What Makes Life Worth Living?

George Dawson packed a lot of living into his 105 years, but it wasn’t until he learned to read and write at the age of 98 that he realized two longtime dreams: reading the Bible and writing his name.

Last Saturday, at Ann Arbor’s Family Learning Institute, Dawson’s granddaughter, Karessa Dawson Lang spoke to a group of reading students about her grandfather.

She told them he’d said, ”People have read the Bible to me all my life, but I wanted to read it for myself.” When he was finally able to read the Bible for himself, Lang told the children, “For him, that was the greatest accomplishment of all time. Besides writing his name. Which was huge.”

The visit to FLI was part of two days of activities for Lang and her sister, Mashelle Dawson, involving their late grandfather’s 2000 autobiography, “Life Is So Good,” the featured book of Ann Arbor/Ypsilanti Reads. The two flew up to Ann Arbor from Texas last week.

Launched in 2003 by the University of Michigan Life Sciences & Society Program and now co-sponsored by the Ann Arbor and Ypsilanti district libraries, Ann Arbor/Ypsilanti Reads promotes reading and civic dialogue through reading and discussing a common book. The program’s theme this year is “What Makes Life Worth Living?” [Full Story]

AAPS Pursues Tenure Charges Against Two

Ann Arbor Public Schools board of education meeting (Dec. 15, 2010): At Wednesday’s meeting, the AAPS board of education voted unanimously to pursue tenure charges against two teachers – high school orchestra teacher Christopher Mark and elementary classroom teacher William Harris.

In neither case did the board explain its reasoning or share any details of their investigation. However, public commentary about Mark’s case revealed the board’s concern that Mark had engaged in a possibly inappropriate relationship with a woman when she was a student at Huron High School five years ago. Mark and the woman are currently dating.

Also at the meeting, AAPS interim superintendent Robert Allen presented a draft of proposed changes to the district’s strategic plan. Three of the eight original action teams for the plan, each centered on a core strategy, have been asked to reconvene from January to March of 2011 to clarify the focus of their work in light of the proposed changes. Finalized updates to the strategic plan will be presented in April 2011 for board approval.

A number of additional actions were taken by the board at the meeting, including adoption of a set of principles to be used in drafting education reform legislation. The principles will now be shared with other local districts in the hopes of presenting a unified set of suggestions to legislative representatives early in 2011. [Full Story]

UM Regents Approve Building Projects

University of Michigan board of regents meeting (Dec. 17, 2010): Only two regents were physically present at Friday’s board meeting, which had been rescheduled from Thursday so that university officials could attend the funeral of Mark Pescovitz. The husband of Ora Pescovitz, who leads the University of Michigan Health System, died earlier this month in a car accident.

Despite some logistical challenges presented by a conference call format – which allowed the other regents to participate remotely – the board dispatched with its last meeting of 2010 in 20 minutes. They approved the schematic designs for two major building projects: a renovation of the Alice Lloyd Hall student dorm, and an addition to the G.G. Brown mechanical engineering building. Regents also authorized the university to guarantee a portion of the debt to be incurred by Merit Network, a nonprofit that provides Internet services for research, government and educational entities. The debt is related to a $102.9 million federal stimulus grant awarded to Merit.

As an information item, the regents received an annual report on leases that the university holds for space over 50,000 square feet. Tim Slottow, UM’s chief financial officer, reported that leased space compared to a year ago is essentially flat. While some units have moved out of leased space and into the North Campus Research Complex – the former Pfizer site – other leases have expanded. [Full Story]

Balanced Calendar on Hold for AAPS

Ann Arbor Public Schools board of education meeting (Dec. 8, 2010): At last Wednesday’s board meeting, trustees got an update on a partnership between the University of Michigan (UM) and Ann Arbor Public Schools (AAPS) on a developing program involving UM, Mitchell Elementary School and Scarlett Middle School.

One component of this initiative, formerly known as the lab school, is a “balanced calendar,” which features a shorter summer break, and includes optional intersessions – one or two-week long academic or enrichment activities held during breaks in regular instruction. At Wednesday’s meeting, Mitchell principal Kathy Scarnecchia reported that implementation of the balanced calendar will be delayed until 2012-13.  The delay comes primarily in response to concerns about different children in the same family ending up on different schedules, since the balanced calendar was planned to be implemented at Mitchell and Scarlett, but not at other AAPS schools.

