State Street Center Project Postponed

Ann Arbor planning commissioners have postponed action on a proposed site plan for State Street Center, near the intersection of State and Ellsworth. The unanimous vote took place at the commission’s March 19, 2013 meeting.

Summit Townhomes Delayed by Council

The site plan and necessary zoning for the Summit Townhomes project have been postponed by the Ann Arbor city council at its March 18, 2013 meeting. The items will come back to the council on April 15. The property is located at 2081 E. Ellsworth Road.

Ann Arbor Council OKs The Shoppes

The site plan as well as the zoning for a proposed retail development at 3600 Plymouth Road, just west of US-23, has received final approval from the Ann Arbor city council. The vote on The Shoppes at 3600 came at the council’s March 18, 2013 meeting.

Plymouth Retail Zoning Gets Initial OK

The zoning for a proposed retail development at 3600 Plymouth Road, just west of US-23, has received initial approval from the Ann Arbor city council.

The vote on initial approval of the rezoning – from R5 (motel-hotel district) to C3 (fringe commercial district) – came at the council’s Feb. 19, 2013 meeting. That followed a recommendation of approval given at the Jan. 15, 2013 meeting of the Ann Arbor planning commission. The project – called The Shoppes at 3600 – had been postponed by the commission on Nov. 7, 2012.

Final OK for Ann Arbor Hills Zoning Tweak

The rezoning of six parcels in the northeast Ann Arbor Hills neighborhood has been given final approval by the Ann Arbor city council.

The sites were rezoned from R1B to R1C. Both are types of single-family dwelling districts. Townhouse Zoning Goes Back to Planning

A request to zone a 2.95-acre site, just east of Stone School Road, as R3 (townhouse dwelling district) has been referred back to the Ann Arbor planning commission. The city council elected to make the referral at its Feb. 4, 2013 meeting instead of giving the zoning its final approval. The property was recently annexed into the city from Pittsfield Township.

The city’s planning commission had voted to recommend the rezoning at its Nov. 20, 2012 meeting and the city council gave initial approval at its Jan. 7, 2013 meeting.

Summit Townhomes Site Gets Initial Rezoning OK

Given initial approval by the Ann Arbor city council at its Jan. 7, 2013 meeting was a request to zone a 2.95-acre site, just east of Stone School Road, as R3 (townhouse dwelling district). The property was recently annexed into the city from Pittsfield Township.

The city’s planning commission had voted to recommend the rezoning at its Nov. 20, 2012 meeting.

The R3 zoning would be consistent with the intended development of the site – to be called Summit Townhomes – for which the city’s planning commission recommended for approval at its Jan. 3, 2013 meeting. Two Residential Projects Get Go-Ahead

Ann Arbor planning commission meeting (Dec. 18, 2012): Winning praise for its design, the site plan for a proposed three-story “flatiron-style” building at 544 Detroit received a recommendation of approval from planning commissioners at their most recent meeting.

The project is located at the triangle tip of Detroit and North Division, just southwest east of the Broadway bridge – the site of a long-abandoned gas station. The new building would include offices on the first floor and residences on the upper two floors.

It was one of two residential projects that will now move to the Ann Arbor city council for consideration. The other one – Blue Heron Pond – is a townhome development located at the northwest corner of West Liberty and South Maple. A previous project at that location had languished under a different owner after one building was constructed in 2006. The new project includes nine buildings with a mix of two- and three-bedroom rental units.

In other action, rezoning requests for two other projects did not get recommendations for approval. A rezoning request and area plan waiver for 2271 S. State St. – which would allow for auto sales on the site, where Pilar’s Tamales restaurant had been located – was postponed. Planning commissioners wanted to hold off until a South State Street corridor study is completed. That’s expected to happen by the spring of 2013.

And receiving a technical denial was a rezoning request for 490 Huron Parkway from R3 (townhouse district) to R1B (single-family dwelling). Of the six commissioners at the Dec. 18 meeting, only five supported the request. It needed six votes for a recommendation of approval. Bonnie Bona voted against it, saying she supported more dense development in that area, which is located near Huron High School along a bus line. No construction is proposed at this point.

