Was it ever determined at what moment the clock started ticking on the 60 day window and what it the city’s deadline to match the University’s offer on the property?

I’ve been working on the assumption that UM’s offer included a buffer that would prevent the city from matching the offer. Is Monday’s action correctly interpreted as showing “due diligence” or is there someone out there who believes the city may actually match?