The partnership’s planning committee is now considering other options, including moving all of Scarlett’s feeder schools to a balanced calendar, or allowing families to opt-in or opt-out of the partnership entirely. The board was uniformly in support of the balanced calendar, with multiple board members suggesting that it be expanded to the entire district.

Also at last Wednesday’s meeting, the board briefly discussed the process it would use to conduct interviews of the final candidates for the superintendent position, and the timeline for the remaining aspects of the search process. The board also got a first-quarter financial update with news that the state had restored nearly $4.3 million of the $20 million of funding cut during the last school year. [Full Story]

UM Regents Extend President’s Contract

University of Michigan board of regents meeting (Nov. 18, 2010): UM president Mary Sue Coleman got a vote of confidence this month, as regents voted unanimously to extend her employment agreement by two years, and added an extra $100,000 annually in deferred compensation payments.

During their monthly meeting, held on the UM Flint campus, regents also approved a request to the state for a 2.6% increase in appropriations to the university for fiscal year 2012 – though regent Andrea Fischer Newman expressed concern that the request was too low. For the current fiscal year, state appropriations of $316 million represented a 2.8% decrease over fiscal 2010.

Regents got an annual report from the head of the faculty governance group, who proposed an idea to increase the ranks of faculty through a program that would tap retirees. The board also approved several facilities projects, including the purchase of three residential properties in Ann Arbor – two on South Division, next to the Institute for Social Research, and one on Wall Street, near the UM Kellogg Eye Center.

A request to approve a fireworks display at Michigan Stadium during the Dec. 11 “Big Chill at the Big House” generated some discussion, including a query from regent Libby Maynard about whether it would be dark enough to appreciate the display. The sold-out matchup between Michigan and Michigan State, expected to set an attendance record for outdoor hockey games, begins at 3 p.m.

Maynard’s question prompted regent Kathy White to quip: “Unfortunately, it’ll be December in Michigan – it’ll be dark.” [Full Story]

School Board Reiterates Salary Rationale

Ann Arbor Public Schools board of education meeting (Nov. 17, 2010): Wednesday’s school board meeting opened with a standing-room only crowd that flowed out of the boardroom and into the hall. Most of the audience attended in support of a teacher who was put on administrative leave in August and is being investigated by the district. But there was also a good showing to cheer on Thurston’s 5th grade choir, which opened the meeting with a four-song performance. Another contingent attended to represent Roberto Clemente Student Development Center during its annual report to the board.

The Clemente report was the final part of an annual high school update, covering the district’s three alternative high schools, and will be reported in a separate, forthcoming Chronicle article.

In response to criticism and questions received from the community, the board also defended its decision to set the incoming superintendent’s salary in the range of $245,000, as well as other aspects of the superintendent search.

The board also discussed some of the financial challenges currently faced by the district following the annual audit report, in light of dwindling state funding for education. And they thanked the Ann Arbor Public Schools Educational Foundation, which will be providing $300,000 in grants to AAPS this school year from money raised through its One Million Reasons campaign. AAPS Achievement Plan: It is rocket science

Ann Arbor Public Schools Board of Education study session (Nov. 10, 2010): Last Wednesday evening saw the unveiling of the Ann Arbor Public School’s “achievement gap elimination plan,” a document outlining the comprehensive set of strategies being used by the district to close the gaps in academic achievement between different groups of students. Preschool achievement data, positive behavior support programs at the middle school level, and a newly-created fifth grade social studies unit on African civilizations were highlighted as examples of the plan’s initiatives.

The meeting also included a review of secondary discipline data that showed disproportionate numbers of male students and African-American students receiving suspensions.

In response, the board made some suggestions on data collection processes and possible cross-references that could add depth to the analysis of student assessment and discipline data. [Full Story]

AAPS Sets Superintendent Salary Range

Ann Arbor Public Schools Board of Education special regular meeting (Nov. 3, 2010): At Wednesday’s special regular meeting of the Ann Arbor Public Schools (AAPS) school board, a slim majority of trustees approved a motion by president Deb Mexicotte to set the annual salary for the new superintendent “in the range of $245,000.” It was one of two unusual split votes for the board.

