County Board Strategizes on 2012-13 Budget

The discussion was another step toward developing a framework that county administrator Verna McDaniel and her staff can use in their budget planning for 2012 and 2013, when the county faces a projected $20.9 million deficit. The session followed a five-hour Jan. 29 retreat. The board also plans to continue their budget talks on Feb. 23, after their regular administrative briefing.

Conan Smith, chair of the board, told the group he hoped they could form an outline of their priorities – not in terms of programs, but at a policy level. He said that focusing on specific programs at this point would limit the administration’s flexibility for future restructuring.

During the two-hour session, commissioners talked about the importance of providing a safety net of services for residents who are most in need – perhaps through a combination of the county’s own services, and partnerships with outside agencies. Though some commissioners expressed concerns about privatizing, there seemed to be consensus about exploring ways to market the county’s infrastructure services – like payroll processing and human resources – to other local municipalities.

They discussed the need for more self-reliance on local resources, as opposed to state and federal funding – while acknowledging the dependence that many county programs have on state and federal grants. The board also talked about the importance of balancing short-term budget needs with long-term investments that could bring more significant structural savings in future years.

Also during Wednesday’s retreat, some commissioners noted the importance of keeping all budget discussions in public view. The retreats – unlike the board’s regular meetings and working sessions – are not televised, though they are open to the public. County Board Connects, Hard Choices Loom

While no decisions were made, the group took steps toward reaching consensus on budget priorities. They identified among their main concerns: public safety, service delivery and human services. At the end of the five-hour session, several commissioners cited the main benefit of the day as building closer relationships with each other, which they hope will help the board and other elected officials – including the sheriff, prosecuting attorney and treasurer – work together more effectively as they make difficult decisions about programs and services to cut.

The retreat was led by board chair Conan Smith, who structured the day with time for sharing individual priorities and concerns, combined with small group work to discuss specific outcomes the commissioners hope will result from those priorities. For example, if public safety is a priority, a possible outcome might be the goal of responding to a 911 call in 20 minutes or less. The county could then budget its resources to achieve that outcome.

Though these kinds of examples emerged during the retreat, the work of setting priorities will continue. Smith said the goal is to develop a formal board resolution outlining their priorities, to guide the budget-setting process. The board will hold its next retreat on Wednesday, Feb. 9 from 6-9 p.m., immediately following its 5:30 p.m. administrative briefing. Both meetings are public, and will be held at the county administration building, 220 N. Main St. in Ann Arbor.

The county’s fiscal year mirrors the calendar year, and budgets are developed on two-year cycles. The current budget runs through the end of 2011. While there will likely be some additional cuts this year, most discussions are focused on the 2012-2013 budget, which commissioners will be asked to approve by the end of this year. This report summarizes Saturday’s discussions of personal priorities, aspirations for Washtenaw County, budget priorities, and reflections on the process. For breakout sessions, we covered the group focused on public safety. By day’s end there were threads of optimism – Yousef Rabhi, one of four new commissioners, said he felt inspired that they were starting to work not just as a team, but “almost as a family.” But notes of caution were sounded as well, as veteran commissioner Wes Prater told the group that “the most difficult part is yet to come.” [Full Story]

“State of the County” Tackles $20M Deficit

In her State of the County report, Verna McDaniel outlined areas to target in addressing the two-year shortfall: (1) $1 million in cuts to “outside agencies,” including nonprofits supported by the county; (2) $8.5 million in cuts to employee compensation and benefits; and (3) $8.5 million from organizational changes. She’s also looking to generate $2 million in additional revenue, in part by making sure fees charged by the county are set at “appropriate” levels.

Also related to the budget, commissioners approved agreements with two unions – the Police Officers Association of Michigan (POAM) and the Command Officers Association of Michigan (COAM) – that are expected to save a total of $5.6 million over a four-year period. Those savings are already factored in to the budget forecast, and do not serve to lower the projected deficit.

