AAATA Preps to Shift Gears

Two items on the board’s voting agenda related at least indirectly to the leadership transition that the AAATA will be making. First, the board approved a resolution authorizing board chair Charles Griffith to appoint an ad hoc subcommittee to conduct a search for Ford’s replacement. The resolution approved by the board at its Aug. 21 meeting also authorized $50,000 for consulting services to help with the search.

Griffith said he has asked board members Anya Dale, Gillian Ream Gainsley and Eric Mahler to serve with him on the search committee, citing a desire to have a mix of board experience and geographic diversity represented on that group.

Second, the board approved the AAATA’s FY 2015 work plan, which will provide the basis for the FY 2015 budget. The budget will appear on the board’s Sept. 25 agenda for approval. The AAATA’s fiscal year runs from October through September. At the Aug. 21 meeting, Sue Gott credited Ford with developing the work plan, saying it would be valuable as a blueprint for the transition in leadership.

A major decision on the choice of bus technology might be made after Ford departs the AAATA in mid-October. Although the board approved a 5-year bus procurement contract with Gillig, and authorized an order for the first 27 of up to 60 buses called for in the 5-year contract, the board left the choice of drive-train technology open – between hybrid electric technology and clean diesel. The upfront capital cost difference is $200,000 per bus more for the hybrid technology. That final choice of technology will need to be made by the November board meeting.

Also at its Aug. 21 meeting, the board amended its pension plan to recognize same-sex marriages, which stemmed from a Supreme Court decision striking down the Defense of Marriage Act and the IRS ruling that resulted from that decision.

The board chose to delay approval of new service standards, which are a required element of AAATA’s Title VI compliance. The board can meet the Federal Transit Administration deadlines for submission of its Title VI materials if it approves the new service standards at its September board meeting.

Board members also received an update on the progress being made in a Michigan Dept. of Transportation environmental assessment of a project that could implement active traffic management (ATM) of the US-23 corridor. The project includes the idea of allowing vehicles to use the median shoulder during peak demand periods. The MDOT presentation included a visit from former AAATA board member Paul Ajegba, who is region engineer for MDOT’s University Region – a 10-county area that includes Livingston and Washtenaw counties. The Aug. 21 meeting was held in the boardroom at the AAATA headquarters on South Industrial, instead of the usual location, which is the downtown location of the Ann Arbor District Library. 2015 Work Plan OK’d by AAATA Board

Highlights of new items include measurements of service performance – an initiative that comes in the context of additional transportation services to be offered starting Aug. 24. Those services will be funded with proceeds from a new millage that voters approved on May 6, 2014.

AAATA OKs Bus Contract, Orders 27

Up to 60 new buses will be purchased by the Ann Arbor Area Transportation Authority from Gillig LLC over the next five years as a result of AAATA board action taken on Aug. 21, 2014. The total cost of each bus will be between $444,000 and $662,500, depending on the length, drive system and options. That puts the total value of the contract with Gillig at a figure between $26.6 million and $39.7 million.

AAATA Gives CEO Retroactive Raise

The board of the Ann Arbor Area Transportation Authority has voted to approve a raise for CEO Michael Ford that extends retroactively to October 2012. The board’s vote – to award 3% increases for the previous and current years – came at a special meeting held before the board’s annual retreat on June 10, 2014.

The context of the salary increase includes Ford’s selection as the new CEO for the southeast Michigan Regional Transit Authority, but it’s not clear at this point whether Ford will take the job. At the June 10 meeting Ford said, “Right now, I’m still the CEO here…”

The increase for the period from October 2012 through September 2013 raised Ford’s base salary from $164,800 to $169,744. The … [Full Story]

The four-county area of the RTA includes the counties of Washtenaw, Wayne, Macomb and Oakland as well as the city of Detroit. It was established by the Michigan legislature in late 2012.