Commissioners also approved the city’s proposed capital improvements plan (CIP). The plan covers the fiscal years 2014-2019, and includes a list of major capital projects, both those that are funded and those for which funding hasn’t yet been identified. [.pdf of CIP for FY 2014-2019] [Full Story]

Rezoning for S. State Site Postponed

A rezoning request and area plan waiver for 2271 S. State St. – which would allow for auto sales on the site – was postponed by the Ann Arbor planning commission at its Dec. 18, 2012 meeting. The city’s planning staff had recommended denial of the requests, noting that the changes did not align with uses in the city’s master plan for that area.

The 2.24-acre site is located on the east side of South State, across the street from a University of Michigan tennis facility. Most recently, Pilar’s Tamales restaurant was located there, though that building is now vacant. Rezoning Request Gets Technical Denial

A rezoning request for 490 Huron Parkway from R3 (townhouse district) to R1B (single-family dwelling) failed to get the required six votes needed for a recommendation of approval at the Ann Arbor planning commission meeting on Dec. 18, 2012. The request will be forwarded to city council with a technical denial. If approved by the council, it would allow the currently vacant 1.22-acre site, located north of Ruthven Park, to be divided into three separate lots.

Climate Action Plan Moves to City Council

Ann Arbor planning commission meeting (Nov. 20, 2012): An ambitious plan to reduce greenhouse gas emissions 25% by 2025 – with the goal of a 90% reduction by 2050 – was recommended for approval by the city’s planning commission at its most recent meeting.

The climate action plan includes about 80 recommended actions to help achieve those goals, ranging from possible changes in city code to actions that individuals or organizations can take voluntarily, like weatherizing buildings. [.pdf list of recommendations]

In his presentation of the plan, Nate Geisler of the city’s energy office told commissioners that the plan doesn’t tie the city to making firm commitments about these actions, but “it sets us on the path to doing this.” He indicated an urgency in taking action, highlighting the negative impact of global warming and the risks associated with doing nothing. The plan – which is coordinated with the city’s sustainability framework and with a similar effort by the University of Michigan – has already been recommended by the city’s energy and environmental commissions, and will be forwarded to the city council for its consideration.

Bonnie Bona, a planning commissioner who served on the task force that developed this plan, praised Geisler and Wayne Appleyard, chair of the city’s energy commission, for their role in leading the initiative. She offered the planning commission’s help in implementing the recommended actions. More information about the overall effort is online at a2energy.org/climate.

Also on the Nov. 20 agenda was a site plan and zoning request for a residential project at 2081 E. Ellsworth Road – called the Summit Townhomes. A similar version of the project had been previously postponed by commissioners in June of 2012. The current plan calls for building 24 attached residential units in four separate buildings, with each building between 80 to 160 feet in length. Each of the 24 units would have a floor area of about 1,300 square feet, and an attached one-car garage. The plan includes two surface parking areas on the east and west sides of the site, each with 12 spaces.

On Nov. 20, the commission recommended approval of zoning the property R3 (townhouse dwelling district). That zoning proposal will be forwarded to the city council. But because of outstanding issues – including questions related to regrading the site’s steep slope – commissioners followed planning staff’s advice and voted to postpone a recommendation on the site plan.

In other action, the commission granted a special exception use that will allow the Memorial Christian Church to use a building at 1900 Manchester Road, off of Washtenaw Avenue. The building has been owned by and used as the Ann Arbor regional headquarters for the Girl Scouts Council. And six parcels in the northeast Ann Arbor Hills neighborhood – on Geddes, Seneca and Onondaga – were recommended for rezoning from R1B to R1C. Both are types of single-family dwelling districts. The rezoning would allow some of the larger lots to be divided.

During the Nov. 20 meeting, commissioner Eric Mahler gave a brief update from the commission’s ordinance revisions committee (ORC), which is reviewing recommendations on changes to the city’s R4C/R2A zoning district, including a report from a study advisory committee. He said ORC is still working on the project and hopes to have a report ready for city council in the spring of 2013. The meeting included a formal commendation for former planning commissioner Evan Pratt, who recently stepped down from the group after winning election on Nov. 6 as Washtenaw County water resources commissioner. Action Postponed on New Retail Development

Ann Arbor planning commission meeting (Nov. 7, 2012): Planning commissioners took a range of actions at their most recent meeting, and said farewell to one member.

