County Makes Appointments to RTA, Other Groups

Appointments to three groups – the southeast Michigan Regional Transit Authority (RTA); the Washtenaw County food policy council, and the Washtenaw County parks & recreation commission – were made at the Washtenaw County board’s Jan. 22, 2014 meeting. The board also made its annual appointments of county commissioners to various boards, committees and commissions.

Yousef Rabhi, chair of the board, appointed Alma Wheeler Smith to fill an opening in the RTA. Richard Murphy – one of two RTA board members from Washtenaw County – was not seeking reappointment. More Steps to Create County PACE Program

At its Jan. 22, 2014 meeting, the Washtenaw County board of commissioners gave initial approval to establish a countywide Property Assessed Clean Energy (PACE) program. A final vote to establish the program is expected at the board’s Feb. 5 meeting.

The board had issued a notice of intent to create the program at its meeting on Jan. 8, 2014.

The goal of PACE is to help owners of commercial (not residential) properties pay for energy improvements by securing financing from commercial lenders and repaying the loan through voluntary special assessments.

County Moves on Dog License Violations

Washtenaw County commissioners have given initial approval to a proposed ordinance that would allow the county to issue municipal civil infractions for owning an unlicensed dog. The action took place at the county board’s Jan. 22, 2014 meeting, with a final vote likely on Feb. 5. The ordinance would take effect 50 days after that, in late March.

The proposal would also establish that the county treasurer’s office would be the bureau for administering these infractions, and would set new licensing fees. Council Moves on Downtown Zoning Revisions

Recommendations from the city planning commission – to start a formal legislative process to make revisions to zoning regulations in downtown Ann Arbor – have now been accepted by the Ann Arbor city council. And the city council has in turn now directed the planning commission to craft the corresponding zoning ordinance language to reflect the recommendations. Contract Extension Delayed for Art Administrator

City of Ann Arbor public art administrator Aaron Seagraves will need to wait another two weeks to see if the city council will extend his contract by six months – through June 30, 2014. The council action to postpone approval of the additional $18,500 to cover the added term came at its Jan. 21, 2014 meeting. Indications are that it will likely be approved at the council’s next meeting, on Feb. 3.

The budget expenditure would have needed an eight-vote majority on the 11-member council, and it did not necessarily appear to have sufficient support. 624 Church St. Gets City Council OK

A 14-story, 116,167-square-foot building with 123 units and about 230 bedrooms – to be built at 624 Church St. in downtown Ann Arbor – has received approval from the Ann Arbor city council. The apartment building would extend to the southeast corner of Willard and Church, where the building’s entrance will be located. Existing buildings at 624 Church Street and 1117 Willard would be torn down.

Council Gathers Data on Edwards Brothers Land

The Ann Arbor city council is moving ahead with its exploration of the possibility of purchasing the 16.7-acre Edwards Brothers Malloy property on South State Street.

In action taken at the council’s Jan. 21, 2014 meeting, councilmembers approved a $25,550 contract with Atwell LLC for environmental site assessment services to evaluate the property. The University of Michigan has made an offer to Edwards Brothers to purchase the property for $12.8 million, but the city has a right of first refusal.

Ann Arbor OKs Sidewalk Near King Elementary

The final construction budget to build a 186-foot stretch of sidewalk near King Elementary School has been given approval by the Ann Arbor city council. The sidewalk will fill in a gap from the northeast corner of Penberton Court and Waldenwood northward, connecting to a path leading the rest of the way to the school.

Only a small amount of the originally approved $10,000 design budget was spent. So, in order cover the $16,000 construction cost, an additional $6,818 of general fund money was approved by the council. Action came at the council’s Jan. 21, 2014 meeting.

Commercial Zoning for Biercamp: Initial OK

Zoning of two properties on South State Street – 1643 and 1645 S. State – as C1 (local business district) has received initial approval from the Ann Arbor city council. One of those properties houses Biercamp Artisan Sausage and Jerky.

The currently unzoned parcels – located in Ward 4 just south of Stimson and the Produce Station – are owned by Stefan Hofmann. The site at 1645 S. State is used for storage. In addition to housing Biercamp, the parcel at 1643 S. State also includes an auto repair shop and furniture manufacturer, which is primarily a woodworking shop.

