April 21, 2014: City Council Live Updates

Editor’s note: This “Live Updates” coverage of the Ann Arbor city council’s April 21, 2014 meeting includes all the material from an earlier preview article published last week. The intent is to facilitate easier navigation from the live updates section to background material already in this file. Those updates will start closer to the scheduled meeting start time of 7 p.m.

The presentation of the city administrator’s proposed budget for fiscal year 2015, which starts July 1, 2014, is the main event of the Ann Arbor city council’s April 21 meeting. As the second council meeting of April, it’s the occasion specified in the city charter for that presentation.

At its April 21 meeting, however, the council won’t be voting on next year’s budget. Under the city charter, the council will need to adopt the budget by the time of its second regular meeting in May, which falls on May 19 this year. The Chronicle has covered the FY 2015 budget preview in a separate article.

Related to this year’s budget is an agenda item for April 21 that will transfer $600,000 from the affordable housing trust fund to the Ann Arbor Housing Commission. The city administrator had been directed by the council to prepare the budget amendment at its March 3, 2014 meeting. The action was contingent on the final closing of the sale of the former Y lot. Net proceeds from that sale were roughly $1.4 million and were deposited into the affordable housing trust fund. The $600,000 will support AAHC’s efforts to make major capital improvements to its public housing properties.

The AAHC is featured in two other resolutions related to its plan of capital improvements, which include projects at North Maple Estates, North Maple Duplexes, Lower Platt, Broadway, and White/State/Henry apartments. One resolution approves a payment in lieu of taxes (PILOT) for those AAHC properties. A second resolution approves a 50% waiver of the site plan, zoning and street vacation fees for the North Maple Estates and Lower Platt projects.

Also on the April 21 agenda based on previous action by the council, at its April 7, 2014 meeting, is the second and final reading of a local ordinance that would regulate smoking in certain outdoor places. Those places include locations near entrances of buildings and potentially in parts of city parks at the discretion of the city administrator. A public hearing will precede the council’s vote on the outdoor smoking regulations.

Measured by the number of items on the agenda, sidewalks are a significant highlight. Sidewalk gaps on Scio Church Road and Newport Road have two resolutions each – related to the special assessments that will be imposed on property owners adjoining the stretches where sidewalks will be constructed. One resolution directs the city assessor to prepare a special assessment roll of properties to be assessed. The other resolution sets a public hearing on the special assessment – for May 5, 2014 at the council’s regular meeting on that date.

The council will also be asked to approve $177,100 of city funds for the construction of the Scio Church sidewalk and for an additional sidewalk on Barton Drive. The Barton Drive sidewalk will also be special assessed – with the associated resolutions to be presented to the council at a future meeting.

Rounding out the council’s April 21 agenda are some land use items. The council will be asked to approve the site plan for an overhaul of a Shell station and a new drive-thru restaurant at the northeast corner of the East Eisenhower Parkway and South State Street. Another site plan the council will be asked to approve is for the expansion of an office building at 278-280 Collingwood on Ann Arbor’s west side. A third site plan on the April 21 agenda is for an expansion to the Concordia University gym, which also includes reconfiguring nearby parking lots and stormwater management features on the 187-acre site at 4090 Geddes Road, just west of US-23 and north of the Huron River.

Also on the April 21 agenda are appointments to the environmental commission for David Stead, Kirk Westphal, and Susan Hutton. Appointments to this commission are different from most appointments to boards and commissions, in that the mayor does not nominate them. The appointments are under control of the council as a body.

The April 21 agenda includes the authorization for some street closings for upcoming events: NTI Block Party (July 30, 2014), Rolling Sculpture Car Show (July 11, 2014), and Ann Arbor Summer Festival’s Top of the Park (June 9 through July 9, 2014).

Art Commission Weighs Transitional Role

Ann Arbor public art commission meeting (March 26, 2014): At its first meeting since the city council transferred most of the money out of the public art fund, public art commissioners discussed their role as the city transitions to a new model for managing public art. The former Percent for Art program had set aside 1% for art in capital project budgets, drawing on a range of different funds. The council’s March 3, 2014 action transferred that money back to its funds of origin.

Before the council’s action on March 3, about $943,000 had been available for future public art projects. The council had halted the Percent for Art funding mechanism last year, and subsequently directed city staff to develop a transition plan for public art. The plan will be delivered to the council in October, and will likely include an emphasis on partners in the private sector and fundraising from the community. Meanwhile, future city public art will be “baked in” to selected capital projects and approved by council on a case-by-case basis.