The board also got an update from Donald Shelton, chief judge of the Washtenew County Trial Court, who reviewed changes to the downtown Ann Arbor courthouse – including renovations to accommodate the county’s juvenile court, which is vacating its Platt Road facility later this year. The restructuring also entails merging all trial court clerk services into a “one-stop” operation at the courthouse. These changes come in the wake of the 15th District Court‘s move last weekend from the county courthouse to the city’s new municipal center at Huron and Fifth.

Court staff is working with the Ann Arbor Downtown Development Authority to address parking needs – DDA executive director Susan Pollay told The Chronicle that several options are being explored, including possible changes to the county-owned surface parking lot at Main and Ann streets.

After Shelton’s update, the board approved a renewed memorandum of understanding with the trial court, outlining the rights and responsibilities of each unit of government. The MOU calls for the county to fund the court through a “lump sum” agreement – the specific dollar amount hasn’t yet been determined. The MOU was approved unanimously with no discussion, though the topic had spurred debate at the board’s Jan. 12 administrative briefing. The debate stems in part from philosophical differences over how to fund the court.

In other business, commissioners approved a raft of committee appointments, and signed off on hiring a “cost recovery” firm who’ll review the county’s vendor contracts and suggest options for savings. And in an atypical occurrence, no one spoke during public commentary at Wednesday’s meeting. [Full Story]

Washtenaw County Board Starts New Year

The boardroom was packed with friends and family, many of them turning out especially for the four newly elected commissioners: Rob Turner (R-District 1), Dan Smith (R-District 2), Alicia Ping (R-District 3) and Yousef Rabhi (D-District 11). A reception for commissioners was held prior to the board meeting and was attended by several other elected officials – including sheriff Jerry Clayton, prosecutor Brian Mackie and water resources commissioner Janis Bobrin – as well as county staff.

Newly elected state senator Rebekah Warren was also on hand to watch as her husband, commissioner Conan Smith (D-District 10), was elected to chair the board, as anticipated. Officers for the board, the ways & means committee and the board’s working session were all elected unanimously, without discussion. There was considerable debate, however, over aspects of the new board rules, though they were ultimately adopted with only one minor amendment. [Full Story]

What’s Next for Washtenaw Police Services?

Members of the Washtenaw County police services steering committee (PSSC) have spent more than a year working to reach agreement over the cost of putting a sheriff’s deputy on the road. The amount for what’s called a police services unit – $176,108 – was accepted in a unanimous vote by the county board of commissioners at their meeting in early December.

But when members of the PSSC gathered again in mid-December, they were already focused on what several members characterized as their next, far greater challenge: Determining the price that municipalities will actually pay for a contract sheriff’s deputy.

Sheriff Jerry Clayton told committee members that after board approval of the cost – “which I think we all agree is a good thing” – the committee needs to start working on a price recommendation, which the board must also ultimately approve. Starting Jan. 1, municipalities are paying $150,594 for each contract sheriff’s deputy they hire to patrol their jurisdiction, an amount that includes overhead in addition to salary and benefits. It’s a 4% increase over the 2010 rate – and one major question is how to set that price in the future. The difference between the cost and the price is paid out of the county’s general fund.

In addition to determining price, Clayton said other policy issues include setting the contract length – he’s in favor of four-year terms – and developing a policy to handle requests to add or subtract deputies from a municipality’s contract.

As part of a wide-ranging discussion with the committee, Clayton also noted that the two unions representing sheriff deputies had worked out new agreements that would save the county several million dollars. Those savings would, he hoped, help convince county commissioners to flatline the price for contract deputies at the 2011 rate. [The next day, on Dec. 16, the Police Officers Association of Michigan (POAM) union announced a ratified agreement with the county that's expected to save $4.426 million over the next four years. County Board Acts on Budget Items

Also during the meeting, the issue of appropriate compensation emerged again. Local attorney Tom Wieder, who had initially raised the issue in October, spoke during public commentary about the need for commissioner Mark Ouimet and others who were inappropriately reimbursed for per diem and mileage to repay the county. An independent accountant’s report on the matter, one that was commissioned by county administrator Verna McDaniel, has been completed but not yet publicly released. Commissioners will be meeting individually with accountants regarding the report next week, and it will then be released to the public.

