A report on Fox 2 News makes a connection between the public art being installed at the new municipal center – a water sculpture by German artist Herbert Dreiseitl – and the fact that four firefighters are being laid off because of budget cuts. The segment includes an interview with Matt Schroeder with the Ann Arbor firefighter’s union: “We wonder where the priorities of the citizens are and the city council. Ann Arbor Public Art Commission (July 13, 2010): A significant increase in cost and several design issues resulted in rejection by AAPAC of one art installation proposed by German artist Herbert Dreiseitl, and the postponement of another. The votes followed an animated discussion on the proposals.

Commissioners voted to postpone a proposal for artwork in the lobby of the city’s new municipal center – the artwork has a budget of $141,218. They plan to ask Dreiseitl to cap the project at $75,000. With dissent from chair Margaret Parker, they rejected a work proposed for the center’s atrium, with a budget of $73,806, citing concerns over the cost, design and durability of the material.

In other business, the group got an update on their involvement in the proposed Fuller Road Station, with commissioner Cathy Gendron reporting that the project architects have already selected the location, materials and theme for public art on the parking structure and transit facility. “I had no idea that things were so far along at this project,” she said.

And a vote to allocate funds for repair of the Sun Dragon Sculpture at Fuller Pool prompted a broader discussion on how to handle maintenance costs for public art.

Some organizational changes are in the works, too. Commissioner Jim Curtis announced plans to step down at the end of 2010, to devote more time as a board member for the startup Ann Arbor Main Street Business Improvement Zone (BIZ). AAPAC will be recruiting a replacement for him. And Katherine Talcott, who has served as the part-time public art administrator, has signed a new one-year contract with the city – in the role of an art project manager. She’ll be handling the Dreiseitl project, Fuller Road Station and other projects that are assigned to her by Sue McCormick, the city’s public services administrator. Art Commission Sets Deadline for Dreiseitl

Ann Arbor Public Art Commission meeting (June 8, 2010): With some members expressing frustration at the lack of response from German artist Herbert Dreiseitl, the city’s public art commission set a deadline for him to provide information about two interior art installations proposed for the city’s new police/courts facility. Also at their Tuesday meeting, commissioners voted on the annual Golden Paintbrush awards, recognizing contributions to art in public places. Winners this year are Abracadabra Jewelry on East Liberty, the University of Michigan Health System, and Tamara Real, president of the Arts Alliance.

The group also discussed how to publicize a public open house set for Wednesday, June 23 from 6-8 p.m. at the downtown Ann Arbor District Library, 343 S. Fifth Ave. The event will include a talk by Chrisstina Hamilton, director of visitors’ programs for the UM School of Art & Design who also runs the Penny Stamps Distinguished Speakers Series.

Tuesday’s meeting was attended by Lee Doyle, who might be joining the commission. She’s chief of staff for the University of Michigan Office of the Vice President for Communications and a member of the UM President’s Advisory Committee for Public Art. Doyle is also a founder of the university’s Arts on Earth program, and oversees the UM Film Office. To serve on AAPAC, she would need to be nominated by mayor John Hieftje and confirmed by the city council. [Full Story]

Public Art Projects Move Forward

The group discussed another sculpture – the Sun Dragon, designed by AAPAC chair Margaret Parker and located at Fuller Pool – which was damaged during recent repair work. The hope is to restore the piece before the pool opens on May 29.

Parker reported that Herbert Dreiseitl was in town last month and used bamboo poles to build a temporary full-scale mock-up of the large water sculpture that’s commissioned for the exterior of the new police/courts building on Fifth and Huron. But the German artist still hasn’t provided additional information regarding two interior pieces for the building, prompting one commissioner to ask, “He’s lost interest, maybe?”

And in reporting on a potential new member to the commission – Lee Doyle, who’s director of the UM Film Office – commissioner Elaine Sims noted that Pierce Brosnan will be making art in public (shooting a film) outside the Law Quad on the afternoon of May 18. The actor is part of the cast for Salvation Boulevard, which is already in town shooting at various sites on campus.

Art Commission Sets Date for Public Forum

At their monthly meeting on Tuesday, commissioners also discussed the need to publicize two projects: 1) an online survey seeking citizen input about public art, and 2) nominations for the annual Golden Paintbrush awards, which honor contributions to public art. A nomination form can be downloaded from AAPAC’s website.

