Task Force: Millage, Endowment for Housing

An ambitious plan to help the homeless – by creating 500 or more units of housing with support services, paid for through a millage and endowment fund – was presented to Washtenaw County commissioners at their May 22 working session.

The leadership team of the Task Force on Sustainable Revenues for Supportive Housing Services briefed commissioners on their recommendations, including the goal of building a $50 million endowment over 20 years. Payouts from the endowment would fund supportive services – such as treatment for mental illness and substance abuse – with the intent of addressing the root causes of homelessness. The concept is called permanent supportive housing, and is part of the community’s broader Blueprint to End Homelessness, which was created in 2004 and is being updated.

A possible millage – recommended at 0.25 mills, for no more than 20 years – would help fund supportive services while the endowment is built. County commissioners are being asked to consider putting such a millage on the ballot, possibly in 2015.

Former county administrator Bob Guenzel, a task force member, told commissioners that the task force believes this approach “is absolutely the right thing to do, to end homelessness and keep people housed. We feel very strongly about that. It’s a moral issue.” There’s also a strong business case for this approach when looking at the cost of emergency services and the criminal justice system, compared to the cost of permanent supportive housing, he said.

Several steps have already been taken to achieve these goals. An endowment was established in 2011, with $2.1 million in commitments so far. That amount includes a $1 million gift from the St. Joseph Mercy Health System to create the endowment, which is called the Sister Yvonne Gellise Fund for Supportive Services for Housing. Gellise is the former CEO of St. Joe’s. She’s on the task force and is a founding board member of the Washtenaw Housing Alliance. Another $1 million commitment comes from the Ann Arbor Area Community Foundation (AAACF), where the endowment is housed. AAACF Cheryl Elliott is another task force member. In addition, an anonymous donor has contributed $100,000.

The first fund distribution – of $26,100 – will be made this fall in a competitive grant process. AAACF’s distribution committee – an all-volunteer group – will be responsible for making grant recommendations.

AAACF is also helping provide a three-year, part-time development job to support fundraising for this endowment. Funding for the position will come from the Washtenaw Housing Alliance ($25,000), the AAACF ($5,000) and an anonymous donor ($10,000).

The foundation will post this position in early June, Elliott reported, with the intent of making a hire as soon as possible. The position would be in place until at least mid-2017. The employee will report to AAACF’s vice president for development and donor services, and to the Sister Yvonne Gellise Fund development committee. Members of that committee are the same people who’ve served on the leadership team of the task force, Elliott said. In addition to herself, members are Bob Chapman, Sister Yvonne Gellise, Bob Guenzel, Norm Herbert and Dave Lutton. They hope to get an additional two or three members, she said.

The next steps in this process include a request to the county board to sunset the task force at the June 4 board meeting. The board will also be asked to consider the task force’s recommendation for a millage. “Please use this year and into 2015 to set a millage strategy,” Elliott said.

The task force also stressed the importance of a public outreach and education effort, to help build awareness and support for the endowment.

The task force presentation was attended by five of the county’s nine commissioners. During their discussion, Conan Smith (D-District 9) expressed interest in having the county bond for this initiative – either for the full $50 million, or some portion of that amount. The county now has a triple-A bond rating, Smith noted. [That news had been announced earlier in the day. In general, higher ratings allow organizations to secure better terms for borrowing funds.] “This gives us an opportunity… to actually have some real impact in the community,” Smith said.

Task force members indicated that they hadn’t considered the option of bonding, and Elliott had some concerns about whether it would be legal to use taxpayer dollars for an endowment. They plan to explore the possibility, including consultation with legal counsel. [Full Story]

Council OKs Federal Application for Greenbelt

At its May 19 meeting, the city council approved an application to the federal Agricultural Land Easement (ALE) program to protect 260 acres of farmland located in Superior Township. The ALE program now includes what was previously known as the Farm and Ranchland Protection Program (FRPP).

The farm parcels consist of property on either side of Vreeland Road, which is currently in agriculture production. Additional properties under the same ownership, adjacent to the farmland parcels, are also being considered for inclusion in the city’s greenbelt program, and the Vreeland Road properties are near other properties already protected as part of the greenbelt – the Meyer Preserve, the Jack R. Transit Millage Vote: View from the Bus

Editor’s note: Based on early results, the transit millage appears to have passed.

It’s a Chronicle tradition to spend Election Day on two-wheeled transportation – a bicycle and a scooter – visiting as many precincts as possible and logging vignettes from the polls and points in between.