The proposed 2015 budget – for the fiscal year beginning July 1, 2014 – includes $80,000 to cover transitional costs for public art administration. The contract for the current part-time public arts administrator, Aaron Seagraves, runs through June 30, 2014. At AAPAC’s March 26 meeting, Craig Hupy – a senior city staff member who’s drafting the transition plan – mentioned the need for a consultant to help guide this process.

Commissioners questioned what their role might be during this interim period, now that former Percent for Art funding is unavailable for future public art projects. After the discussion, AAPAC chair Bob Miller said he had initially considered suggesting that they just shut down the commission, but he’d heard input to the contrary from other commissioners. The consensus was to move forward with meetings, at least for now. AAPAC’s next meeting is on April 23 at city hall.

In other action, commissioners postponed adopting an annual public art plan, and directed Seagraves to make revisions to the draft he had proposed. They’ll consider a new version at their April meeting.

Updates about ongoing projects focused on efforts that had started before the city council pulled funding. The funds for those projects were not affected. Sculptures for a rain garden at Kingsley & First will be installed in May, and more contributions are being sought for a Coleman Jewett memorial at the Ann Arbor farmers market. A public forum to seek input on the final design for artwork at East Stadium bridges will be held on Monday, April 21 at 7 p.m. at the downtown library, 343 S. Fifth. And work on Canoe Imagine Art – a temporary art display in downtown Ann Arbor using old canoes from the city that would be repurposed as public art – continues to move forward.

Transit Board Acts on Policy, Infrastructure

The issue of the May 6 millage vote came up during public commentary. In addition, CEO Michael Ford delivered some prepared remarks meant to dispel what he called myths about the AAATA that are being promoted by opponents of that millage. [.pdf of press release from opposition campaign]

One myth is that the AAATA is inefficient, Ford said, when in fact the AAATA has 17% lower cost per passenger and has 18% fewer employees per passenger than its peers. Another myth, Ford said, is that the AAATA has 52 managers. “It’s just simply not true,” he said. Ford explained that the AAATA has 52 employees who are non-union – 11 of whom are managers. That includes administrative assistants, IT staff, customer service, human resources, safety and security personnel, dispatchers and others, Ford said.

The assertion that the AAATA will use millage revenue to fund a train service is untrue as well, Ford continued. The AAATA had intentionally not put rail service in the ballot language. AAATA has been acknowledged in USA Today, by CNN, and by independent transportation associations as one of the nation’s best-in-class in terms of ridership, operational efficiency, fiscal stability, and technological innovation, Ford said. And that’s why he was hopeful that voters in Ann Arbor, Ypsilanti and Ypsilanti Township would say yes when they go to the polls on May 6.

The concrete work contract was awarded to Saladino Construction, for a one-year period and the possibility of four one-year renewals. Board members subjected the item to a relatively lengthy discussion as far as AAATA board discussions go – as they had questions about the amount of future work there would be, how workmanship is verified, and how pedestrian flow at bus stops is maintained during the work period.

Also given a fair amount of discussion was the policy on service equity required under Title VI. Board members had several questions, including one about the action that is required if a disparate impact on low-income riders is found as a result of a fare increase. AAATA staff stressed that there is not currently a fare increase on the table. [Full Story]

Ann Arbor Elections Update

The deadline for filing sufficient petition signatures to qualify for the Aug. 5, 2014 ballot in Ann Arbor city council and mayoral primary elections is April 22. So this is the last weekend to collect signatures. Council candidates must collect 100 signatures from voters registered in the ward they seek to represent. Mayoral candidates need 50 signatures from each of the city’s five wards.

The city’s offices closed today at noon for the holiday weekend.

Here’s a quick status report as of noon April 18 on who’s taken out petitions, who’s filed signatures, and whether they’ve been verified by the city clerk’s staff. All candidates who have taken out petitions and are eligible are Democrats.

FY 2015 Budget Preview: Cops, Trees

Ann Arbor city administrator Steve Powers’ proposed general fund budget for fiscal year 2015, which starts on July 1, 2014, will approach $100 million.

The city administrator’s proposed FY 2015 budget includes a one-time $1 million expense to address the backlog in pruning and removal of trees that are dead or in poor condition.