The board also voted 5 to 2 to allow themselves access to the full set of candidate applications, ultimately resolving a conflict they have been grappling with for several weeks. While it grants access to applications, the motion passed by the board prohibits individual trustees from directly selecting specific candidates out of the pool for consideration. The motion stipulates that if trustees’ review of the applications leads them to feel that the established search criteria were not well-applied to the candidate pool, a majority of the board may request an additional review of the pool by the search firm.

The meeting also saw less contentious resolutions of the other remaining aspects of the search process, including: the candidate profile, promotional materials, application form, advertising plan, and timeline. [Full Story]

AAPS Board Debates Search Process

Ann Arbor Public Schools Board of Education meeting (Oct. 27, 2010): Board members continued debate on a key aspect of the superintendent search process – whether the full set of applications for the position will be open for trustees to view.

The decision will be made at a special, regular meeting on Nov. 3 being held to finalize the candidate profile and compensation package for recruiting purposes.

At last week’s meeting, the board also heard two major reports – an update on the first two years of the district’s strategic planning process, and a review of the summer programming offered by the district in 2010. [Full Story]

Column: A Rat By Any Other Name

Michigan towns invest a lot in their high schools – and they should, because those schools represent them. That’s why you see those signs at the city limits boasting about their Class B state baseball champs or Class D volleyball team – from 1994. I’ve always thought that’s pretty cool – and even cooler for the state champs who get to see it every time they come home.

A town’s pride often carries over to the team’s mascots, like the Midland Chemics, the Calumet Copper Kings, or the Bad Axe Hatchets – great names, every one of them. When you pull those jerseys over your head, you know you’re wearing a piece of your home, your history, your very identity.

But if you play for the Panthers or the Wildcats or – heaven forbid – the Eagles, you’re one of a hundred. Actually, you’re one of 103. That’s how many high schools have those names in Michigan alone.

AAPS Comprehensive High School Update

In recent months, the Ann Arbor Public Schools (AAPS) Board of Education has heard updates from its three comprehensive high schools – Pioneer, Huron and Skyline. [The district also includes three alternative high schools – Community, Stone, and the Roberto Clemente Student Development Center.]

Updates to the board on the three comprehensive schools had been scheduled for last June, and the presentation on Skyline High School was delivered June 9 as planned. But a tornado warning on June 23 saw the board retreat to the basement of the downtown Ann Arbor district library, resulting in a delay in the presentation on Pioneer and Huron high schools planned for that day. The board received an update on Pioneer and Huron at its Oct. 13 meeting.

Skyline is the youngest of the three comprehensive high schools. Its creation was approved by voters as part of a comprehensive school improvement program in 2004, and it is now in its third year of operation. It opened with just a freshmen class in 2008, and has added one grade each year, gradually providing significant relief to the overcrowding at Huron and Pioneer. Next year, Skyline will have its first class of seniors, who will graduate in 2012.

In the wake of enrollment shifts among the schools, administrators and teachers from each of the three schools provided the board with updates on their transitions.

Pioneer and Huron staff made a joint presentation to the board about the changes in their buildings, organized around “characteristics of successful high schools.”

Skyline’s staff began their presentation by delineating differences in structure and organization between their school and the two other comprehensive high schools. They then moved into a review by subject area, with emphasis on Skyline’s four magnet programs. [Full Story]

AAPS Board Ponders Search Process

Ann Arbor Public Schools Board of Education meeting (Oct. 13, 2010): Robert Allen’s first board meeting as the Ann Arbor Public Schools (AAPS) interim superintendent saw the school board pick up the threads of two previous, unfinished discussions.

The first conversation concerned a decision about whether to allow trustees to review the full set of applications that will eventually be submitted for the superintendent’s job. Trustees did not come to a decision on that question – it was tabled pending input from the consultant hired to assist with the search for a new superintendent.

The second discussion involved the merits and risks of joining the countywide consortium that is creating a local international baccalaureate school. The board decided to join the consortium.