But today’s vote – in Ann Arbor, Ypsilanti and Ypsilanti Township – includes way more geographic territory than we’re accustomed to covering.

Instead of trying to visit as many polling places as possible, we’re going to settle for visiting a couple in each jurisdiction. And to cover the distance, we’re going to tap the resources of the organization that’s putting the millage on the ballot – the AAATA fixed route bus system.

So updates today will be light on polling places and heavy on the points in between. We hope readers will help fill in the gaps by leaving comments on this article with their own vignettes from the polls.

Region: Chamber Supports Transit Millage

On its website, the Ann Arbor/Ypsilanti Regional Chamber has endorsed the 0.7 transit millage that will appear on the May 6, 2014 ballot for voters in the city of Ann Arbor, the city of Ypsilanti, and Ypsilanti Township. The Ann Arbor Area Transportation Authority board voted to place the millage on the ballot at its Feb. 20, 2014 meeting. Tax Question Focus of Transit Board Meeting

That main item was a board vote to place a millage request before voters on May 6, 2014. The request – on a 0.7 mill tax that would be levied to pay for additional services over the next five years – would need a majority of votes across the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township to be approved.

The millage is supposed to pay for a set of service improvements over a period of five years. Those improvements include increased frequency during peak hours, extended service in the evenings, and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services.

The AAATA has calculated that the improvements in service add up to 90,000 additional service hours per year, compared to the current service levels, which is a 44% increase.

The board’s vote to put the question on a May 6 ballot was unanimous, and came after more than a dozen people spoke during public commentary at the start of the meeting, urging the board to take the step of making a funding request of voters.

Elected officials as well as leaders of the faith, labor and disability communities all spoke in favor of making the request of voters to fund the service expansion, citing arguments based on economic and social justice. They pointed to the long period of planning that had begun about three years ago with a much more ambitious effort to expand service countywide. The current, more limited approach – focused just on the “urban core” area of the city of Ann Arbor and the two Ypsilanti jurisdictions – was a way to meet urgent transportation needs, they said.

After the board’s vote, during public commentary at the end of the meeting, one Ypsilanti resident recalled her own history marching with Rosa Parks down Woodward Avenue in Detroit. Although she’s been involved in activism for many years, she told the board, she could not think of anything that she was in the room to witness that was this important to her personally and to the city in which she lives.

Compared to typical AAATA board meetings, the atmosphere was relatively boisterous, as supporters at times chanted, “More buses, more places, more often!” But one speaker at the end of the meeting cautioned against the celebratory mood, saying there was now a lot of work to do. A counterpoint to the solid support the board heard from most of the speakers had been offered by the very first speaker of the evening. He asked the board to delay the election until November, arguing that it would save the roughly $80,000-$100,000 cost of holding the May election, and result in broader participation in the vote. Another point raised by that speaker was concern that everyone pay an equitable share for the additional transportation.

Although the main event was the resolution that placed the millage question on the ballot, the board’s agenda featured nine other items, many of which were at least tangentially related to the millage question.

For example, in other action the board approved a change to its budget to allow for up to $100,000 to be spent on the cost of holding the special election. The board also approved a funding agreement with Ypsilanti Township, to make explicit what will happen to the township’s existing purchase of service agreement (POSA) if the millage is approved. And as part of the board’s routine annual business, it approved a funding request to the state of Michigan – but did not factor in an increased level of service in the budget submitted to the state. That was done on the instruction of the Michigan Dept. of Transportation. That request can be amended if the millage succeeds.

Also at the Feb. 20 meeting, the board approved changes to its bylaws. Those changes were prompted by a change in governance to the AAATA last year – the addition of the two Ypsilanti jurisdictions. With the increase from seven to 10 members, the definition for the number of board members constituting a quorum or a majority needed to be modified. Out of that review of the bylaws came a decision to increase public speaking turns from a two-minute time limit to three minutes.

In other business, the board approved the hiring of a consultant to help the AAATA with a planned upgrade to its computer-aided dispatch and vehicle locating software. The board also approved the recently completed audit report for the 2013 fiscal year, which ended Sept. 30, 2013.

Another item approved by the board was a new contract for unarmed security services. And finally, the board authorized a contract for an insurance broker.