Commissioners got updates on several public art projects in the works, discussed an upcoming retreat planned for May 12, and approved an annual planning process. They continue to await a response from German artist Herbert Dreiseitl, who was scheduled to come to Ann Arbor last week to work on his water sculpture for the municipal center, but was not planning to meet with AAPAC while he was here. Artist Selected for West Park Art Project

Ann Arbor Public Art Commission (March 9, 2010): AAPAC commissioners moved ahead on several projects during their Tuesday meeting, selecting an artist for a public art project in West Park, refining an online survey to get feedback from the public, and reviewing a gift policy for people who want to donate artwork to the city.

There’s still no word from Herbert Dreiseitl, the German artist who’s been commissioned to construct a water sculpture in front of the new municipal center at Huron and Fifth. The city has been trying to contact him about two interior pieces for the building. Katherine Talcott, the city’s public art administrator, reported that he might be coming to town in mid-April to work on the larger project, which is budgeted for nearly $740,000.

In other business, commissioners approved a set of AAPAC guidelines that have been under review – mostly by the city attorney’s office – for nearly two years.

The group also hashed out some issues related to a partnership with the Ann Arbor Downtown Development Authority. As part of its Fifth and Division street improvements, the DDA has set aside about $60,000 to spend on public art at Hanover Park, at the corner of Packard and Division. Ann Arbor Council Delays Vote on Pay Cuts

Ann Arbor City Council meeting (Feb. 16, 2010): Looming budget decisions were a prominent part of the council’s meeting. Around a dozen speakers addressed the council during a public hearing on housing and human services needs – the input will be used by the office of community development in making recommendations for city general fund expenditures.

The approval of a contract extension for the city’s public art administrator generated a great deal of discussion – partly concerning the dollar amount of the contract – and was passed despite dissent from three councilmembers.

But the council postponed a resolution that would have cut the base salaries of the city administrator and the city attorney by 3%, and would have directed the administrator to cut the salaries of non-union employees by 3% as well.

Another prominent theme of the meeting was real estate and infrastructure. Council approved the acquisition of a property within the city limits – a portion of the Black Elk’s site on Sunset Road – using greenbelt millage funds. They also approved the capital improvements plan (CIP), modified to delete an item for the extension and shifting of a runway at the Ann Arbor municipal airport. [Full Story]

Art Commission Plans Survey, Public Event

Ann Arbor Public Art Commission (Feb. 9, 2010): In a three-hour meeting that included some heated exchanges, members of AAPAC reviewed public art projects in various stages of development, including those for West Park, Fuller Road Station, Hanover Park and the new municipal building.

An update on Herbert Dreiseitl’s work for the municipal building revealed that two interior pieces – originally part of three pieces proposed for the site, but set aside because they came in over budget – are being reconsidered. Dreiseitl plans to resubmit a design and pricing for the two interior pieces later this month, and is expected to return to Ann Arbor in mid-April to work on the already-approved outdoor sculpture in the building’s front plaza.

Also during Tuesday’s meeting, AAPAC members debated how best to get input from the public, with some members questioning the effectiveness of repeating an event that last year drew 30 people. [Full Story]

Artists Sought for West Park Project

At a special meeting of the Ann Arbor Public Art Commission on Thursday, commissioners moved ahead on a project to incorporate art into upcoming renovation work at West Park.

AAPAC is issuing a request for qualifications (RFQ) to solicit artists to work on three curving, concrete seat walls that will be built into the hill opposite West Park’s band shell. With a budget for the artist in the range of $8,000 to $10,000, the project is the first work solicited under the city’s Percent for Art program since the water sculpture for the new municipal center, which has a budget of $737,820.

But while reporting on city council’s vote against cutting public art funding to a half-percent, AAPAC chair Margaret Parker wasn’t feeling complacent: “I think we can expect a similar [challenge] to happen in the future.”

The commission discussed several other projects, including the status of the Herbert Dreiseitl sculpture recently approved by city council. He has not yet responded to queries asking him to modify two additional pieces of art – it’s unclear if those pieces, originally planned for the interior of the new municipal center, will move forward. Christmas is over. Was everyone properly grateful?

You know who we’re talking about here, even though there are certainly none of them in your family. We’re talking about that little sugar plum who works up a sweat ripping open loot and caps the frenzy with, “Is this all?” Or the tot, her golden curls still sleep-tousled, who tears enough paper off each present to see if it’s worthy of further attention and, if it disappoints, chucks it aside for the next one.

A woman I know recalls the Christmas her brother visited with his family; the little darlings plowed through the booty in the twinkling of an eye, allowed themselves a few minutes to fight with each other and then demanded to go back to the hotel pool because they were bored. Visions of stuffing them in a coal sack and dumping them into the deep end danced in Auntie’s head.