Funded as part of the FY 2015 budget are five new full-time employees, four of them in public safety: one additional firefighter; three additional police officers; and an additional rental housing inspection position. The additional positions were all presented as possibilities at a Feb. 10 city council work session. The additional police positions will bring the total number of sworn officers in the city of Ann Arbor to 122.

Not previewed as a possibility at that February work session is a one-time expense of $1 million to address a backlog in critical pruning and removal of trees that are in the public right of way. The allocation comes in the context of the development of an urban forestry management plan.

The $1 million one-time expense for street trees brings the total of non-recurring expenses in the FY 2015 general fund budget to about $2.8 million. Other one-time expenses budgeted for FY 2015 are: $80,000 to cover transitional costs for art administration; $606,000 for repairs and maintenance of the city’s hydroelectric dams; $100,000 for consultants to assist with completing the downtown zoning amendments and sign inventory; $300,000 for demolition of city-owned buildings at 415 W. Washington; $200,000 for a corridor studies; and $209,000 in operational support for the Ann Arbor Housing Commission’s (AAHC) transition to a rental assistance demonstration program.

The housing commission also accounts for the bulk of a $13.8 million (17%) increase in general fund recurring expenditures compared to last year. That’s due to an accounting change that recognizes 22 AAHC employees as city employees. By recognizing revenue and expenses for AAHC employee compensation through the general fund, the AAHC can avoid the negative impact of a new accounting rule. The GASB 68 rule requires unfunded pension fund liabilities to be recorded in the financial statements for proprietary funds (like the AAHC) but not for governmental funds like the general fund.

Also included in the FY 2015 budget proposal is about $3,000 for a pilot program for closed captioning of public meeting broadcasts on the Community Television Network. According to city of Ann Arbor communications manager Lisa Wondrash, the cable commission meeting recommended approval of the money at its Feb. 25 meeting, and she notified the commission on disability issues about the pilot on April 16. The pilot will begin with meetings of the city’s commission on disability issues, with a goal of testing out a closed captioning system in July this year.

The $98.1 million of general fund expenditures in FY 2015 will include $95.3 million in recurring expenditures and $2.8 million in one-time expenses.

When the general fund is added in with the rest of the city’s budget – the street fund, water fund, sewer fund, parking fund, and the like – the total expenses proposed for FY 2015 come to $334,434,101.

Powers will present the proposed budget to the city council at its April 21 meeting, the second meeting this month. The council will need to adopt the budget, with any changes, at its May 19 meeting, also the second meeting of the month. That timeframe is specified in the city charter.

Nik Stauskas grew up in Mississauga, Ontario – a Toronto suburb better known for its neighborhood hockey games than for a Lithuanian kid spending thousands of hours shooting on his parents’ backyard hoop.

This year, Stauskas was named Big Ten player of the year. It worked.

Glenn Robinson III took a completely different route to the NBA: His father is Glenn Robinson Jr., also known as “The Big Dog,” and was the first pick in the NBA draft twenty years ago. If Stauskas had to work to get attention, Robinson had to work to avoid it.

They became strong candidates to leave college early for the NBA draft, which is their right. This week, both decided to make that jump, and file for the draft this spring. Stauskas is projected to be a high first-round pick, and Robinson not too far behind.

Good for them. They’re both nice guys, hard workers, and serious students. If a violinist at Michigan was recruited by the London Symphony Orchestra, no one would begrudge her for jumping. I might have done it myself.

But I do object to the pundits and fans claiming if the NBA dangles millions of dollars in front of a college player, “he has no choice. He has to go.”

This bit of conventional wisdom is based on one gigantic assumption: that the pursuit of money eclipses all other considerations, combined. [Full Story]

Column: Stop Reading the City’s Website

Among the incidental, minor topics touched on at the April 16, 2014 mayoral candidate forum was the city of Ann Arbor’s website. Praise was not heaped upon it – as a2gov.org was described by one candidate (Sabra Briere) as “a terrible website to try to tell anybody how to navigate.”  That’s not an uncommon view.

So stop navigating it. Stop “reading” it.

Start searching it – and you’ll probably find what you’re looking for.

That’s not to defend the user interface or the look and feel of a2gov.org. Maybe it is terrible. I don’t have a strong opinion on that. It’s worth noting that the city council approved a contract with Keystone Media ($26,900) at its Oct. 21, 2013 meeting to redesign the basic templates for the city’s website.

