413 E. Huron Project Gets Postponed

A site plan for a 14-story, 216-apartment building at the northeast corner of Huron and Division streets has been postponed by the Ann Arbor city council. The vote to postpone the 413 E. Huron project came at the council’s March 18, 2013 meeting. It will be back on the agenda for the council’s April 1 meeting.

Summit Townhomes Delayed by Council

The site plan and necessary zoning for the Summit Townhomes project have been postponed by the Ann Arbor city council at its March 18, 2013 meeting. The items will come back to the council on April 15. The property is located at 2081 E. Ellsworth Road.

Townhomes on S. Maple get Council OK

The site plan for a large townhome development at the northwest corner of West Liberty and South Maple has received approval from the Ann Arbor city council. The council vote came at its March 4, 2013 meeting. The project had previously received a unanimous recommendation of approval from the city planning commission at the Dec. 18, 2012 meeting of that body.

515 N. Fifth Ave. OK’d by Council

A residential building at 515 N. Fifth Ave., between Kingsley and Beakes on the west side of North Fifth, has received approval for its site plan from the Ann Arbor city council. The project is a three-story, 8,404-square-foot building with four two-bedroom units: two condominiums and two apartments. The unanimous vote came at the council’s March 4, 2013 meeting. The project had received a unanimous recommendation for approval from the city planning commission at that body’s Jan. 3, 2013 meeting.

Ann Arbor Council OKs 624 Church St.

A 14-story apartment building at 624 Church St. will be built now that the Ann Arbor city council has given the site plan unanimous approval. The site plan approval for the project came at the council’s March 4, 2013 meeting. The planning commission had given the project a unanimous recommendation of approval at its Jan. 15, 2013 meeting.

Round 3 FY 2014: Housing Commission

After a Feb. 11, 2013 budget work session that included separate presentations on the city’s capital improvements plan (CIP) and the Ann Arbor Housing Commission (AAHC), both of these topics came up again briefly at the city council’s most recent regular meeting.

During communications time for the council’s meeting on Feb. 19, 2013, Stephen Kunselman (Ward 3) expressed his view that the CIP should start including the 360 units of public housing managed by the AAHC.

Kunselman’s argument for future inclusion of AAHC properties in the city’s CIP is based in part on the fact that the city of Ann Arbor currently holds the deeds to those properties. But his broader point is that he’s opposed to the city relinquishing title to the properties – as part of a proposal made to the council by AAHC executive director Jennifer L. Hall. Hall has served in that capacity for about a year, and began her Feb. 11 presentation at the council work session with an overview of improvements that AAHC has achieved since she took the post.

Hall’s proposal stems from a need to cover an estimated $500,000 per year funding gap for needed capital investments, coupled with a perceived shift in priorities by the U.S. Dept. of Housing and Urban Development (HUD) in its funding strategy. That shift is somewhat away from subsidized public housing, where rent is subsidized in units owned by a housing commission. [Ann Arbor's situation is apparently unique – because the city, not the AAHC, holds the deeds.] While HUD still allocates several billion dollars nationally for public housing, it subsidizes even more in programs that are based on vouchers. And based on the last three years, the trend is toward more funding on the federal level for vouchers than for public housing.

Some HUD vouchers are tied to a tenant – a person. A potential tenant can take that voucher to a private landlord – and it’s the tenant who receives the rent subsidy, wherever that tenant is able to rent a place to live. Other HUD vouchers are tied instead to privately-owned property, and whoever lives in that private project receives the rent subsidy.

The strategy that Hall will be asking the council to authorize is one that converts AAHC properties to part private ownership, in order to take advantage of project-based HUD vouchers. The private ownership of the AAHC properties will also allow the possible use of tax credit financing to pay for needed capital investments – roofs, boilers, plumbing and the like.