Among the various operational updates received by the board was the announcement that the newly constructed Blake Transit Center in downtown Ann Arbor would be open by March 17, 2014. [Full Story]

Committee to Oppose AAATA Millage

The committee, which is called “Better Transit Now,” filed its paperwork the day after the Ann Arbor Area Transportation Authority board voted to place the tax on the May 6, 2014 ballot. Listed on the paperwork as the treasurer of the group is Libby Hunter. The filing paperwork indicates that the group intends to seek a reporting waiver, which is for groups that don’t expect to spend more than $1,000.

Board to Vote on Transit Tax: Feb. 20

At its regular monthly meeting on Feb. 20, 2014, the board of the Ann Arbor Area Transportation Authority will vote on the question of placing a 0.7 mill request on the May 6, 2014 ballot.

The recommendation to place the item on the board’s agenda came in action taken by the planning and development committee at its Feb. 11 meeting. Voting unanimously at the meeting to recommend the ballot question to the full board on Feb. 20 were: Sue Gott, Larry Krieg, Eli Cooper and Eric Mahler.

Survey: Majority Favorable on Transit Tax

Results of a survey of 841 registered voters in the city of Ann Arbor, the city of Ypsilanti and Ypsilanti Township show a 63% positive reaction to a possible additional transit tax in those communities. The AAATA’s release of partial survey results on Feb. 7 comes about two weeks before the next monthly meeting of its board of directors, on Feb. 20. At that meeting, the board will almost certainly consider whether to place a millage on the ballot – either for May 6 or later in the fall of this year.

The purpose of the potential millage – which would be the first one ever levied by the AAATA – would be to fund a 5-year plan of service improvements, approved by the AAATA board at its Jan. 16, 2014 meeting. The millage itself would last for five years.

Generally, those improvements include increased frequency during peak hours, extended service in the evenings, and additional service on weekends. Some looped routes are being replaced with out-and-back type route configurations. The plan does not include operation of rail-based services. The AAATA has calculated that the improvements in service add up to 90,000 additional service hours per year, compared to the current service levels, which is a 44% increase.

If a millage were approved in May, those improvements that involve extending the hours of service later in the evening and the weekend could begin to be implemented by late 2014. However, increases in frequency along routes, which would require acquisition of additional buses, would take longer.

The AAATA refers to the plan in its communications as the 5YTIP. The AAATA has calculated that the additional tax required to fund the 5YTIP is 0.7 mills. A draft five-year plan was presented to the public in a series of 13 meetings in the fall of 2013. Changes to the five-year plan made in response to public feedback were included in the board’s information packet for the Jan. 16 meeting. The dedicated transit tax already paid by property owners in Ann Arbor and Ypsilanti is levied by each city and passed through to the AAATA. Those taxes would stay in place if voters in the AAATA’s three-jurisdiction area approved a 0.7 mill tax. For Ann Arbor, the rate for the existing millage is 2.056 mills, which is expected to generate a little over $10 million by 2019, the fifth year of the transportation improvement plan. For the city of Ypsilanti, the rate for the existing transit millage is 0.9789, which is expected to generate about $314,000 in 2019. For the owner of an Ann Arbor house with a market value of $200,000 and taxable value of $100,000, a 0.7 mill tax translates into $70 annually, which would be paid in addition to the existing transit millage. The total Ann Arbor transit tax paid on a taxable value of $100,000 would be about $270 a year.

The transit improvement program also calls for an additional $1,087,344 to come from purchase-of-service agreements (POSAs), based on increased service hours in Pittsfield, Saline, and Superior townships.

A subset of a financial task force that had formed during an effort in 2012 to expand the AAATA to a countywide authority has concluded that the 0.7 mill would be adequate to fund the planned additional services. At the most recent meeting of the Ann Arbor Downtown Development Authority, on Feb. 5, DDA board member Bob Guenzel stated that he had continued to participate on that task force, and reported that the group had forwarded its finding on the currently contemplated 0.7 millage to the AAATA.

Besides Guenzel, who is former Washtenaw County administrator, the current configuration of that group includes Mary Jo Callan (director of the Washtenaw County office of community and economic development), Norman Herbert (former treasurer of the University of Michigan), Paul Krutko (CEO of Ann Arbor SPARK), and Mark Perry (director of real estate services, Masco Corp.) and Steve Manchester.

The survey on voter attitudes toward a millage was conducted for the AAATA by CJI Research with a mixed methodology – of telephone contacts, and a mail invitation to respond online – during October and November of 2013. The sample of respondents was divided into two groups – those who were asked about their attitudes toward an additional 0.5-mill tax and those who were asked about their attitudes toward an additional 0.9-mill tax. According to CJI, the groups showed virtually no difference in the distribution of responses.