A resolution that would have cut spending accounts for commissioners from $3,550 annually to $1,500 wasn’t brought forward for a vote – Conan Smith had circulated a draft of the resolution via email earlier in the day. But he said he decided not to introduce it, because after talking to individual commissioners before the meeting, it was clear that he couldn’t marshal enough votes to get it passed.

The board did take action on several budget-related items, with little discussion. Commissioners gave final approval to revisions in the 2011 budget, which among other things directs county administrator Verna McDaniel to make proposals for cutting $1,034,988 out of the original budget of $98,493,155. The board also voted to accept the county’s apportionment report, which gives details of the 2010 taxable valuations for property in the county, by municipality. The report also includes the amount of millages levied and the dollar amounts collected in taxes. December tax bills have already been mailed out to property owners, based on these calculations.

Also during Wednesday’s meeting, the board approved two appointments, nominated by board chair Rolland Sizemore Jr. Commissioner Conan Smith was appointed to the board of the land bank authority, and outgoing commissioner Ken Schwartz was appointed to the board of the Washtenaw County Road Commission. Despite Concerns, Coordinated Funding OK’d

Wednesday’s meeting included discussion of the main challenge the next board will face – balancing the county budget. Jennifer Watson, the county’s budget manager, gave a third-quarter update, which shows that the county is projecting a total net surplus of $4.5 million for the year. However, the original budget passed by commissioners for 2010 called for carrying over a surplus of $5.289 million into 2011 – they’re still $773,986 short of that goal.

The board also took an initial vote on a resolution making adjustments to the 2011 general fund budget. Among other things, the resolution directs county administrator Verna McDaniel to make proposals for cutting $1,034,988 out of the original budget of $98,493,155. A public hearing on the 2011 budget adjustments is set for the board’s Nov. 17 meeting.

Other budget-related actions included giving final approval to levy an economic development tax, and an initial vote to make changes in the pension plan for commissioners.

Public commentary at Wednesday’s meeting focused on the coordinated funding model for human services – an effort that the board ultimately approved, though concerns were expressed at length by commissioner Ronnie Peterson. The idea is to formalize a partnership of the Washtenaw United Way, Ann Arbor Area Community Foundation, Washtenaw County, city of Ann Arbor and the Urban County, a consortium of 11 local governments. Allocation of roughly $5 million in funding from these entities will be coordinated by the office of community development, a joint county/city of Ann Arbor department. Washtenaw Launches OpenBook Website

Washtenaw County Board of Commissioners working session (Oct. 7, 2010): At its recent working session, the board heard presentations on two topics: 1) a new initiative called OpenBook, which is making more of the county’s financial information available online, and 2) an update on efforts to create a coordinated funding model involving the Washtenaw United Way, Ann Arbor Area Community Foundation, Washtenaw County, the city of Ann Arbor and the Urban County.

Mary Jo Callan, director of the Washtenaw County/city of Ann Arbor office of community development, gave the coordinated funding update and fielded several questions from commissioners. She’d given a similar presentation at last month’s meeting of the Urban County executive committee.

Andy Brush, the county’s webmaster, made a presentation on the OpenBook project, which launched to the public on Friday. Commissioner Conan Smith questioned the amount of staff time involved in the initiative, and asked that they monitor usage of the site, to determine whether it’s worth the resources they need to invest. His comments earned a sharp rebuke from commissioner Kristin Judge, who has spearheaded the project. Minimal staff time is involved, she said, and taxpayers have a right to this information, noting that the push to transparency was a directive from President Barack Obama. Both Judge and Smith are Democrats. [Full Story]

Washtenaw Faces $20M Deficit in 2012-13

Commissioner Conan Smith, who’s leading a budget advisory team, gave a grim update on an anticipated deficit that’s facing the county for 2012 and 2013. Originally projected to be $16 million, the administration now believes the two-year deficit could be $20 million or more, with possible adjustments necessary to address a shortfall in 2011 as well. Declining property tax revenues and uncertain state funding are primary factors.

Smith said cuts made to deal with a $30 million deficit in 2010-11 had brought them down to the bone, and now structural changes will be needed. “Some of what the county does will likely disappear in the process,” he said.