The conversion to project-based vouchers would take place under HUD’s Rental Assistance Demonstration (RAD) program. To set the stage for that, the board of the AAHC selected a co-developer at its Jan. 10, 2013 meeting: Norstar Development USA.

The council would need to take two specific steps in order to proceed with the RAD: (1) approve the contingent transfer of the city-owned AAHC properties to the AAHC; and (2) approve a payment in lieu of taxes (PILOT) for the properties so that they’d owe just $1/unit in property tax per year. As city-owned properties, no property tax is currently owed. Without the PILOT provision, taxes would be owed. Requests to take those steps are expected to come to the council in March. March will also be a period during which public hearings will take place on this issue.

Although Kunselman expressed clear opposition to the idea of transferring the deeds, and Mike Anglin (Ward 5) joined him in expressing significant skepticism, other councilmembers were more positive. They still had several questions about the complexities and the risks associated with the RAD program. The Feb. 11 budget work session included the 15th District Court and the capital improvements plan (CIP). A session held on Feb. 25 covered the fund-by-fund budget picture for the next two years. The council’s discussion of its budget priorities – identified at a planning retreat late last year – is expected to begin at a March 11 work session. [Full Story]

Planners: Same Answer on Ellsworth Zoning

The vacant lot at 2081 E. Ellsworth Road is the location for the proposed Summit Townhomes project, where the developer wants to build 24 attached residential units in four separate buildings. Because it’s being annexed into the city from Pittsfield Township, the parcel needs to be given a zoning designation. Planning commissioners had recommended R3 zoning (townhouse district) at their Nov. 20, 2012 meeting.

The zoning request was on the council’s Feb. 4, 2013 agenda for final approval, but during a public hearing on the item, several people raised concerns related to increased density in that part of town. So councilmembers voted unanimously to refer the zoning issue back to planning commissioners for another look.

At the commission’s Feb. 21 meeting, planning staff reviewed two other zoning options that would fit with the city’s master plan for that area. But even those options with lower density – for single-family homes – would result in more driveways accessing Ellsworth, causing more traffic concerns. Nor would stormwater management be improved with the other options. So planning staff again recommended the R3 zoning.

Three people spoke to commissioners during a public hearing on the zoning reconsideration, including two residents who live at the nearby Forest Hills Cooperative. They expressed concern about broader issues with the area – including crime and a lack of recreational facilities – as well as the specific proposed zoning and project for that site. Planning manager Wendy Rampson indicated that based on the council’s discussion, city administrator Steve Powers is asking the city’s parks and police staff to look into concerns raised about that area. There is also the opportunity for input on the city’s master plan, she said, when the planning commission holds a public hearing on that topic each May.

In other action at the Feb. 21 meeting, commissioners recommended that the city council approve a site plan for an expansion of the Theta Delta Chi house at 700 S. State St. The historic structure, built in 1922, is located at the southwest corner of State and Monroe, across from the University of Michigan law school. The building had been leased to another fraternity after the Theta Delta Chi chapter at UM became inactive in 1997. The chapter “recolonized” a few years ago, then took possession of the building again in May of 2012. The local architecture firm HopkinsBurns Design Studio has been hired to handle the expansion. It includes making a rear addition to the building, although there are no plans to increase the current occupancy of 33 residents.

The Feb. 21 meeting included another UM connection. Commissioners heard a presentation about Beyond the Diag, a relatively new neighborhood outreach program. It’s a student-initiated effort to build community among students and non-students, and to raise safety awareness on campus and near-campus neighborhoods. One of the program assistants – Matt Lonnerstater, a graduate student in urban and regional planning – also works as an intern with the city’s planning staff. [Full Story]

Planners Reconfirm Ellsworth Zoning

Zoning for property at 2081 E. Ellsworth Road – where the Summit Townhomes project is proposed – was back on the Ann Arbor planning commission’s agenda for another look, following a city council directive to reconsider zoning for the residential project. At their Feb. 21, 2013 meeting, planning commissioners voted again to recommend that the site be zoned R3 (townhouse district) – the same zoning they had previously recommended at their Nov. 20, 2012 meeting.