I’m not sure if that work has yet been implemented – as I just don’t pay that much attention to the look and feel or the navigational features of the city’s website. That’s despite the fact that part of The Job is to look stuff up – quite frequently on the city’s website. And mostly I find what I’m looking for pretty quickly.

So my point in writing is to share one simple technique I use dozens of times a day to do The Job. I use Google search – but constrain the search to just the one website where I’m looking. [Full Story]

Bus Stop Concrete Work Goes to Saladino

A one-year contract with Saladino Construction for small concrete jobs has been approved by the Ann Arbor Area Transportation Authority board of directors. The contract, which has the option to be extended for four additional one-year periods, will cover work for access walks, shelter and bench pads, sidewalk extensions, curb extensions and bus pullouts.

Action to approve the contract came at the April 17, 2014 meeting of the AAATA board. The one-year contract is expected to be worth about $54,000 a year, which is under the $100,000 threshold requiring board approval. But because the board was approving potentially a five-year period, with the value of the work expected to exceed $100,000, the contract required board approval.

AAATA Adopts Title VI Policy

A policy on service equity analysis has been adopted by the Ann Arbor Area Transportation Authority, as part of the authority’s Title VI compliance. Title VI is the civil rights legislation that in the context of public transportation requires proof that a service change has no adverse effect on disadvantaged populations. [.pdf of Title VI policy included in April 17, 2014 AAATA board packet]

Brigham Home To Get Upgrade, Expansion

Ann Arbor planning commission meeting (April 15, 2014): A revised version of renovations and expansion at 515 Oxford – a house originally designed by architect George Brigham in 1940 – will move to the city council for approval, following action by the city’s planning commissioners.

At a meeting with a third of the nine-member commission absent, the group voted unanimously to grant a special exception use that will allow the building to be used by the Delta Gamma sorority. It will be limited to 20 residents, and will be used as an annex to the main sorority house down the street.

The commission also recommended approval of a “planned project” site plan, which will now be forwarded to city council for consideration. Unlike a preliminary version of the project – when the architect had been unaware of the building’s historical significance – the current proposal works to preserve the integrity of the original design. The new design keeps the existing structure, but nearly doubles the square footage with an addition in the back.

During deliberations, some commissioners mentioned the relatively large amount of correspondence they’d received about this project, including letters from several preservation groups – a2modern, Detroit Area Art Deco Society, the Michigan State Historic Preservation Board, and the Washtenaw County Historic District Commission. The house is not located in an historic district, and is not protected by any other historic designation.

City planner Jill Thacher, who serves as support staff for the city’s historic district commission, said she appreciated that the renovations are sensitive to the history of the structure, keeping the front design in tact and minimizing the overall visual impact of the rear addition.

This was the only major agenda item in a relatively brief meeting that lasted about an hour. The commission’s next regular meeting is on May 6 and will be held at the county administration building at 220 N. Main. The second floor of city hall, where the commission’s meetings are typically held, will be used by election staff for the May 6 transit millage vote.

Before then, the commission will hold a retreat on April 29 starting at 3 p.m. at the NEW Center, 1100 N. Main. It will likely last until about 8:30 p.m. and will include a walking tour of the area. [Full Story]

Equalization Report: Taxable Value Up

Most local governments in Washtenaw County will see increases in tax revenue this year, according to the 2014 equalization report that county commissioners approved at their April 16, 2014 meeting. The report was presented by Raman Patel, the county’s long-time equalization director.

Equalized (assessed) value is used to calculate taxable value, which determines tax revenues for the county as well as its various municipalities and other entities that rely on taxpayer dollars, including schools, libraries and the Ann Area Arbor Transportation Authority, among others.

For 2014, taxable value in the county increased 2.02% to $14.18 billion. That’s a greater increase than the 1.68% climb in 2013, and an improvement over declines seen in recent years.

Final Approval Granted for Police Services

A two-year pricing proposal for contracts to provide police services to local municipalities has received final authorization from the Washtenaw County board of commissioners at its April 16 meeting.

For 2016 and 2017, the police services unit (PSU) price will be  $156,709 and  $158,276, respectively. An initial vote had been taken on April 2, 2014.