This time of year always gets me thinking about Oscar Wilde’s “The Happy Prince,” a fairy tale guaranteed to bludgeon a sense of empathy into the most irredeemable of brats. [Full Story]

Council: Art Key to Ann Arbor’s Identity

Ann Arbor City Council meeting (Dec. 21, 2009) Part I: Ann Arbor’s city council meeting lasted past midnight, as the council concluded the evening with a closed session on labor negotiations. The apparent focus of that closed session was the possibility that an agreement could yet be struck with the firefighter’s union that would prevent the layoff of firefighters who’ve already received letters of termination that would end their service to the city on Jan. 4, 2010.

What pushed the council meeting into the wee hours, however, were the topics of art and parking.

Several members of council backed off their previous support for a reduction in public art funding. The Percent for Art program was left at its full funding level. The council also approved a contract for management services for the Dreiseitl art project to be installed as a part of the new municipal center – amid legal concerns raised by Stephen Kunselman (Ward 3).

Also, the council ultimately approved a heavily amended version of a resolution on parking that Sandi Smith (Ward 1) had added to the agenda on the previous Friday, which left the intent of two key “Resolved” clauses largely intact: (i) the city will get revenues from a surface parking lot, and (ii) the city’s plan to install its own meters has been braked indefinitely. A third clause that would have extended downtown meter enforcement to 10 p.m. was swapped out in favor of one that is less specific.

The council attended to a variety of other matters, including its new committee organization, authorization of purchases connected to single stream recycling, and acceptance of an energy grant. Councilmembers and the city administrator also made robust use of the communications section of the agenda to provide status updates on their recent work.

Caucus Creatures Stir: Parking, Library Lot

Ann Arbor City Council Caucus (Dec. 20, 2009): On the night before council’s Monday meeting, it was a quiet caucus, attended by a perfect balance of three councilmembers and three residents. The meeting had more the flavor of a chat in someone’s living room.

But residents still stirred the pot – on the issue of extended hours of parking enforcement as well as development proposals for the Library Lot.

The parking issue is part of a more complex resolution that the council will consider on Monday night, but possibly postpone, based on comments at caucus made by Mayor John Hieftje. A separate, but related item on the agenda calls for the purchase of parking equipment for installation on Wall Street at a cost of $87,000.

Receiving no discussion at the caucus was the second reading of the resolution that would reduce the Percent For Art program to a Half-Percent for Art program for the next three years. The resolution passed on its first reading at the council’s previous meeting.

Also receiving no discussion was the first project to be funded through the city’s public art program – a sculpture by German artist Herbert Dreiseitl proposed for for installation outside the new municipal center currently under construction. Council had been expected to have the approval of the Dreiseitl project on its agenda in November, but that expectation then shifted to the Dec. 7 council meeting. It was further shifted to the meeting on Monday, Dec. 21. And now it appears that the Dreiseitl vote will not be taken until sometime in 2010. They hope to rally others in the community to attend a public hearing at the Dec. 21 city council meeting, when councilmembers will take a final vote on the three-year funding cut.

Several commissioners expressed concern that some councilmembers didn’t seem to understand how the city’s Percent for Art program works.

Since it was formed in 2007, the program has set aside 1% of any city-funded capital improvement project, to be used for public art. The proposal initially approved by council on Monday would cut that funding to a half percent.

Also at the Dec. 21 council meeting, a vote is expected on the program’s first major project: a water sculpture by German artist Herbert Dreiseitl, proposed as an outdoor installation at the new municipal center next to city hall. [Full Story]

15th Monthly Milestone

In a little over a year of operation, The Ann Arbor Chronicle has now published more than 1,000 full-length pieces – that number excludes Media Watch and Stopped.Watched items. And Chronicle readers have posted more than 6,000 comments on the website.

Depending on your perspective, both those numbers might seem rather paltry. But they are substantial enough to raise a couple of issues. First, the volume of archived material has become large enough that we’ve switched from the built-in WordPress search function to Google’s custom site search. It’s not perfect, but it’s a dramatic improvement.

And second, while the mission of The Chronicle is not explicitly about reader comments, we think it’s appropriate to acknowledge the positive way readers have used Chronicle comments as a platform to add information, insight, and additional perspective on Chronicle material. To that end, I may from time to time use a Monthly Milestone column to highlight some reader comments that I think had, for one reason or other, particular merit – starting this month.

City Council Vote on Dreiseitl Delayed

Ann Arbor Public Art Commission meeting (Nov. 10, 2009): Based on the recommendation of Sue McCormick, the city’s public services administrator, the Ann Arbor Public Art Commission will be forwarding a resolution to city council for approval of only one of three art pieces by German artist Herbert Dreiseitl.

