[1] the expectation that the two committees would meet publicly rests NOT ONLY on a 1991 city council resolution saying that all meetings should be made public … but also on a promise that I made the DDA board on March 4, 2009 in naming members to the DDA’s committee (as Chair of the board at that time). Some board members did not like the individuals I chose to represent the DDA in those discussions and wanted to make sure their voices were heard. I said at that time that our DDA committee would be an open committee, just like our other committees, to be noticed and open to anyone who wanted to attend. Unfortunately, the minutes of the meeting do not reflect this dialogue and even more unfortunate, the videotaping of DDA meetings had not yet begun. I can only recall one meeting of our committee during my time on it (the result of that work was reported out by Rene Greff at our April 1, 2009 board meeting). I cannot verify that this meeting was noticed.

[2] I don’t think the DDA bylaw requirement in having all funding requests go through committee applies to this issue. It should be VERY VERY clear to readers that the City has NEVER made a formal request to the DDA for a $2 million payment. There has never been a resolution passed by City Council which requests a $2 million payment from the DDA. Neither the City Administrator nor the City CFO have ever attended a DDA board meeting and asked the DDA to consider giving the City $2 million. As I understand the City’s budget at this time, there is not even a line item which anticipates a $2 million payment from the DDA.
