Greenbelt Commission Gets Financial Update

Cares had been confirmed by the city council on July 15 to replace Tom Bloomer, filling the slot designated for a farmer. She co-owns the Dexter Mill, and serves with Bloomer on the Webster Township farmland and open space board. Ramsburgh, who was confirmed on Aug. 8, is a development officer with the University of Michigan’s College of Literature, Science & the Arts. He also is the son of Ellen Ramsburgh, a long-time member of the Ann Arbor historic district commission, and its former chair. He replaces Dan Ezekiel, who was term limited.

The Sept. 5 meeting was in some ways a tutorial on the greenbelt program. It began with introductions of all the members, and included a presentation on conservation easements.

Ginny Trocchio, who provides staff support for the program, also reviewed the draft activity report and financial statements for fiscal 2013, which ended June 30. During the year, the greenbelt program completed 5 deals covering 448 acres of farmland in Webster, Salem, Superior and Lodi townships.

Total revenues for the open space and parkland preservation program – which includes the greenbelt as well as park acquisitions – were $2.626 million. Of that, $2.141 million came from proceeds of the program’s 30-year millage, which voters approved in 2003. Total expenses for the year were $3.357 million. In addition to $1.227 million for debt service, expenses include $1.757 million in greenbelt projects and $242,867 for parkland acquisition.

Ann Arbor Greenbelt Grows Again

Two deals adding land to the city’s greenbelt program were approved by the Ann Arbor city council at its Sept. 3, 2013 meeting. The program is funded by the voter-approved open space and parkland preservation millage.

Land Purchase Near Ruthven Nature Area OK’d

Another piece of property has been purchased by the city of Ann Arbor within the city limits adjoining an existing nature area. Getting approval for purchase from the city council at its April 15, 2013 meeting – for a price of $110,000 – was a roughly 8-acre vacant parcel owned by Windy Crest Partnership just east of the Ruthven Nature Area. Ann Arbor Buys Land By Bluffs Nature Area

On a 10-1 vote of the Ann Arbor city council, the purchase of a parcel located on the west side of the Bluffs Nature Area has been approved. The cost of the roughly 0.357-acre piece of vacant land located at 1240 Orkney – with a current SEV (state equalized value) of $49,200 – was $115,000. Apps for Farms OK’d; Other Parcel Delayed

The Ann Arbor city council had two items on its Feb. 19, 2013 agenda related to spending proceeds from the city’s open space and parkland preservation millage. The council took action to approve application for federal funds to help acquire development rights on two pieces of farmland outside the city. But councilmembers postponed a purchase of a parcel inside the city near the Bluffs Nature Area.

For the two parcels outside the city, the council approved applications for matching federal funds to purchase development rights – for the 72-acre Donald Drake Farm on Waters Road in Lodi Township, and for a 100-acre property owned by Carol Schumacher on Pleasant Lake Road in Lodi Township. Conservation Fund Contract Renewed

A contract between The Conservation Fund and the city of Ann Arbor was authorized by a vote of the city council at its Jan. 7, 2013 meeting. The $156,230 contract is for management of operations for the city’s greenbelt and parkland acquisition programs. The programs are funded by a 30-year 0.5 mill open space and parkland preservation tax that voters approved in 2003. The contract is for a one-year period, with the option for two one-year renewals.

The city had issued a request for proposals (RFP) in early November, with a Nov. 28 deadline for responses. [.pdf of management RFP] Only one proposal had been received – from The Conservation Fund.

Greenbelt, Park Commissions Strategize

Earlier this month, members from both commissions met in a joint session to get a financial update from staff and learn more about the roles and priorities of the greenbelt and parks.

The greenbelt program uses about two-thirds of the millage proceeds. By the end of 2012, about 4,200 acres will have been protected around the outskirts of Ann Arbor. When the program began, the expectation was that it would fund protection for between 3,500 to 4,500 over the life of the 30-year millage. But because the economic downturn has lowered the cost of land, the program has protected more land – primarily through the purchase of development rights – than originally anticipated. Land that previously was valued at about $16,000 per acre is now closer to $4,000, with the likelihood of even lower costs in the coming year.

