By “upside-down” do you mean “rotated 180-degrees … to its correct orientation” or do you mean that he rotated it 180-degrees so that it’s now “upside down?”

Otherwise put, is this something that he fixed, or something that he broke? In the latter case, I suppose there’s a phone call to make to the city’s signs and signals department?

Yup — he rotated 180 degrees to the correct orientation. He changed it a few minutes after he put it up, and it’s in the correct position now. (Clearly, I was having trouble getting that across in 140 characters.)

Yeah, I saw the original set-up when I was biking in this morning. One of those “I wish I had my camera on me” moments.