Budget issues also were central to a public hearing on the proposed Act 88 millage, which commissioners have used previously to fund programs related to economic development. It’s a millage they can levy without voter approval. During the public hearing, commissioners heard from supporters of the Food System Economic Partnership (FSEP) and Ann Arbor SPARK – both groups have been funded from Act 88 millage revenues. David Klingenberger of The Brinery, for example, told commissioners that FSEP is helping him build a pickle empire in Washtenaw County. But two people from the Washtenaw County Farm Bureau spoke out against the millage, arguing that property owners are already burdened and that any new tax needs to be on the ballot for voter approval.

Also at Wednesday’s meeting, Tom Wieder spoke during public commentary to call for an investigation into per diem spending by commissioner Mark Ouimet. Based on documents obtained under the Freedom of Information Act, Wieder contends that Ouimet claimed per diem payments to which he wasn’t entitled, and that his spending far exceeded other commissioners. Ouimet responded by saying that if any discrepancy is found in his expense reports, “obviously I’d want to know about it so I can take care of it.”

Ouimet, a Republican from Scio Township, is running for state representative in the 52nd District against Democrat Christine Green. Wieder is listed on a page of endorsements on Green’s campaign website. [Full Story]

County Board Acts on Millages, Fees, Bonds

Washtenaw County Board of Commissioners meeting (Sept. 15, 2010): In a meeting remarkable mainly for its brevity – lasting less than 30 minutes – county commissioners on Wednesday passed several resolutions, ranging from approval of a millage that funds services for indigent veterans to new fees for remote-access online searching and copying of land records from the county register of deeds database.

No one spoke during any of the four opportunities for public commentary, nor did anyone speak at a public hearing for the indigent veterans millage. The board set another public hearing for Oct. 6 to seek input on an economic development millage it plans to levy.

Also during Wednesday’s meeting, the board passed the five-year master plan for Washtenaw County Parks & Recreation, and gave initial approval to backing a bond for a $2.8 million Western Washtenaw Recycling Authority project. The project will include a facility upgrade to handle single-stream recycling.

The board also approved a $6.5 million first-quarter budget and personnel changes for the Community Support & Treatment Services (CSTS) department, which operates under a fiscal year that’s aligned with the state and begins on Oct. 1. CSTS is in the process of merging with the Washtenaw Community Health Organization (WCHO), a partnership between the county and the University of Michigan Health System. The board got an update on that merger at its Sept. 16 working session. [Full Story]

No More “Felony Box” on County Job Forms

Washtenaw County board of commissioners (Aug. 4, 2010): A day after the primary election – one that brought victories to all commissioners who were running for office – the board faced a full agenda, but dispatched most of its business with minimal discussion.

Donald Staebler, who'll turn 100 later this month, was honored at Wednesday's county board meeting. He has lived on Staebler Farm, which is now owned by the county, for 98 years.

One item, however, yielded lengthy debate: A resolution that would remove the “felony box” from county job applications, and eliminate background checks for all jobs except those deemed sensitive. Several commissioners were uneasy with even partial elimination of background checks. The resolution was ultimately amended to deal with only the felony box, which asks applicants if they’ve ever been convicted of a felony. Commissioners ended up unanimously approving the removal of that question from job applications.

The board also agreed to put a 10-year millage renewal on the November ballot for the county’s natural areas preservation program, and approved brownfield plans for the Near North housing project and an expansion of Zingerman’s Deli. Both of the brownfield projects are located in Ann Arbor – brownfield status enables them to seek Michigan business tax credits and, in the case of Zingerman’s, to use tax increment financing (TIF) to get reimbursed for project-related expenses.

Commissioners got a second-quarter budget update, which revealed few surprises. However, projections indicate that the budget surplus they need to carry over into 2011 will fall short of their goal by about $987,000. Next year will be a challenging one.

The board had been expected to act on re-establishing a land bank for the county, but ended up tabling resolutions related to that effort until next month, citing the need to gather additional information.