Citing concerns over placement of the building on the site, commissioners postponed making a recommendation for a proposed retail development at 3600 Plymouth Road, immediately west of US-23. Called The Shoppes at 3600, the building is oriented with its back facing Plymouth. Commissioner Bonnie Bona, acknowledging the difficulty of positioning the building on this parcel, suggested that “perhaps this development is not right for this site.”

Also during the meeting, the commission continued the city’s ongoing annexation of township property by recommending the annexation of a Pittsfield Township parcel at 2503 Victoria, east of Packard Road. The recommendation includes zoning it for single-family residential (R1C) – a house is already under construction there.

An amendment to the city’s off-street parking ordinance was also recommended for approval. The change would allow more flexibility for temporary off-street parking for special events, such as hockey games at Michigan Stadium. Planning manager Wendy Rampson noted that there was not as much urgency to this amendment now, in light of the recent cancellation of the NHL’s Winter Classic at Michigan Stadium.

The commission also passed a resolution retroactively enabling three commissioners to attend the Michigan Association of Planning’s annual meeting, held on Oct. 17-19. The action enables commissioners to be reimbursed for their expenses.

The meeting closed with remarks of appreciation about and from commissioners Tony Derezinski and Evan Pratt, who are ending their terms. Derezinski, the commission’s representative from Ann Arbor city council, is leaving council after being defeated in the August Ward 2 Democratic primary by Sally Petersen. [Derezinski was subsequently, on Nov. 8, appointed by the council to planning commission as a citizen representative. It's expected that Sabra Briere (Ward 1) will be joining the commission as the council's next representative.] Pratt, elected as Washtenaw County water resources commissioner in the Nov. 6 general election, will be required to attend Tuesday evening meetings of the Washtenaw County parks and recreation commission, precluding membership on the planning commission, which also meets on Tuesdays. Pratt has served on the planning commission since 2004.

Action Postponed on Plymouth Road Retail

The site plan and rezoning request for a new retail development – The Shoppes at 3600 – was postponed by the Ann Arbor planning commission at its Nov. 7, 2012 meeting. Commission discussion raised questions about the location of the building in the site plan, and about whether, if the site plan were not approved, the site should be rezoned. No date for reconsideration was set. The project would be located on the south side of Plymouth Road, west of US-12 US-23 and east of Green Road.

Speedway Rezoning Gets Final Approval

The final step to rezone a small portion of a parcel at North Maple and Miller – essentially a formality associated with development of a Speedway gas station at that location – has been given final approval. The final vote to change the zoning from PL (public land) to C3 (fringe commercial) came at the city council’s Oct. 1, 2012 meeting.

The portion of the parcel that’s subject to the rezoning has an easement requiring public access; that easement will remain. The project is located at 1300 N. Maple on a 1.39-acre site. Eden Court Rezoning Finalized by Council

The zoning of property at 5 W. Eden Court, immediately adjacent to the Bryant Community Center, is now finalized as PL (public land). The Ann Arbor city council voted nearly a year ago, at its Sept. 6, 2011 meeting, to appropriate $82,500 from its open space and parkland preservation millage to acquire the property. The final vote on the rezoning came at the city council’s Sept. 17, 2012 meeting.

The 2011 taxes on the property were estimated at $1,400, which will be eliminated from the city’s tax base. The parcel is expected to be used to expand the community center’s programming services. It could also be used in other ways in support of the city’s parks and recreation system.

Zoning, Transit Focus of Council Meeting

Ann Arbor city council meeting (Sept. 4, 2012): The council handled a mixed bag of items at its most recent meeting, ranging from land use to community events funding.

One item was apparently not handled the way that the majority of the council wanted, due to the absence of two councilmembers – Carsten Hohnke (Ward 5) and Marcia Higgins (Ward 4).

That item was a $60,000 appropriation – the city’s portion of a $300,000 local match for continued study of the Plymouth/State corridor, from US-23 and Plymouth southward along Plymouth to State Street, extending south to I-94. The local match is needed for a $1.2 million federal grant that has been awarded for the study. This alternatives analysis phase follows a basic feasibility study. The current study is supposed to result in a preferred choice of technology (e.g., bus rapid transit, light rail, etc.) as well as identifying stations and stops.