The RTA’s hiring of a CEO has been frustrated by a lack of state funding. John Hertel, general manager of SMART (Suburban Mobility Authority for Regional Transportation), was appointed CEO by the RTA board last year, but he eventually left the post in early 2014 because no funding was available for his salary.

Crain’s Detroit Business reported the Friday, May 16 vote by the RTA’s executive and policy committee to recommend Ford as well as two other finalists for the job. [Full Story]

Millage at the Village: Ward 2 Transit Talk

Voters in Ann Arbor, Ypsilanti and Ypsilanti Township will decide on May 6, 2014 whether they want to pay an additional 0.7 mill tax for five years – to fund increased public transportation service.

Exactly one week before the vote, Ward 2 Ann Arbor city councilmembers Jane Lumm and Sally Petersen hosted a resident meeting on the topic.

Invited were all residents of Ward 2, city residents at large, as well as representatives of the Ann Arbor Area Transportation Authority. The AAATA board voted in February to place the millage on the May 6 ballot.

About 50 people attended. Among others, the meeting drew Ward 2 city council candidate Nancy Kaplan, former Ward 1 council candidate Jeff Hayner, former mayor Ingrid Sheldon, Ward 3 council candidate Julie Grand, and state rep Jeff Irwin (D-53).

This is a report of that meeting.

Lumm and Petersen had previously co-hosted a half dozen similar meetings for their constituents on a variety of topics. The April 29 event had a potentially broader impact: At a candidate forum held on April 16, 2014, mayoral hopeful Petersen had stated that she was planning to wait until after the April 29 ward meeting to decide on a possible endorsement of the millage.

At that time, Petersen was still a little bit on the fence – but leaning toward supporting it. By then, the three other candidates in the Democratic mayoral primary – Sabra Briere, Christopher Taylor and Stephen Kunselman – had already indicated support for the additional tax.

The April 29 evening meeting was held at Earhart Village – a 174-unit condominium community just off the north-south Earhart Road, between Plymouth and Geddes. The Route #2 bus line runs from downtown to the northeast up Plymouth – with a relatively infrequent variant, Route #2C, that offers service down from Plymouth to the Earhart Village area. Accessing Route #3 to the south, on Geddes, would mean about a 1-mile walk up Earhart for an Earhart Village resident.

Frequency of service to the Earhart Village area was among the complaints of some attendees. Many in the room were negatively inclined toward the millage, as one woman announced she’d already voted no, using an absentee ballot. But there were some voices in the room that backed the proposal. Responding to criticism that the AAATA was not a “lean-and-mean” organization, a teacher in the audience made a comparison to cuts by the school district: “Lean-and-mean is not serving our students.”

AAATA staff Chris White, Michael Benham, and Mary Stasiak gave a presentation to the group before fielding questions. Lumm and Petersen structured the interaction by reading questions that attendees had written on index cards, but people were also free to ask direct questions. Some questions were pointedly critical in tone: “Does the millage money cover the additional wear and tear on the roads due to the additional buses?” And some were softballs: “Do Ward 2 constituents understand the benefit of bus expansion for low-income people and people with disabilities?”

At the conclusion of the meeting, Petersen quipped: “We had loaded questions, we had loaded answers. Hopefully one way or another we’ll have loaded buses sometime soon!” And Petersen announced her support for the millage two days later at a May 1 morning meeting of the Main Street Area Association.

However loaded the questions might have been, they elicited some useful information about how public transportation works. This report is organized along three broad themes reflected in the questions and comments from residents: overall efficiency of the AAATA as an organization; the nature of transportation funding; and some basics of public transportation service. First Absent Ballots Sent for May 6 Election

According to Ann Arbor city clerk Jackie Beaudry, the first batch of absentee ballots have been mailed out to those who’ve requested them for the May 6, 2014 election.

On May 6, voters in three jurisdictions – the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township – will be asked to approve a 0.7 mill tax to support improvements to transportation service. The board of the Ann Arbor Area Transportation Authority voted at its Feb. 20, 2014 meeting to place the question on the ballot.