The meeting also included the second part of an update on two of the district’s three comprehensive high schools – Huron and Pioneer. The first half of the update, on Skyline High School, had been presented to the board in June, but the Huron/Pioneer presentation was delayed due to inclement weather that evening. AAPS Superintendent Search: Role for Public

At a meeting Wednesday night with Ray & Associates – the search firm hired to help find a new superintendent – Ann Arbor Public Schools (AAPS) school board members set a tentative timeline for the search process. They aim to have a new superintendent in place by the end of February or early March 2011. Ray & Associates met yesterday with each board member individually to solicit input to be used in developing a candidate profile.

The next step in the search process will be to gather similar input from board associations, community leaders, and the public at open forums as well as invitation-only meetings by the end of October. The firm also suggested posting a 33-item survey on the district’s website to encourage even wider participation in the profile’s development. [Full Story]

Farewell to Roberts, Search Firm Selected

Ann Arbor Public Schools Board of Education meeting (Sept. 29, 2010): Though Todd Roberts, outgoing superintendent of the Ann Arbor Public Schools (AAPS), sat in his regular seat at Wednesday’s school board meeting, there was also a newcomer at the end of the table. Robert Allen, AAPS deputy superintendent of operations, did not participate, but he sat with the board for the duration of the meeting. Roberts’ last day with the district will be Oct. 8, and Allen will be taking over as interim superintendent on Oct. 9.

AAPS is hosting a public farewell reception for Roberts at 4:30 p.m. on Thursday, Oct. 7, at Skyline High School. Board president Deb Mexicotte quipped that the reception would be an opportunity for everyone to express good wishes or condolences to Roberts “as he moves on to accept a not-as-good position in North Carolina.” At Wednesday’s meeting, the board chose Ray & Associates, an executive search firm from Cedar Rapids, Iowa, to help them recruit and select a new superintendent.

The meeting also served as the annual organizational meeting for the board, during which trustees elected three new officers, changed the composition of their standing committees, and set their meeting dates for the remainder of the school year.

The board also heard a first briefing on yet another high school option being developed county-wide – an international baccalaureate program. [Full Story]

AAPS Search Firm Choice: Down to Two

Ann Arbor Public Schools Board of Education search firm interviews (Sept. 22, 2010): The Ann Arbor Public Schools (AAPS) school board has narrowed its short list of potential consultants to help with its superintendent search to two firms: Ray & Associates Inc. of Cedar Rapids, Iowa, and McPherson & Jacobson LLC of Omaha, Nebraska. Both firms have significant expertise in conducting national superintendent searches.

During a seven-hour meeting held at the Balas Administration Building, the board discussed selection criteria, set their interview process, interviewed five firms, and decided to check the references of two of them. A theme that emerged throughout the day was the challenge of conducting a search in an “open state” such as Michigan, where candidates’ names will be made public early in the process as a requirement of the Open Meetings Act.

The board is expected to make a final selection at its regular board meeting on Wednesday, Sept. 29. The search firm will be seeking a replacement for outgoing superintendent Todd Roberts, who announced his departure in mid-August. AAPS deputy superintendent Robert Allen was recently selected to serve as interim superintendent when Roberts leaves within the next two weeks. [Full Story]

Interim Superintendent: Allen to Lead AAPS

Ann Arbor Public Schools Board of Education meeting (Sept. 15, 2010): As part of a full agenda during its first meeting since the start of the school year, the Ann Arbor Public Schools (AAPS) board of education appointed the district’s deputy superintendent of operations, Robert Allen, as its interim superintendent.

The transition to Allen from current superintendent Todd Roberts will occur on a date between Sept. 30 and Oct. 11. This will make the next regular board meeting on Sept. 29 Roberts’ last before he leaves to take his new post in North Carolina.

Also at Wednesday’s meeting, Lee Ann Dickinson-Kelley was named as the next deputy superintendent of instruction, and Ruth Williams, a recently-retired AAPS principal, will be hired to fill Dickinson-Kelley’s current role as administrator of elementary education.

In other business, the board approved offering two alternate paths to a high school diploma: the Early College Alliance or the WAY Washtenaw program. New computers were approved for the district’s food service program. And the board set parameters for the interviews it will hold next Wednesday with five consulting firms it is considering for help with the superintendent search. [Full Story]

UM Regents Updated: Research, Renovations

University of Michigan Board of Regents meeting (Sept. 16, 2010): This month’s public meeting of the regents lasted just over an hour and included some unusual elements, along with the usual fare.