Because the $60,000 transfer from the general fund was a change to the city budget, it needed the votes of eight members on the 11-member city council. When Mike Anglin (Ward 5) led off the roll call by voting against it, it was clear that the council would have no more than seven votes in favor – because Jane Lumm (Ward 2) had already made plain during deliberations that she’d be voting against it. So some councilmembers voted against the resolution in order to be on the prevailing side. That gives them the right under parliamentary rules to bring back the item to the council’s next meeting for reconsideration. At that meeting it’s possible, but not certain, that supporters of the funding will have the necessary eight votes.

Several items on the agenda dealt with land use. The council gave final approval to a rezoning request for Knight’s Market, which will allow for expansion of the market at Spring and Miller streets. Winning initial approval was a rezoning requested by the developer of proposed townhouses on Catherine Street – from its current planned unit development (PUD) zoning to R4C (multi-family residential). Rezoning for part of a parcel in connection with a planned Speedway gas station at Maple and Miller also got the council’s initial approval. A related site plan for the station got its one and only required approval.

Also connected to land use was the council’s addition of two more properties to the greenbelt, using about $0.5 million in city funds from the open space and parkland preservation millage. The land from the two properties totals around 226 acres. Lumm cast a lone vote of dissent.

The council also authorized disbursements of community events funds to 13 organizations totaling $44,778, the bulk of which went to the Ann Arbor Summer Festival’s Top of the Park.

And the council set a public hearing for Oct. 1 on a tax abatement for Barracuda Networks. The firm is relocating to downtown Ann Arbor from its current location on Depot Street, in part to accommodate an additional 144 employees it expects to hire by July 1, 2014. [Full Story]

Speedway Rezoning Gets Initial Okay

The rezoning for a Speedway gas station at the northeast corner of North Maple and Miller got initial approval from Ann Arbor city council at its Sept. 4, 2012 meeting. The site plan and the rezoning for the gas station had been recommended for approval by the Ann Arbor planning commission at its July 17, 2012 meeting.

The council gave its approval to the site plan on Sept. 4, but the rezoning issue will need to come back for a second and final approval, as all rezoning requests must. Rezoning of Catherine Site Gets Initial OK

A three-story townhouse with five housing units at 922-926 Catherine St. got an initial approval from the Ann Arbor city council at its Sept. 4, 2012 meeting. The rezoning request associated with the project had been recommended for approval at the July 17, 2012 meeting of the Ann Arbor planning commission.

The two vacant parcels are on the south side of Catherine between Ingalls and Glen, across from the University of Michigan School of Nursing building. The lots are located in the Old Fourth Ward historic district.

The development – which according to the owner, Tom Fitzsimmons, will be marketed to students, UM employees, young homebuyers, and empty nesters – entails rezoning the parcels from PUD (planned unit development) to R4C … [Full Story]

Knight’s Market Expansion Gets Final OK

A plan to expand Knight’s Market, at the northeast corner of Spring and Miller, has received its final authorization from the city. The Ann Arbor city council approved the site plan and gave final approval to the rezoning necessary for the plan at its Sept. 4, 2012 meeting.

The market’s owner, Ray Knight, also owns two separate, adjacent parcels. (Knight is perhaps best known for his family’s restaurant, Knight’s Steakhouse, located at 2324 Dexter Ave.) The grocery store has been on land zoned C1 (local business) and M1 (light industrial). Another parcel at 306-308 Spring St. was zoned R2A (two-family dwelling) and M1, and contains two single-family homes and part of a parking lot. The third parcel at 310 Spring St. … [Full Story]

Council Puts Art on Ballot; Lets Land Leaven

Ann Arbor city council meeting (Aug. 20, 2012): City council actions finalized the set of ballot questions for Ann Arbor voters on Nov. 6: A public art millage will join the Ann Arbor District Library’s bond proposal and the city of Ann Arbor’s parks maintenance and capital improvements millage on the ballot.

The public art millage would be levied at a rate of 0.1 mill, which would raise around $450,000 from Ann Arbor taxpayers annually. Passage of the public art millage would, according to the corresponding charter amendment, suspend the city’s public art funding mechanism embedded in the Percent for Art ordinance – but only for the duration of the four-year millage.

A selling point of the millage, compared to the current Percent for Art program, is that millage money could be used more flexibly than money set aside under the Percent for Art program. The Percent for Art ordinance requires that 1% of all city capital projects be set aside for art. But this funding mechanism carries with it a legal requirement that art paid for through the program be in some sense “monumental” art that is permanent. Performance art or temporary installations would not qualify under the current program.