The meeting also included time to honor two people from the community: Joseph N. Cousin Sr., pastor of Bethel AME Church in Ann Arbor, and Donald Staebler, a local farmer whose land is being turned into a county park – and who’ll turn 100 later this month. Both men received standing ovations for their work. [Full Story]

More Funds Requested for County Jail, Court

An additional $1.35 million is needed to finish up the Washtenaw County jail expansion and new 14A-1 District Court facility – beyond its original budget of $34.6 million and $1.75 million contingency. The news was delivered by county administrator Verna McDaniel at a May 20 working session of the Washtenaw County board of commissioners.

Unexpected costs, construction delays and lower-than-expected interest earnings contributed to the shortfall, she said. An official request for additional funding will be made at the board’s June 2 meeting.

McDaniel divided the request into two categories: 1) $495,958 for additional costs related to the original project proposal, and 2) $861,000 in costs that are considered to be outside the scope of the originally approved project.

These expenses are in addition to the staffing request made earlier this year by sheriff Jerry Clayton, and approved by the board. The expanded jail eventually will require 39 more full-time workers, bringing the total corrections division staff to 103 employees. The additional staff will increase the corrections budget by $1.478 million this year and $3.248 million in 2011, and create a projected budget shortfall in 2012 and 2013.

Commissioners were informed that additional items not covered in these requests will be addressed during the planning process for the 2012 and 2013 budget cycle. No dollar amounts were provided for those anticipated expenses. [Full Story]

County Board Says Farewell to Guenzel

The board’s tribute to the outgoing leader came at the end of a meeting that included a first-quarter budget update with news both good and bad. Though the county’s general fund budget is on track to show a surplus, it’s not as much as needed to carry over into 2011 – which means the budget could be tighter next year. And Guenzel cautioned that 2012 and 2013 could be even more challenging.

Also during the meeting, two finalists for the job of deputy county administrator were introduced: Bill Reynolds, who leads the Chippewa County (Wisc.) government and is former chief of staff for Sen. Arlen Specter, and Jose Reyes, CEO of a Southfield management consulting firm. They had been interviewing all day for the position now held by Verna McDaniel, who’ll be the next county administrator.

And what was expected to be a relatively short meeting was lengthened by a discussion about the Washtenaw Urban County‘s annual plan, which commissioners were being asked to approve. Despite some apparent confusion on the part of one commissioner over funding sources in the plan, it ultimately received unanimous support.

After the meeting, commissioners and staff headed over to Argiero’s to give Guenzel a send-off. A larger farewell party is planned later this month at The Ark, where he is a long-time board member. [Full Story]

County Board Briefed on Marketing, Finance

Washtenaw County Board of Commissioners meeting (April 7, 2010): Wednesday’s meeting was filled with reports and presentations, but there was no discussion on the largest action item: Approval of 39 additional positions to staff the expanded jail. A final vote on the changes will be made at the board’s April 21 meeting.

Commissioners heard from leaders of the Ann Arbor and Ypsilanti convention and visitors bureaus, who explained how they’ve been using revenue from a hike in the county’s accommodation tax, which raised $3.039 million in 2009.

That tax also came up during a report by the county treasurer, Catherine McClary. Collections have been more difficult because of the economy, she said, but all hotels are up to date on their payments. Five bed & breakfasts in the county are not. McClary’s report also included updates on the county’s investments and foreclosures, and a preview of a proposal for dog licenses.

Two other financial reports were given during Wednesday’s meeting, by interim finance director Pete Collinson and Mark Kettner of Rehmann Robson, who performs the county’s financial audits. The county was also presented with an award for its 2008 financial report – it has received the same award for 19 consecutive years, given by the Government Finance Officers Association.

Sheriff Requests More Staff for Expanded Jail

Washtenaw County Board of Commissioners working session (March 18, 2010): At Thursday’s working session for commissioners, sheriff Jerry Clayton laid out staffing needs for a jail expansion that’s set to open this summer. If approved by the board, over the next two years the corrections division will add 39 full-time employees to its current staff of 103 workers.