Possible Moratorium To Delay 413 E. Huron?

According to city council sources, a resolution calling for a moratorium on development in downtown Ann Arbor will be placed on the Feb. 19, 2013 meeting agenda. As of Feb. 14, the item had not yet been added.

If the moratorium were enacted – a pause that might last up to a year – it would delay a controversial proposed residential project at 413 E. Huron. During the proposed moratorium, the planning commission would be directed to review the zoning designations for the D1 (downtown core) and D2 (interface), and make recommendations to the city council for possible zoning changes. During the moratorium, projects for D1 and D2 areas that do not already have a planning commission recommendation of approval could not be considered by the city council. The D1 and D2 zoning is relatively young, having been enacted on Nov. 16, 2009 – as the result of the Ann Arbor Discovering Downtown (A2D2) process.

Results of the planning commission’s review of D1 and D2 zoning, according to the Feb. 19 draft resolution, would be due to the city council by the end of August 2013. The maximum length of the moratorium would be a year from the date of enactment. If the council were to change the zoning designation, and if that decision survived any legal challenge, that could ultimately stop the 413 E. Huron project from ever being built.

That project calls for a 14-story, 271,855-square-foot apartment building with 533 bedrooms, marketed primarily to university students. The parcel is zoned D1 – the highest allowable density in the city. 413 E. Huron Highlights A2D2 Concerns

Following a lengthy discussion and public hearing that drew 33 speakers, commissioners voted 5-3 to recommend approval of the site plan and development agreement for the residential project at the northeast corner of Huron and Division. However, because a recommendation of approval for site plans requires at least six votes, the project will be forwarded to city council with a technical denial.

Voting against the project were Sabra Briere, Ken Clein and Wendy Woods. Voting to recommend the project were Diane Giannola, Bonnie Bona, Tony Derezinski, Kirk Westphal and Eleanore Adenekan. Eric Mahler was absent.

The action at the commission’s Feb. 5 meeting followed an earlier decision on Jan. 15, 2013 to postpone a recommendation, pending input from the Michigan Dept. of Transportation. That meeting also included an extensive public hearing.

Most speakers during the public hearing were harshly critical of the project, as were most planning commissioners – even those who eventually voted to recommend approval. Diane Giannola, describing herself as a very “design tolerant” person, said that even for her, the building’s design isn’t attractive. Clein, a commissioner who is a principal with Quinn Evans Architects, noted that the building’s design has been dubbed “Death Star Moderne” for its dark, looming style.

Many of the objections related to the design’s insensitivity to the adjacent neighborhood. However, Scott Reed – one of the few speakers who supported the project – argued that if context is an issue, then the context of the surrounding neighborhood should be changed. “Bulldoze it if you have to,” he said. Also supporting the project was Adam Lowenstein – owner of BTB Burrito, Good Time Charley’s and LIVE – who said that downtown business owners welcome the influx of new residents.

Several planning commissioners advocated for starting a review of the A2D2 zoning and of the city’s design review process – echoing the sentiments of several speakers at the public hearing, too. Although the city council had directed such a review to occur one year after the new zoning and design guidelines were approved in 2009, there have been few projects completed during that time and a review has not yet taken place. The planning commission and staff are expected to take up the issue.

At the end of the Feb. 5 meeting, commissioners dealt with another project, voting to postpone action on a proposal to build 19 single-family houses on Hideaway Lane off Traver Road – near the city’s Leslie Park Golf Course. Townhouse Zoning Goes Back to Planning

A request to zone a 2.95-acre site, just east of Stone School Road, as R3 (townhouse dwelling district) has been referred back to the Ann Arbor planning commission. The city council elected to make the referral at its Feb. 4, 2013 meeting instead of giving the zoning its final approval. The property was recently annexed into the city from Pittsfield Township.