Of the 841 registered voters surveyed, 63% said they would definitely or probably vote for an additional transit tax, while 31% said they definitely or probably would vote against an additional transit tax.

The Feb. 7, 2014 press release issued by the AAATA highlighted three of its conclusions from the survey results: (1) that the AAATA is highly regarded by voters in the three member jurisdictions; (2) residents in Ann Arbor, Ypsilanti and Ypsilanti Township are supportive of transit service expansion even if it means a new tax; and (3) among survey respondents, the best reasons to support a transit expansion are to help retain and attract jobs, generate economic activity by taking customers and workers to area retailers and other employers, and to improve service for seniors and the disabled. The margin of error for the survey was no more than 3.4%, according to the press release. Column: Time for Birthdays and Buses

This past week’s Ann Arbor city council meeting did not adjourn until nearly 2 a.m. Several factors contributed to the length of that meeting.

“On the eve of his senility …” From a 1970 Ann Arbor city council resolution wishing city attorney Jerry Lax a happy birthday.

But instead of writing a few thousand words analyzing those factors, I’d like to point out something that was absolutely not a factor. The council did not lay claim to the public’s time by considering any resolutions last Monday that wished someone a happy birthday.

But that was the sort of thing the Ann Arbor city council of 43 years ago did.

I was alerted to this by Jim Mogensen, whose name some readers will recognize as a resident who will reliably appear to comment at various public meetings on topics like transportation and social justice. One of Mogensen’s favorite rhetorical tactics is to tie current events to decades-old actions and to remind people of some forgotten historical point.

Mogensen spoke at the Ann Arbor city council’s Nov. 18 meeting urging the approval of a resolution that added Ypsilanti Township as a member of the Ann Arbor Area Transportation Authority. He called it the continuation of a process that began over 40 years ago. And ultimately the council voted 11-0 in favor of adding Ypsilanti Township to the authority.

Three days later, at Thursday’s meeting of the Ann Arbor Area Transportation Authority’s board, Mogensen’s remarks served to bridge that four-decade span – between the Jerry Lax of Pear Sperling Eggan & Daniels P.C. who currently provides legal counsel for the AAATA, and the Jerry Lax who was Ann Arbor city attorney back in 1970.

Mogensen bridged those four decades by reading aloud a city council resolution from 1970 recognizing Lax’s birthday, which, as luck would have it, is today.

Ypsilanti Township in AAATA on 11-0 Vote

Ypsilanti Township is now a member of Ann Arbor Area Transportation Authority, as a result of Ann Arbor city council action taken on Nov. 18, 2013. The change to the articles of incorporation of the AAATA increases the board membership from 9 to 10 members so that the township can appoint a member. The council had postponed the decision at its Oct. 21, 2013 meeting.

Council Delays Ypsi Twp.’s AAATA Membership

Membership of Ypsilanti Township in the Ann Arbor Area Transportation Authority has been postponed in action taken by the Ann Arbor city council at its Oct. 21, 2013 meeting. The council will take up the question again at its second meeting in November – Nov. 18.

County Board Eyes Slate of Revenue Options

Washtenaw County board of commissioners working session (Aug. 8, 2013): A range of ways to bring in additional revenues – including increases to existing taxes, or new millages requiring voter approval – are being explored by county commissioners. They’re working to overcome a nearly $4 million budget deficit in 2014 without further cuts to programs and services.

A memo prepared by Conan Smith (D-District 9) outlined six options for generating more tax revenue. Three of those options would not require voter approval, because the Michigan statutes that authorize the millages predate the state’s Headlee Amendment. The board already levies two of these types of taxes – for indigent veterans services, and agriculture/economic development – but doesn’t yet levy the full amount allowed by law. The third tax in this category, which the county doesn’t levy now, would pay for road repair.

Other approaches would need voter approval. A Headlee override – allowing the board to raise its operating millage to the cap of 5.5 mills, from the current rate of 4.5493 mills – would result in an additional $13.5 million in tax revenues next year. The rate of 5.5 mills has been rolled back over the years by the Headlee Amendment, which was designed to prevent property tax revenues from increasing faster than the rate of inflation.

Commissioners also discussed the possibility of putting a millage proposal on the ballot for specific purposes, like public safety. Sheriff Jerry Clayton attended the working session and stressed the importance of funding for public safety.