Board chair Julia Darlow read a brief statement near the start of the meeting, stating support for anyone in the university community who comes under attack for their identity – an oblique reference to what’s been characterized as the cyber-bullying of Chris Armstrong, the Michigan Student Assembly president. Armstrong, who is gay, is the target of  the “Chris Armstrong Watch” blog, maintained by Andrew Shirvell, a state assistant attorney general.

Later in the meeting during his regular report on MSA activities, Armstrong criticized the Ann Arbor city council for its recent proposal to ban porch couches, noting that although he planned to meet with some councilmembers later that day, they had not consulted students before taking action on the issue. At their Sept. 20 meeting, council is expected to vote on an ordinance amendment to ban upholstered furniture on porches.

Also during Thursday’s meeting, regents approved renovations and upgrades for several facilities on campus. The vote for a high-profile project to add permanent night lighting at Michigan Stadium passed without comment, while a seemingly innocuous elevator replacement at South Quad yielded an uncharacteristic, albeit relatively brief, discussion about long-term planning for the renovation of that dorm.

Regents heard a presentation about the research work being done at UM’s Institute for Social Research, given by ISR’s director, James Jackson. They also heard from Stephen Forrest, UM’s vice president for research, that the university had for a second year passed the $1 billion mark in research expenditures for fiscal 2009-10, increasing 12% over the previous year.

Not faring as well are donations to the university. Jerry May, vice president for development, reported that contributions dropped 4% to $254 million during 2009-10, which ended June. 30. However, there was an uptick in the last half of that fiscal year and the first two months of this year, which May described as “very healthy.”

The meeting concluded with one speaker during public commentary. Douglas Smith criticized regents Andrew Richner and Andrea Fischer Newman for, among other things, failing to deliver on a campaign promise to hold tuition increases to the rate of inflation. Noting that the two Republicans were running for re-election, he urged the public to vote against them in November. After his remarks, three of the Democrats on the board came to the two Republicans’ defense. [Full Story]

Seven Submit Search Bids for Superintendent

Ann Arbor Public Schools Board of Education formal bid opening (Sept. 10, 2010): Seven professional services firms have bid on an Ann Arbor Public Schools contract to aid in the search for a new district superintendent. Dave Comsa, AAPS assistant superintendent for human resources and legal services, chaired a formal bid opening today, publicly opening the stack of mail containing the bids.

In each case, Comsa checked whether the bid contained a signed original, as well as a notarized affidavit disclosing any familial relationships that might pose a conflict of interest. Comsa stated that the purpose of the morning meeting was simply to open the bids and cursorily examine them, but not to answer questions or hold any discussion.

However, representatives of two bidders were present – David J. Kinsella & Associates, and the Michigan Association of School Boards. These were the same two firms that attended the pre-bid meeting last week. [Full Story]

Column: A Real Michigan Man

The University of Michigan’s athletic department just completed its $226 million renovation, on time and on budget. To celebrate, last Saturday Michigan rededicated its iconic stadium in grand style, including fancy receptions, programs, pins and not one but two flyovers, all followed by a big win over Connecticut.

But the show-stopper wasn’t a world-class pilot or an All-American athlete – just some guy who walked out to mid-field.

In 2007, on Christmas Eve, 23-year-old Brock Mealer was riding home from their cousin’s house with his family and his brother’s girlfriend. It was a wonderful evening, full of appreciation and promise.

Brock’s brother Elliott had just accepted a scholarship to play football at Michigan, and Elliot and his girlfriend seemed headed for the altar.

But on the way home, a 90-year-old driver named H. Edward Johnson ran a stop sign and struck the Mealers’ SUV. Elliott’s girlfriend Hollis Richer and the Mealers’ father, Dave, were killed instantly. Brock was paralyzed from the waist down. [Full Story]

Gareth Morgan is a scientist working on problems of protein folding and stability.

The Dec. 11, 2009 edition of the scientific journal Molecular Cell includes an article called “Optimizing Protein Stability In Vivo.” It’s a paper co-authored by nine people. The first two names on the list of nine authors are Linda Foit and Gareth Morgan. The paper combines expertise in genetics and chemistry, reflected in the specific strengths of Foit and Morgan, who are two young scientists working in James Bardwell’s lab at the Howard Hughes Medical Institute at the University of Michigan.

