I would speculate that it was most probably a raccoon. They often live in storm drains. I see them coming out of them occasionally. Any self-respecting cat, either domesticated or feral, wouldn’t dream of going down a storm drain.
A pregnant raccoon at that!
^Or just well-fed by the nitwits who feed their pets outside.

Definitely a raccoon. They use the storm sewers for lodging and transportation. And if you’ve ever seen the piles of feces they leave in their lairs, its no wonder that they’re often implicated in the ultra high bacterial counts seen on “first flush” of storm drains during a rain event.