Even though a millage offers more flexibility, leaders in the arts community are concerned about a possible perception that it would be completely flexible – which led the council to change the ballot language and charter amendment from “public art” to “art in public places.”

A proposal from Jane Lumm (Ward 2) to begin the process of revising the Percent for Art ordinance in advance of the millage vote got little traction from the council. Lumm indicated that she wanted to offer voters a clear choice – that unless the millage were approved, public funding for art would disappear. But her resolution was voted down, with additional support only from Stephen Kunselman (Ward 3) and Mike Anglin (Ward 5).

The majority of councilmembers felt that such a move was “premature.” Mayor John Hieftje indicated that he was open to a scenario in which the millage passed, the tax was levied for four years (which would generate roughly $1.8 million in money that could be spent flexibly), but then was not offered to voters for renewal after four years, which would mean an automatic reversion to the current Percent for Art program.

In other business, the council declined to take action on two pieces of land at opposite ends of the downtown – 414 N. Main St. (site of the old St. Nicholas Church), and 350 S. Fifth Ave. (the former YMCA lot). The council rejected a proposal to begin the rezoning process for the St. Nicholas Church property – in advance of a public auction of the land starting Sept. 6. The council also declined to support a directive to the city administrator to prepare for disposition of the old Y lot, citing an ongoing planning process for the area of downtown Ann Arbor that includes the city-owned parcel. That process – Connecting William Street – is being led by the Ann Arbor DDA under direction from the city council.

The council transacted a mixed bag of other business, including approval of a collaborative effort with Washtenaw County to handle towing. The council also approved the final grant contract necessary for completing an environmental study in connection with a runway extension at the Ann Arbor municipal airport.

The council rejected a proposal from Comcast for a new franchise agreement, opting instead to allow the current arrangement to stay in place at least through the end of its term in 2017.

The meeting ended around midnight with jostling among councilmembers on the issue of mayoral appointments. Prompting the discussion was the reappointment of Sandi Smith (Ward 1) to the board of the Ann Arbor DDA. Kunselman and Lumm voted against the reappointment, objecting to Smith’s dual service on the city council and the DDA board. Smith was originally appointed to the board before her election to the council in 2008 and is not seeking re-election this term. Other councilmembers defended Smith’s selection.

Less controversial was the appointment of Michael Benson to the taxicab board. That body had been unable to meet because it had only two voting members out of five, and could not achieve a quorum. If all three members show up now, that body can hold its meeting. [Full Story]

St. Nicholas Rezoning Process Won’t Start

A process to change the current PUD zoning on the former St. Nicholas Church property on North Main Street will not start before the land is put up for public auction on Sept. 6, 2012. That was the result of an Ann Arbor city council decision not to act on Aug. 20, 2012.

The property is being offered at auction by the Washtenaw County treasurer at a cost of $365,051, which covers back taxes and demolition costs. Demolition is expected to begin in the coming weeks. [See also Chronicle coverage: "Rezoning Process for North Main Site on Agenda"]

Eden Court Rezoning Gets Initial OK

Nearly a year ago, at its Sept. 6, 2011 meeting, the Ann Arbor city council voted to appropriate $82,500 from its open space and parkland preservation millage to acquire the property at 5 W. Eden Court. The Eden Court property is immediately adjacent to the city’s Bryant Community Center.

And at its Aug. 20, 2012 meeting, the council took another step toward conversion of the land to city property – by giving initial approval to zone the property as PL (public land). Because a rezoning is a change to the city’s ordinances, the change will require a second council vote after a public hearing at a future meeting.

Bluffs Rezoning Gets Final OK

Final approval of rezoning has been given to two parcels acquired by the city of Ann Arbor to add to the Bluffs Nature Area at 1099 N. Main St., north of Sunset Road. The approval came at the city council’s Aug. 20, 2012 meeting after receiving the initial approval on July 16.

The city planning commission had recommended the rezoning at its June 5, 2012 meeting.

Rezoning Process for N. Main Site on Agenda

Several additions to the Ann Arbor city council’s Aug. 20 meeting agenda came on Friday, after the initial Wednesday publication.

St. Nicholas Church foreclosure

Former St. Nicholas Church at 414 N. Main in downtown Ann Arbor. It will be offered at public auction on Sept. 6.

