Could the city split the fine revenues with the victimized property owners so that such money could be used for the cleanup (or to reimburse them after the fact, since the cleanup is best done immediately)?

Of course, not all perpetrators will be caught and fined, but it might be the best we can do. If tagging is reduced as a result of the ordinance, that would affect both the potential size of such a fund, but also the negative impact of the graffiti that’s done, including inducement of followup tagging.

If so, a longer grace period and/or lower fines for non-compliance might be reasonable.