Liquor for The Lunch Room, Silvio’s

Liquor licenses for two downtown Ann Arbor businesses have received a positive response from the Ann Arbor city council. The Lunch Room was recommended by the council for a special downtown development liquor license. And Silvio’s Organic Pizza was recommended for a change in classification for its existing license from a Tavern license to a Class C license.

The council’s actions came at its Jan. 21, 2014 meeting.

Jan. 21, 2014 Council Meeting: Live Updates

Editor’s note: This “Live Updates” coverage of the Ann Arbor city council’s Jan. 21, 2014 meeting includes all the material from an earlier preview article published last week. We think that will facilitate easier navigation from live-update material to background material already in the file.

The Ann Arbor city council’s second regular meeting in January is shifted to the Tuesday following the national holiday honoring the birthday of Martin Luther King Jr. Highlights of the Jan. 21 meeting agenda include three items related to development in the city – one for a specific project downtown and two others related to zoning regulations.

The council will be asked to approve the site plan for a revised, expanded version of the 624 Church St. project, located in the block just south of South University Avenue. An earlier version of the project went through the planning review process about a year ago, with city council approval coming on March 4, 2013.

The revised plan is for a 14-story, 116,167-square-foot building with 123 units and about 230 bedrooms. The apartment building would stand adjacent to and over the existing two-story restaurant at 618 Church, and would extend to the southeast corner of Willard and Church, where the building’s entrance will be located. Existing buildings at 624 Church Street and 1117 Willard would be torn down. The city planning commission recommended approval of the revised plan at its Dec. 17, 2013 meeting.

Also on the Jan. 21 agenda are possible future changes to the city’s downtown zoning regulations. A public hearing on the matter will be held at the Jan. 21 meeting. Three of the recommendations relate to specific parcels: (1) Rezone the parcel located at 336 E. Ann from D1 (downtown core) to D2 (downtown interface); (2) Reduce the maximum height in the East Huron 1 Character District (on the north side of Huron, between Division and State) to 120 feet. Include a tower diagonal maximum and consider a step-back requirement to reduce the shading of residential properties to the north; (3) Rezone the parcel at 425 S. Main, at the southeast corner of Main and William, from D1 (downtown core) to D2 (downtown interface) and establish a maximum height of 60 feet for D2 zoning in the Main Street Character District. Several other recommendations focus on the issue of “premiums” – certain features that a developer can provide in exchange for additional square footage.

It’s likely that amendments will be brought forward during the Jan. 21 meeting that would alter the original resolution.

But the decision on the 624 Church St. project will come long before the zoning revisions could be enacted. And the changes – recommended by the city’s planning commission at its Dec. 3, 2013 meeting – are focused on parts of downtown Ann Arbor other than the South University area. The council’s Jan. 21 resolution, if approved, would direct the planning commission to translate its recommendations into proposed ordinance language, which would require review and a public hearing. The specific ordinance language would then be recommended by the planning commission to the city council, which would make the ultimate decision. In general, the planning commission’s downtown zoning recommendations aim to create more of a buffer between downtown development and adjacent or nearby residential neighborhoods.

Also its Jan. 21 meeting, the council will be asked to give initial approval for the zoning of two unzoned properties on South State Street – 1643 and 1645 S. State. They are proposed to be zoned C1 (local business district). One of those properties houses Biercamp Artisan Sausage and Jerky. The currently unzoned parcels – located in Ward 4 just south of Stimson and the Produce Station – are owned by Stefan Hofmann. The zoning for these parcels, which were annexed into the city from Ann Arbor township in 2011, has previously been considered by the planning commission.

In another item related to South State Street property, the council will be asked to approve a $25,550 contract with Atwell LLC for environmental site assessment services to evaluate 2500 S. State St. That’s the Edwards Brothers Malloy property for which the council is currently exploring options to purchase. The item was added to the agenda last Friday, after the initial publication of the agenda.

Also on the Jan. 21 agenda are two items related to construction of sidewalks. One resolution involves a sidewalk gap from the northeast corner of Penberton Court and Waldenwood northward – to connect to a path leading the rest of the way to King Elementary School. The council had already authorized $10,000 for the design and public process budget at its Aug. 8, 2013 meeting. A small amount of that was spent. To cover the $16,000 construction cost, an additional $6,818 of general fund money is being requested at the Jan. 21 meeting. The other sidewalk item is the first of four steps in the process to impose a special assessment on property owners for a sidewalk on the east side of Pontiac Trail, between Skydale and Dhu Varren Road.