The city has already paid Dreiseitl for the design of three pieces for the city’s new municipal center, also known as the police-courts facility, being built next to city hall. But it will only be the outdoor piece – a storm water fountain and sculpture – that city council is expected to vote on at its Dec. 7 meeting.

City council was originally expected to vote on the Dreiseitl project at its Nov. 16 meeting. According to AAPAC chair Margaret Parker, the delay in voting on the outdoor piece, which currently has a budget of $728,458, was due to McCormick’s concern over unanswered questions that require additional input from the municipal center’s architect as well as Dreiseitl. McCormick had pointed to unresolved issues with the two indoor pieces in deciding to leave them out of the vote completely, Parker said. [Full Story]

Dreiseitl Project Moves to City Council

Raising questions about higher costs and design changes, members of the Ann Arbor Public Art Commission on Monday tabled action on one proposed art installation for the new municipal center, set conditions on another piece, but recommended approval of the largest work of art by German artist Herbert Dreiseitl.

The $841,541 budget submitted just last week by Dreiseitl for the three pieces of art – including design fees already paid to him – exceeds AAPAC’s original cap of $750,000 for the project. AAPAC had set aside another $250,000 for other public art projects on the municipal center site, and plans to use part of that amount to pay for Dreiseitl’s project.

Even at the higher cost, Dreiseitl has warned that creating all three pieces for that price will be “challenging” – and some commissioners said they should consider providing more funding, if it’s necessary to achieve his vision. The complete vision was unclear on Monday, however, since AAPAC did not have final drawings for his proposed two interior wall pieces. [Full Story]

Key Art Vote Coming Up Quickly

Ann Arbor Public Art Commission (Oct. 13, 2009): In a move that came as a surprise to some commissioners, the Ann Arbor Public Art Commission was asked at its Tuesday meeting to schedule a special session this Friday to vote on the Herbert Dreiseitl art project.  The project is  a three-piece installation planned for the new municipal center, which includes a large waterscape sculpture in the building’s outdoor plaza.

However, the city still doesn’t have a final budget or final designs from the German artist – those will likely be provided by Thursday afternoon, according to Katherine Talcott, the city’s public art administrator. It’s also possible that the Friday meeting will be postponed, if information isn’t provided in time. The meeting, which is open to the public, is tentatively set for noon at the City Center’s 7th floor conference room, 220 E. Huron St. [Editor's note: At around 10:00 a.m. on Thursday, Oct. 15, the city clerk's office contacted The Chronicle with the news that the Friday meeting would be rescheduled. In Search of Ann Arbor Artists: A Sojourn

Starting on Wednesday and running through Oct. 10, the city of Grand Rapids is turning itself into one huge urban art gallery. The concept is ArtPrize – an art competition open to anyone who wants to enter, at any location offered up as a venue, with a $250,000 top prize that’s awarded by people who actually visit the city and take the time to vote. Another $200,000 will be given out in smaller amounts, also based on votes.

It’s about as public as art can get.

The Chronicle has been covering Ann Arbor’s own public art initiatives, reporting on the monthly meetings of the Ann Arbor Public Art Commission, which oversees the city’s Percent for Art program, and tracking the saga of German artist Herbert Dreiseitl, who’s being commissioned – for over $700,000 – to make three art installations at the new municipal center. So the question of how another city in Michigan is promoting public art was a natural one to pursue.

That led The Chronicle to Grand Rapids last weekend.

Over two dozen Ann Arbor area artists are among the 1,200 or more who’ve entered the ArtPrize competition. We hoped to observe artists setting up their work prior to Wednesday’s opening, and to motivate others to make the two-hour trip up I-96 to check out what happens when a city opens itself quite dramatically to art. Dreiseitl Plans Return to Ann Arbor

Ann Arbor Public Art Commission (Sept. 8, 2009): Herbert Dreiseitl, the German artist recruited to design three art installations at the city’s new municipal center, is coming to Ann Arbor next week to answer questions related to his proposed nearly $800,000 project, which has not yet received approval from the city.

Unlike his previous trip, Dreiseitl won’t be meeting with the public. His agenda includes meetings with businesses in Tecumseh and Hammond that might serve as fabricators for his artwork. That includes a large illuminated water sculpture for the plaza facing Huron Street, and two smaller wall installations inside the building. He’ll also be meeting with city staff and architects for the municipal center, among others.

Katherine Talcott, Ann Arbor’s public art administrator, said the city hadn’t yet paid Dreiseitl for his design work, and that they wouldn’t deliver the $72,000 check for that work until they received more information from him, including detailed cost breakdowns for the project. [Full Story]

What’s Next for Municipal Center Art?

