First Wave of Ann Arbor Absentee Ballots Sent

The Ann Arbor city clerk’s office has sent out the first wave of 3,697 absentee ballots for the Nov. 6, 2012 general election. Registered voters who want to apply for an absentee ballot have until Nov. 3 to do that. Detailed information on applying for an absentee ballot is available on the Ann Arbor city clerk’s website.

A spreadsheet containing names and addresses of voters to whom absentee ballots have been sent is provided free of charge by the Ann Arbor city clerk to anyone who signs up on the email list. Summing the columns in that spreadsheet yields a breakdown by ward of the initial wave of 3,697 ballots as follows: Ward 1 – 454; Ward 2 – 987; Ward … [Full Story]

Committee Formed Against Library Millage

The Washtenaw County clerk’s office has confirmed the filing – on Sept. 13, 2012 – of a ballot question committee Protect Our Libraries. The group opposes the ballot proposal that the Ann Arbor District Library is asking voters to approve on Nov. 6. The AADL is requesting that voters approve $65 million in bonds for construction of a new downtown library building on its current site at 343 S. Fifth Ave.

Listed as treasurer of the group is Kathy Griswold, a former Ann Arbor Public Schools board member. She also served as campaign manager for Sumi Kailasapathy’s Ward 1 Ann Arbor city council Democratic primary election campaign, which Kailasapathy won on Aug. 7. Municipal Math: How Fast Can You Re-Count?

Tick marks like these are the same technique used to recount elections.

On Aug. 7, 2012, ballots were cast in primary elections – to finalize the ballot choices for voters in the Nov. 6 general election.

And  last week, on Sept. 4, 2012, the Washtenaw County board of canvassers conducted a recount of some of those ballots. Several different races were recounted, including some from Augusta Township, Sylvan Township, the city of Ypsilanti, and the city of Ann Arbor.

In the city of Ann Arbor, it was the Ward 4 city council contest that was recounted. That race had offered a choice for voters between incumbent Margie Teall and Jack Eaton.

The initial count of ballots across Ward 4 showed Teall with a total of 866 votes, compared to 848 votes for Eaton. That’s a difference of 18 votes. Another way of putting that: There was an average difference of exactly two votes per precinct in Ward 4. [Warm-up puzzle: How many precincts are in Ward 4?]

In the recounted totals, each candidate lost a vote in Precinct 9. In Precinct 6, Teall picked up one vote and Eaton lost one. That left Eaton and Teall with 846 and 866 votes, respectively. So the hand-counting of the paper ballots essentially confirmed the result of the optical scanners used on election day.

I’ve now covered four recounts for The Chronicle in the last five election cycles. At a recount event, as many as four separate tables might be set up in the room. Of course, the candidates in the races being recounted and their supporters are interested in watching the recounting of the ballots – to make sure everything is done properly. So it’s typical that four or five people stand around each of the tables watching the recounting as it takes place.

The actual recounting of the ballots for a given precinct is done by three people seated at the table. One person examines each paper ballot and calls out the name of the candidate who received a vote. The two other people each record a tally mark on a grid. At the end of the recounting, the hand-recorded totals on the two grids must match each other. If they don’t, everything must be re-recounted.

So the recounting procedure depends on the ability of the talliers to hear the person who is calling out the candidate name for each ballot. Because of that, everyone in the room always observes strict silence, without even being told by members of the board of canvassers that they must be quiet.

I’m kidding. It’s always necessary for a member of the board to shush everyone – more than once. That’s because we all fall prey to the belief that we can have our own side conversations that are quiet enough not to disrupt the counting – unlike those other loudmouths.

One reason those side conversations take place is that people need a way to pass the time. That’s because watching a recount is just plain boring. (That’s how you know it’s important.) So as you’re standing there watching, you start to wonder: How long is this going to take?

And as you look at the number of people assembled in the room, some of whom are being paid $12 an hour to do the recounting, you also wonder: How much is this going to cost? [Full Story]

Ann Arbor, Other Recounts: Outcomes Same

A recount of ballots cast in the Aug. 7, 2012 Democratic primary election left results unchanged in all elections in Washtenaw County that were recounted. The recount took place on Sept. 4, 2012 and was conducted by the Washtenaw County board of canvassers.

The recount of the Ward 4 Ann Arbor city council race confirmed that incumbent Margie Teall had the most votes.