The additional expenses associated with those new hires would increase the corrections budget by $1.478 million this year and $3.248 million in 2011. County administrator Bob Guenzel told commissioners that there are sufficient funds to cover those costs. However, looking ahead to 2012 and 2013, the administration is projecting a two-year shortfall for the corrections division of nearly $2 million – a possibility that commissioner Jeff Irwin described as “scary.”

Commissioners in general were supportive of the sheriff’s proposal, and of his approach to managing the jail. Clayton had previously outlined for the board several efforts that the department is making to raise revenues and cut costs. On Thursday he made a case that the expanded jail is necessary to achieve the county’s vision: Keeping residents safe, while providing programs and services to address the root causes of incarceration. A Night of Transitions at County Board

Washtenaw County Board of Commissioners (March 17, 2010): The theme of Wednesday night’s meeting was one of transitions, as commissioners voted to dissolve the county’s land bank authority, join a regional energy office, and approve a contract for the next county administrator, Verna McDaniel.

Commissioners also got an update from their lobbyist in Lansing, who spoke of upcoming transitions in state government that will impact the county. Kirk Profit said the turnover in the legislature, governor’s office and other administrative posts could lead to opportunities for the county. Several commissioners raised concerns over the state budget and state funding for local programs, and are worried that the situation will get worse before it gets better.

Wednesday’s meeting also included two official farewells to long-time county employees: finance director Pete Ballios and Trenda Rusher, director of the county’s Employment Training and Community Services (ETCS) department. Both received standing ovations from commissioners, staff and others in the boardroom. [Full Story]

County Board Agenda: Health, Finance Issues

Discussion at the Feb. 24 briefing for the Washtenaw County Board of Commissioners covered a broad range of topics, including health screenings for the 50-100 refugees who settle in the county each year, federal funding for low-income families, a drug discount card for local residents, and a bond refunding for financially-strapped Sylvan Township. Some commissioners had questions and concerns about all these topics.

The briefing, which previewed items on the March 3 board agenda, drew more than just commissioners and administrative staff. In addition to The Chronicle, two others attended Wednesday’s meeting: A candidate for the 11th District county board seat, currently held by Jeff Irwin; and the county treasurer, Catherine McClary.

McClary was there to answer questions related to two resolutions she had proposed – only one of them made it onto the March 3 agenda. In discussing the resolution that will be considered on Wednesday, McClary noted that delinquent taxes are on the rise, expected to reach around $40 million this year – more than double the amount just five years ago. County Reviews Major 2010 Initiatives

Washtenaw County Board of Commissioners working session (Feb. 18, 2010): At Thursday’s meeting, commissioners reviewed 23 major initiatives underway in 2010, getting updates from the administration and giving feedback to help guide the work.

Discussion ranged from concerns over upcoming statewide changes at the MSU Extension program, which commissioner Leah Gunn described as a “decimation,” to staffing levels at the soon-to-be-completed jail expansion. The board also discussed adding other initiatives to the list, such as developing an integrated funding model for local human services nonprofits. That effort includes the county, the city of Ann Arbor, the Ann Arbor Area Community Foundation and the Washtenaw United Way.

County Board Gets Update From Sheriff

Washtenaw County Board of Commissioners (Feb. 17, 2010): In an extensive presentation to the board, sheriff Jerry Clayton laid out changes he’s made in his department since he took office just over a year ago, and discussed his goals and priorities for the coming years.

One of the most significant changes was financial. In 2009, overtime hours dropped 36%, leading to nearly $1 million in savings during the year. The department also raised $1 million in new revenues, exceeding Clayton’s projections.

Beyond that, Clayton presented his broad philosophical approach to managing law enforcement in the county, and discussed some of the challenges he faces in light of the current economy.

Law enforcement also came up in a separate discussion during the board’s Wednesday meeting, as commissioner Wes Prater raised concerns over the county’s internal financial controls. Though he’s been agitating for action on this front for several months, his decision to ask the board to form a review committee was prompted by the recent arrest of a county employee charged with embezzling over $100,000.

Commissioners also spent considerable time on Wednesday debating the process of formally revising their priorities. The effort is aimed at adapting the priorities to reflect the county’s diminishing resources. While commissioners agreed that community input was crucial, there was no clear consensus about what the process for gathering that input should be, or how much time it will take.