The last joint meeting of these groups was held in June of 2011, but membership on the groups has changed over the last year and a half. The park advisory commission in particular has seen considerable turnover since then. Earlier this year PAC members Gwen Nystuen, David Barrett, Sam Offen and Doug Chapman left the commission, either because they were term-limited or did not seek re-appointment. New members are Ingrid Ault, Bob Galardi, Alan Jackson and Missy Stults. New to GAC this year is Archer Christian, replacing long-time member Mike Garfield, who was term-limited. Both Garfield and Christian are executives at the nonprofit Ecology Center.

The Nov. 1 discussion among commissioners was wide-ranging. Among the topics covered were the need to provide connections between existing parks, potential for recreational use of greenbelt-protected land, farming trends, and protections for both greenbelt property and parkland. More Notches in Ann Arbor Greenbelt

Two additional properties totaling 125 acres have been added to Ann Arbor’s greenbelt – land protected by acquisitions through the city’s open space and parkland preservation millage. Votes on the two pieces of land were taken at the city council’s Oct. 15, 2012 meeting.

A vacant parcel adjacent to the Kuebler Langford Nature Area with about 0.91 acres was purchased using a $123,000 expenditure from the millage. The owners had approached the city with an offer to sell. The fair market value of the land was determined to be $110,000, with the additional $13,000 accounted for through closing costs and due diligence. Hornback Farm Added to Ann Arbor Greenbelt

The Hornback farm in Salem Township has been added to the land protected by Ann Arbor’s greenbelt program. The city council approved $199,367 from the city’s open space and parkland preservation millage for the purchase of development rights on the property at its Oct. 1, 2012 meeting. The roughly 73-acre farm is located on Pontiac Trail and Brookville Road.

The appraised value of the property was $321,000, but the landowner made a 10% donation of $32,100, leaving a purchase price of $288,900. Of that, the city of Ann Arbor’s share was $160,500 after contributions from Salem Township and Washtenaw County of $64,200 apiece. Zoning, Transit Focus of Council Meeting

Ann Arbor city council meeting (Sept. 4, 2012): The council handled a mixed bag of items at its most recent meeting, ranging from land use to community events funding.

One item was apparently not handled the way that the majority of the council wanted, due to the absence of two councilmembers – Carsten Hohnke (Ward 5) and Marcia Higgins (Ward 4).

That item was a $60,000 appropriation – the city’s portion of a $300,000 local match for continued study of the Plymouth/State corridor, from US-23 and Plymouth southward along Plymouth to State Street, extending south to I-94. The local match is needed for a $1.2 million federal grant that has been awarded for the study. This alternatives analysis phase follows a basic feasibility study. The current study is supposed to result in a preferred choice of technology (e.g., bus rapid transit, light rail, etc.) as well as identifying stations and stops.

Because the $60,000 transfer from the general fund was a change to the city budget, it needed the votes of eight members on the 11-member city council. When Mike Anglin (Ward 5) led off the roll call by voting against it, it was clear that the council would have no more than seven votes in favor – because Jane Lumm (Ward 2) had already made plain during deliberations that she’d be voting against it. So some councilmembers voted against the resolution in order to be on the prevailing side. That gives them the right under parliamentary rules to bring back the item to the council’s next meeting for reconsideration. At that meeting it’s possible, but not certain, that supporters of the funding will have the necessary eight votes.

Several items on the agenda dealt with land use. The council gave final approval to a rezoning request for Knight’s Market, which will allow for expansion of the market at Spring and Miller streets. Winning initial approval was a rezoning requested by the developer of proposed townhouses on Catherine Street – from its current planned unit development (PUD) zoning to R4C (multi-family residential). Rezoning for part of a parcel in connection with a planned Speedway gas station at Maple and Miller also got the council’s initial approval. A related site plan for the station got its one and only required approval.

