Certainly there would be signs regarding the parking status if restrictions are in force, otherwise I’d suspect disgruntled residents of trying to scare off non-residents.

Based on the hand-written, homemade character of the notes, it’s an attempt by OFW members to alert folks to the potential of ticketing. Wonder if any of those cars parked belong to 411 Lofts residents. The question about impact of those residents on parking in the neighborhoods was raised at the planning commission’s initial review of The Varsity Ann Arbor.