Finally, the board got a brief update on the Wireless Washtenaw project, a coda to a report given at their Jan. 20 meeting. The firm that’s handling the project, 20/20 Communications, is partnering with Southfield-based Internet 123 and plans to submit a revised business plan for Wireless Washtenaw within 60 days. County Board Takes Step in Major Transition

But much of the meeting had a more somber undertone, with concerns that the worst of the county’s budget challenges are still to come.

Those concerns were manifested in different ways. Some commissioners cited the need to take action in planning the transition for the next administration, and in setting priorities to guide their decisions. Others cautioned that the county should be wary of making short-term fixes, like selling property or cutting programs that might help avert bigger problems down the road.

And most alluded to the fact that even though they addressed a projected $30 million deficit for the next two years, it’s likely that the economy will continue to plague county finances. Ronnie Peterson put it this way: “No one has a clue about how bad next year will be.” [Full Story]

County Natural Areas Tax Up for Renewal

A resolution to hire Verna McDaniel as the next county administrator is on the Feb. 3 agenda for the Washtenaw County Board of Commissioners, and commissioners gave her a round of applause on Wednesday when that agenda item was announced at their administrative briefing.

But it was an item not on the agenda that yielded the most animated discussion on Wednesday: A countywide millage for Washtenaw County’s Natural Areas Preservation Program. The tax, which was first approved by voters in November of 2000 and took effect in 2002, will expire in 2011 and would need to go back to voters this year for renewal. Based on comments at Wednesday’s briefing, the millage renewal might face resistance from some commissioners. [Full Story]

Board Sets Process to Replace Guenzel

Washtenaw County Board of Commissioners meeting (Jan. 6, 2010): Wednesday’s meeting of the board was spent mostly on procedural and governance issues, but the undercurrent of ongoing budget concerns was never far from the discussion.

The board loosened its rules regarding public commentary, discussed – but ultimately rejected – an attempt to change the flex account method for managing its own portion of the budget, and got an update on the search for a replacement for retiring county administrator Bob Guenzel.

A job posting will be made for that position on Monday, Jan. 11, with the possibility of making a new hire as early as Feb. 3.

The board also heard from an advocate for the homeless during public commentary, who urged the board to take more of a leadership role in addressing that issue. [Full Story]

County Board Hears Protests, Passes Budget

Washtenaw County Board of Commissioners (Dec. 2, 2009): During a meeting dominated by public commentary from residents protesting the county’s funding of Planned Parenthood, Washtenaw County commissioners passed the 2010-2011 balanced budget with little discussion, ending a year-long effort to wrestle with a previously projected $30 million deficit.

The board also discussed a situation with Ypsilanti Township’s contract for sheriff deputies, which the township wants to amend as of Jan. 1. Commissioners voted to hold a special board meeting on the issue on Monday, Dec. 7, when they are expected to take action on the request to decrease the number of contracted deputies.

Another special meeting was held on Wednesday afternoon, prior to the evening board meeting. Attended by seven of the 11 commissioners, the group discussed the role of the Michigan Suburbs Alliance, a Ferndale-based nonprofit led by county commissioner Conan Smith, in handling a federal grant to the county for energy efficiency programs. The issue was not discussed at the evening meeting of commissioners, where the board voted to amend a resolution that authorized the county to apply for the grant. The amendment took out a specific reference to the alliance.

Other items at Wednesday’s board meeting included approval of the placement of a display for the Vietnam-era ship USS Washtenaw, and some questions about the progress of a $4 million weatherization grant that hasn’t moved forward as quickly as some commissioners would like.

There was no mention at the meeting of major news that came out the next day – the retirement of county administrator Bob Guenzel, who will step down in May after 37 years with the county. [Full Story]

County Budget Moves Toward Final Vote

They’re expected to take a final vote at the Dec. 2 regular board meeting. Staff members who attended the meeting seemed visibly relieved.