Also connected to land use was the council’s addition of two more properties to the greenbelt, using about $0.5 million in city funds from the open space and parkland preservation millage. The land from the two properties totals around 226 acres. Lumm cast a lone vote of dissent.

The council also authorized disbursements of community events funds to 13 organizations totaling $44,778, the bulk of which went to the Ann Arbor Summer Festival’s Top of the Park.

And the council set a public hearing for Oct. 1 on a tax abatement for Barracuda Networks. The firm is relocating to downtown Ann Arbor from its current location on Depot Street, in part to accommodate an additional 144 employees it expects to hire by July 1, 2014. [Full Story]

Ballot Questions: Parks, Public Art Funding

Ann Arbor city council meeting (Aug. 9, 2012) Part 1: Three questions were considered by the council for possible inclusion on the Nov. 6 general election ballot – two about parks and one about public art. The two parks questions were included on the council’s online agenda, which was available on Aug. 1. Details of their content had been publicly aired well in advance of that. The same was not true for the public art millage proposal.

At its Aug. 9 meeting, the Ann Arbor city council considered three different charter amendments for inclusion on the Nov. 6 ballot. Two were for millages, and a third was for a restriction on the contractual powers of the city with respect to parkland.

The council voted unanimously to place on the ballot a renewal of the city’s parks maintenance and capital improvements millage at the rate of 1.1 mills. One mill is $1 for every $1,000 of taxable value on a property. So for a house worth $200,000, with a state-equalized value of $100,000, a 1.1 mill tax would cost that property owner $110 per year. A renewal would run from 2013-2018 and raise about $5 million next year.

Examples of park maintenance activities include forestry and horticulture, natural area preservation, park operations, recreation facilities, and targets of opportunity. Capital improvement projects would cover parks, forestry and horticulture, historic preservation, neighborhood parks and urban plazas, park operations, pathways, trails, boardwalks, greenways and watersheds, and recreation facilities. The city’s park advisory commission (PAC) had voted unanimously nearly two months ago at its June 19, 2012 meeting to recommend placing that millage renewal before voters.

But one day before the council’s Aug. 9 meeting, PAC had voted unanimously against recommending that another park-related question be placed on the ballot – one that would have asked voters if they wanted to amend the city charter to require a referendum to lease parkland for non-park or non-recreational use for longer than five years. PAC was able to consider a recommendation only because the council had postponed the measure at its July 16, 2012 meeting.

And at its Aug. 9 meeting, the city council did not meet the 7-vote threshold on the 11-member body to place that charter amendment on the ballot. It got just four votes – from Marcia Higgins (Ward 4), Mike Anglin (Ward 5), Jane Lumm (Ward 2) and Stephen Kunselman (Ward 3). Sabra Briere (Ward 1), who had co-sponsored the original resolution, did not vote for it, after modifications to the wording had failed to win the council’s approval.

Not originally on the council’s Aug. 9 agenda, but added at the start of the meeting, was a resolution to place a ballot question before voters in November that would ask them if they want – at least temporarily – to change the way that funds are accumulated to pay for public art in the city. Currently, funds must be set aside as part of most capital improvement project budgets – 1% up to a limit of $250,000 per project.

The ballot proposal on public art would levy a 0.1 mill tax for a four-year period – which translates roughly to $450,000 per year. In its current version, the wording of the proposal would suspend the collection of Percent for Art funds under the city’s ordinance just for the four-year period of the millage. So if voters approved the public art millage this year, and then failed to approve a millage renewal four years from now – either because the council did not place a renewal on the ballot, or voters rejected the renewal – the Percent for Art ordinance would again require that funds from capital project budgets be set aside for public art.

The reaction from councilmembers to the proposal from Christopher Taylor (Ward 3) was generally positive; however, there was considerable dissatisfaction expressed – at the meeting and subsequently – with the secretive nature of the work that had produced it. Taylor’s apparent goal in placing it on the agenda at all was to reveal the content of the proposal, without asking his colleagues to vote on it. Taylor asked for postponement of the resolution after reading aloud a speech about it. The council agreed unanimously to postpone action until its next meeting, on Aug. 20.