The initial count of ballots across the nine precincts of Ward 4 showed Teall with a total of 866 (50.5%) votes, compared to 848 (49.5%) votes for Jack Eaton. AAPS Admin Hosts Board Candidates

Both candidates running for the board of the Ann Arbor Public Schools met with top district administrators for an informal question-and-answer session held at the the Balas administration building on Aug. 28, 2012. This kind of information session is regularly hosted by the district before each school board election. This year, Dale Leslie and incumbent Deb Mexicotte will be on the Nov. 6 ballot.

After brief introductions, Leslie and Mexicotte were given a chance to ask the administrators any questions they had about the district and its operations.

Leslie took advantage of the occasion to talk about his campaign. He said he is familiar with the district, and made several criticisms – about the quality of instructional materials, the elimination of police liaisons in the high schools, and board’s goal setting.

Mexicotte responded to Leslie’s critique of the board by contrasting the goals that the board had set for itself internally with those it set for the district as a whole. Mexicotte had no informational questions of the administrators. She was first elected to the board in 2003 and currently serves as president of the board. Most recently, she was re-elected in 2010.

This year, the board seat that Leslie and Mexicotte are seeking will be for a four-year term ending in December 2016. The other six members of the AAPS board, whose terms continue at least through 2014, are Susan Baskett, Andy Thomas, Simone Lightfoot, Christine Stead, Glenn Nelson, and Irene Patalan. Ballot Recounts Scheduled for Sept. 4

The meeting of the Washtenaw County board of canvassers to conduct recounts of some ballots cast during the Aug. 7, 2012 elections has been set for Tuesday, Sept. 4, 2012 at 10:30 a.m.

Races to be recounted include the race for city of Ann Arbor Ward 4 Democratic councilmember. The final results across the nine precincts of Ward 4 showed incumbent Margie Teall with a total of 848 (49.5%) votes, compared to 866 (50.5%) for Jack Eaton – an 18-vote difference.

The city of Ypsilanti Ward 3 Democratic councilmember race will also be recounted. In that race, Pete Murdock tallied 440 (60.03%) votes compared to 242 (33.02%) for Mike Eller and 47 (6.41%) for Ted Windish.

Council Puts Public Art Millage on Nov. 6 Ballot

A public art millage will be on the Nov. 6, 2012 ballot for Ann Arbor voters. That decision was made by the Ann Arbor city council at its Aug. 20, 2012 meeting on a unanimous vote. One wording change made at the meeting was to replace “public art” with “art in public places” throughout the charter amendment.

The wording change was undertaken to make clear that organizations like The Ark or the Michigan Theater would not benefit from such a millage, so that their supporters would not mistakenly believe that the millage would support those organizations and thus decide to diminish their donations to those organizations.

Despite Worries, Art Commission Backs Millage

Ann Arbor public art commission special meeting (Aug. 15, 2012): Ann Arbor city councilmember Christopher Taylor stunned many in the arts community by unexpectedly proposing a public arts millage for the Nov. 6 ballot. He took that action at the council’s Aug. 9 meeting – two days after the Aug. 7 primary.

At that meeting, he indicated a desire to start a conversation about public arts funding, and expressed the hope of getting input from the Ann Arbor public art commission and the community in general.

Some of that conversation took place at the public art commission’s Aug. 15 meeting, which ended in a vote of support for the millage proposal.

Much of the reaction so far from the arts community has focused on the short timeframe until the November election, and the lack of clarity that a yes or no vote would indicate, based on the wording of the proposal.

In response to that perceived lack of clarity, on Friday, Aug. 17, councilmember Jane Lumm (Ward 2) added a resolution to the Aug. 20 council agenda that would lead to a choice for voters on Nov. 6 between: (1) a millage to support public spending on art; or (2) no continued accumulation of public funds to be spent on art. Her resolution would direct city attorney staff to prepare ordinance language to repeal the funding mechanism in the Percent for Art ordinance – effective July 1, 2013. The intent is to repeal the ordinance in a way that allows funds already set aside for art to be spent on art, and to provide for maintenance of existing works.