The council will also be asked to extend the contract with the city’s public art administrator, Aaron Seagraves, by six months – through June 30, 2014 – and to add $18,500 to his compensation to cover the added term. It’s a part-time position.

Another agenda item is for a recommendation that the Michigan Liquor Control Commission approve a special downtown development liquor license for the Lunch Room at 407 N. Fifth Avenue. The council also will be asked to approve a change in the classification of Silvio’s Organic Pizza license from a Tavern License to a Class C License, to allow for the sale of liquor in addition to beer and wine. Silvio’s is located at 715 N. University Ave.

The council’s consent agenda includes two contracts related to the sobriety court, one of the 15th District Court’s specialty courts. The consent agenda also includes street closures in connection with three events: Winter Warriors, Shamrocks & Shenanigans, and the University of Michigan Big House 5K.

Library Board Elects Officers, Sets Retreat

At its first meeting of 2014, trustees of the Ann Arbor District Library board elected new officers for the coming year. All votes at the Jan. 20, 2014 meeting were unanimous with no competing nominations.

Prue Rosenthal was re-elected to a second one-year term as board president. Also re-elected to a second one-year term was Rebecca Head, as board secretary. Barbara Murphy was elected as vice president, and Jan Barney Newman was elected as treasurer. Newman had served as vice president in 2013.

The board also voted to establish two special committees for 2014: a communications committee, and a facilities committee. The communications committee’s charge is “to consider the implementation of recommendations in the communications audit, and related issues.” The reference is … [Full Story]

AADL Board Reviews Library Policies

At their Jan. 20, 2014 meeting, trustees of the Ann Arbor District Library discussed extensive revisions to the AADL policy manual, which covers a wide range of issues spanning overall library philosophy to circulation policies and rules of behavior for patrons. A vote to approve the policy updates will likely occur at the board’s February meeting.

The board’s policy committee had already reviewed the changes that were proposed by AADL staff and vetted by legal counsel. For each section, board members were provided with a copy of the current policy, a marked-up version showing deletions and additions, and a “clean” draft version of the updated text.

Revisions are proposed for the following sections of the policy handbook:

Budget Amendments OK’d by AADL Board

In three separate votes, trustees of the Ann Arbor District Library board approved budget adjustments for the current fiscal year, which runs from July 1, 2013 through June 30, 2014. The adjustments, which took place at the board’s Jan. 20, 2014 meeting, totaled $118,000.

The changes involve transfers from the library’s fund balance into the capital outlays budget, the library programming line item, and the purchased services line item:

  • Increase the capital outlays budget by $30,000 to buy a delivery truck from Varsity Ford.
  • Increase the library programming line item by $63,000 for costs related to the design, printing and mailing of event postcards and newsletters to all district residents. AADL director Josie Parker told the board that this is in direct response … [Full Story]

Backups: Lawyers, Sewers, Pumps

As part of a city study of Ann Arbor’s sanitary sewer system, a citizens advisory committee met on Jan. 9, 2014. The meeting was about backups – in several different senses.

The group’s charge includes making recommendations to the city council about the best way to manage the impact of rainfall on the city’s sanitary sewer system. Flows in the sanitary system are related to wet weather, even though the city has separate pipes for its sanitary and stormwater systems. That’s due to a variety of factors, including cracks in sanitary system pipes. Cracks can allow rainwater to soak into the pipes from above, and groundwater can come in from below.

But the factors that can increase the amount of water in the sanitary system during wet weather also include direct connections from stormwater systems into sanitary pipes. An example is a connection between a footing drain – part of a homeowner’s stormwater system running around the perimeter of basement foundations – and a sanitary sewer pipe. That’s a connection now prohibited by current building code, but still present in an estimated 16,000 houses in Ann Arbor.

If a deluge of water flowing into the sanitary system during a heavy rain becomes large enough, that can lead to two problems: (1) the extra volume can come up through the sanitary pipes in a homeowner’s basement, flooding the basement with a mixture of raw sewage and stormwater; and (2) the extra volume can overwhelm the city’s wastewater treatment facility, leading to the discharge of untreated sewage into the Huron River.