In Ann Arbor, 1,529 absentee ballots were sent out in the first wave.

County Board Briefed on Transit Tax

Washtenaw County board of commissioners working session (March 6, 2014): Two months before voters will weigh in on a public transit millage proposal, staff with the Ann Arbor Area Transportation Authority briefed county commissioners about the initiative, and answered a wide range of questions.

The proposal – for an 0.7 mill tax to pay for expanded transit services – was placed on the May 6 ballot by the AAATA board on Feb. 20, 2014. The tax would be levied by the AAATA only if it wins a majority of support among voters across its three member jurisdictions: the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township.

Andy LaBarre (D-District 7), an Ann Arbor commissioner who chairs the working sessions, pointed out that those three jurisdictions touch seven of the nine districts represented by the Washtenaw County board.

The three commissioners representing Ann Arbor – LaBarre, Yousef Rabhi (D-District 8) and Conan Smith (D-District 9) – attended the March 6 working session. The two commissioners representing Ypsilanti and Ypsilanti Township – Ronnie Peterson (D-District 6) and Rolland Sizemore Jr. (D-District 5) – were absent. A small portion of Ann Arbor is in District 2, represented by Republican Dan Smith. District 4, represented by Democrat Felicia Brabec, includes a small portion of Ypsilanti Township.

Questions during the March 6 session included clarification that the millage revenues would not support rail service, and a query about why the tax proposal was being put forward in May rather than November, when turnout would be higher for the general election. Another issue raised was whether a property tax for this type of activity is fair, considering that residents of apartments don’t see the impact of a property tax as directly as a homeowner does.

Michael Benham, AAATA’s special assistant for strategic planning, noted that the possibility of rail service is part of the authority’s 30-year plan, but it’s not in the current five-year plan for expanded services that would be funded by the new millage. He told commissioners that a May election will focus attention on transit, while there would be many other issues in November competing for attention. Benham also stressed the urgency of moving ahead on more services, which will include increased service hours, greater frequency of buses along some routes, and expanded Dial-a-Ride services.

As for the fairness of a property tax, Benham pointed out that the AAATA has few available options for raising revenue, and that revenues from the new millage will leverage additional state and federal funding.

Most commissioners were supportive of the millage and expanded services, citing reasons of environmental sustainability, social equity and economic development. Rabhi said he wanted to make it clear that his support for the transit millage does not mean he supports using public transit to divide the community based on socioeconomic levels. People should be able to live in downtown Ann Arbor even if they don’t earn above the area median income, he said. The concept of “segregating our community along economic boundaries is one that sickens me,” he said, adding that he didn’t think AAATA’s five-year plan buys into a segregated vision for this area.

At the end of working session, six commissioners – including the three who represent Ann Arbor districts – announced their official support for the millage in a press release.

DDA Might Increase Support for Transit

In the context of an approaching May 6, 2014 transit millage ballot question, the board of the Ann Arbor Downtown Development Authority has approved a resolution that pledges to work toward increasing the DDA’s support for transportation programs.

The 0.7 mill tax was placed on a May 6 ballot by the Ann Arbor Area Transportation Authority board on Feb. 20, 2014. The tax would be levied by the AAATA only if it wins a majority of support among voters across its three member jurisdictions: the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township.

Tax Question Focus of Transit Board Meeting

That main item was a board vote to place a millage request before voters on May 6, 2014. The request – on a 0.7 mill tax that would be levied to pay for additional services over the next five years – would need a majority of votes across the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township to be approved.

The millage is supposed to pay for a set of service improvements over a period of five years. Those improvements include increased frequency during peak hours, extended service in the evenings, and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services.

The AAATA has calculated that the improvements in service add up to 90,000 additional service hours per year, compared to the current service levels, which is a 44% increase.

The board’s vote to put the question on a May 6 ballot was unanimous, and came after more than a dozen people spoke during public commentary at the start of the meeting, urging the board to take the step of making a funding request of voters.

