Title Resolution Establishing a Site Development Committee to Initiate a Search for a Private Development Partner for the S. Fifth Avenue Parking Structure Site Body Whereas, City Council approved the issuance of bonds for the construction of the S. Fifth Avenue underground parking structure in February 2009 (Resolution 09-0092); Whereas, The Downtown Development Authority is scheduled to proceed with construction of the parking structure, beginning in Spring 2010; Whereas, The S. Fifth Avenue parking structure was designed in a manner that will allow future construction of a building or buildings on top of the structure; Whereas, City Council believes it will benefit the community to partner with a private developer to develop this site in a manner that forwards the City's vision and plans for the downtown and provides a financial return to the City; Whereas, City Council recognizes it is desirable to work quickly to identify a development partner to coordinate with the construction of the parking structure; and Whereas, The Downtown Development Authority has conveyed its interest and availability to assist the City as it works to select a private development partner; RESOLVED, That City Council hereby establishes an ad-hoc Site Development Committee to 1) identify desired community objectives for private development on the S. Fifth Avenue parking structure site and 2) structure an effective process for the selection of a private development partner to accomplish the identified objectives; RESOLVED, That the ad-hoc Site Development Committee shall be appointed by the Mayor and shall consist of two members of City Council, one member of the City Planning Commission, one member of the Downtown Development Authority Board, and one Downtown Resident; RESOLVED, That the ad-hoc Site Development Committee shall use the Downtown Plan as a starting point for identifying desired community objectives for the site, including, at minimum, public open space, active uses at street level, and clear public benefit; RESOLVED, That the ad-hoc Site Development Committee explore a variety of search mechanisms for finding a qualified private developer, including, at minimum, a city-directed request for qualifications or request for proposals and a consultant-directed search process; and RESOLVED, That City Council requests the City Administrator work with the Site Development Committee to prepare and submit to City Council for the Council's review, no later than August 6, 2009, its recommended site objectives, search process and schedule for proceeding.
