[City] 10:164. Riding abreast. Persons riding bicycles upon a roadway shall not ride abreast when a motor vehicle traveling behind bicycles operated abreast sounds its horn. Two or more individuals operating bicycles upon a highway or street shall not ride more than 2 abreast except upon a path or portion of the highway or street set aside for the use of bicycles. ----- [City] 10:165. Number and manner of carrying persons. No person shall ride upon any bicycle: (1) Other than upon or astride a permanent and regular seat attached thereto. (1) A person propelling a bicycle or operating a motorcycle or moped shall not ride other than upon and astride a permanent and regular seat attached to that vehicle. (2) A bicycle or motorcycle shall not be used to carry more persons at 1 time than the number for which it is designed and equipped. ----- [City] 10:167. Lights. No bicycle shall be operated within the period from 1/2 hour after sunset to 1/2 hour before sunrise without having a properly lighted headlight clearly visible from the front of the bicycle, nor without having a red light or a reflector clearly visible from the rear. (1) A bicycle or an electric personal assistive mobility device being operated on a roadway between 1/2 hour after sunset and 1/2 hour before sunrise shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear which shall be visible from all distances from 100 feet to 600 feet to the rear when directly in front of lawful lower beams of head lamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector. ----- [City] 10:168. Riding on sidewalks. No person when riding a bicycle upon a sidewalk shall fail to yield the right-of-way to any pedestrian. (Ord. No. 46-61, 8-14-61; Ord. (1) An individual operating a bicycle upon a sidewalk or a pedestrian crosswalk shall yield the right-of-way to pedestrians and shall give an audible signal before overtaking and passing a pedestrian. (2) An individual shall not operate a bicycle upon a sidewalk or a pedestrian crosswalk if that operation is prohibited by an official traffic control device. (3) An individual lawfully operating a bicycle upon a sidewalk or a pedestrian crosswalk has all of the rights and responsibilities applicable to a pedestrian using that sidewalk or crosswalk. ----- [City] 10:169. Parking. No person shall stand or park a bicycle upon the street other than in a bicycle rack or storage facility. It shall be unlawful to park a bicycle along sidewalks in such a manner as to interfere with pedestrians or along roadways where they may interfere with traffic or with persons getting into or out of motor vehicles. (1) An individual may park a bicycle on a sidewalk except as prohibited by an official traffic control device. (2) An individual shall not park a bicycle on a sidewalk in such a manner that the bicycle impedes the lawful movement of pedestrians or other traffic. (3) An individual may park a bicycle on a highway or street at any location where parking is allowed for motor vehicles, may park at any angle to the curb or the edge of the highway, and may park abreast of another bicycle. (4) An individual shall not park a bicycle on a highway or street in such a manner as to obstruct the movement of a legally parked motor vehicle. (5) Except as otherwise provided in this section, an individual parking a bicycle on a highway or street shall do so in compliance with this act and any local ordinance. ----- [City] 10:170. All bicycles when operated on roadways shall be kept to the right and shall be operated as near as practical to the right-hand edge of the highway except when making left turns and when through traffic is not permitted in the right lane, provided that on one-way streets they may be operated on the far left-hand edge of the highway. A person operating a bicycle upon a highway or street at less than the existing speed of traffic shall ride as close as practicable to the right-hand curb or edge of the roadway except as follows: (a) When overtaking and passing another bicycle or any other vehicle proceeding in the same direction. (b) When preparing to turn left. (c) When conditions make the right-hand edge of the roadway unsafe or reasonably unusable by bicycles, including, but not limited to, surface hazards, an uneven roadway surface, drain openings, debris, parked or moving vehicles or bicycles, pedestrians, animals, or other obstacles, or if the lane is too narrow to permit a vehicle to safely overtake and pass a bicycle. (d) When operating a bicycle in a lane in which the traffic is turning right but the individual intends to go straight through the intersection. (e) When operating a bicycle upon a 1-way highway or street that has 2 or more marked traffic lanes, in which case the individual may ride as near the left-hand curb or edge of that roadway as practicable. ----- [City] 10:171. Speed. No bicycle shall be operated at any time faster than is reasonable or proper, and every bicycle shall be operated with reasonable regard to the safety of the rider and other persons and property. (2) A bicycle shall be equipped with a brake which will enable the operator to make the braked wheels skid on dry, level, clean pavement. ----- [City] 10:173. Bicycle paths. (1) Whenever a bicycle path has been provided adjacent to a roadway and has been designated by City Council resolution as a bicycle path for mandatory use, bicycle riders shall use such path and shall not use the roadway. (2) As used in this section "bicycle path" means a paved surface at least 4 feet wide which meets the following requirements: (a) It shall be identified as a bicycle path by appropriate signs. (b) At all places where such paths intersect with curbs there shall be bicycle ramps having a horizontally level surface at least 40 inches wide. Wherever possible such ramps shall have a longitudinal slope of not more than 20 degrees. (c) The path must be kept clear of ice, snow and any other obstruction which makes its use unsafe. (3) Designation by the City Council or City Administrator of a bicycle path as such shall be prima facie evidence that such a path meets the requirements of this section. (4) No person shall stop or park a motor vehicle in a manner that obstructs a bicycle path or bicycle path crossing. (5) A person riding a bicycle on a bicycle path adjacent to a roadway shall obey the traffic control devices applicable to vehicles on the roadway unless by signs they are designated as not applicable to bicyclists, provided that on bicycle paths which are separated from the roadway by curbs, bicycles may be operated in a direction other than that required of motor vehicles on the roadway. And this will be subbed with a new city ordinance added as [City] 10:146 [City] 10:146. Bicycle Lanes; Bicycle Paths. (1) As used in this section: (a) "Bicycle lane" means a portion of a roadway that is established for the use of persons riding bicycles. (b) "Bicycle path" means a portion of a street or highway that is separated from the roadway by an open, unpaved space or by a barrier and that is established for the use of persons riding bicycles. (2) A person shall not operate a vehicle on or across a bicycle path or a bicycle lane, except: at the point of turning into or leaving property adjacent to the roadway; or, at the point of turning onto another public or private roadway at an intersection; or, at the point of changing lanes on a roadway; or, if the vehicle is a bus that is taking on or discharging passengers; or, if the vehicle is being operated for the purpose of providing a City service. (3) A person shall not park a vehicle on a bicycle path or on a bicycle lane, except: where parking is permitted by official signs; or, if the vehicle is a bus that is taking on or discharging passengers; or, if the vehicle is being operated for the purpose of providing a City service.