Elected officials as well as leaders of the faith, labor and disability communities all spoke in favor of making the request of voters to fund the service expansion, citing arguments based on economic and social justice. They pointed to the long period of planning that had begun about three years ago with a much more ambitious effort to expand service countywide. The current, more limited approach – focused just on the “urban core” area of the city of Ann Arbor and the two Ypsilanti jurisdictions – was a way to meet urgent transportation needs, they said.

After the board’s vote, during public commentary at the end of the meeting, one Ypsilanti resident recalled her own history marching with Rosa Parks down Woodward Avenue in Detroit. Although she’s been involved in activism for many years, she told the board, she could not think of anything that she was in the room to witness that was this important to her personally and to the city in which she lives.

Compared to typical AAATA board meetings, the atmosphere was relatively boisterous, as supporters at times chanted, “More buses, more places, more often!” But one speaker at the end of the meeting cautioned against the celebratory mood, saying there was now a lot of work to do. A counterpoint to the solid support the board heard from most of the speakers had been offered by the very first speaker of the evening. He asked the board to delay the election until November, arguing that it would save the roughly $80,000-$100,000 cost of holding the May election, and result in broader participation in the vote. Another point raised by that speaker was concern that everyone pay an equitable share for the additional transportation.

Although the main event was the resolution that placed the millage question on the ballot, the board’s agenda featured nine other items, many of which were at least tangentially related to the millage question.

For example, in other action the board approved a change to its budget to allow for up to $100,000 to be spent on the cost of holding the special election. The board also approved a funding agreement with Ypsilanti Township, to make explicit what will happen to the township’s existing purchase of service agreement (POSA) if the millage is approved. And as part of the board’s routine annual business, it approved a funding request to the state of Michigan – but did not factor in an increased level of service in the budget submitted to the state. That was done on the instruction of the Michigan Dept. of Transportation. That request can be amended if the millage succeeds.

Also at the Feb. 20 meeting, the board approved changes to its bylaws. Those changes were prompted by a change in governance to the AAATA last year – the addition of the two Ypsilanti jurisdictions. With the increase from seven to 10 members, the definition for the number of board members constituting a quorum or a majority needed to be modified. Out of that review of the bylaws came a decision to increase public speaking turns from a two-minute time limit to three minutes.

In other business, the board approved the hiring of a consultant to help the AAATA with a planned upgrade to its computer-aided dispatch and vehicle locating software. The board also approved the recently completed audit report for the 2013 fiscal year, which ended Sept. 30, 2013.

Another item approved by the board was a new contract for unarmed security services. And finally, the board authorized a contract for an insurance broker.

Among the various operational updates received by the board was the announcement that the newly constructed Blake Transit Center in downtown Ann Arbor would be open by March 17, 2014. [Full Story]

Column: Let Data Steer Local Transit Policy

Voters in Ann Arbor as well as in Ypsilanti and Ypsilanti Township will be asked sometime in 2014 to approve a transit millage – to be levied by the Ann Arbor Area Transportation Authority (AAATA). A vote by the AAATA board to place a question on the ballot is likely to come at its Feb. 20 meeting.

If it’s approved, the five-year millage will be used to pay for a range of service increases, focused on increased frequency for some existing routes, new routes, longer hours of operation and added hours on weekends.

In that context, I think it’s worthwhile to start getting a firmer grip on current ridership levels and historical trends.

In the last 10 years, AAATA fixed-route ridership – the “regular bus,” as contrasted with paratransit services – has grown from 4.2 million in fiscal year 2004 to 6.4 million rides in 2013. That’s about 50% growth.

And ridership in FY 2013 was consistent with that continued upward trend. But the trend this year was just slightly upward: The 6.4 million fixed-route rides provided in 2013 was barely up from 6.35 million rides in 2012 – about a 0.8% increase.

