Rezoning would require an initial vote by the council (a “first reading”), then a second vote at a subsequent meeting, where a public hearing would also be held. Typically, rezoning proposals are first reviewed by the planning commission as well, which provides a recommendation to the council.

At their meeting on March 18 – the night after the city council meeting – planning commissioners passed a resolution that describes what they’d like to see on this site. [link]

The entire parcel is currently zoned D1. Can that be changed by a council resolution? I heard one member of council assert that the library lot is currently zoned Public Land, but that is not accurate. Just wondering…..

Can someone fill me in?

The only reason I can see that an attorney would regret his client’s public release of a memo that the drafted, is that the memo’s content is, itself, unprofessional: underhanded, untoward, disingenuous, or otherwise “Unprofessional”. Mr. Taylor being none of these things, this issue must have some dimension that is not obvious to the public. Mr. Taylor, if you read this, perhaps you could explain this dimension to us lay folk.