The city’s planning commission had voted to recommend the rezoning at its Nov. 20, 2012 meeting and the city council gave initial approval at its Jan. 7, 2013 meeting.

Public Speaks Out On Apartment Projects

Following a public hearing that included some emotional pleas to halt the project, planning commissioners voted to postpone action on a site plan for 413 E. Huron, a 14-story residential development geared to university students. City planning staff had recommended postponement because input on the project hadn’t yet been received from the Michigan Dept. of Transportation, which must weigh in because of the building’s location along a state trunkline – Huron Street.

The design came under harsh criticism during the Jan. 15 public hearing, with some residents – including several from the adjacent Sloan Plaza – calling it a “behemoth,” a “folly” and a “massive student warehouse.” Several people criticized the developer for not being sufficiently responsive to concerns raised by the city’s design review board or feedback from residents.

Planning staff indicated that the item could be on the commission’s next regular meeting agenda, on Feb. 5. When commissioner Eric Mahler noted that the public hearing would continue, someone from the audience called out, “We’ll be back!”

Another 14-story student apartment building – at 614 Church St., on the Pizza House property – was also on the Jan. 15 agenda, and ultimately received a recommendation of approval from commissioners. That decision came despite objections from representatives of the adjacent Zaragon Place apartments at 619 E. University.

Concerns were raised about how Zaragon residents will be impacted by construction at 624 Church. Zaragon opened a few years ago and is marketed to University of Michigan students. The developers of 624 Church intend to market their apartments to the same demographic. Larry Deitch, an attorney who also serves as a UM regent, was on hand to represent the Zaragon owners. He said they didn’t object to the project itself, but were concerned about safety related to the use of a crane during construction, among other issues.

Planning staff indicated that the issues raised by Deitch and other Zaragon representatives would be handled at the building permit stage. The planning commission was being asked to address planning and zoning requirements, and the project was in conformance with those regulations.

In discussing the project, Mahler pointed out that the city had gone through a “robust” discussion about zoning as part of the A2D2 process, and had decided that this area should be zoned D1. Now that D1 projects are coming forward, “we need to get used to that,” he said.

Commissioners dealt with two other items on the Jan. 15 agenda. They recommended approval of the site plan and rezoning for a retail development at 3600 Plymouth Road, just west of US-23 – called The Shoppes at 3600. The project had previously been postponed by the commission on Nov. 7, 2012.

Another item moving forward is a request for annexation of 2925 Devonshire Road, one of several Ann Arbor Township “islands” within the city. Commissioners also recommended approval to zone the 0.66-acre site as R1A (single-family dwelling district). The item prompted a brief discussion about the need for better communication with Ann Arbor Township officials. [Full Story]

624 Church St. Project Moves Ahead

A 14-story apartment building at 624 Church St. is moving forward, after Ann Arbor planning commissioners unanimously recommended approval of its site plan and development agreement at their Jan. 15, 2013 meeting. It will next be considered for approval by the city council.

The move came despite objections from representatives of the adjacent Zaragon Place apartments, who had earlier emailed the city to raise concerns about how Zaragon – located at 619 E. University – will be impacted by construction at 624 Church. Zaragon opened a few years ago and is marketed to University of Michigan students. Housing Commission Selects Co-Developer

Ann Arbor housing commission special board meeting (Jan. 10, 2013): Taking another step toward a public/private partnership, Ann Arbor housing commissioners unanimously voted to choose Norstar Development USA as co-developer for a major new public housing initiative. The action took place at a special board meeting on Jan. 10 called solely to hear presentations from two finalists: Norstar and MHT Housing Inc.