Two programs that offer financial subsidies to passengers – MRide and go!pass – showed a greater increase in ridership than the most recent overall trend. Rides taken on AAATA buses through the University of Michigan’s MRide program showed an increase of about 5% between 2012 and 2013 – from 2.61 million to 2.74 million rides. And rides taken with the go!pass, funded in largest part by the Ann Arbor Downtown Development Authority – increased about 4% between 2012 and 2013 – from 604,000 to 629,000 rides.

I’m going to use the term “out-of-pocket ridership” for those rides not supported through an additional subsidy from the go!pass or MRide programs. Out-of-pocket ridership actually showed a decrease of about 3% from 2012 to 2013 – from 3.15 million to 3.04 million rides.

A more detailed look at the historical ridership data by category has implications, I think, for reasonable community expectations for future out-of-pocket ridership – if a millage is approved and service improvements are implemented. And that more detailed look also has implications for a reasonable basis for negotiations between AAATA and the University of Michigan on the financial component of the MRide deal.

Here’s a quick summary of my thoughts. I think the success of the five-year improvement plan should be measured in part by increases in out-of-pocket ridership. I think the MRide agreement between UM and the AAATA should include not just a fare component but also a component to cover UM’s “local share.” And I think the go!pass program should be conceived as a tool to help increase general out-of-pocket ridership, not just serve to benefit people who have a formal affiliation with downtown Ann Arbor.

5-Year Transit Plan: Possible Tax Vote Soon

Generally, the improvements include increased frequency during peak hours, extended service in the evenings, and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services. The AAATA has calculated that the improvements in service add up to 90,000 additional service hours per year, compared to the current service levels, which is a 44% increase.

The AAATA refers to the plan in its communications as the 5YTIP. A draft five-year plan was presented to the public in a series of 13 meetings in the fall of 2013. Changes to the five-year plan made in response to public feedback were included in the board’s information packet for the Jan. 16 meeting. The plan indicates that $5,456,191 of additional local revenue would be required to fund the expanded services. Implementation of the program will include a request to voters sometime in 2014 for an additional transit millage, likely at the level of 0.7 mills.

The two city members of the AAATA – Ann Arbor and Ypsilanti – already levy a dedicated transit millage of their own, which would stay in place if voters in the AAATA’s three-jurisdiction area approved a 0.7 mill tax. For Ann Arbor, the rate for the existing millage is 2.056 mills, which is expected to generate a little over $10 million by 2019, the fifth year of the transportation improvement plan. For the city of Ypsilanti, the rate for the existing transit millage is 0.9789, which is expected to generate about $314,000 in 2019. For the owner of an Ann Arbor house with market value of $200,000 and taxable value of $100,000, a 0.7 mill tax translates into $70 annually, which would be paid in addition to the existing transit millage that translates to about $200 annually.

The transit improvement program also calls for an additional $1,087,344 to come from purchase of service agreements (POSAs), based on increased service hours in Pittsfield, Saline, and Superior townships.

At the Jan. 16 meeting, board chair Charles Griffith indicated that he felt the board would be taking the next step on implementing the program very soon. That indicates a probable vote on the millage question at the next board meeting, on Feb. 20. If the board voted then to put a millage question on the ballot, that would be in time to meet the Feb. 25 deadline for a millage request to be placed on the May 6, 2014 ballot.

A new millage would be decided by a majority vote of all three member jurisdictions of the AAATA. The two Ypsilanti jurisdictions were added as members of the AAATA just last year. The Ann Arbor city council voted to approve changes to the AAATA’s articles of incorporation – to admit the city and the township of Ypsilanti as members – at its June 3, 2013 and Nov. 18, 2013 meetings, respectively.

Even though the vote on the five-year transit improvement program seemed to be enthusiastically embraced by most everyone in the board room, that was not what prompted people to start clapping at the Jan. 16 meeting. The applause was reserved for the management and driver performance during the recent snowstorm. Board member Jack Bernard and likely future board appointee Larry Krieg both based their praise for drivers on their own trips using the bus. Praise for AAATA drivers during the inclement weather also came from bus rider Jim Mogensen during public commentary. And CEO Michael Ford highlighted the performance of AAATA’s manager of transportation Ron Copeland, as well as that of drivers and the rest of the AAATA staff.

