Well it certainly caught my attention, but mostly I found it disturbing. Not a welcoming “sign” in any way. I had to consider that someone took the time to rig the chair so it rocks, dress the mannequin, and then put it all together. And at no time during that process do they stop to ponder, “is this really a good idea?”
I am not the demographic they are seeking.

Does it actually rock? If so I think it would be in violation of 5:508(4), “Any sign which has any visible motion…”
Yes, it was hooked up to a rope that caused the chair to rock, rather rapidly and strongly.