If approved by the council on Aug. 20, Lumm’s resolution would lead in late September to the first of two city council votes necessary to repeal the ordinance section. In part, Lumm’s resolution states that “to truly enfranchise residents, voters should be offered a clear, yes/no choice on public funding for public art rather than an either/or choice of the mechanism used to fund public art; …” [.pdf of Lumm's draft resolution and memo]

Lumm’s resolution hadn’t been proposed when AAPAC held its special meeting on Wednesday to focus on Taylor’s millage proposal. The commission had essentially been forced to call a special session because its next regular meeting, on Aug. 22, falls after an expected vote by the council on Aug. 20.

The special meeting drew more public commentary than at any of AAPAC’s previous meetings. Nine people spoke, including leaders of several local arts institutions: Deb Polich of the Arts Alliance, Russ Collins of the Michigan Theater, Mark Tucker of FestiFools, and former AAPAC chair Margaret Parker, among others. Several more people attended but did not formally address the commission.

It seemed clear that neither commissioners nor members of the arts community who spoke during public commentary had been consulted about the millage proposal, and only a few had been informed that it would be brought forward. While there was broad support for the idea of a public arts millage, many people questioned the timing and felt that 11 weeks until the Nov. 6 election was too short a time to mount a successful millage campaign.

When asked by commissioners who would lead such a campaign, Taylor said he assumed it would be led by the arts community, with money raised from private contributions. He felt the amount of time was sufficient, and that the millage would be approved by voters. He thought the November election would be a good time for the vote, with higher participation by students and renters – that’s a good core, he said.

During AAPAC’s meeting, Taylor told commissioners that if a millage vote is delayed, that puts the current Percent for Art program at risk. He said his sense is that the risk is growing, though he was unclear about why he believes that’s the case. Marsha Chamberlin, AAPAC’s chair, wondered whether the concern stems from a change in composition to the council, following the November election. Taylor did not respond directly to that question.

In the Aug. 7 primary election, Democrat Sally Petersen defeated incumbent Tony Derezinski in Ward 2 – Derezinski also is a member of AAPAC, though he has not attended a regular meeting since May, and did not attend the Aug. 15 special session. No incumbents ran in the Ward 1 and Ward 5 races, where Democrats Sumi Kailasapathy and Chuck Warpehoski prevailed in their respective primaries. No Republican is running against Petersen or Kailasapathy in November. And though Warpehoski faces Republican Stuart Berry in Ward 5, it’s likely that Warpehoski will win that heavily Democratic ward. Taylor is also running for re-election, but was unopposed in the Ward 3 Democratic primary and is unchallenged in November.

In a pre-election survey conducted by the Arts Alliance, Petersen indicated support for the Percent for Art program, though she suggested some changes. Warpehoski supported “looking for ways to establish a more flexible funding stream for the arts.” Kailasapathy did not respond to the survey, according to the alliance, but her campaign website did not list public art among her priorities. In general, another complicating factor with the millage proposal is a separate effort to develop a countywide plan and funding mechanism for public art. The Arts Alliance is leading that initiative, and earlier this year applied for a $100,000 grant through the National Endowment for the Arts “Our Town” program to help fund it. At AAPAC’s Aug. 15 meeting, Polich – the alliance’s executive director – advocated for more time so that a fully-developed, comprehensive strategy could be prepared.

Polich questioned how the millage rate was determined in Taylor’s proposal – a 0.1 mill tax for four years. She raised the concern that the city is “leaving money on the table” – that is, it’s possible that voters would be willing to pay more for public art than the amount proposed. Polich also mentioned concerns about the millage’s potential impact on private contributions to arts and cultural organizations, which wouldn’t necessarily get funding from a public arts millage. There might be confusion about that, making fundraising more difficult.

Despite a range of concerns, AAPAC ultimately voted unanimously to recommend that the council place the proposal on the Nov. 6 ballot. Among the commissioners, John Kotarski appeared to be the most enthusiastic supporter of the proposal, praising Taylor for bringing it forward. [Full Story]

Ward 4 City Council: Eaton Files for Recount

Candidate Jack Eaton has filed for a recount of ballots cast in the Aug. 7, 2012 Democratic primary election for Ward 4 Ann Arbor city council.

According to Washtenaw County director of elections Ed Golembiewski, the recounting of the physical ballots will likely be scheduled for early in the week beginning Aug. 27, depending on the availability of members on the board of canvassers. That would accommodate the 7-day requirement to allow other candidates involved to file objections.

The other candidate involved was incumbent Margie Teall. The final results across the nine precincts of Ward 4 showed Eaton with a total of 848 (49.5%) votes, compared to 866 (50.5%) for Teall. That’s a difference of just 18 votes.