Voting on Aug. 20 to place the question on the ballot would allow for some public discussion before taking action on that issue, while still meeting the statutory deadline for delivering ballot language to the Washtenaw County clerk.

The public art commission has called a special meeting for Aug. 15 in order to weigh in on the subject.

Park Commission Briefed on Millage Renewal

Ann Arbor park advisory commission meeting (March 20, 2012): At their monthly meeting, park advisory commissioners were briefed on two millages that help fund Ann Arbor’s park system, including one that will likely be on the November ballot for renewal.

The park maintenance and capital improvements millage, a six-year tax, brings in about $5 million annually and accounts for about 45% of the parks budget – including the entire funding for the natural areas preservation (NAP) program. Voters will likely be asked to renew it at 1.1 mills from 2013-2018, assuming the city council votes to put the millage on the Nov. 6 ballot at that rate. PAC chair Julie Grand – who has served on a working group to strategize about the renewal – said concerns about the economic climate are a major reason why an increase isn’t being recommended.

During the millage discussion, city councilmember Mike Anglin said he supports the millage but has concerns about Fuller Park, noting that talks regarding Fuller Road Station aren’t over. Parks manager Colin Smith pointed out that no millage funds have been or would be spent on Fuller Road Station. Grand cautioned against connecting the millage renewal to Fuller Road Station, saying it’s important to inform the public clearly about what the renewal means.

To provide that information, the city plans to hold four public forums in April, and a public hearing on the millage will be scheduled for PAC’s April 17 meeting. The city also plans to launch a website in early April with more information about the millage.

Also at the March 20 meeting, commissioners got a mid-year update about the open space and parkland preservation millage, which funds the greenbelt program and park acquisitions. Fuller Road Station was a backdrop to this discussion too, when commissioner Gwen Nystuen asked about protections that are afforded land acquired through this millage.

Land acquisition also came up in two other contexts during the meeting. The future of property owned by MichCon – located north of Broadway Street, between the Huron River and the railroad tracks – was part of the discussion during an update on environmental cleanup at the site. A DTE Energy representative indicated that senior management sees the potential for redevelopment there, but no plans are finalized. It’s expected that DTE Energy, which owns the property through its MichCon subsidiary, will eventually sell the site.

And speaking during public commentary, Ann Arbor resident Larry Baird advocated for the city to acquire land to fill gaps in the Border-to-Border Trail, which roughly follows the Huron River. Specifically, he characterized a connection between Bandemer Park and Barton Nature Area as the top priority, and urged the city to focus more on this project than on high-speed rail.

In the agenda’s one action item, commissioners recommended awarding a $79,980 contract to Michigan Recreational Construction Inc. to handle renovations at Placid Way Park. The resolution also recommends an additional 10% contingency of $7,998 for a total project cost of $87,978. The 1.32-acre neighborhood park is located on the city’s north side near the larger Dhu Varren Woods Nature Area and Foxfire South Park. More Concerns Aired on Fuller Road Station

Commissioners were briefed by city staff about annual finances related to the land acquisition for parks and greenbelt programs, which are funded by a 30-year millage. They also got an update on the city’s marketing efforts for parks and recreation, and heard a report on the status of a sustainability project – several PAC commissioners had attended a September joint work session to help prioritize city goals related to environmental quality, economic vitality, and social equity.

Updates were also given about a sediment removal project in the Ruthven Nature Area, and about two parking-related projects at Riverside Park and Veterans Memorial Park.

In his manager’s report, Colin Smith noted that he’d taken a canoe run through the under-construction Argo Dam bypass pools – the new channel was a ”bit sportier” than he had expected, and is still being tweaked. He also told commissioners he’d received word that two state grant applications made by the city of Ann Arbor – $300,000 for the proposed Ann Arbor skatepark at Veterans Memorial Park, and $300,000 for improvements at the Gallup Park canoe livery – had ranked in the top 12 out of 100 applications statewide for funding from the Michigan Natural Resources Trust Fund. That bodes well for the possibility that the grants will be awarded – a decision from the state is expected in December.

