What would you prefer, a designated free-speech zone out of the way somewhere? I hear there are a lot of nice open spaces on Dhu Varren.

I envision a gigantic Tyrannosaurus Rex in a hard hat setting up a fake construction site, waiting for hapless NIMBYs to come protest, then scooping them into its gaping maw for a delicious snack.
