    What does “what does it mean” mean? Are you asking about the words, or about the complete double partial rainbow omen?

    “complete” ROYGBIV spectrum, “partial” arc, “double” two of them. ? Getting in some early practice with translating political speak.
    As to any significance…too deep for me.
