William Street is blocked on both sides of Fifth Avenue. Wondering if at long last they are finishing the last part of that big hole in the ground by the library.

The underground garage isn’t going to be finished until spring 2012. The street closure you’re noticing is due to the City Place project south of William. They’re starting offsite utilities work related to the project.
Yesterday I saw two cars turn right from Fourth onto William, go around the “Road Closed” signs, drive right up to the barricades blocking the entire street, turn around, and head back to Fourth.
What part of “Road Closed” did they not understand?
The road closed sign says “Local Traffic Only” in small print, although even local traffic has been blocked at times. No notice to residents was given for this closure, by the way.