During the meeting commissioners also honored two volunteers with the city’s natural area preservation program – Sarah Newman and Drew Lathin – and said farewell to Lynn Bowen, the administrative assistant who works with PAC. The meeting was her last before retiring from the city.

An item not on the agenda – the proposed Fuller Road Station – drew focus from public commentary as well as some questions from commissioners later in the meeting.  [Full Story]

Greenbelt Boundary Expansion in the Works

Ann Arbor greenbelt advisory commission meeting (Sept. 14, 2011): Boundaries of Ann Arbor’s greenbelt program will expand in Lodi and Salem townships, if the city council approves a recommendation passed by the greenbelt advisory commission at its most recent meeting.

The recommendation also calls for allowing the city to acquire development rights on property adjacent to (but outside of) the greenbelt boundary, if it’s under the same ownership as an inside-the-boundary property that’s being considered for the program.

The recommended “bump-outs” in Lodi and Salem townships – in the southwest and northeast corners of the greenbelt, respectively – reflect increased support for the program from those townships. The Salem Township board, for example, recently voted to earmark $200,000 annually for land preservation.

A separate resolution was voted down, with support only from the commission’s chair, Dan Ezekiel. It would have recommended that the council consider properties adjacent to the greenbelt for acquisition, and create a one-mile buffer surrounding the current boundary. Properties within that buffer would have been considered for acquisition with greenbelt funds, but with stricter selection criteria.

Several commissioners were reluctant to increase the boundaries with a mile-wide buffer zone, citing concerns that land in that area is too far from Ann Arbor, and noting that opportunities for land preservation are still available within the existing greenbelt boundaries.

In other business, the commission got a review of the greenbelt program’s finances and activities for the 2011 fiscal year. A 30-year open space and parkland preservation millage, which voters approved in 2003, funds both the greenbelt program as well as land acquisition for parks. During the year, the greenbelt program spent $8.3 million on 12 deals – by far the most transactions since the greenbelt’s inception.

Those 12 deals protect 1,472 acres of farmland from future development. In total, more than 3,200 acres are now part of the greenbelt. To put that into perspective, Ezekiel noted that those 3,200 acres are roughly equivalent to 80 parks the size of Veterans Memorial Park in Ann Arbor.

Three more greenbelt acquisitions were recommended by commissioners at the end of their meeting. The properties were identified only by application number  – the location of the properties and their owners aren’t revealed until the resolutions are voted on by the city council. [Full Story]

Greenbelt Commission Endorses Expansion

At its Sept. 14, 2011 meeting, the Ann Arbor greenbelt advisory commission voted unanimously to recommend that the city council expand the boundaries of the greenbelt in Lodi and Salem townships. In addition, the commission recommended that council allow for the acquisition of property adjacent to – but outside of – the greenbelt boundary, if it is under the same ownership as property within the greenbelt that’s being considered for the program. This change addresses the situation of a property owner holding land on both sides of a road – one parcel within the greenbelt boundary, the other outside of it.

Park, Greenbelt Advisory Groups Share Goals

They covered many of the same topics that they’d discussed at their first joint meeting in April 2010 – funding issues, land preservation and acquisition strategies, as well as specific projects like the Allen Creek greenway and support for small farms.

Ginny Trocchio of The Conservation Fund, which has a contract to manage the greenbelt and park land acquisition programs, gave commissioners an overview of finances, projects and goals. Both programs are funded by a 30-year, 0.5 mill tax for land acquisition, called the open space and parkland preservation millage, which Ann Arbor voters approved in 2003. Two-thirds of the millage proceeds are used for the greenbelt program, and one-third is allotted to park land acquisition. To get money upfront for land acquisition, the city took out a $20 million bond in fiscal 2006 that’s being paid back with revenue from the millage. Current combined fund balances for the two programs total nearly $9 million.