A targeted millage could also pay for annual contributions toward the county’s unfunded pension and retiree healthcare obligations. But that strategy would not eliminate the entire amount of unfunded liabilities, estimated at nearly $300 million. A controversial bond proposal intended to eliminate those obligations was halted in early July. [See Chronicle coverage: "County to Push Back Vote on Bond Proposal."] However, on Aug. 8 some commissioners indicated that bonding was not off the table, and could still be considered. Michigan’s Public Act 329 of 2012, which enables municipalities to issue bonds for these kinds of obligations, has a sunset of Dec. 31, 2014.

In other possible revenue strategies, Conan Smith also advocated to use some of the general fund’s roughly $16 million fund balance, to support one-time investments like capital expenditures or to replenish fund balances in specific departments. He had made a similar proposal at the board’s Aug. 7, 2013 meeting, but did not win support for it from the majority of commissioners.

At their working session, several commissioners expressed general support for seeking some kind of voter-approved tax, either a Headlee override or a targeted millage. There seemed to be less support for tapping the general fund’s fund balance. Yousef Rabhi (D-District 8) described the fund balance approach as “a short-term energy pill. It’ll get us a couple feet down the road, but it won’t give us the miles that we need.”

It’s unlikely that a millage proposal would be put on the November ballot. To do so, the board would need to take action this month, which would require calling a special meeting. The board’s next scheduled meeting is Sept. 4.

The Aug. 8 working session also included a presentation by Mary Jo Callan, director of the county’s office of community and economic development, about current and proposed initiatives related to economic development. The session was attended by Ann Arbor SPARK executives, including CEO Paul Krutko.

AAATA: Just Say “TheRide”

Final paperwork for a name change of Ann Arbor’s local transit agency – from the “Ann Arbor Transportation Authority” to the “Ann Arbor Area Transportation Authority” – is now complete.

As of Aug. 15, 2013 the transportation authority will begin using the new name on all official communications and transactions. That’s the date when the filings with the state became official, as well as the date on which the board of the AAATA passed a resolution giving formal notification of the name change. The resolution was passed at the board’s regular monthly meeting.

County Board Priorities Emerge at Retreat

Washtenaw County board of commissioners budget retreat (March 7, 2013): County commissioners continued their work to lay a foundation for the 2014-2015 budget, in a three-hour retreat that covered a wide range of issues – including the possibility of a new millage, bonding or other revenue sources.

The retreat comes in the context of a projected $24.64 million general fund deficit over a four-year period from 2014 through 2017. A much smaller general fund deficit of $3.93 million is projected for 2014, but county administrator Verna McDaniel hopes to identify $6.88 million in structural changes for that year – a combination of new revenues and cuts in expenditures. If that happens, the larger projected deficit would be addressed, because those cuts and revenue increases would compound and carry over into future years.

The retreat didn’t aim to identify dollar amounts or even specific programs to be cut or supported. Rather, the conversation – which included small-group work – was designed to elicit broader priorities of the board. Commissioners did not explicitly reference priorities that had been developed for the previous 2012-2013 budget cycle, though some common themes emerged. [.pdf of 2012-2013 budget priorities]

Several commissioners stressed the importance of strategic investment to create an environment that supports the local economy. Transportation, education, and housing – particularly on the county’s east side, in the Ypsilanti area – were all cited as critical to economic development efforts. Funding strategies were floated, including the possibility of a human services millage, road tax, or “social impact” bond. Also discussed was the possibility of absorbing the road commission into county government operations.

The retreat follows a budget briefing that McDaniel and her financial staff had given to commissioners at their Jan. 16, 2013 meeting. The board has also discussed the budget process at two working sessions earlier in the year, and will follow up the retreat with a working session in April. More Money Approved for Sidewalk Repair

Another $147,962 has been authorized by the Ann Arbor city council for repair of sidewalks and construction of ramps in accordance with the Americans with Disabilities Act. The vote to approve the change order, taken at the council’s Dec. 17, 2012 meeting, brought the total contract with Doan Construction Co. for the 2012 program to $964,991. The funding source being tapped is the sidewalk repair millage, which was approved by voters in November 2011.

AATA OKs Amended Transit Agreement

The four-party agreement outlining a framework for a possible countywide transportation authority, and its articles of incorporation, has now been approved in its final form by all four parties to the agreement. The final approval came from the board of the Ann Arbor Transportation Authority at its Aug. 16, 2012 meeting. The other three parties to the agreement are the city of Ann Arbor, the city of Ypsilanti, and Washtenaw County.

