Sprinkler spotted running in the rain. It wasn’t the automatic kind. An hour later I passed by again and it was turned off but still visible in the yard. Puzzling since we are having record rain and floods.

One of my neighbors (not that location) has a sprinkler with a timer b/c they are starting new grass. It has often been running in rain as a result, but it only runs ~15 min/day. Perhaps the one you saw had a timer up near the faucet.
It is probably part of a downspout drainage system. The downspouts drain into a buried pipe, where the water can seep through holes into the soil under the lawn, or if there is too much, sprinkler heads will pop-up from the water pressure and spray the lawn.
A hidden timer is possible, but this was clearly an old style hose attached oscillating sprinkler. They have a fan pattern and a few minimal settings. Nothing built into the yard or triggered by the rain. I considered that a kid might have set it up to play in – none in sight and the rain would suffice for getting wet. It kind of had to be intentional – which is partly why it was worth noting. A curious thing and indeed there may indeed be a logical explanation. Just an extra
odd thing with the recent floods.
Timers that you attach to the spigot or hose are cheap and popular, and they lead to this kind of thing all the time.