By way of background, on July 6, 2011, commissioners had authorized the price that municipalities would pay for a contract sheriff’s deputy through 2015. The price in 2012 – $150,594 per “police services unit” – was unchanged from 2011, but has been rising in subsequent years by about 1% annually. Final approval for a brownfield redevelopment plan for the Thompson Block in Ypsilanti’s Depot Town area was given by the Washtenaw County board of commissioners at its April 16, 2014 meeting. [.pdf of Thompson Block brownfield plan] Commissioners had granted initial approval on April 2, 2014.

The plan covers 400-408 N. River St. and 107 E. Cross St., an historic property that has been declared ”functionally obsolete and blighted.” That qualifies the project as a brownfield under the state’s brownfield redevelopment financing act (Public Act 381), which allows the owner to receive reimbursements for eligible activities through tax increment financing (TIF). Distribution of Accommodation Tax Approved

Initial approval of proceeds from a countywide tax on hotels and other accommodations has been given by the Washtenaw County board of commissioners.

For 2013, $472,846 was available for distribution. Given initial approval at the board’s April 16, 2014 meeting was a distribution that sees the county keeping 10% ($47,285) to pay for enforcement of the accommodation ordinance. The remainder will be divided between the Ann Arbor Convention & Visitors Bureau ($319,171) and the Ypsilanti Convention & Visitors Bureau ($106,390).

A final vote on that distribution is expected on May 7.

Urban County Action Plan: Initial Approval

Urban Forestry Plan Moves to Council

The city’s first comprehensive plan for managing Ann Arbor’s urban forest has been recommended for approval by the Ann Arbor park advisory commission at its April 15, 2014 meeting. [.pdf of Urban & Community Forest Management Plan]

An urban forest is defined as all the trees, shrubs and woody vegetation growing along city streets, in public parks and on institutional and private property. In Ann Arbor, about 25% is on public property, with 75% on private property. Based on a U.S. Dept. of Agriculture Forest Service i-Tree Eco Analysis done in 2012, Ann Arbor’s urban forest has an estimated 1.45 million trees. Town Hall: Four Mayoral Candidates

Four candidates for the Democratic mayoral primary in Ann Arbor will appear on Wednesday, April 16 in a town hall format at the University of Michigan’s Ford School of Public Policy to answer questions from students enrolled in Public Policy 456/756.

The class is taught by Ann Arbor mayor John Hieftje, who announced last year that he would not be seeking re-election.

Hieftje and the students organized the town hall format event, which is scheduled from 1:10-2:30 p.m. in the Ford School’s Annenberg Auditorium at 735 S. State St.

The event is open to the public. The town hall will be moderated by students in the class. Questions from the audience will be considered as time allows.

Confirmed to appear at the event will be Sabra Briere, Stephen Kunselman, Christopher Taylor and Sally Petersen. All are Democrats and are currently serving on the Ann Arbor city council.

As of the morning of April 16, only Kunselman had submitted the required signatures from registered voters in each of the city’s five wards to qualify for the ballot. Signatures must be submitted to the city clerk by April 22. Although no one other than these four councilmembers has announced an intent to contest the mayoral primary race, it’s still technically possible to take out petitions and collect signatures in time to qualify for the ballot.

The forum is being co-sponsored by UM’s Center for Local, State, and Urban Policy (CLOSUP) and the Gerald R. Ford School of Public Policy.

Site Plan for Sorority on Oxford OK’d

Ann Arbor planning commissioners acted on two requests related to converting a house at 515 Oxford for use as an annex to the Delta Gamma sorority. The action took place at the commission’s April 15, 2014 meeting.

Homeless Issues Emerge on County Agenda

Washtenaw County board of commissioners meeting (April 2, 2014): Responding to several homeless residents who spoke during public commentary, commissioners spent about 90 minutes on April 2 discussing how to address short-term and long-term needs of the homeless.

The board ultimately voted to direct county administrator Verna McDaniel to work with community partners to address immediate needs of the homeless. In general, McDaniel has budgetary discretion to spend up to $50,000 on professional services contracts, and up to $100,000 for any proposed goods, services, new construction or renovation. Later in the week, she allocated $35,000 to the Delonis Center – which is run by the nonprofit Shelter Association of Washtenaw County – to keep its nighttime warming center open through April 30. The warming center had originally been slated to close for the season on April 6.