Ann Arbor Public Art Commission (Aug. 11, 2009): The art commission made no decision at its monthly meeting on whether to recommend German artist Herbert Dreiseitl’s proposed art installations at the new municipal center, saying they need more details, including cost estimates. However, they debated another aspect of the center’s public art: Whether to put out a nationwide call for artists to compete for additional art installations there. Some commissioners spoke in favor of supporting local artists instead, and others were concerned about spending another $225,000 on municipal center art – in addition to nearly $800,000 budgeted for Dreiseitl’s work. Although he was born there, Herbert Dreiseitl doesn’t belong to Germany. He doesn’t belong to Norway, Australia or Singapore either. He belongs to the planet.

That’s what Dreiseitl – the artist the Ann Arbor Public Art Commission hired to create a public art installation at the new city municipal center – told the audience at a presentation on Monday morning at city hall.

“As a person, I always feel home where I am,” Dreiseitl said.

The controversy over the municipal center project – especially the fact that AAPAC isn’t using a local artist for the nearly $800,000 project – drove Dreiseitl to make those remarks as he presented his designs for the artwork during his recent visit to Ann Arbor.

He spent most of the day on Monday in public and private meetings about his work, including a morning session with city staff and art commissioners, a public reception and a formal presentation to city council. [Full Story]

Ann Arbor Public Art Commission (July 14, 2009): A big chunk of Tuesday’s art commission meeting focused on the upcoming visit of German artist Herbert Dreitseitl, who’ll arrive in town this weekend. The council got an annual report from the Public Art Commission highlighted by a reminder that Herbert Dreiseitl will be visiting Ann Arbor on July 20 to introduce plans for the storm water art he’s been commissioned to design for the new municipal center. The designs have not yet been accepted.

The council also heard a report from the Greenbelt Advisory Commission on a slight strategy shift in the use of $10 million of public money so far to protect 1,321 acres of land. The  council also approved a resolution to preserve the First & William parking lot as public land.

The discussion of another parcel of public land, the library lot, led to long deliberations on the wording of a resolution to establish an RFP (request for proposals) process for development of the site – below which an underground parking structure is planned. At issue was the timing of the RFP and the explicit inclusion of a public participation component in the process. The deliberations provided some insight into how councilmembers work together when the outcome of their conversations at the table is not scripted or pre-planned. [Full Story]

Ann Arbor Public Art Commission meeting (June 9, 2009): Ann Arbor Public Art Commission members spent their regular meeting this month discussing their annual plan and budget, as well as hearing reports from their public relations, planning and projects committees. What’s Ahead for Public Art in Ann Arbor?

This bus stop was one of several examples of functional public art from other cities that the Ann Arbor DDA has collected. It was pinned to the wall of the DDA conference room during a joint meeting with the Ann Arbor Public Art Commission on May 26.

On May 26, the Ann Arbor Public Art Commission spent several hours focused on developing its plan for the coming year. This included a joint meeting with the Downtown Development Authority about collaboration between the two groups, and a planning meeting later in the day with just AAPAC members to decide which public art projects to include in its annual plan for the next fiscal year.

Though no decisions were made, the meetings gave some insight into priorities for public art in Ann Arbor, who’ll be choosing and funding projects, and what’s ahead for the coming year. [Full Story]

The Where and Why of Ann Arbor’s Art

At an open house hosted by the Ann Arbor Public Art Commission, people were asked to mark the locations in town where they'd like to see public art. Sophie Grillet drew in a bike bridge she'd like to see over the railroad tracks on the south part of town, connecting South State and South Industrial.

A trio of women stood staring at the piece of paper on the wall, pencils and shiny star stickers poised in their hands. One of them announces she wants to mark somewhere with a bench. Somewhere she can sit and look.

The paper they’re looking at is a map of Ann Arbor. The stickers and pencils are tools to highlight places they think could use some artwork. On a bench below the map, there’s also a suggestion box, with squares of paper scrawled with the public’s suggestions for the Ann Arbor Public Art Commission’s next project.

The map was part of AAPAC’s open house, which the commission held Thursday evening at the Ann Arbor Art Center. The event, where commissioners entertained about 30 supporters and community members, featured a slideshow of public art – from the Arch in Kerrytown’s Sculpture Park to various pieces by Herbert Dreiseitl, the German artist AAPAC commissioned to work on the public art installment at the municipal center.

There were also sheets of paper with information about the commission attached to the wall, answering questions like “Why a public art commission?” and “Creating a public art plan: How do we get there?” While perusing the center’s Jewelry + Objects exhibition and enjoying wine, fruit and brownies, attendees told The Chronicle why they came and what they think of public art.