Trocchio also highlighted an upcoming event to celebrate the greenbelt program. On Thursday, June 16, an open house will be hosted at the Braun farm – one of the program’s protected properties in Ann Arbor Township. The event is free and open to the public, and starts at 5:30 p.m. – parking is available at 4175 Whitmore Lake Road.

At the end of the June 7 meeting, commissioners congratulated two GAC members for their service – it was the final meeting for Gil Omenn and Jennifer Santi Hall, who has served as chair. Their terms expire June 30, and it’s not clear when appointments to replace them will be made. [Full Story]

Greenbelt Commission Terms Revised

Hall and Gil Omenn, who were both active in efforts to launch the program. Both have reached the term limits for serving on GAC.

Instead of holding their regular meetings in June, the greenbelt and park advisory commissions have scheduled a joint working session to discuss common goals and priorities – they last met jointly in April 2010.

Term limits were raised in another context during Wednesday’s meeting, when commissioners were asked to recommend that city council restate current GAC membership terms. Mary Fales of the city attorney’s office has been working on the revisions, after inconsistencies were discovered for current appointments. For example, a term for Ecology Center director Mike Garfield ended on June 30, 2009. Though he continued to serve, he was not officially reappointed to another three-year term until Sept. 21, 2010. Under the resolution recommended by GAC, all terms would end on June 30, over staggered years.

Also at Wednesday’s meeting, commissioners got an update about Michigan budget-related legislation that would cut tax credits for farmers. They were also briefed by staff about changes to the federal Farm and Ranchland Protection Program – the city has received millions of dollars worth of FRPP grants over the years to offset the cost of development rights purchased in the greenbelt.

Ginny Trocchio, support staff for the greenbelt program, told commissioners that June 16 is the date for a greenbelt celebration, starting at 5:30 p.m. at the Braun farm in Ann Arbor Township, which was added to the greenbelt in 2010. The event will be open to the public, and will include a presentation to highlight the program’s accomplishments.

Dan Ezekiel, GAC’s vice chair, reported that the subcommittee he’s leading to look at possible changes in the greenbelt boundary will be making a proposal at the commission’s July 13 meeting.

And in its final action of the meeting, commissioners emerged from a closed session and voted to recommend that Ann Arbor city council make a $127,200 offer for the purchase of development rights on a property within the greenbelt. Before appearing on the city council’s agenda, details of these greenbelt acquisitions are not made public – parcels are identified only by their application number. [Full Story]

PAC Supports Grants for Skatepark, Gallup

Ann Arbor park advisory commission meeting (March 15, 2011): A meeting packed with presentations also included a last-minute addition to the agenda: Resolutions recommending support of the city’s application for grants from the Michigan Dept. of Natural Resources Trust Fund. The grants – for $300,000 each – would help fund the Ann Arbor skatepark and upgrades to the Gallup canoe livery and park.

The resolution for Gallup passed unanimously, but commissioner Sam Offen – without comment – cast a vote against the resolution for the skatepark grant.

Also at Tuesday’s meeting, commissioner Gwen Nystuen suggested forming a committee to look more closely at the Fuller Road Station project – she felt that as stewards of the city’s parkland, PAC should take a more active role in examining the proposed parking structure, bus depot and possible train station. The project, a joint effort between the city and the University of Michigan, would be located on land that’s previously been designated as parkland, though it’s been leased to the university as a surface parking lot since the early 1990s. Nystuen did not put forward a formal resolution, and commissioners took no action on the idea.

The meeting included five presentations from various groups, including updates on the city’s two golf courses, the new Give 365 volunteer program, and a restoration project for a stretch of Malletts Creek near Huron Parkway. Commissioners also heard a proposal for a new Wednesday night farmers market, and got a mid-year financial report on the open space and parkland preservation millage. [Full Story]

Greenbelt Gets Mid-Year Financial Review

The review was presented  by Ginny Trocchio, who works for The Conservation Fund, a consultant the city employs to assist with administering the greenbelt millage. Highlights of the presentation included the calculation of administrative overhead costs – including The Conservation Fund’s work – which are well below the legal maximum of 6%.