The resolution also directed the administration to develop a plan by May 7 for updating the county’s Blueprint to End Homelessness, which was adopted in 2004 but appears to be dormant. The process of updating that plan is to be completed by Oct. 1, 2014.

Conan Smith (D-District 9) had initially suggested allocating $40,000 to the shelter to keep the warming center open another month. Other commissioners had concerns about throwing money at the shelter without any input from shelter staff, and without knowing specifically how the money would be used. Because the item hadn’t been included on the agenda, representatives from the shelter staff didn’t attend the meeting.

Some commissioners thought there should be a strategic plan in place before any additional funding is given – and they seemed to assume that such a plan doesn’t already exist. Mary Jo Callan, director of the county’s office of community & economic development, noted that the city of Ann Arbor and several other entities are working on this issue, in partnership with the Shelter Association. The board had received a briefing from the association’s executive director, Ellen Schulmeister, at their Feb. 6, 2014 working session.

The vote on the resolution was 6-2, over dissent from Republicans Dan Smith (District 2) and Alicia Ping (District 3), who both objected to the process. Rolland Sizemore Jr. (D-District 5) was absent.

Dan Smith called it “completely and entirely inappropriate” to be making policy and budgetary decisions on the fly, in response to a few people who showed up to speak during public commentary. He supported updating the Blueprint to End Homelessness, but thought it was a discussion that should take place at a working session before taking action at a regular board meeting. Yousef Rabhi (D-District 8) responded by saying that commissioners are elected to work for the people. When people come to the board, it’s important to address their concerns in a serious manner, he said.

Because of the length of the meeting, some men who were staying at the shelter missed the 9:30 p.m. curfew. Typically, anyone showing up after that time isn’t allowed inside. Greg Dill, the county’s director of infrastructure management, contacted the shelter staff and made arrangements for the men to be accommodated.

In other action, commissioners gave initial approval to a two-year pricing proposal – for 2016 and 2017 – to provide police services to local municipalities through contracts with the county sheriff’s office. Some commissioners expressed concern about the financial sustainability of this approach to funding police services, and cited the need for new revenue sources for public safety. Sheriff Jerry Clayton was on hand to present the pricing proposal, and supported suggestions to seek a new funding source. As he’s done in the past, Clayton characterized the issue of public safety as one that encompasses economic development, human services and other aspects of the community.

Commissioners also gave initial approval to a new brownfield redevelopment plan for the Thompson Block in Ypsilanti’s Depot Town, and took final action to add autism coverage to the health care benefits for employees. They postponed action on a resolution related to the county road commission until May 7, following an April 17 working session that will focus on that issue. The board also was briefed on the 2013 audit and comprehensive annual financial report (CAFR), and received an award for financial reporting from the national Government Finance Officers Association.

During communications, Felicia Brabec (D-District 4) reported that the review of applications is underway for the current cycle of coordinated funding, a partnership to fund social service agencies that involves the county, city of Ann Arbor, and several other entities. For this cycle, 105 applications were received, representing $8.7 million in requests. The amount of available funding this year from all partners is $4.4 million. “So it’s a difficult, difficult process,” she said. Funding recommendations will be brought to the board in May.

Adams Takes out Petitions in Ward 1 Race

Don Adams has taken out petitions to run in the Aug. 5, 2014 Democratic city council primary in Ward 1, according to Ann Arbor city clerk staff. He took out the petitions on April 14, 2014.

Incumbent Sumi Kailasapathy, who was first elected to the city council in 2012 and is seeking re-election, has taken out petitions and had 102 signatures verified by city clerk staff as valid.

Adams serves on the PTO Council of the Ann Arbor Public School District. The PTO council is an umbrella organization of PTOs for the district. He’s described  on the PTO council’s website as having a background in health administration. Kailasapathy is an accountant.

Election Update: Kaplan, Bryson Verified

Ann Arbor city clerk records at the end of the day on Friday, April 11 show that no additional candidates have taken out petitions to run for city council or for mayor.

That would leave anyone with an interest in contesting the partisan primaries on Aug. 5 with just one weekend and seven week days to gather enough signatures to qualify for the ballot. That’s if petitions were taken out on Monday, April 14. Signatures are due on April 22 – 100 for council candidates and 50 from each of the city’s five wards for mayor. If no one else takes out petitions and submits signatures, races in Ward 1 and Ward 4 would be uncontested.
