Sounds like he probably won’t get any windows until New Years or after if they sit on bids, then approvals, then a month to produce the windows. I hope they put some film up over his windows if it gets cold too soon, it’s a cheap easy fix.

Long story short, his current specific complaint relates to a window replacement project that is behind schedule. AAHC staff confirmed for me in a voicemail that the project is behind schedule, but is nearly ready to be put out to bid. Staff described him as a “good guy,” and said they obviously respected his right to protest.