And two of those items involve city ownership of land parcels – at opposite edges of downtown Ann Arbor. One of the properties is already owned by the city of  Ann Arbor – the parcel at 350 S. Fifth. Situated on the southern edge of downtown, it’s also known as the Fifth and William parking lot (because it’s currently used as a surface parking lot in the city’s public parking system) or the Old Y Lot (because it’s the location of the former YMCA building).

The resolution would direct the city administrator to evaluate the parcel for possible public or corporate use; and if none is found, to report back to the city council with a timeline for the disposition of the property – based on state and city laws and policies. The resolution, sponsored by Stephen Kunselman (Ward 3), is somewhat unlikely to gain much traction with the council. That’s because it explicitly indicates that the city administrator’s efforts are to be independent of the Ann Arbor Downtown Development Authority’s Connecting William Street planning effort, which includes the 350 S. Fifth parcel.

The Connecting William Street project was undertaken by the DDA based on a directive from the city council, on a unanimous vote, given at its April 4, 2011 meeting. Kunselman voted for that planning effort to take place – but was also vocal at the time, as well as before, about his view that the Old Y lot should simply be put up for sale one way or another.

A second piece of property on the council’s Aug. 20 agenda is located on the northern edge of downtown at 414 N. Main St., near Beakes Street – the site of the old St. Nicholas Church. In 2006, owners of the site received approval for a planned unit development (PUD) zoning designation from the city council. The PUD would allow construction of The Gallery, an 11-story building (158 feet tall) that would include 224 parking spaces and 123 units of residential housing, 18 of which would meet the definition of affordable housing derived by a formula based on area median incomes.

That 414 N. Main property does not belong to the city. But the result of a foreclosure process has put it in the hands of another public entity – the Washtenaw County treasurer’s office. It’s being offered at public auction (on auction.com) starting Sept. 6 through Sept. 11, at a price of $365,051. County treasurer Catherine McClary told The Chronicle in a phone interview that the price includes the demolition costs – and that she’s selected a demolition firm to start the work. Asbestos abatement is already underway, and the demolition itself is expected to begin before the auction, though it will likely not be complete by then, as it will take 15 days.

What would the council’s resolution on the 414 N. Main property actually do? It would start the process to change the PUD zoning to that of the surrounding property, which is D2 (downtown interface) – allowing a maximum building height of 60 feet. The resolution, also sponsored by Kunselman, gives as part of its rationale the fact that the original developer is no longer pursuing the project.

If the property doesn’t sell at the Sept. 6 auction, it will be offered at a second auction. If it doesn’t sell at the second auction, the property would revert to the city. The city could exercise a right of first refusal and acquire the property for the minimum $365,051 bid – but that would require the city to make the purchase for a “public purpose.”

Knight’s Market Rezoning: Initial Council OK

A rezoning request that would allow for expansion of Knight’s Market was given initial approval at the Ann Arbor city council’s Aug. 9 meeting.

The market is located at the northeast corner of Spring and Miller. The market’s owner, Ray Knight, also owns two separate, adjacent parcels. (Knight is perhaps best known for his family’s restaurant, Knight’s Steakhouse, located at 2324 Dexter Ave.) The grocery store is on land zoned C1 (local business) and M1 (light industrial). Another parcel at 306-308 Spring St. is zoned R2A (two-family dwelling) and M1, and contains two single-family homes and part of a parking lot. Shell Station Rezoning Gets Final OK

At its July 2, 2012 meeting, the Ann Arbor city council gave final approval to a request to revise the zoning regulations associated with the parcel on the northeast corner of Ann Arbor-Saline and West Eisenhower Parkway, where a Shell service station is located.

The city planning commission had previously voted unanimously to recommend approval of the zoning changes at its  April 17, 2012 meeting.

Owners of the station are asking for revisions to the site’s planned unit development (PUD), which would allow them to build additions onto the existing 1,000-square-foot convenience store. The new additions would total 4,089 square feet, including 2,189 square feet to the north and east of the store. Knight’s Market Project Moves to Council

An expansion plan for Knight’s Market – which includes converting a single-family home into a bakery – won a recommendation of approval from the Ann Arbor planning commission at its June 19, 2012 meeting. The vote was 6-1, with Erica Briggs dissenting. Commissioners Eric Mahler and Wendy Woods were absent. The rezoning and site plan requests will be considered next by city council.