Foit’s name might already be familiar to Ann Arbor Chronicle readers in connection with what might be called a “unsuccessful physics experiment” near downtown Ann Arbor – an attempt to achieve greater residential density with a project called The Moravian. Foit addressed the city council in support of the project.

Morgan’s name is certainly familiar to our readers, but he’s no relation to the publisher of The Chronicle, Mary Morgan. Gareth Morgan was visiting Ann Arbor from England for a two-week span recently and will return to Michigan in October for around a month to continue his collaboration with the Bardwell lab.

The fact that Gareth and Linda’s contribution to the paper was equal is made clear through the last of seven footnotes on the author line:

The collaborative nature of modern science was one of the topics that Gareth and I talked about on the teeter totter last Saturday afternoon, just before the University of Michigan football team started its season against the University of Connecticut Huskies.

We also touched on the issue of health and safety culture in U.S. labs compared to British facilities, and the role that game-playing might play in the future of science. Superintendent Search Step One: Hire Help

Representatives from two executive search consultants met with two members of the Ann Arbor Public Schools Board of Education on Friday to discuss the request for proposals (RFP) recently issued by the district. In the last week of August, the district issued the RFP, which solicits proposals to help with the board’s search for a new superintendent, after Todd Roberts resigned in mid-August.

The two consultants that attended were the Michigan Association of School Boards (MASB), from Lansing, and David J. Kinsella and Associates, from Ann Arbor. By the end of the meeting, both consultants said their questions had been answered, and that they planned to submit proposals.

As the board embarks on the replacement process for Roberts – the district’s current superintendent who will be leaving in November – it has decided to hire an executive search firm to help in the recruitment, selection, and hiring process. School Board Issues RFP for Search Firm

Ann Arbor Public Schools board of education meeting (Aug. 23, 2010): At a special meeting held Monday, the school board approved a request for proposals (RFP) from professional services firms to assist them as they search for a new superintendent. The RFP was released to search firms and posted on the AAPS website [.pdf of RFP]. The district’s current superintendent, Todd Roberts, has resigned, and will be leaving the district by mid-November to move closer to family and to become chancellor of the North Carolina School for Science and Math.

Board treasurer Christine Stead had offered to draft an RFP for board review at the last regular board meeting. Monday’s meeting was an opportunity for the rest of the board to review her work, and suggest changes. Most of the recommended changes were accepted without objection, but others led to some reflective discussion that revealed priorities for the board.

One of the changes made to the RFP was to add a pre-bid meeting for the purpose of answering clarifying questions about the RFP. The pre-bid meeting will be held on Friday, Sept. 3 at 10 a.m., at the Balas Administration Building, 2555 S. State Street. Any interested bidders are invited to participate in person or via teleconference. The deadline for submitting responses to the RFP is Friday, Sept. 10 at 10 a.m.

The only other official business conducted at Monday’s meeting was the passing of a motion to entertain Roberts’ suggestions for interim staff, which he will bring to the next board meeting. [Full Story]

AAPS Special Meeting Time Changed

An Ann Arbor Public Schools special board meeting previously scheduled for Tuesday, Aug. 24 has been changed to tonight, Monday, Aug. 23, at 6:30 p.m. The meeting will take place at the Balas administration building main conference room, 2555 S. State St.

The purpose of the meeting is to discuss a draft of a request for proposals (RFP) for search firms to assist with the hiring of a new superintendent to replace Todd Roberts, who recently announced his resignation. As part of the plan, the board settled Wednesday on the idea of hiring a search firm to assist with the selection of a new superintendent. To review an RFP (request for proposals) for a search firm, an additional board meeting has been set for 3 p.m. on Tuesday, Aug. 24, at the Balas administration building main conference room, 2555 S. State St. Update: The date and time for the additional board meeting has been changed to Monday, Aug. 23 at 6:30 p.m.

Early in Wednesday’s meeting, Roberts thanked the board, the staff, and district parents for their support of his work over the past four years. He named the district’s parents specifically as a “great strength” of AAPS, and said that during his tenure, he has felt both “supported and pushed – as it should be – by the community of parents to be the best that [he] could.” Referring to the district’s budget challenges last year, Roberts noted that the collaboration, partnership, and shared sacrifice has set AAPS up for a good year this year. He said he is sad to leave, and reassured everyone that he will be here this fall to get the district off to a great start.

