted into a private school. [Full Story]

AATA Speaks Volumes on Draft Transit Plan

At least five public meetings will be held in May to introduce the plan to the community.

The plan currently comprises two separate volumes – one outlining a vision and the other outlining how that vision would be implemented.

A third volume, on funding options, is forthcoming. It will not include a detailed discussion of governance. But the tax revenue portion of future funding will depend in part on the future governance structure of whatever agency is responsible for public transit in Ann Arbor and the rest of the county. Options for future governance include a countywide authority, which could eventually supplant the AATA as the agency responsible for public transit. On Thursday, the board received an update from CEO Michael Ford on conversations he’s been having, and will continue to have, with elected officials about the governance of a countywide authority.

In general concept, a countywide transit authority could first be formed and exist simultaneously with the AATA, but with no source of tax revenue. At some point, probably not this year, a millage proposal to support the countywide transit authority would be put in front of voters across the county. And if that millage were to succeed, the AATA’s assets would be folded into the new countywide transit authority.

In other work at Thursday’s meeting, the board held a public hearing on its planned federal program of projects.

The board also entertained the usual range of reports from its committees. Highlights included the fact that ridership has increased in the last month slightly compared to last year, and cost per service hour is better than what has been budgeted. The board also received an update on efforts to improve its real-time information to riders by working with its current software vendor, Trapeze. [Full Story]

County Seeks Input on Parks Master Plan

Donald Staebler was without question the oldest resident to show up at a Jan. 26 public meeting on the Washtenaw County Parks & Recreation master plan. And the 99-year-old farmer had a very specific reason why: He sold his farm to the county nearly 10 years ago, and he wants to see what they’re going to do with it.

“I’m open to suggestions,” Staebler told The Chronicle, “and willing to give up plenty of what I know.”

During their presentation about a five-year master plan for the parks system, county staff outlined plans for the Staebler Farm – a proposed $2.3 million investment – as well as for several other county parks, recreational facilities and preserves. It was one of three public meetings to get input on the master plan; the next meeting will be on Wednesday, Feb. 3, at the Dexter Library, starting at 7 p.m.

A draft of the master plan – which is also available online – includes items in an extensive capital improvement program that was approved last year by the county’s Parks & Recreation Commission. Several of the largest projects are planned for Rolling Hills Park, including the addition of a dog park, an expansion of the water park and construction of softball fields and an amphitheater. The county also plans to invest nearly $12 million in greenway and non-motorized trails over the next five years. [Full Story]

Planning Commission Draws Line Differently

At its Tuesday meeting, Ann Arbor’s planning commission voted to adopt a downtown plan that was different in significant ways from the one they’d previously adopted just three months ago. A small D2 (interface) in the South University area has been carved out, when none previously existed on the planning commission’s map. And  a one-parcel-wide expansion of the D2 area has been undertaken to include a property owned by Zingerman’s Deli.

Why was the commission considering the changes? Since the plan’s previous adoption, the city council had undertaken revisions to the proposed city zoning ordinances that had rendered the downtown plan inconsistent with those ordinances.

While the city council has final say over the ordinances, the council and planning commission must agree on the adoption of the same downtown plan. [See previous Chronicle coverage of the commission-council relationship on this issue.]

The planning commission’s action taken Tuesday night does bring its adopted downtown plan closer to consistency with the city council’s proposal for Ann Arbor’s new downtown zoning, but a significant incompatibility in the South University area remains. Before planning commission met, the revised downtown plan was scheduled to be presented for action by council at its June 15, 2009 meeting, with consideration of the final vote on the zoning package on July 6, 2009.  Now that time frame could change, depending on the path taken by council. What’s Your Downtown Plan?

At its work session Tuesday night, the city of Ann Arbor’s planning commission got a preview of a new floodplain zoning ordinance that Jerry Hancock has been working on with other staff. Hancock is the stormwater and floodplain programs coordinator for the city.

For over an hour, planning commissioners discussed the floodplain ordinance with Hancock before tackling the issue that could result in a near-term flood of communication between city council and planning commission: revisions to the downtown plan. At planning commission’s next meeting on May 19, 2009, commissioners will likely focus on possible revisions to that planning document.

At that May 19 meeting, planning commission will weigh the downtown plan it adopted on Feb. 19, 2009 against the changes that city council made to the commission’s recommended zoning package at council’s April 6, 2009 meeting. And based on the discussion at the commission’s Tuesday work session, it’s not a forgone conclusion that planning commission will revise the downtown plan to accommodate the council’s ordinance changes.

So what’s  the big deal, if the downtown plan doesn’t match up with the zoning ordinances? And why doesn’t the city council just amend the downtown plan the same way it amended the proposed zoning ordinances and just “overrule” the planning commission?  Otherwise put, why is that planning commission meeting on May 19 going to be worth watching on CTN’s Channel 16 starting at 7 p.m.?