Over a decade ago, the city’s legislative response to this issue was to enact an ordinance that created a program requiring the systematic disconnection of property owners’ footing drains from the sanitary system. The city also created a way to pay for the work that uses funds from two sources – the city’s utility funds, or contributions from the owners of new developments. New developments help pay for the work because the city also created a program requiring that the developer of any new building in the city compensate for the additional load that the new building places on the sanitary sewer system. And the main way that developers choose to mitigate a new building’s added load on the sanitary system is to pay for footing drain disconnections.

So literal backups – of raw sewage in people’s basement, in the past and possibly in the future – were part of the basis for the committee’s work. But the group’s Jan. 9 meeting was devoted to “backups” in other ways as well. Assistant city attorney Abigail Elias presented the group with a couple of different assurances: (1) that the city would back the committee up if a lawsuit were to be filed against its members as a result of their recommendation; and (2) that she felt the city’s footing drain disconnect program had an adequate legal backup.

Meanwhile, rumblings that a lawsuit over the program could be filed continue to percolate to the surface. [Full Story]

A2: Layoffs

The Detroit Free Press reports that Teleperformance USA is laying of 430 workers at its Ann Arbor call center and closing its operation at 2300 Traverwood Drive on Jan. 19. A company executive told the Free Press that Teleperformance was not able to renew its contract with a client that the call center served. [Source]

5-Year Transit Plan: Possible Tax Vote Soon

Ann Arbor Area Transportation Authority board meeting (Jan. 16, 2014): The board’s one substantive voting item on its agenda was the adoption of a five-year transit improvement plan. The unanimous vote came after a staff presentation and public commentary from three people, who all expressed support for the improvement program.

Generally, the improvements include increased frequency during peak hours, extended service in the evenings, and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services. The AAATA has calculated that the improvements in service add up to 90,000 additional service hours per year, compared to the current service levels, which is a 44% increase.

The AAATA refers to the plan in its communications as the 5YTIP. A draft five-year plan was presented to the public in a series of 13 meetings in the fall of 2013. Changes to the five-year plan made in response to public feedback were included in the board’s information packet for the Jan. 16 meeting. The plan indicates that $5,456,191 of additional local revenue would be required to fund the expanded services. Implementation of the program will include a request to voters sometime in 2014 for an additional transit millage, likely at the level of 0.7 mills.

The two city members of the AAATA – Ann Arbor and Ypsilanti – already levy a dedicated transit millage of their own, which would stay in place if voters in the AAATA’s three-jurisdiction area approved a 0.7 mill tax. For Ann Arbor, the rate for the existing millage is 2.056 mills, which is expected to generate a little over $10 million by 2019, the fifth year of the transportation improvement plan. For the city of Ypsilanti, the rate for the existing transit millage is 0.9789, which is expected to generate about $314,000 in 2019. For the owner of an Ann Arbor house with market value of $200,000 and taxable value of $100,000, a 0.7 mill tax translates into $70 annually, which would be paid in addition to the existing transit millage that translates to about $200 annually.

The transit improvement program also calls for an additional $1,087,344 to come from purchase of service agreements (POSAs), based on increased service hours in Pittsfield, Saline, and Superior townships.

At the Jan. 16 meeting, board chair Charles Griffith indicated that he felt the board would be taking the next step on implementing the program very soon. That indicates a probable vote on the millage question at the next board meeting, on Feb. 20. If the board voted then to put a millage question on the ballot, that would be in time to meet the Feb. 25 deadline for a millage request to be placed on the May 6, 2014 ballot.

A new millage would be decided by a majority vote of all three member jurisdictions of the AAATA. The two Ypsilanti jurisdictions were added as members of the AAATA just last year. The Ann Arbor city council voted to approve changes to the AAATA’s articles of incorporation – to admit the city and the township of Ypsilanti as members – at its June 3, 2013 and Nov. 18, 2013 meetings, respectively.

Even though the vote on the five-year transit improvement program seemed to be enthusiastically embraced by most everyone in the board room, that was not what prompted people to start clapping at the Jan. 16 meeting. The applause was reserved for the management and driver performance during the recent snowstorm. Board member Jack Bernard and likely future board appointee Larry Krieg both based their praise for drivers on their own trips using the bus. Praise for AAATA drivers during the inclement weather also came from bus rider Jim Mogensen during public commentary. And CEO Michael Ford highlighted the performance of AAATA’s manager of transportation Ron Copeland, as well as that of drivers and the rest of the AAATA staff.