Davidge Enters Library Board Race

A fifth candidate – Lyn Powrie Davidge – has filed for one of four open Ann Arbor District Library board seats in the Nov. 6 general election. All four incumbents had previously filed: Prue Rosenthal, Margaret Leary, Nancy Kaplan and Rebecca Head. The filing deadline was 4 p.m. on Tuesday, Aug. 14. The four-year terms for these non-partisan positions begin Jan. 1, 2013.

Davidge previously ran for the AADL board in 2010, but was not elected. She has attended the board’s monthly meetings over the past few months and spoken during public commentary. Four Seats Open on Ann Arbor Library Board

Four of the seven Ann Arbor District Library board seats will be up for election on Nov. 6, and all four incumbents – Prue Rosenthal, Margaret Leary, Nancy Kaplan and Rebecca Head – have filed to run for re-election. The four-year terms begin Jan. 1, 2013. As of Aug. 9, no one else has filed for the positions, which are nonpartisan.

Library staff held an hour-long forum for potential candidates on Wednesday evening, attended by three people who are interested, or who represented others that couldn’t make the event. They included Lyn Davidge, who ran in 2010 but wasn’t elected. Also attending was Doug Jewett, who said he felt tremendously pleased with his experiences at the library. “For me, this is the center of Ann Arbor.”

Prospective AADL board candidates have until 4 p.m. on Tuesday, Aug. 14 to file to be placed on the ballot. To file, candidates must turn in an affidavit of identity to the Washtenaw County clerk’s office, along with a $100 non-refundable filing fee or a minimum of 40 valid signatures. The positions are elected by voters in Ann Arbor and portions of seven townships that are covered by the library’s district – Pittsfield, Scio, Ann Arbor, Lodi, Webster, Salem and Superior. Those are the same boundaries served by the Ann Arbor Public Schools, with the exception of Northfield Township, which is partly within the AAPS district but has its own library system.

Josie Parker, AADL’s director, moderated the forum. Four current board members attended: Rosenthal and Leary, whose terms end this year, as well as Barbara Murphy and Jan Barney Newman, whose terms run through 2014. Four other top AADL managers were also present.

The board will be key in making decisions about the future of the downtown library. Last month, trustees voted to place a $65 million, 30-year bond proposal on the Nov. 6 ballot for construction of a new downtown building. If the project is approved by voters, the board will be instrumental in determining the design and other factors.

Though it was mentioned, that project wasn’t the focus of the Aug. 8 discussion. Topics ranged from a summary of the AADL’s history to challenges that the library will face in the future.

Library staff had prepared packets of material for potential candidates, which included the library’s strategic plan from 2010-2015, the downtown building bond proposal, recent district statistics on circulation and other measures, a recent annual report and audit, policy manual and other information.

Data Merge Problem Snags Washtenaw Results

Responding to a telephoned query from The Chronicle, Washtenaw County clerk’s staff explained a disparity between result totals indicated on the county’s website for countywide races in the Aug. 7 election primary, compared with the actual totals that can be obtained by performing the arithmetic sums of precinct results. For example, the total indicated  on the election result website for 22nd circuit court judge candidate Jim Fink is 13,208, but the sum of the Fink column on the webpage is actually 11,717. All candidates totals, including those for Carol Kuhnke, Doug McClure and Erane Washington, show similar disparities.

2012 Ann Arbor Council Primary Roundup

When sitting Democratic councilmembers Sandi Smith (Ward 1) and Carsten Hohnke (Ward 5) announced in the spring they would not be seeking third terms, it was clear that the 11-member Ann Arbor city council would be joined by at least two new members in November.

When Sally Petersen challenged Tony Derezinski (Ward 2), and Jack Eaton challenged Margie Teall (Ward 4) in the Democratic primary, the number of possible new councilmembers rose to four.

And when Albert Howard filed successfully in mid-summer as an independent candidate for mayor, challenging sitting Democratic mayor John Hieftje, it meant a turnover on the council of potentially five members – because the mayor is a member of the council.

Yesterday’s Aug. 7 primary election results helped clarify the council’s future makeup. Petersen defeated Derezinski by a 55-45 percentage split, and Eaton came within a whisker (18 votes) of beating Teall.