Norstar – based in Buffalo, N.Y. – will help AAHC convert about 275 of Ann Arbor’s 360 public housing units into public/private developments. Residents in those units will receive rental assistance through long-term Section 8 subsidy vouchers that are tied to the buildings. It’s part of a new rental assistance demonstration program, known as RAD, offered by the U.S. Dept. of Housing and Urban Development (HUD). AAHC was accepted into the program late last year, and faced a Jan. 30 deadline to submit its selection of a co-developer to HUD.

The process eventually will entail that ownership of some Ann Arbor public housing properties – to which the city of Ann Arbor holds deed – would be transferred to a new entity. The city, via the AAHC, would retain a small ownership stake in the new entity – likely 1% or less. The arrangement would give AAHC access to private financing to renovate the current public housing properties, using tax credit financing, loans, equity or grants that are not otherwise available to the housing commission.

Executive director of the Ann Arbor Housing Commission Jennifer L. Hall will be making a presentation on this process to the Ann Arbor city council at its Feb. 11 working session.

AAHC also faces a Feb. 15 deadline for the next round of the state’s low-income housing tax credit (LIHTC) program, in the category of permanent supportive housing. AAHC officials hope that tax credit financing will provide the bulk of investment for this RAD initiative, but much work is needed to complete the application in time. “You can’t even imagine how much work it will take for us to get into that Feb. 15 round,” Hall told commissioners. They need to hire an appraiser, do a fiscal needs assessment and environmental review, and take a range of other actions.

The goal of this complex set of transactions is not at this point to increase the number of public housing units in Ann Arbor. Instead the goal is to enable AAHC to tap private financing for capital improvements in its existing housing stock, which is aging. Many properties were built in the 1960s and 1970s.

Norstar will be one of at least four entities working with AAHC on this project. The AAHC also has hired Avalon Housing, an Ann Arbor nonprofit, as a consultant to help seek low-income housing tax credits from the state. Avalon’s contract runs through Dec. 31, 2013 for an amount up to $32,000, to be invoiced hourly at $180 per hour.

Two others who are working on the effort are: (1) Tom Davis, a senior vice president of advisory services at Recap Real Estate Advisors, based in Boston; and (2) Rochelle Lento, a real estate attorney with Dykema’s Detroit office. The cost of Dykema’s service is estimated at no more than $40,000. Recap’s compensation could include more than $70,000 for helping AAHC complete the RAD transactions.

Both Davis and Lento attended the Jan. 10 meeting. Also attending his first meeting as the newest housing commissioner was Christopher Geer, an accountant and finance director with PricewaterhouseCoopers. Geer was appointed by city council to replace Andy LaBarre, who resigned last year after being elected to the Washtenaw County board of commissioners. [Full Story]

Two More Residential Projects Move Forward

Ann Arbor planning commission meeting (Jan. 3, 2013): In action that somewhat paralleled their last meeting of 2012, planning commissioners approved two more residential projects – one relatively small building near downtown, and one larger townhome development on the city’s outskirts. Both projects had been previously postponed by the commission.

The site plan for 515 N. Fifth calls for demolishing the current house – which has three apartments – and building a three-story structure with four two-bedroom units. Two of those units will be condos, with the other two rented out as apartments. Although the building’s design had previously received harsh criticism from Christine Crockett, president of the Old Fourth Ward Association, and Ray Detter of the downtown citizens advisory council, no one spoke against the project on Jan. 3 and the commission’s discussion was brief.

Also moving forward was a site plan for Summit Townhomes, a residential project at 2081 E. Ellsworth Road, between Stone School and Platt roads. That project proposes 24 attached residential units in four separate buildings. The planning commission and city council have already approved annexation of the site from Pittsfield Township, although that process still awaits authorization at the state level.

In other action, commissioners took steps on two major planning projects that have been years in the making. They recommended that the city council distribute a draft of the South State Street corridor plan to neighboring jurisdictions and other stakeholders, including the University of Michigan, the Ann Arbor Public Schools, and the Ann Arbor Transportation Authority. It’s the next step toward adopting the corridor plan’s recommendations into the city’s master plan.