The board also received routine updates on a range of issues. Those included ridership, which is now essentially flat on the fixed-route service compared to last year. The new Blake Transit Center in downtown Ann Arbor is expected to be open for use by the second week in February. Concepts for two finalists for the BTC public art project – which will be incorporated into the new building – will be on display at the downtown location of the Ann Arbor District Library from Jan. 20 through Feb. 3. Planning Commission Reviews 2014 Priorities

Ann Arbor planning commission working session (Jan. 7, 2014): At a thinly attended working session – the first of the year – planning commissioners reviewed the status of their 2013-2014 work plan, and discussed priorities for the next six months of the fiscal year.

Planning manager Wendy Rampson gave the mid-year update, reporting on items that were moving ahead, delayed or stalled. Some projects – like the downtown zoning review – had taken more time than anticipated, she reported. That meant some other projects didn’t get as much attention. [.pdf of work plan status report]

Two projects on the work plan have been completed: (1) an update to the city’s non-motorized transportation plan, and (2) the second-year update to the capital improvements plan (CIP). Other work – like the years-long effort to reorganize the city’s zoning ordinances, known as ZORO, continues to languish. That project is being overseen by the city attorney’s office, with support from planning staff.

Based on feedback from the four commissioners at the working session, as well as input from other commissioners via email, some items on the work plan will be tweaked.

City staff have drafted an action plan to implement goals of the city’s sustainability framework, which was approved last year. Planning commissioners are interested in moving that forward.

Commissioners also expressed interested in forming a new committee to explore the impact of pending changes to mandated floodplain insurance, with a cross-section of representatives from planning, the Washtenaw County water resources commissioner’s office, the city’s historic district commission and local creekshed groups.

In addition, Rampson was asked to explore the possibility of forming a joint planning commission with representatives from the four jurisdictions along the Washtenaw Avenue corridor – the cities of Ann Arbor and Ypsilanti, Ypsilanti Township and Pittsfield Township. A right-of-way report for that corridor will be completed soon, which will be reviewed by the commission.

Commissioners also directed Rampson to develop a list of pros and cons for eliminating drive-thrus as a by-right option in certain zoning districts, and instead requiring developers to seek a special exception from the planning commission in order to build one. Some commissioners think that drive-thrus – especially for fast food restaurants – make an area less pedestrian-friendly. Also of concern are the emissions generated from idling vehicles.

More immediately, the commission’s ordinance revisions committee will be reviewing recommendations from an advisory committee on R4C/R2A residential zoning. There will also likely be work on ordinance revisions for downtown zoning, depending on what direction is given by the city council. Because my last 700-word commentary completely covered every subject in the sports world that occurred in 2013, my editor thought, “Hey, why not preview the year in sports in January?!”

Why not? Because I have no idea what’s going to happen, that’s why. Nobody does. That’s why we watch sports: We don’t know how it’s going to end. It’s also why we shouldn’t watch pregame shows: everybody is just guessing.

Nonetheless, if The Chronicle wants to pay me to make wild, unsupported guesses – then doggonnit, that’s what I’ll do. Just one of the many duties that come with being a hard-hitting investigative journalist.

AAATA Adopts Five-Year Transit Plan

Ahead of a possible request to voters sometime in 2014 for a new transit millage, the board of the Ann Arbor Area Transportation Authority has voted formally to approve a five-year transit improvement program. [.pdf of memo and 5-year improvement plan] The board’s action came at its Jan. 16, 2014 meeting after public commentary from three people who supported the board’s resolution.

Generally, the improvements include increased frequency during peak hours, extended service in the evenings and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services. Jan. 21, 2014 Ann Arbor Council: Preview

The Ann Arbor city council’s second regular meeting in January is shifted to the Tuesday following the national holiday honoring the birthday of Martin Luther King Jr. Highlights of the Jan. 21, 2014 meeting agenda include three items related to development in the city – one for a specific project downtown and two others related to zoning regulations.

The council will be asked to approve the site plan for a revised, expanded version of the 624 Church St. project, located in the block just south of South University Avenue. An earlier version of the project went through the planning review process about a year ago, with city council approval coming on March 4, 2013.

