Fraternity’s Special Exception Use Tweaked

A slight revision to a special exception use for the Michigan Alpha Chapter of Sigma Phi Epsilon – increasing by one the number of beds allowed in its house at 730 Tappan – was granted unanimously by the Ann Arbor planning commission at its April 17, 2012 meeting. The change now allows for 45 beds, including an additional separate bedroom for the required in-house manager.

The commission had granted the original special exception use more than a year ago, at its March 1, 2011 meeting. That had allowed the fraternity to convert a church at the northwest corner of Tappan and Hill into a fraternity house. Planning Group OKs Accessory Apartment

At its Jan. 19, 2012 meeting, the Ann Arbor planning commission unanimously approved a special exception use at 3645 Waldenwood, which will allow an accessory apartment to be added to the single-family house there. It’s located in the Earhart Estates neighborhood, west of Earhart and south of Glazier Way, in the city’s northwest side.

According to planning staff, this is only the second time a special exception use has been requested for an accessory unit since the accessory dwelling ordinance was crafted in the early 1980s. Summers-Knoll School Preps to Relocate

Ann Arbor planning commission meeting (May 17, 2011): The most recent meeting of the Ann Arbor planning commission paved the way for the relocation of Summers-Knoll School to a larger facility on Platt Road.

Summers-Knoll, a private school for grades K-8, plans to move from its current location at 2015 Manchester Road in Ann Arbor, which housed 42 students. The new building at 2203 Platt will accommodate up to 144 students.

The move required the planning commission to grant a special exception use, allowing the office building to be converted into a school. After their deliberations, the commission voted unanimously to approve the special exception use, after some conditions were added. It was the only action item on the commission’s agenda, and no one spoke during public commentary at the meeting. [Full Story]

Site Plan Approved for Phi Kappa Psi

At their March 15, 2011 meeting, the Ann Arbor planning commission unanimously approved a site plan and a special exception use for a property at 630 Oxford, between South University and Hill. The University of Michigan chapter of Phi Kappa Psi plans to convert a rental duplex – which now allows for up to eight occupants – into a fraternity house for up to 24 occupants. The plan calls for a rear parking lot with eight spaces, plus an enclosed area for bikes. The commission had postponed the item at its Jan. 20, 2011 meeting, in order for the fraternity to make revisions to the plan as requested by city planning staff. The site plan will be forwarded to the city council for final approval.

This brief was filed from the boardroom in the Washtenaw County administration building, where the planning commission is meeting due to renovations in the city hall building. A more detailed report will follow. [Full Story]

Arbor Dog Daycare Returns – and Prevails

Ann Arbor planning commission meeting (Dec. 21, 2010): More than a year after making their initial request, the owners of Arbor Dog Daycare were granted a special exception use on Tuesday, allowing the South Main Street business to expand.

Several conditions were added, including requirements related to the number of dogs allowed outside, and action to be taken if there’s continuous barking. Noise concerns had been a reason cited by commissioners who previously voted against the request.

Also at Tuesday’s meeting, the commission granted a special exception use and approved the site plan for Allen Creek Preschool, which plans to tear down an existing house and build a larger one at its Franklin Street location.

Commissioners also heard several updates and communications, including a request for feedback on a draft resolution regarding a proposed development agreement between the city and the Ann Arbor Downtown Development Authority. [Full Story]