Commissioners also voted to adopt a sustainability framework as an element of city’s master plan, and recommended that the city council take the same action. The sustainability framework will become the seventh element in the master plan, which is used to guide decision-making in a variety of ways. Other elements are: (1) land use; (2) downtown plan; (3) transportation plan; (4) non-motorized plan; (5) parks and recreation open space (PROS) plan; and (6) natural features master plan.

Related to that effort, planning manager Wendy Rampson highlighted a series of sustainability forums hosted by the city. The first one is on Wednesday, Jan. 9 and focuses on “sustainable systems,” looking at how weather changes might impact the community and the city’s infrastructure. All forums, held monthly through April, begin at 7 p.m. at the downtown Ann Arbor District Library, 343 S. Fifth Ave.

The hour-long Jan. 3 meeting was relatively short, but commissioners are anticipating a much longer session on Jan. 15. That’s when two major residential projects will be on the agenda: a 14-story building on the northeast corner of Huron and Division, with 216 apartments; and a 13-story addition to the Pizza House building on Church Street, with 76 apartments. 515 N. Fifth Project Moves Forward

Ann Arbor planning commissioners have recommended site plan approval for a residential development at 515 N. Fifth Ave., between Kingsley and Beakes on the west side of North Fifth. The action took place at the commission’s Jan. 3, 2013 meeting on a unanimous vote. The project is a three-story, 8,404-square-foot building with four two-bedroom units: two condominiums and two apartments.

The apartments would be on the second and third floors, while the condos would be on the first floor, with entrances from the north and south sides. Parking would be provided in an attached four-car garage in the front of the structure, though the garage openings are located on the side, toward the front of the building. [.pdf of site ... Summit Townhomes Wins Planning OK

Ann Arbor planning commissioners have recommended approval of a site plan for Summit Townhomes, a residential project at 2081 E. Ellsworth Road. The decision occurred at the commission’s Jan. 3, 2013 meeting.

Similar versions of the site plan had been previously postponed by commissioners in June of 2012 and again on Nov. 20, 2012.

At the June meeting, commissioners had approved annexation of the 2.95-acre site, just east of Stone School Road, from Pittsfield Township into the city of Ann Arbor. The annexation was subsequently authorized by the city council, but still awaits authorization at the state level. Effort to Overhaul R4C Zoning Continues

Ann Arbor planning commission’s ordinance revisions committee meeting (Dec. 27, 2012): With the goal of delivering recommendations to the Ann Arbor planning commission this spring, a subset of planning commissioners have been meeting regularly for several months to work through issues related to R4c/R2A zoning districts.

The Dec. 27 meeting of the commission’s ordinance revisions committee was the latest in a long, politically fraught process of overhauling the city’s R4C/R2A zoning – with an eye toward encouraging density while preserving the character of the neighborhoods.

R4C allows for multiple-family residential dwellings, such as apartment buildings, while R2A zoning limits density to two-family residential structures. Although both types of zoning are being addressed, R4C zoning is receiving the most attention. That type of zoning classification – which allowed for the controversial City Place development on South Fifth Avenue – has been characterized by city planners as “broken,” and in 2009 the city council formed an advisory committee to study the issue. That group presented a final report in May of 2012 to the planning commission, with a set of recommendations and analysis.

Since then, planning commissioners who are members of the commission’s ordinance revisions committee have been reviewing the recommendations and talking through other possible changes as well.

On Dec. 27, ORC members met again, this time focusing on parking requirements. Generally, commissioners seemed to lean toward discouraging parking on site. But commissioner Bonnie Bona felt the advantage of keeping parking requirements is that the city can then offer incentives for property owners to satisfy the requirements without actually providing on-site parking – by including other alternatives on site, like covered bike parking, or by paying into a fund that would support the launch of programs like car-sharing, for example. Commissioner Diane Giannola expressed concern about the impact of parking on residential streets. She also noted that in general, some of these changes might not be appropriate for all neighborhoods that are zoned R4C.