The revised plan is for a 14-story, 116,167-square-foot building with 123 units and about 230 bedrooms. The apartment building would stand adjacent to and over the existing two-story restaurant at 618 Church, and would extend to the southeast corner of Willard and Church, where the building’s entrance will be located. Existing buildings at 624 Church Street and 1117 Willard would be torn down. The city planning commission recommended approval of the revised plan at its Dec. 17, 2013 meeting.

Also on the Jan. 21 agenda are possible future changes to the city’s downtown zoning regulations. A public hearing on the matter will be held at the Jan. 21 meeting. Three of the recommendations relate to specific parcels: (1) Rezone the parcel located at 336 E. Ann from D1 (downtown core) to D2 (downtown interface); (2) Reduce the maximum height in the East Huron 1 Character District (on the north side of Huron, between Division and State) to 120 feet. Include a tower diagonal maximum and consider a step-back requirement to reduce the shading of residential properties to the north; (3) Rezone the parcel at 425 S. Main, at the southeast corner of Main and William, from D1 (downtown core) to D2 (downtown interface) and establish a maximum height of 60 feet for D2 zoning in the Main Street Character District. Several other recommendations focused on the issue of “premiums” – certain features that a developer can provide in exchange for additional square footage.

But the decision on the 624 Church St. project will come long before the zoning revisions could be enacted. And the changes – recommended by the city’s planning commission at its Dec. 3, 2013 meeting – are focused on parts of downtown Ann Arbor other than the South University area. The council’s Jan. 21 resolution, if approved, would direct the planning commission to translate its recommendations into proposed ordinance language, which would require review and a public hearing. The specific ordinance language would then be recommended by the planning commission to the city council, which would make the ultimate decision. In general, the planning commission’s downtown zoning recommendations aim to create more of a buffer between downtown development and adjacent or nearby residential neighborhoods.

Also its Jan. 21 meeting, the council will be asked to give initial approval for the zoning of two unzoned properties on South State Street – 1643 and 1645 S. State. They are proposed to be zoned C1 (local business district). One of those properties houses Biercamp Artisan Sausage and Jerky. The currently unzoned parcels – located in Ward 4 just south of Stimson and the Produce Station – are owned by Stefan Hofmann. The zoning for these parcels, which were annexed into the city from Ann Arbor township in 2011, has previously been considered by the planning commission.

Back in 2011, Biercamp owners Walt Hansen and Hannah Cheadle wanted to zone the property C3 (fringe commercial district), so their business could sell a wider variety of merchandise, including products not made on site. C1 is a more restrictive type of zoning than C3, primarily related to limits on the size of a business. No drive-thru restaurants are allowed in C1 districts, and there’s an 8,000-square-foot limit on the size of a business, for example. There is no restriction in either C1 or C3 that limits the products sold to those that are made on-site.

Also on the Jan. 21 agenda are two items related to construction of sidewalks. One resolution involves a sidewalk gap from the northeast corner of Penberton Court and Waldenwood northward – to connect to a path leading the rest of the way to the King Elementary School. The council had already authorized $10,000 for the design and public process budget at its Aug. 8, 2013 meeting. A small amount of that was spent. To cover the $16,000 construction cost, an additional $6,818 of general fund money is being requested at the Jan. 21 meeting. The other sidewalk item is the first of four steps in the process to impose a special assessment on property owners for a sidewalk on the east side of Pontiac Trail, between Skydale and Dhu Varren Road.

The council will also be asked to extend the contract with the city’s public art administrator, Aaron Seagraves, by six months – through June 30, 2014 – and to add $18,500 to his compensation to cover the added term. It’s a part-time position.

The council’s consent agenda includes two contracts related to the sobriety court, one of the 15th District Court’s specialty courts. The consent agenda also includes street closures in connection with three events: Winter Warriors, Shamrocks & Shenanigans, and the University of Michigan Big House 5K.

Krapohl Forms Campaign Committee

Graydon Krapohl has filed paperwork to form a campaign committee to run for a seat representing Ward 4 on the Ann Arbor city council. According to information posted the Washtenaw County elections website, the committee was formed on Jan. 9, 2014. As of Jan. 15, Krapohl, a Democrat, has not yet pulled petitions with the Ann Arbor city clerk’s office.

