Ann Arbor would lose much influence and autonomy under such a system in my opinion. I have not studied it in detail but prefer to keep the appointed administrator system, which contains the final authority within the elected district commissioners.

Does anyone realistically think that this wouldn’t happen?

The costs of just implementing such a system far outweigh any (if any) benefits. We would still have our separate city government and its own taxes and issues. No form of county government would replace that.