President Deb Mexicotte said the board would be sad to see Roberts leave, but that they are happy that he and his family have this opportunity. She thanked Roberts and wished him “all the best and continued success.”

Also at this meeting: the final projects being funded by the 2004 Comprehensive School Improvement Program (known as “the Bond”) were reviewed; the board welcomed Elaine Brown, the newly-hired director of Student Intervention and Support Services (SISS); Chartwells provided an update on the district’s food service program; and two local programs offering students alternative paths to a high school diploma were presented for the board’s consideration. Hate Crime Rhetoric Not Supported by Facts

Last September, the start of the Ann Arbor Public Schools academic year was marred by news of a fight described as an attack on an Arab-American girl.

An incident last year at Hollywood and North Maple in Ann Arbor was originally described by some as a hate crime against an Arab-American girl. Instead, the girl was charged with disorderly conduct, and recently found guilty by a jury.

The episode prompted a media blitz by the advocacy group Council on American-Islamic Relations and calls for investigations by state and federal civil rights agencies.

The tenor changed little when the Washtenaw County prosecutor’s office charged the alleged victim, signaling that authorities believed the then-16-year-old shared culpability in the incident.

At the time, Nabih Ayad, a lawyer representing the girl, called the charge “outrageous.”

A jury has disagreed, and later this month the teen will be sentenced on two counts of disorderly conduct.

In all, four young people – then all students at Skyline High School – were charged with crimes related to the incident that began as a school bus dropped students off near their homes on Maple Avenue.

However, Ann Arbor police were unpersuaded by claims that Arab-American teens were the victims of crime motivated by bias. In fact, investigators found evidence that contradicted much of what the 16-year-old Arab-American girl had said about the altercation that left her with an injury reportedly requiring half a dozen sutures. With Roberts’ Exit, AAPS Plans Next Steps

When Ann Arbor Public Schools superintendent Todd Roberts made public his resignation on Friday, one person who was not surprised was AAPS school board president Deb Mexicotte. She had been contacted three weeks ago to be a reference for Roberts as he moved through the hiring process to become the newest chancellor of the North Carolina School for Science and Math (NCSSM).

He got the job offer on Tuesday, Mexicotte said in a phone interview with The Chronicle, and then spoke to each board trustee individually throughout Wednesday and Thursday, most of them in person, to share his decision and reasons for leaving. Tuesday was also the filing deadline for candidates to run for school board. Only incumbents – including Mexicotte – filed for re-election, so the seats will be uncontested.

Joni Worthington, vice president for communications for the University of North Carolina, confirmed that Roberts was originally tapped for the position by the NCSSM’s chancellor search committee, which hired a consulting firm to aid them in the process. Once making it through the rounds of school-level interviews in May and June, Worthington said, Roberts was interviewed directly by the president of UNC, Erskine Bowles, who then recommended Roberts to the UNC board of governors at their regular meeting yesterday.

Located in Roberts’ hometown of Durham, NCSSM is a public boarding school for 11th and 12th grade students gifted in math or science, and is ultimately governed by UNC, as one of its 17 campuses. Roberts will be the school’s fourth chancellor since its founding in 1980, and is succeeding Gerald Boarman, who resigned at the end of July. An interim chancellor, Thomas J. Williams, will serve NCSSM until Roberts arrives, no later than Dec. 1. [Full Story]

In the Archives: Two Worlds

Editor’s note: The new University of Michigan North Quad residential hall, which is opening this fall at the corner of State and Huron, will house the Global Scholars Program among various other initiatives. The goal of the program is reflected in a quote from a participant: “I learned to understand differences as diversity, not strangeness.” Historically, that attitude did not always serve as this country’s educational approach to other cultures – as this edition of Laura Bien’s bi-weekly history column shows.

Eighteen-year-old George Moore boarded the eastbound train on a chill November day in 1898. Several of his schoolmates climbed on. The boys sat near Mrs. Lizzie McDonald, their guardian.

It would be a long journey.