Art Commission Sets Special Meeting

A special meeting of the Ann Arbor public art commission – to discuss a proposed public art millage – has been scheduled for Wednesday, Aug. 15 at 4:30 p.m. in the basement conference room of city hall, 301 E. Huron.

The meeting is being called in response to an unexpected proposal by Ann Arbor city councilmember Christopher Taylor (Ward 3).  At the council’s Aug. 9 meeting, Taylor put forward a resolution that would place a question on the Nov. 6 ballot, asking Ann Arbor voters to pay a 0.1 mill tax for four years to support public art. Public Art Millage Mooted, Postponed

A resolution that would place a question on the Nov. 6 ballot, asking Ann Arbor voters to pay a 0.1 mill tax for four years to support public art was added to the city council’s Aug. 9 meeting at the very start of the session. When considered later in the meeting, the resolution was postponed until the council’s Aug. 20 meeting.

The strategy pursued by the resolution’s sponsor, Christopher Taylor (Ward 3), was to reveal the details of the proposal on Aug. 9, but to seek its immediate postponement. Ann Arbor Art Millage Idea Floated

Responding to a phone call from The Chronicle, Marsha Chamberlin, chair of the Ann Arbor public art commission, reported that a city council resolution about a millage to support public art might be discussed at the council’s Aug. 9 meeting. [It was, in fact, subsequently added to the agenda.]

Chamberlin’s understanding of the proposal is for a question to be placed on the Nov. 6 ballot, asking voters to pay a 0.1 mill tax to support public art – which would replace Ann Arbor’s current funding strategy for the public art program.

Library Bond Moves Toward Nov. 6 Ballot

Earlier this month, the board had voted to move forward on this bond initiative. If approved by voters, it would fund a new downtown building at the current site. At Monday’s meeting, AADL director Josie Parker stressed that the $65 million covers the cost of the entire project, not just the building itself. Other costs include demolition of the existing structure, moving costs and leases for temporary locations.

Passage of the bond proposal on Nov. 6 would result in an initial bond millage levy in July of 2013. It’s estimated that 0.56 mills would be levied in the first year, with an average annual rate of 0.47 mills over the 30-year period.

The new building would be on the downtown library’s current site at 343 S. Fifth Ave., on the northeast corner of Fifth and William. Parker gave a brief history of the site, to explain why that location is preferred. One major factor relates to the site’s previous ownership by the Ann Arbor Public Schools. Until 1995, the library was part of the AAPS.

A separation agreement with the school system gives AAPS the right of first refusal if AADL decides to sell the site. If the school system decides to buy it, AAPS would pay only 65% of the market value. If AAPS doesn’t buy the property and AADL sells it to another entity, AAPS gets 35% of the net sale proceeds. All of that factored in to the board’s decision to stay on the site, Parker noted.

Two advisors to AADL on this bond issue – James P. Kiefer of Dykema and Paul R. Stauder of Stauder, Barch & Associates – attended the July 30 meeting and answered questions from the board. Board members asked only a few clarificational questions, including some related to the millage rate, use of bond proceeds, and the possibility of local downtown development authorities capturing a small portion of the bond millage.

After the meeting, the library immediately posted a six-page information sheet with frequently asked questions about the project. The FAQ includes a chart showing estimates of how much individual property owners will pay. For example, the owner of a house with a market value of $200,000 is expected to pay $56 annually, based on a levy of 0.56 mills.

AADL Board: Renovation Not the Best Option

The issue of renovating had emerged during public commentary near the start of the meeting, when two speakers – Lyn Davidge and David Diephuis – urged the board to support renovation of the existing building rather than a new structure.

But board members all spoke in favor of rebuilding, citing the condition of the existing building and the need for features – like a raked auditorium – that couldn’t be incorporated into a renovated structure. Several trustees pointed to the library’s role as a community gathering place, and said that the building’s current configuration can’t be modified to accommodate the growing number of events, meetings and other activities that resulted in over 600,000 visits to the downtown library last year.

Some board members also noted that a new library building could be a catalyst for other downtown changes. Ed Surovell described the area around the library as an “architectural Sahara” dominated by parking, and said the library has the opportunity to build a monument that would be a centerpiece for the city. The site at 343 S. Fifth is south of a new underground parking garage and across the street from the Ann Arbor Transportation Authority’s Blake Transit Center, which is being rebuilt.