Commissioners reached a consensus to explore linking the parking requirement to the square footage of a structure. The current approach links the parking requirement to the number of units in a structure. Also related to square footage, commissioners briefly recapped a previous discussion they’d had about a possible approach to accessory structures. The idea would be to encourage owners to fix up their accessory structures, by allowing them to renovate or replace the buildings – as long as the renovated or new structures conform to the same size as the existing structures, and are on the same location within the site. Commissioners expressed interest in allowing these structures to be used as accessory dwellings, acknowledging that the previous effort to do that – floated in the 1990s – was strongly opposed by some community members and never taken up by the city council.

These ideas for R4C/R2A zoning are still being developed and are not yet even in draft form. The ORC is working toward a goal of crafting a final set of recommendations for the full planning commission to consider, possibly in March. If the recommendations receive planning commission approval, the next step would be for city councilmembers to take action on specific ordinance changes. [Full Story]

Two Residential Projects Get Go-Ahead

The project is located at the triangle tip of Detroit and North Division, just southwest east of the Broadway bridge – the site of a long-abandoned gas station. The new building would include offices on the first floor and residences on the upper two floors.

It was one of two residential projects that will now move to the Ann Arbor city council for consideration. The other one – Blue Heron Pond – is a townhome development located at the northwest corner of West Liberty and South Maple. A previous project at that location had languished under a different owner after one building was constructed in 2006. The new project includes nine buildings with a mix of two- and three-bedroom rental units.

In other action, rezoning requests for two other projects did not get recommendations for approval. A rezoning request and area plan waiver for 2271 S. State St. – which would allow for auto sales on the site, where Pilar’s Tamales restaurant had been located – was postponed. Planning commissioners wanted to hold off until a South State Street corridor study is completed. That’s expected to happen by the spring of 2013.

And receiving a technical denial was a rezoning request for 490 Huron Parkway from R3 (townhouse district) to R1B (single-family dwelling). Of the six commissioners at the Dec. 18 meeting, only five supported the request. It needed six votes for a recommendation of approval. Bonnie Bona voted against it, saying she supported more dense development in that area, which is located near Huron High School along a bus line. No construction is proposed at this point.

Commissioners also approved the city’s proposed capital improvements plan (CIP). The plan covers the fiscal years 2014-2019, and includes a list of major capital projects, both those that are funded and those for which funding hasn’t yet been identified. [.pdf of CIP for FY 2014-2019] [Full Story]

544 Detroit St. Project Gets Planning OK

A plan to construct a three-story building at 544 Detroit St. with offices on the first floor and residences on the upper two floors took a step forward, with recommendations for approval from the Ann Arbor planning commission at its Dec. 18, 2012 meeting. The recommendations are for the planned project’s site plan, as well as changes to the required landscaping buffer. Approval is still needed from the city council.

W. Liberty Townhomes Get Planning OK

A large townhome development at the northwest corner of West Liberty and South Maple is moving forward, following a recommendation of approval for its site plan from the Ann Arbor planning commission at its Dec. 18, 2012 meeting.

Blue Heron Pond is a planned project of 64 units on a 7.8-acre site that’s zoned R4B (multi-family dwelling). It’s the site of a development formerly called West Towne Condominiums that was started in 2005 but never completed. A building with 11 units is on the site, although the original developer – the Concannon Company – had planned to build 87 units. [.pdf of map showing site location]

Rezoning Request Gets Technical Denial

A rezoning request for 490 Huron Parkway from R3 (townhouse district) to R1B (single-family dwelling) failed to get the required six votes needed for a recommendation of approval at the Ann Arbor planning commission meeting on Dec. 18, 2012. The request will be forwarded to city council with a technical denial. If approved by the council, it would allow the currently vacant 1.22-acre site, located north of Ruthven Park, to be divided into three separate lots.

