AATA wants to expand to grow its bureaucracy, but the densely populated areas that could benefit can’t afford it. So AATA tries to sell an expansion of its services by telling the two cities that if they can get out the vote for a special election, they can transfer a significant portion of the costs to the out county areas where effective mass transit is not an option and costs would greatly exceed any benefit. Since mass transit is only effective in densely populated areas, the only rational choice for everyone in the county outside of the two cities is to opt out of the Act 196 organization. We can’t afford enough police and firefighters – we certainly shouldn’t pay for buses to run every 15 minutes in the cities.

This is supported by the surveys described in the article. The western and eastern townships have the least support for a county wide system. So it looks like AATA is trying an end run around the low density townships and would like to have the county buy into a Act 55 authority and not allow the individual townships an option not to participate. AATA would finance a campaign to get out the vote in the cities to support having the entire county pay for services primarily between the two cities. This is wrong. AATA needs to reduce the costs of their service to meet the ability of its customers to pay. The current costs are excessive and much higher than comparable service in other communities of similar size. AATA cannot service the outlying townships to the same extent that they do in the cities and no one in the outlying townships feels the need to pay premium prices for essentially non-existant services.

I would definitely work hard on a campaign against countywide funding and would also campaign strongly against any county commissioner who voted for such an unfair proposal.