Surovell was also the impetus behind a debate about the term of the bond. The initial resolution proposed by Nancy Kaplan – who serves with Surovell and Prue Rosenthal on a special facilities committee that recommended the bond proposal – included a 25-year term. But Surovell, founder and CEO of Edward Surovell Realtors, argued strenuously for a 30-year term. A longer term would increase the total interest payment over the life of the bond, but lower the millage rate that taxpayers would pay each year – from an estimated 0.59 mills over 25 years, to an estimated 0.56 mills for the longer period. [Details on the interest and millage rates will vary, depending on market conditions when the bonds are issued.]

Surovell’s argument eventually proved persuasive to a majority of board members, and on a 4-3 vote the bond resolution was amended to a 30-year term.

The board also set a special meeting for Monday, July 30 at 7 p.m. to approve ballot language for the bond proposal. The deadline for filing the ballot language is Aug. 14. The board also voted to amend its charge to the special facilities committee. Rosenthal, Surovell and Kaplan will continue to serve on the committee through 2012, making recommendations to the board on issues leading up to the Nov. 6 vote, as well as on next steps after the bond proposal is approved or rejected by voters. AADL Board to Vote on New Downtown Library

A new $65 million downtown library could be in the relatively near future for Ann Arbor, as the Ann Arbor library board prepares to place a bond proposal on the Nov. 6, 2012 ballot to fund the project. A resolution authorizing the proposal is on the agenda for the board’s July 16, 2012 meeting. The specific ballot language would be approved at a separate special meeting, sometime before Aug. 14.

Update: The board approved a 30-year, $65 million bond proposal on Monday evening and set a meeting for July 30 at 7 p.m. to vote on ballot language.

A millage to cover bond payments would be levied in addition to the AADL’s current operating millage. The library is authorized to collect up to 1.92 mills, but currently levies only a portion of that – 1.55 mills.

The board packet for July 16 includes a six-page memo from a special facilities committee that the board appointed in April 2012.  The committee’s task was to make a recommendation about the building. The three-member committee is chaired by Prue Rosenthal and includes Ed Surovell and Nancy Kaplan. Their recommendation calls for building a new structure on the current site, at the northeast corner of South Fifth and William, next to the new underground parking garage.

The memo states: ”Our community continues to feel that the Ann Arbor District Library’s Downtown location is a vital hub to our community. In conversations with community leaders, they are virtually unanimous in supporting steps to ensure our library can meet the needs of this community for the next 50 years.”

The AADL is about a month away from an Aug. 14 deadline to put a millage proposal on the November ballot. Also on Monday’s agenda is an item to set a special board meeting for approval of ballot language. The board packet does not indicate when the special meeting would be held. AADL Board: What’s Your Library Vision?

Ann Arbor District Library public forum (Saturday, June 9, 2012): At the first of three forums to gather input on the future of the library’s downtown building, AADL staff and board members outlined their goals and answered questions about a possible new facility.

The board faces an Aug. 14 deadline to put a millage on the November 2012 ballot, if they decide to seek tax funding for a bond that would support a new downtown library. The current structure, at the northeast corner of South Fifth and William, was built in the 1950s, with expansions and renovations in the mid-1970s and early 1990s. AADL director Josie Parker joked that one of the building’s boilers is “the same age as I am – I just hope it lasts as long as I plan to last.”

Several years ago, board members and library staff had worked on similar a building project, but suspended the effort in late 2008 because of declining economic conditions. Board members revisited the topic in 2010 as part of their strategic planning process. One of the strategic goals emerging from that process directly related to the downtown building: “Renovate or replace the downtown library with attention to the condition of the existing building, tax base, revenue stream, development of surrounding properties and demographics.”

In November 2011, the board voted to provide $45,000 in funding for consultants to help resume the process, and earlier this year a special facilities committee was appointed to oversee the effort and make a recommendation to the full board. That recommendation is expected to be presented at the board’s July 16 meeting.

At the Saturday morning forum, Parker told the group that the library had commissioned a survey by the Lansing firm EPIC-MRA, which she said “asked questions that we were afraid to ask.” [.pdf of survey results] The survey, conducted in March of 2012, showed that if a vote were taken now – on funding a $65 million renovation or new construction project with a property tax increase of 0.69 mills – 45% of survey respondents would vote yes, and another 15% would lean toward a yes vote. That compares with a total 37% who said they would either vote no or lean toward no. Results indicated even stronger support for a scaled-back project.

The forum provided an opportunity for questions. Topics covered the board’s decision-making process, financial considerations, design and operational issues, and whether the library was coordinating with efforts to develop surrounding properties – such as the Ann Arbor Downtown Development Authority’s Connecting William Street project.