Four days and three nights over the clacketing steel rails lay between his Idaho birthplace and a Pennsylvania boarding school.

Built in 1879, the Carlisle school was led by its founder Richard Henry Pratt, a former Civil War volunteer who after the war served as an officer in the 10th Cavalry. Its members included Buffalo Soldiers and Native American scouts. In western Indian Territory, Pratt’s group was in charge of enforcing reservation borders to protect settlers’ lands; Indians left the reservation to seek food.

Pratt was also put in charge of a group of Native American prisoners whom he treated humanely, comparatively speaking, even giving them sketch pads in which to draw their experiences. Years later in his book “Battlefield and Classroom,” Pratt wrote, “Talking with the Indians, I learned that most had received English education in home schools conducted by their tribal government. Their intelligence, civilization, and common sense was a revelation because I had concluded that as an Army officer I was there to deal with atrocious aborigines.”

However, in his later role as schoolmaster, he also said, “In Indian civilization I am a Baptist, because I believe in immersing the Indians in our civilization and when we get them under holding them there until they are thoroughly soaked.” Pratt had firm beliefs about how and why to educate his Carlisle students. In his era, Pratt’s assimilationist ideas were progressive.

UM Regents OK Endowment Policy Change

The pair added five more names to the “met” category on Thursday, when they attended the UM regents meeting. They got their photo taken with regents and president Mary Sue Coleman after the meeting. During the meeting, they had a chance to see presentations, some rare public disagreement among board members, and votes on a range of items.

The disagreement stemmed from a proposal to lower the distribution rate on the university’s endowment from 5% to 4.5%. Tim Slottow, UM’s chief financial officer, made the case that the change will help protect the core of the endowment’s value. Julia Darlow, the board’s new chair, argued that they shouldn’t spend less at a time when families are struggling, noting that much of the payout goes toward financial aid and instruction. Other regents disagreed with her and the change was approved, with Darlow and Denise Ilitch dissenting.

Regents also voted – in each case, unanimously – to approve designs for three construction projects: at Crisler Arena, a golf indoor practice facility, and the Institute for Social Research, which is building an addition. Architects for each project gave presentations of the schematic designs before the votes.

Also unanimous was a vote to approve a $1.25 million purchase of assets of the Michigan Information Technology Center Foundation (MITC), located in the South State Commons on Oakbrook Drive. As a result of the sale – a voluntary turnover foreclosure – the university will be taking over MITC’s computing resources. Regents approved two conflict-of-interest disclosures as part of the deal, with regent Katherine White recusing herself from the votes.

Leaders of the Clements Library and the UM Film Office both gave presentations to the board, featuring celebrities past (George Washington, Abraham Lincoln) and present (Pierce Brosnan, Rob Reiner). Regents also heard a report from the chair of the Committee on the Economic Status of the Faculty, who in general indicated that the overall status was good, but could be better. Specific recommendations to improve conditions were outlined.

Finally, the meeting’s only speaker during public commentary, a board member of the UM Student Sustainability Initiative, described for regents a vision of “zero waste” sporting events. They tried it at a football tailgate last fall, and will aim for a zero waste men’s basketball game against Harvard in December. The ultimate goal: An entire campus that doesn’t send any material to the landfill or incinerator. [Full Story]

School Board Elections: 5 Seats, 3 Terms

Just two prospective candidates turned up for an information session held at the Ann Arbor Public Schools Balas administration building on June 30. Both of them are current board members – Christine Stead and Andy Thomas – who were recently appointed to the board to fill vacant positions due to resignations.

The replacement appointments received by Thomas and Stead, along with a third board member Simone Lightfoot, last only through December, 2010.

So for just over an hour, Stead and Thomas asked questions and heard campaigning advice from AAPS director of communications Liz Margolis, AAPS election liaison Teri Williams, plus fellow board members – secretary Glenn Nelson and vice president Irene Patalan.

This will be the first time the AAPS district elects its board of education trustees as part of November’s general election. The board voted this year to move their elections from May to November as a cost-saving measure. Five of the seven seats on the AAPS board will be open – two four-year terms, one two-year term, and two one-year terms.

Nelson and Patalan are the only two members of the seven-member body who do not need to be elected in November to continue to serve on the board. [Full Story]