The board also got an update on the 2009 budget, made appointments to more than a dozen commissions and committees, and approved emergency funding to help provide shelter for the homeless during the winter months. Details on these and other agenda items after the break. [Full Story]

County’s Agenda: Budget, Police Services

It isn’t often that a member of the public attends the administrative briefing for the Washtenaw County Board of Commissioners, but on Tuesday, Mohammad Jama – a Washtenaw Technical Middle College student – showed up to fulfill a requirement for one of his classes.

Three of the 11 commissioners also showed up for the briefing, which is held the week before a regular board meeting. It’s a venue for the county’s administration to review informally the upcoming agenda. The agenda will be full for the Nov. 18 meeting, one that includes an update on the 2009 budget – it’s now showing a surplus – and a likely vote on the 2010/2011 budget, which had been pulled from the Nov. 4 agenda.

The briefing also touched on a potentially controversial agenda item: A request from Sheriff Jerry Clayton to change the policy related to police services contracts with local municipalities. Other items on the agenda for Nov. 18 include funding to support the homeless, a change in allocation of the accommodation tax, and appointments to more than a dozen county committees and commissions. County Reorganizes 911 Dispatch

Washtenaw County Board of Commissioners (Nov. 4, 2009): After removing a major item from their agenda – the 2010/2011 budget – county commissioners spent the bulk of their Nov. 4 meeting listening to presentations, reports, and a public hearing. Commissioners also voted and approved a new tax to raise roughly $603,000 annually for economic development. The 0.04 mills will be collected on the December 2009 tax bill.

Sheriff Jerry Clayton spoke about plans to reorganize the county’s central dispatch and emergency services operation. Changes include co-location of the county and the city of Ann Arbor’s central dispatch, which will both be housed in Ann Arbor.

Dick Fleece, director of the county’s Public Health/Environmental Health department, gave an update on the H1N1 outbreak and vaccination clinics in Washtenaw County. [On Monday, Nov. 9, the county announced a new clinic for mass immunization of people in expanded priority categories. That clinic will be held on Saturday, Nov. 14 from 9 a.m. to 4 p.m. at Pioneer High School in Ann Arbor.]

Commissioners also heard concerns from local restaurant owners and managers – including Ken Weber of Weber’s Restaurant & Hotel, and Rick Strutz of Zingerman’s Deli – during a public hearing on a proposed new food safety training program. [Full Story]

County Board Set for First Budget Vote

Washtenaw County commissioners are expected to take an initial vote on the 2010 and 2011 budget at their Wednesday meeting. Also on the agenda: A resolution to approve the economic development tax that was tabled at the board’s Oct. 21 meeting, and a public hearing on a new food safety program for restaurant workers.

The board and county administration have been working on the budget all year. Public meetings over the past several months have brought out residents and employees to lobby for funding, as the county looked for ways to address a projected $30 million deficit.

But there’s been little substantive public discussion among commissioners since county administrator Bob Guenzel presented his official recommendations at the Sept. 16 board meeting. Commentary from the public has also quieted down – an Oct. 22 public hearing devoted to the topic was sparsely attended, lasting just 10 minutes. That’s in part because two contentious issues had been settled by then: labor unions representing county employees had approved contract concessions, and the board had voted to restore some funding to local nonprofits that the county had previously proposed cutting.

The lack of discussion was noted by commissioner Kristin Judge at last Wednesday’s administrative briefing, when she asked about the Nov. 4 agenda: “Is this the meeting when we talk about the budget?” [Full Story]

Local MSU Extension Saved from Closing

Programs of the Michigan State University Extension in Washtenaw County – including 4-H and consumer counseling – were running without interruption this week, while staff was quietly preparing for another potential task: Closing down their operation completely.

At Wednesday’s administrative briefing of the Washtenaw County Board of Commissioners, county administrator Bob Guenzel said that staff had been making preparations to close in light of possible cuts by Gov. Jennifer Granholm, who had indicated she might veto MSU Extension funding in a budget bill passed by state legislators.

But on Friday morning, Granholm signed the budget – and spared MSU Extension funding.

“It’s been an interesting week,” Nancy Thelen, director of the Washtenaw MSU Extension, told The Chronicle Friday morning in a phone interview. [Full Story]