In addition to library staff, about a dozen people attended the forum. Many of them – including former mayor Ingrid Sheldon and Ellie Serras of the Ann Arbor Main Street Business Improvement Zone – are already supporters of the library and will likely be part of a millage campaign, if the board decides to pursue that option. Four of the seven library board members also attended the forum: Rebecca Head, Margaret Leary, Barbara Murphy, Jan Barney Newman.

Two additional public forums will be held this month: on Tuesday, June 12 from 7-9 p.m.; and Wednesday, June 20 from 7-9 p.m. The June 20 forum will be held in the downtown library’s basement multi-purpose fourth-floor conference room at 343 S. Fifth Ave. in Ann Arbor. In addition, public commentary is open at the library board’s monthly meetings – upcoming meetings are on June 18 and July 16 starting at 7 p.m. in the fourth-floor conference room of the downtown building. Comments or questions can also be emailed to downtown@aadl.org. Survey: Support for New Downtown Library

The Ann Arbor District Library board is continuing its consideration of a possible new or renovated downtown building. At its April 16, 2012 meeting, the group received a report of recent survey results that gauged support for a millage to fund such a project.

The survey showed that if a vote were taken now – on funding a $65 million renovation or new construction project with a property tax increase of 0.69 mills – 45% of survey respondents would vote yes, and another 15% would lean toward a yes vote. Contract for Senior Center Restrooms OK’d

A $35,200 contract for restroom renovations at the Ann Arbor Senior Center was recommended for approval by the Ann Arbor park advisory commission at its Feb. 28, 2012 meeting. If approved by the city council, the contract would be awarded to L.C. Construction, which submitted the lowest of eight acceptable bids. The facility will be closed in May while the project is completed, and activities will be scheduled at other locations.

The $35,200 includes a $32,000 base bid and a $3,200 (10%) contingency fund to cover possible change orders. Funds would come from proceeds of the park maintenance and capital improvements millage.

County Board Retreat Set for Jan. 21

The Washtenaw County board of commissioners will hold a strategic planning retreat on Saturday, Jan. 21, 2012 from 8:30 a.m. to 12:30 p.m. at the county parks and recreation offices, 2230 Platt Road. The meeting notice was posted at the county administration building late Thursday, Jan. 12. County offices were closed on Friday through Monday for the Martin Luther King Jr. holiday.

The retreat was scheduled by board chair Conan Smith. It had not been announced at previous board meetings, nor was it formally announced during any of the opportunities for communications from commissioners at the board’s Jan. 18 meeting. Council Debates Public Transit, Sets Hearing

In the end, the council opted to delay voting on a four-way accord between the city of Ann Arbor, the Ann Arbor Transportation Authority (AATA), the city of Ypsilanti and Washtenaw County. The agreement among the four parties would set up a framework for, and contingencies on, the transition of the AATA to a countywide transit authority, incorporated under Michigan’s Act 196 of 1986. AATA currently operates under Act 55 of 1963.

The transition to a countywide funding base is intended to (1) ensure stability of funding for transit connections outside of the city of Ann Arbor, which has until now depended on purchase-of-service agreements; (2) provide a higher level of transit service inside the city of Ann Arbor; and (3) expand the area where transit service is provided.

The council’s vote was to delay the decision just for one meeting – until Jan. 23. The council also voted to set a public hearing for that date.

In other substantive action on the four-party agreement, the council amended it to stipulate that Ann Arbor’s transit tax would only be transferred to the new Act 196 authority if approval of a millage were to gain a majority of votes within the city of Ann Arbor.

In other business, the council gave initial approval to a revision of the Arlington Square planned unit development (PUD), located on the southeast corner of Washtenaw Avenue and Huron Parkway. The changes will allow for additional types of uses at the site – restaurants and an urgent care facility. Questions were raised about the number of existing parking spaces on the site.

The council also approved the set of fees associated with its property assessed clean energy (PACE) program, which was established last year.

In additional business, the council approved petitions to the Washtenaw County water resources commissioner for several stormwater projects, and approved a wetland mitigation plan for the Wheeler Service Center on Stone School Road. The council also authorized a pay increase for election workers who staff the polls on election day.

At the start of the meeting, councilmembers received an update on the skatepark planned for the northeast corner of Veterans Memorial Park. With most of the funding now in place, construction looks like it will start late in 2012 or the spring of 2013. [Full Story]