Krapohl currently serves on the city’s park advisory commission, and was elected as vice chair of that group on Sept. 17, 2013. He was nominated to the position by mayor John Hieftje and confirmed by the city council in late 2012. He is adjunct faculty with the U. S. Army War College and is a colonel in the U.S. Marine Corps.

Krapohl’s campaign filing lists Leah Gunn as treasurer. Gunn, a former Washtenaw County commissioner and former Ann Arbor Downtown Development Authority board member,  is also treasurer for Christopher Taylor’s mayoral campaign. Taylor currently is a Ward 3 councilmember and serves on the park advisory commission with Krapohl.

Gunn has served in the past as campaign treasurer for Ward 4 councilmember Margie Teall, whose term ends this year. Teall has not publicly indicated whether she intends to seek re-election.

Updated at 8:29 p.m. Jan. 15, 2014: Teall spoke with The Chronicle after the Ann Arbor Housing Commission meeting, a group for which Teall serves as the city council liaison. Teall said she’s not planning to run for re-election this year. Teall was first elected in 2002, and after mayor John Hieftje, is currently the longest continuously serving member on the city council. With Teall’s departure from the council in November this year that distinction will belong jointly to Sabra Briere (Ward 1) and Mike Anglin (Ward 5), who were both first elected in 2007. 

In other Ann Arbor wards, Democrat Kirk Westphal pulled petitions on Jan. 15 to run for a Ward 2 city council seat – which will be open as a result of Sally Petersen’s mayoral candidacy. And Democrat Julie Grand pulled petitions on Jan. 14 to run for the city council seat that will be left open in Ward 3 as a result of Taylor’s mayoral candidacy.

Incumbent Democrats Chuck Warpehoski (Ward 5) and Sumi Kailasapathy (Ward 1) also have taken out petitions to seek re-election. The only other person shown in city clerk records to have taken out petitions for local office is Eric Sturgis for the Ward 1 council seat. But an asterisk recorded next to his name includes a note that says Sturgis has indicated to the clerk’s office that he does not intend to file signatures to become a candidate. Sturgis contested the Ward 1 Democratic primary in 2012, which was won by Kailasapathy. [Full Story]

Petersen Also Running for Mayor

Ward 2 city council representative Sally Petersen has announced that she’s running for mayor of Ann Arbor. She made the announcement in a press release Wednesday morning, Jan. 15, 2014. The city clerk’s office confirmed that she pulled petitions that morning to contest the August Democratic primary. [.pdf of Petersen's press release]

Petersen’s press release cites her previous employment experience with CFI Group, ABN AMRO Mortgage Group, and HealthMedia, as well as her service on nonprofit boards. Petersen holds an MBA from Harvard University.

If Petersen is elected mayor, it will be with two years of experience on the city council. She was first elected to the council in 2012, prevailing in the August 2012 Democratic primary against incumbent Tony Derezinski with 55% of the 2,102 votes cast. Among the four declared candidates from the council so far, two years would be the shortest period of service.

By November this year, Christopher Taylor (Ward 3) will have logged six years of council service, having been first elected in 2008. By election time, Sabra Briere (Ward 1) will have served seven years on council. And Stephen Kunselman (Ward 3) will also have seven years of Ann Arbor city council experience – which began with his election in 2006, but was interrupted for a year when he lost the 2008 Democratic primary to Taylor. Kunselman was returned to the council in 2009, prevailing in the Democratic primary over Leigh Greden.

The field of mayoral candidates in Ann Arbor is somewhat wide open this year, because mayor John Hieftje announced on Oct. 11, 2013 that he would not be seeking re-election to an eighth two-year term in 2014. Briere announced on Jan. 10, 2014 that she’d be running for mayor. Taylor announced his candidacy last year, on Dec. 20, 2013. Kunselman was the first to announce a candidacy for mayor, taking out petitions on Sept. 27, 2013 – even before winning re-election to his Ward 3 council seat on Nov. 5, 2013.

Ann Arbor’s city council includes two representatives from each of five wards, one of which is up for re-election every year for a two-year term. Ann Arbor’s mayor is also a member of the 11-member city council, and serves a two-year term. So only if Petersen or Taylor were elected mayor would either of them remain on the council. They can’t run for mayor at the same time they run for re-election to represent Wards 2 and 3, respectively. [Full Story]
