The Ann Arbor city council action came at its July 1, 2013 meeting.

The assessment would apply to 18 private property owners, who would pay an average of $365 apiece. The total construction cost of the project is stated in the table of assessment as $42,860 – with about 75% of that to be paid for with federal funds. The resolution approved by the council was the fourth and final one in the process. A public hearing had been held at the council’s previous meeting.

The one-time payments by the individual property owners are due June 1, 2012. Required payments range from $30.57 to more than $3,000. The project has a total cost of $92,955 – $74,364 of that amount will be paid with federal money. For the north side of Dexter Avenue, the project includes construction of a new sidewalk for a portion of the stretch, as well as a new curb and gutter for the street across from Veteran’s Memorial Park. For the south side of the street, the project includes a new curb along Veteran’s Memorial Park.

The council started the multi-step process for levying the special assessment at its Sept. 19, 2011 meeting.

Because of the special assessments, the Dexter Avenue sidewalk improvements do not require a portion of the project budget to be allocated for public art. From the city’s public art ordinance: “A capital improvement project funded by special assessments or improvement charges is not subject to the requirements of subsection (1) of this section.”