The board also received routine updates on a range of issues. Those included ridership, which is now essentially flat on the fixed-route service compared to last year. The new Blake Transit Center in downtown Ann Arbor is expected to be open for use by the second week in February. Concepts for two finalists for the BTC public art project – which will be incorporated into the new building – will be on display at the downtown location of the Ann Arbor District Library from Jan. 20 through Feb. 3. AAATA Adopts Five-Year Transit Plan

Ahead of a possible request to voters sometime in 2014 for a new transit millage, the board of the Ann Arbor Area Transportation Authority has voted formally to approve a five-year transit improvement program. Generally, the improvements include increased frequency during peak hours, extended service in the evenings and additional service on weekends. AAATA OKs Capital Program, Paratransit Deal

Ann Arbor Area Transportation Authority board meeting (Dec. 19, 2013): The last meeting of the year was attended by just five of the nine board members who are appointed and serving – and one needed to depart early. So to maintain a quorum, the meeting went by brisker than most. Even with a staff presentation on the capital and categorical grant program, the meeting concluded after about 45 minutes.

That capital and categorical grant program got a unanimous vote of approval at the Dec. 19 meeting. It’s a plan for spending about $45 million in federal funds over the next five years. According to the AAATA, this year’s plan does not include additional capital needs that would be associated with a five-year service improvement plan in the urban core, or any funding associated with rail initiatives. Having in place such a capital and categorical grant program – a set of allocations for specific categories of capital expenditures – is a requirement to be eligible for federal funding. [.pdf of 2014-2018 grant program]

The five-year service improvement plan could be implemented by the AAATA with funding that will likely be sought through an additional millage sometime in 2014. That would require approval of a majority of voters in the three jurisdictions making up the AAATA – the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township. The township became a member as a result of an Ann Arbor city council vote taken on Nov. 18, 2013.

The expected appointee to the AAATA board from Ypsilanti Township, Larry Krieg, attended the Dec. 19 meeting and sat at the table, although his appointment has not yet been confirmed by the township board of trustees. His confirmation did not appear on the township board’s Dec. 9, 2013 agenda. The next township board meeting is set for Jan. 21, 2014, which comes the week after the AAATA’s next regular meeting, on Jan. 16.

So Krieg did not participate in any of the votes taken on Dec. 19.

A significant vote taken by the board was to approve a nine-month extension of a contract with SelectRide through April 30, 2015, to provide paratransit service. The value of the contract for the extension period is $2.263 million. That’s essentially a pro-rated amount of SelectRide’s current contract, which ran through July 31, 2014.

The AAATA is currently preparing a request for proposals (RFP) with an eye to overhaul the concept of its paratransit service – which comes in the context of the possible five-year service improvement plan. Without a contract extension, that RFP would need to be ready for issuance in time to complete selection of a vendor by the time SelectRide’s current contract expires in July 2014. To avoid the possibility of an interruption in service, the AAATA board approved the SelectRide contract extension.

RTA Applications Accepted until Dec. 1, 2013

Applicants for one of two Washtenaw County seats on southeast Michigan’s Regional Transit Authority (RTA) will have until Dec. 1, 2013 to apply. Richard “Murph” Murphy was appointed last year for the seat on the newly established transit authority, which had only a one-year term associated with it.

However, Murphy is not seeking re-appointment to the seat – a point that was included in CEO Michael Ford’s report to the board of the Ann Arbor Area Transportation Authority at its Nov. 21, 2013 meeting.

Council Agenda: Transportation Governance

On the Ann Arbor city council’s Nov. 18, 2013 agenda is an item that first appeared on Oct. 21 – approval of a change to the governance of the Ann Arbor Area Transportation Authority. How would the AAATA’s governance change? And why did the Ann Arbor city council delay its vote?

