The city of Ann Arbor is seeking input on a potential new dog park in Ann Arbor, via an online survey and two public meetings. The dog park subcommittee of the city’s park advisory commission will hold public meetings on Tuesday, Aug. 27 from 7-8:30 p.m. in the basement conference room of city hall at 301 E. Huron, and on Wednesday, Sept. 11 from 7-8:30 p.m. at Cobblestone Farm Barn at 2781 Packard Road. The online survey will be open through Aug. 12. [Source]

Public Art Commission Seeks Student Input

At AAPAC’s most recent meeting, John Kotarski proposed adding three students to the nine-member commission as voting members. He suggested that the student commissioners be selected by: (1) the Ann Arbor Public Schools board of education; (2) the dean of the University of Michigan School of Art & Design; and (3) the Arts at Michigan program. Deb Mexicotte, president of the AAPS board, is also program coordinator for Arts at Michigan.

Ultimately, commissioners passed a resolution on a 5-1 vote asking that the city council consider adding students to the commission. Marsha Chamberlin dissented, saying she supported the concept of student involvement but didn’t like this approach. She’d rather handle it informally, perhaps by including students in the task forces that are set up for each project.

Chamberlin also noted that any change in AAPAC’s composition would require a revision to the city’s public art ordinance.

The city council committee that’s currently undertaking dramatic revisions to the public art ordinance has nearly completed its work, with plans to present recommendations to the full council on May 6. The recommendations include eliminating the Percent for Art funding mechanism and the concept of “pooled” funds from capital projects. Instead, the city council will designate specific capital projects to be “enhanced” with extra funding allocated for public art or architectural features, based on recommendations by AAPAC. This Chronicle report includes a summary of the council committee’s April 18 meeting, which is probably the last one prior to presenting the recommendations – likely on May 6. The committee is suggesting that the council take a final vote on June 3, after soliciting public input through A2 Open City Hall.

In other action during the March 27 meeting, AAPAC approved its annual art plan. This year, because of uncertainty regarding the program’s future and a current moratorium on spending, the plan sets general goals rather than proposing new projects. Those goals are: (1) the creation of public art in more areas of the city and a commitment to balance the number of artworks throughout the city and its neighborhoods; (2) a focus on high use and visibility as locations for public art; and (3) an emphasis on putting public art in underserved neighborhoods.

AAPAC also selected Josh Wiener, an artist from Denver, to work with landscapers and incorporate public art into a new rain garden at the corner of Kingsley and First. The $27,000 project was one of several for which funding had already been approved, prior to the council’s decision to temporarily halt spending on public art.

Commissioners discussed a range of other ongoing projects, including public art at the East Stadium bridge, Argo Cascades and the Justice Center lobby. A project that doesn’t include city funding is the Detroit Institute of Arts’ Inside|Out program. Installation of that artwork in Ann Arbor took place two days after AAPAC’s March 27 meeting. Framed replicas of paintings from the DIA collection were mounted at several locations in the downtown area, and free docent walking tours will be offered on Saturdays and Sundays, starting on April 27. The tours will leave from the Ann Arbor Hands-On Museum every half-hour between noon and 3 p.m.

Looking ahead, Chamberlin reminded commissioners that it’s time to solicit nominations for the annual Golden Paintbrush awards, which recognize local contributions to public art. The award winners are selected by AAPAC, with a presentation at an Ann Arbor city council meeting in June.

AATA OKs Ann Arbor-Ypsi Route Increases

One item was the ratification of a new policy on public input for changes in bus fares and schedules. When the board arrived at the item on the agenda, board member David Nacht, who was first to speak to the issue, suggested the issue was so straightforward that the board could vote immediately.

The board unanimously approved the new public input policy, which distinguishes between major and minor changes to fares and routes, and provides a range of ways that the public is to be notified about such changes. The policy also includes a range of ways the AATA will receive the public’s feedback on such changes.

Another item generating little controversy at the board table was approval of an increase to the number of buses running on the Washtenaw Avenue corridor – between Ann Arbor and Ypsilanti, which is served by AATA Route #4. Again, Nacht led off board discussion on the issue, calling it a “no-brainer.” At the conclusion of his brief remarks, he declared, “Let’s vote!” Others had more to say, but the board eventually approved the increased bus frequency – up to eight buses per hour during peak periods.

