Those at Ann/Ashley and Liberty Square were financed with TIF because they were built before the DDA took over the management of the parking system (1992).

It’s just so out of scale with the rest of the neighborhood, just like the Moravian etc. were. I’m not sure exactly where my intuitive boundary of downtown is, but it’s certainly north of Madison.