In the Ward 5 Democratic primary, Chuck Warpehoski polled 56.5% to Vivienne Armentrout’s 43.5% to win a place on the ballot in November next to Republican Stuart Berry. And in Ward 1, 58% of Democrats chose Sumi Kailasapathy compared to 42% who preferred Eric Sturgis.

In Ward 3, Christopher Taylor was not challenged in the Democratic primary, and does not face a partisan opponent in November. The lack of a partisan opponent applies to wards 1, 2 and 4 as well.

So after the Nov. 6 general election, the council will likely include new members Sumi Kailasapathy, Sally Petersen, either Chuck Warpehoski or Stuart Berry, and possibly Albert Howard instead of John Hieftje.

Early unofficial returns from the District 7 Washtenaw County board of commissioners race for the Democratic nomination – between Andy LaBarre and Christina Montague – show LaBarre with a total of 1,399 (64.2%) votes, compared to 779 (35.8%) for Montague – which reflects a total of 12 out of 18 precincts informally reported.

Of the nine districts on the newly redistricted county board, this is the only race that’s contested in the primary. The winner of the District 7 Democratic primary will face Republican David Parker in November. Parker is unopposed in the primary.

Pratt Over Bentz in Water Resources Race

Unofficial returns from the Washtenaw County water resources commissioner race for the Democratic nomination – between Evan Pratt and Harry Bentz – show Pratt with a total of 11,862 (73%) votes, compared to 4,298 (26.5%) for Bentz, with all precincts reporting. Percents don’t total 100 due to a small number of write-in votes.

Pratt will face Republican Eric Scheie in the Nov. 6 general election.

Early unofficial returns from the Ward 5 city council race for the Democratic nomination – between Vivienne Armentrout and Chuck Warpehoski – show Armentrout with a total of 460 (40%) votes, compared to 695 (60%) for Warpehoski – which reflects a total of 4 out of 11 precincts informally reported. Those precincts are 3, 4, 5, and 6.

The 2008 August primary – between Armentrout and Carsten Hohnke – was very close with Hohnke winning by a 1,610 (51%) to 1,552 (49%) margin. It resulted in a recount that ultimately determined that Hohnke was the winner. Hohnke announced this spring that he would not be seeking a third two-year term on the council.

Election Day: August 7, 2012

This year, Ann Arbor city council seats have contested Democratic primaries in four of the five wards – but in Ward 3, incumbent Christopher Taylor is unopposed. There are no contested Republican primaries.

The four-way non-partisan race for 22nd circuit court judge is also on the ballot, with the top two vote-getters advancing to the November election.

Some Ann Arbor residents also get to vote in a contested Democratic primary for Washtenaw County commissioner in District 7, as well as for the county’s water resources commissioner.

Primary Elections: Reminder to Vote Aug. 7

Tuesday, Aug. 7 is primary election day. To verify your registration, find your polling place, and even view a sample ballot for your precinct, visit the Secretary of State’s website.

Choices for most Washtenaw County offices will be easy for Democrats and Republicans alike – because many of the primaries are uncontested. Uncontested on either side of the ballot are races for prosecuting attorney (with no Republican on the ballot at all), county clerk and register of deeds, sheriff, and treasurer. Democrats, though, will have a choice will be between Harry Bentz and Evan Pratt to appear on November’s ballot as candidate for water resources commissioner. Heavily contested is the countywide primary race for the 22nd Circuit Court judgeship, which will be open due to the retirement of Melinda Morris. Four candidates are competing for that position: Erane WashingtonDoug McClureCarol Kuhnke and Jim Fink. The top two vote-getters in the primary will appear on November’s ballot. ["22nd Circuit Court: Four-Way Primary Race"] The judicial race is non-partisan, so all voters can vote on that race – no matter which side of the ballot they choose for the rest of their votes.

Most of the primary races for the county board of commissioners are uncontested as well. But Democratic voters in District 7 will have a choice between Andy LaBarre and Christina Montague. ["District 7 Dems Vie for Washtenaw Board"]

And in Ann Arbor city council races, Democrats will have choices in four out of five wards. In Ward 1 Sumi Kailasapathy and Eric Sturgis are competing for the seat that incumbent Democrat Sandi Smith will be leaving. ["Ann Arbor Council Ward 1: Eric or Sumi?" and "Ward 1 City Council Race: Filling Sandi's Seat"]

In Ward 2, Democrats will have a choice between Sally Petersen and incumbent Tony Derezinski. ["Ann Arbor Council Ward 2: Sally or Tony?"]