Ypsilanti Township is now a member of the Ann Arbor Transportation Authority, pending consideration by the Ann Arbor and Ypsilanti city councils.

Ypsilanti Township would become a member of the AAATA, if the Ann Arbor city council approves a change to the AAATA’s articles of incorporation at its Nov. 18, 2013 meeting.

The governance change would grant a request from Ypsilanti Township to be admitted as a member of the authority, joining the cities of Ann Arbor and Ypsilanti. The city of Ypsilanti requested membership in the AAATA just this summer, and that request was granted.

Some of the recent community conversation about the topic has included the idea that the governance changes were long overdue. That’s based on the fact that some transportation service to the two Ypsilanti jurisdictions – the city and the township – has been provided by the AAATA through year-to-year purchase of service agreements (POSAs) since at least the early 1980s.

As a result of action earlier this summer, the AAATA board has already expanded from seven to nine members, with one of the additional seats appointed by the city of Ypsilanti. The now-pending governance change, to add Ypsilanti Township as a member, would bring the total number of board seats to 10. [Amendment 3 of the AAATA articles of incorporation]

But the Ypsilanti jurisdictions asked for membership in the AAATA not just because they wanted a seat at the table. They also want to use that membership to help generate additional revenue in the AAATA geographic area – to pay for additional transportation services in all three jurisdictions. Those additional services are described in a five-year service improvement plan the AAATA has developed. The additional services – which include extended hours of operation, greater frequency, and some newly configured routes – were the topic of a series of 13 public meetings that were scheduled from Oct. 17 through Nov. 14.

For the city of Ann Arbor, the five-year plan would mean 33% more service, according to the AAATA. It’s the additional services, and the revenue needed to pay for them, that gave some Ann Arbor city councilmembers pause on Oct. 21, 2013, when the item first appeared on the agenda.

AAATA Formalizes Ypsi City Relationship

Ann Arbor Area Transportation Authority board meeting (Oct. 17, 2013): The main business of the board’s meeting was the approval of a funding agreement with the city of Ypsilanti – a new member of the AAATA, and the first jurisdiction to join the authority outside of the city of Ann Arbor.

The funding agreement between the AAATA and the city of Ypsilanti formalizes the existing arrangement under which Ypsilanti passes its dedicated transit millage through to the AAATA. The board approved it unanimously. The Ypsilanti city council will consider the agreement on Nov. 5.

In another piece of business that came at the end of the meeting, after a closed session that lasted about an hour and a half, the board voted to establish a subcommittee to meet with whichever developer might make the winning bid on the city-owned property at Fifth and William – known as the old Y lot. That’s an alternative to the AAATA attempting to bid on the property itself, which was listed at $4.2 million. Bids were due by Oct. 18. The city paid $3.5 million for the property 10 years ago and still owes that much on a balloon payment due at the end of this year.

An item that simply authorized the purchase of additional vehicles for the AAATA’s vanpool program had some complex history behind it – involving the federal government shutdown. The shutdown prevented the AAATA from completing its pursuit of a waiver from the Federal Transit Administration for the Buy America requirement. And the Buy America requirements were pointing the AAATA toward purchasing more expensive vehicles (Chevrolet Traverses) that did not fit the needs of passengers as well as the non-qualifying vans (Dodge Caravans). So the board opted to use local millage revenue, and to backfill the operational expenses that the millage money was covering – by using federal preventive maintenance dollars.

In a final routine item, the board authorized the AAATA’s chief executive officer to execute contracts with MDOT that are less than $1 million.

A common thread among public commentary and other board communications was the 5-year service improvement plan the AAATA has developed, and the schedule of public meetings to introduce that plan.

The board of the Ann Arbor Area Transportation Authority has ratified its side of a transportation funding agreement with the city of Ypsilanti, which was admitted as a member of the AAATA four months ago, on June 20, 2013.