Action Postponed on 515 N. Fifth Project

At its Dec. 4, 2012 meeting, the Ann Arbor planning commission postponed action on a proposed residential development at 515 N. Fifth Ave. Commissioners were following the advice of a staff recommendation to allow time for the owners to address a range of issues related to utility, landscaping and natural features analysis.

Climate Action Plan Moves to City Council

Ann Arbor planning commission meeting (Nov. 20, 2012): An ambitious plan to reduce greenhouse gas emissions 25% by 2025 – with the goal of a 90% reduction by 2050 – was recommended for approval by the city’s planning commission at its most recent meeting.

The climate action plan includes about 80 recommended actions to help achieve those goals, ranging from possible changes in city code to actions that individuals or organizations can take voluntarily, like weatherizing buildings. [.pdf list of recommendations]

In his presentation of the plan, Nate Geisler of the city’s energy office told commissioners that the plan doesn’t tie the city to making firm commitments about these actions, but “it sets us on the path to doing this.” He indicated an urgency in taking action, highlighting the negative impact of global warming and the risks associated with doing nothing. The plan – which is coordinated with the city’s sustainability framework and with a similar effort by the University of Michigan – has already been recommended by the city’s energy and environmental commissions, and will be forwarded to the city council for its consideration.

Bonnie Bona, a planning commissioner who served on the task force that developed this plan, praised Geisler and Wayne Appleyard, chair of the city’s energy commission, for their role in leading the initiative. She offered the planning commission’s help in implementing the recommended actions. More information about the overall effort is online at a2energy.org/climate.

Also on the Nov. 20 agenda was a site plan and zoning request for a residential project at 2081 E. Ellsworth Road – called the Summit Townhomes. A similar version of the project had been previously postponed by commissioners in June of 2012. The current plan calls for building 24 attached residential units in four separate buildings, with each building between 80 to 160 feet in length. Each of the 24 units would have a floor area of about 1,300 square feet, and an attached one-car garage. The plan includes two surface parking areas on the east and west sides of the site, each with 12 spaces.

On Nov. 20, the commission recommended approval of zoning the property R3 (townhouse dwelling district). That zoning proposal will be forwarded to the city council. But because of outstanding issues – including questions related to regrading the site’s steep slope – commissioners followed planning staff’s advice and voted to postpone a recommendation on the site plan.

In other action, the commission granted a special exception use that will allow the Memorial Christian Church to use a building at 1900 Manchester Road, off of Washtenaw Avenue. The building has been owned by and used as the Ann Arbor regional headquarters for the Girl Scouts Council. And six parcels in the northeast Ann Arbor Hills neighborhood – on Geddes, Seneca and Onondaga – were recommended for rezoning from R1B to R1C. Both are types of single-family dwelling districts. The rezoning would allow some of the larger lots to be divided.

During the Nov. 20 meeting, commissioner Eric Mahler gave a brief update from the commission’s ordinance revisions committee (ORC), which is reviewing recommendations on changes to the city’s R4C/R2A zoning district, including a report from a study advisory committee. He said ORC is still working on the project and hopes to have a report ready for city council in the spring of 2013. The meeting included a formal commendation for former planning commissioner Evan Pratt, who recently stepped down from the group after winning election on Nov. 6 as Washtenaw County water resources commissioner. City on Track to Annex Pittsfield Site

A Pittsfield Township “island” property on the east side of Victoria Avenue – between Independence Boulevard and Robert Street – is recommended to be annexed into the city and zoned for single-family residential (R1C). The Ann Arbor planning commission made the unanimous recommendation at its Nov. 7, 2012 meeting.

The owner, Janet Max, intends to build a single-family home on the 6,628-square-foot parcel. According to a planning staff report, the site is one of a dozen remaining township islands in the area bordered by Washtenaw Avenue, Packard Road, and Platt Road.
