I can’t believe that there is serious discussion of having an even number of commissioners. Split votes may occur rarely, but having an odd number of commissioners reduces the chance of a stubbornly split board (there is no such entity as a county commission, only the board of commissioners, a historical artifact) to nil, assuming that all commissioners vote. Having an even number would expose the board to an increased possibility of having to pander to parochial interests for the one commissioner to break a tie.

I served with both a board of 15 and a board of 11. The 11-member board was more workable, if only because it reduced the number of people who need to speak on an item.

The unspoken issue here is the need to draw districts with respect to the residence locations of sitting commissioners. Not everyone can be served on this, since some lines must be moved even if the number of commissioners remains at 11. This political urgency is not reflected in the actual directives that the apportionment board must follow but it will keep some people up nights.
