The current protest involves his complaints about windows in his apartment as they relate to cold temperatures. Novak has described a variety of measures undertaken to confirm the current adequacy of the windows, and their future scheduled replacement (along with all windows in the complex) in 2011 as a part of the regular capital improvements plan.

He is an elderly man and has been out there for several weeks now. He doesn’t say anything when you walk by, but he flies the flag upside down. Usually this is a symbol of distress and should only be displayed under those circumstances. However it is currently being used by anti-government protesters as a way to say that our country is “in distress,” which is causing some controversy.