The AAATA board action was taken at its Oct. 17, 2013 meeting. The city council of Ypsilanti is scheduled to consider the agreement on Nov. 5.

The agreement recognizes the AAATA as the public transportation provider for the city of Ypsilanti. The agreement is to transfer the full amount generated by Ypsilanti’s 0.9879 mill transit tax authorized by voters in 2010 (estimated to be $273,797 in the year 2013), to the AAATA. AAATA: Ypsilanti Township Boards Bus

Ann Arbor Area Transportation Authority board meeting (Sept. 26, 2013): The board took two significant actions at this month’s meeting. First, board members approved AAATA’s operating budget for the 2014 fiscal year, which starts Oct. 1. The board also approved a revision to its articles of incorporation, adding Ypsilanti Township as a member and expanding the board from nine to 10 members.

If the Ann Arbor city council does not object, this would be the second expansion of the AAATA board this year. The item is expected to be on the Ann Arbor city council’s Oct. 21 agenda.

The earlier expansion was given final approval by the AAATA board at its June 20, 2013 meeting. That’s when the city of Ypsilanti was admitted as a member of the AAATA and its board was increased from seven to nine members, one of whom is appointed by the city of Ypsilanti.

Regarding the budget, on Sept. 26 the board approved a $33.97 million expenditure budget for fiscal year 2014. The budget includes revenues that almost exactly balance those expenditures, leaving an excess of $20,500. About half of the revenue to the AAATA comes from local sources (taxes, purchase of service agreements and fares) with most of the rest funded from state and federal support. The budget will fund roughly 7 million total passenger trips for the next year, according to the AAATA.

Also at its meeting, the board approved the selection of the law firm Pear Sperling Eggan & Daniels P.C. to handle AAATA’s legal work. The firm already handles legal work for the transit authority, so the board’s approval means that Pear Sperling will continue in that capacity for the next five years.

As a result of another board action at the Sept. 26 meeting, Charles Griffith will be leading the board for another year as chair. He was first chosen as chair last year by his colleagues. The pattern of chairs serving for two years is typical for the AAATA.

It was the first board meeting Jack Bernard attended as a board member since being confirmed by the Ann Arbor city council on Aug. 19, 2013. However, three other board members did not attend the AAATA meeting: Roger Kerson, Anya Dale and Gillian Ream Gainsley.

Those who did attend received several updates on various projects, including construction on the new Blake Transit Center in downtown Ann Arbor, AAATA’s new website, and activity related to the southeast Michigan regional transit authority (RTA). The next board meeting of the nascent four-county authority – which includes the city of Detroit and the counties of Washtenaw, Wayne, Oakland, and Macomb – will be held at 2 p.m. on Oct. 2 at the downtown location of the Ann Arbor District Library. As a result of Ann Arbor Area Transportation Authority board action, Ypsilanti Township will become a member of the AAATA – assuming the move is also approved by the Ann Arbor city council, as well as other involved parties. The AAATA board resolution, which approves new articles of incorporation for the transportation authority, was passed unanimously at its Sept. 26, 2013 meeting.

Adding Ypsilanti Township would expand the AAATA board from nine to 10 members. The additional seat would be appointed by the supervisor of Ypsilanti Township – an elected position held currently by Brenda Stumbo – with the approval of the township board.

AAATA FY 2014 Budget OK’d: $33.97M

A $33.97 million expenditure budget for fiscal year 2014 has been approved by the board of the Ann Arbor Area Transportation Authority. The budget for FY 2014, which starts on Oct. 1, includes revenues that almost exactly balance those expenditures, leaving an excess of $20,500. The approval came at the board’s Sept. 26, 2013 meeting.

The FY 2014 budget restores a three-month operating reserve. The board previously had authorized dipping below that level after the state of Michigan’s allocation for operating support last year was less than expected. During the past year, however, the state legislature made an additional appropriation increasing the percentage of operating expenses subsidized by the state from 27.11% to 30.65%.