Though not included explicitly in the millage language, the city approaches the administration of the millage as a one-third/two-thirds split between a portion for parks and a portion for the greenbelt program. So as part of the financial review, commissioners also looked at current fund balances as analyzed based on the one-third/two-third split between parks and greenbelt projects. Noting that the greenbelt fund balance might be on track to be drawn down before the parks portion is exhausted, commissioners seemed to agree that now is a good time to begin mulling what should happen if that scenario played out. The group discussed holding a joint meeting between the park and greenbelt advisory commissions – their last joint session was held in April 2010.

Also discussed on Wednesday was the scheduling of a first meeting of a commission subcommittee that will look at the question of changing greenbelt boundaries. The boundaries define the region where land or development rights on land might be acquired by the greenbelt program. Any change to those boundaries would ultimately require approval from the Ann Arbor city council. [Full Story]

Park Commission: Budgets, Ballots, Ballparks

A financial report for the most recent fiscal year, which ended June 30, included news that Ann Arbor’s two golf courses performed better than expected – though one commissioner calculated that the city still paid a $10 subsidy for each round of golf played during the year.

Later in the meeting, Colin Smith – the city’s park and recreation manager – reported that an RFP for the Huron Hills Golf Course has been issued, with a pre-bid meeting to be held on Monday, Sept. 27. Several members of the public turned up at last month’s PAC meeting to argue against the RFP, which is soliciting ideas for a possible private/public partnership at the course. No one spoke during public commentary on Tuesday.

Another RFP – this one for reconstruction of the Argo Dam headrace – has yielded two responses that are being reviewed. A recommendation will likely be brought to PAC next month, Smith reported. If approved, it would change the shape of the embankment.

And an RFP for the Ann Arbor Senior Center has nearly reached the end of the selection process. On Tuesday, commissioners unanimously voted to recommend hiring Hooker/De Jong, a Muskegon consulting firm, to develop a strategic plan for the center, at a cost of $34,570. It now goes to the city council for approval.

A council directive issued last year – asking PAC to prioritize 30 recommendations made in the Huron River and Impoundment Management Plan (HRIMP) – was raised during Tuesday’s meeting by Julie Grand, the commission’s chair. She noted that the year-end deadline for completing this task was fast approaching, and they needed to carve out some time to address it. Commissioner Tim Berla said he’d like to see the council form a river stewardship committee – that’s one of the HRIMP recommendations.

The commission also heard a report from David Barrett, a PAC member who’s been assessing the conditions of the city’s ball fields. “With a few exceptions, most are in need of help,” he told his PAC colleagues. [Full Story]

Greenbelt, Park Commissions Strategize

Though they share oversight for portions of the same millage, the city’s park and greenbelt advisory commissions had never officially met – until last week.

As members arrived at the Ann Arbor Senior Center, where their joint meeting was held on April 6, some knew each other, but many others needed to introduce themselves. Among them were an attorney, a farmer, an ecologist, a teacher, a carpenter, a developer, a research scientist, a landscape architect – and many avid users of the local parks.

Scott Rosencrans, chair of the park advisory commission, told the group he thought it was important to strengthen communication between the two commissions, given the overlap in their strategic goals. And even though he’s stepping down from PAC when his term ends later this month, “hopefully you’ll pursue that,” he said.

At last week’s meeting, commission members got overviews of the parks and greenbelt programs from staff of The Conservation Fund, which manages the greenbelt and parks acquisition programs. In some ways, the meeting was a mini-tutorial for each group on the activities of the other, and an informal discussion about some ways to partner in the future.

There was also some frustration about what they couldn’t discuss. Typically, PAC’s land acquisition committee – a committee of the entire PAC membership – and the greenbelt commission spend much of their meetings in closed sessions, to discuss negotiations with landowners. But because each group needed a six-member quorum required by the Open Meetings Act to enter a joint closed session – and only five members of GAC attended – all of the meeting remained public. There was one property in particular that some commissioners and staff wanted to discuss in private, but couldn’t.
