Headlee requires that the millage be reduced *if* the increase in valuations exceeds the rate of inflation (excluding changes from new construction or improvements). Losses, such as the Pfizer site or the ACH plant are also excluded from this analysis.

Additionally, the Headlee amendment prevents the state from imposing unfunded mandates on local units. Michigan state government all but ignores that provision.

Usually millages get “Headleeized”.