Nacht’s apparent eagerness to dispatch with those items with extra efficiency could be attributed to a hour-long closed session the board had held before those votes.

The session was held to deliberate on a request from the American Civil Liberties Union that the AATA accept an advertisement for the sides of its buses that had been previously rejected. When the board emerged from the closed session – held to consider a written opinion of its legal counsel, which is allowed under the Michigan Open Meetings Act – the board voted to affirm the rejection of the ad. The ad includes the text, “Boycott ‘Israel’ Boycott Apartheid.”

In addition to taking those three votes, the board entertained its usual range of committee and staff reports, including updates on a possible transition by the AATA into a countywide authority. Those updates included a report on the second meeting of the U196 – an unincorporated board of a countywide transit authority likely to be formed under Michigan’s Act 196 of 1986.

Another update connected to countywide expansion related to progress on a four-way agreement between Ann Arbor, Ypsilanti, Washtenaw County and the AATA. The four-way agreement would establish the contribution of Ann Arbor and Ypsilanti millage funding to the new countywide authority, and set the role of Washtenaw County to incorporate the new authority.

CEO Michael Ford also announced a $2.1 million federal grant the AATA had received (in addition to a previously announced $2.65 million grant in October) to fund the incremental cost of purchasing hybrid-electric buses.

Thursday’s meeting likely marked the penultimate monthly AATA board meeting for Sue McCormick, who is currently public services area administrator for the city of Ann Arbor. She’s leaving that position to take a job, beginning at the start of 2012, leading Detroit’s water and sewerage department. [Full Story]

AATA Adopts New Public Input Policy

At its Nov. 17, 2011 meeting, the Ann Arbor Transportation Authority board adopted a new set of guidelines for receiving input on future changes to routes and fare structures. The board is not currently contemplating changes to fares. However, in a separate action, the board authorized an increase in the frequency on Route #4 between Ann Arbor and Ypsilanti.

The new public input policy replaces an older policy that is described in the resolution as “out of date” and not consistent with the way that AATA currently uses public input for decisions on routes and fares, even though the older policy meets the minimum standards required in order to receive federal assistance.

Planning Commission Approves Capital Plan

Ann Arbor planning commission meeting (Jan. 4, 2011): A presentation and discussion on the city’s proposed capital improvements plan – known as the CIP – was the main topic at the year’s first planning commission meeting.

Commissioners ultimately approved the CIP, which will now be forwarded to city council. No one attended a public hearing on the topic.

The plan covers the fiscal years 2012-2017, and includes a list of major capital projects, both ones that are funded and those for which funding hasn’t yet been identified. The city code requires that the CIP be developed and updated each year, looking ahead at a six-year period, to help with financial planning. It’s intended to reflect the city’s priorities and needs, and serves as a guide to discern what projects are on the horizon.

Projects high on the list include the recently approved Argo millrace reconstruction and whitewater feature, the reconstruction of East Stadium bridges, Stadium Boulevard construction between Hutchins and Kipke, a shared-use path at the US-23 underpass on Washtenaw Ave., and LED streetlight conversion, among others.

The presentation to commissioners didn’t focus on specific projects, but primarily outlined how the plan was developed. This year, that process included a new public input component: An online survey. Part of the staff presentation included an overview of the 283 responses to that survey, and a discussion about how to broaden citizen participation in future years.

The meeting took place at the Washtenaw County administration building. Like many other city entities, the planning commission is meeting at an alternate venue due to renovations at city hall. It was an iffy start, as the doors were locked tight when staff, commissioners and The Chronicle arrived a few minutes before the meeting’s scheduled time. A quick call by Wendy Rampson, head of the city’s planning staff, resulted in the arrival of a county employee to open the doors, and the meeting began on time. [Full Story]

County Plans Public Outreach on Budget

Washtenaw County Board of Commissioners administrative briefing (April 29, 2009): A light agenda for next Wednesday’s board meeting meant a short briefing this week, with some non-agenda discussion related to outreach during the budget process.

Commissioners Conan Smith and Kristin Judge – chair and co-chair, respectively, of the board’s Ways & Means Committee – presented an outline of public forums and other outreach that the county will do in the coming weeks, as the administration and board prepare to tackle an anticipated $26 million deficit over the next two years. Three forums have been scheduled so far, with others in the works. The outreach includes the possibility of contacting local blogs, such as Arbor Update, to help get the word out about the budget process, Judge said. [Full Story]