Ward 5 City Council: Studying, Listening

On July 22, 2012, a hot summer Sunday afternoon, more than 35 people gathered at the Peace Neighborhood Center to hear Ward 5 Democratic primary candidates for Ann Arbor city council respond to questions.

Chuck Warpehoski and Vivienne Armentrout are contesting the seat that will be open because sitting councilmember Democrat Carsten Hohnke is not seeking a third term. The winner of the Aug. 7 primary will face Republican Stuart Berry in November’s general election.

The format of the forum – hosted by the Ward 5 Democratic Party organization, and moderated by Gus Teschke – allowed Warpehoski and Armentrout to offer a clear contrast to prospective voters. They had four minutes to respond to each question, with an opportunity for a rebuttal and additional follow-up by the person who’d submitted the question.

Both Armentrout and Warpehoski were obviously knowledgeable about the range of topics they were asked to address by questioners.

The contrast emerged mainly in terms of the types of themes they emphasized, rather than differences in specific policy points – but some policy differences emerged as well. Throughout her remarks, Armentrout stressed her experience, knowledge and study of policy. For example, she introduced broad policy issues into the topic of the Ann Arbor Downtown Development Authority’s administration of the city’s public parking system – in part by calling the parking system the “parking utility,” drawing a parallel between that and utilities like water or electric service. And she explained her thoughts on providing affordable housing and human services by appealing to her understanding of the history of federal grant funding to the city of Ann Arbor.

On that same topic, responding to a question from local activist Alan Haber, Warpehoski said he would spearhead – and is already spearheading – an effort to replace 100 units of affordable housing that were lost when the old YMCA building was condemned and demolished. His effort on that issue is a function of his day job as director of the Interfaith Council for Peace and Justice. He frequently appealed to the skills he uses in that job – the notion of listening, and working to bring people together for the common good. He described several times the kinds of conversations he’s been having with residents of the ward as he goes door-to-door canvassing, relating some of the specific stories from each neighborhood. He pointed to those kinds of conversations as the kind that he’d like to continue if he’s elected, as part of an effort to hear all the voices in the community.

Warpehoski fielded some pointed questions from attendees, including one about his endorsement by mayor John Hieftje. Did that mean he’d favor decision-making behind closed doors? Warpehoski told the audience he’d made clear to Hieftje that if elected, he’d push the mayor on two issues: public process and the independence of board and commission appointments. Responding to another audience question, Warpehoski also said he’d recuse himself from votes if it were appropriate to do that – due to his wife’s job as director of the getDowntown program.

Warpehoski was also challenged to account for his use of the phrase “transit opponents” in an op-ed piece he’d written about the Ann Arbor Transportation Authority’s effort to expand its governance and service area to a countywide region. He explained his use of that phrase by saying you have to look at people’s actions and whether those actions actually support transit – drawing an analogy to someone who says they are for “health” but who sits on the couch eating Kentucky Fried Chicken all day.

Support for a current countywide transit proposal was one clear policy difference between the two candidates. Warpehoski supports the framework embodied in a four-party agreement – between Ann Arbor, Ypsilanti, Washtenaw County and the Ann Arbor Transportation Authority – while Armentrout does not. At its Aug. 1 meeting, the Washtenaw County board of commissioners is expected to give final approval for that agreement, which the other three parties have already ratified.

Library Bond Moves Toward Nov. 6 Ballot

Earlier this month, the board had voted to move forward on this bond initiative. If approved by voters, it would fund a new downtown building at the current site. At Monday’s meeting, AADL director Josie Parker stressed that the $65 million covers the cost of the entire project, not just the building itself. Other costs include demolition of the existing structure, moving costs and leases for temporary locations.

Passage of the bond proposal on Nov. 6 would result in an initial bond millage levy in July of 2013. It’s estimated that 0.56 mills would be levied in the first year, with an average annual rate of 0.47 mills over the 30-year period.

The new building would be on the downtown library’s current site at 343 S. Fifth Ave., on the northeast corner of Fifth and William. Parker gave a brief history of the site, to explain why that location is preferred. One major factor relates to the site’s previous ownership by the Ann Arbor Public Schools. Until 1995, the library was part of the AAPS.

A separation agreement with the school system gives AAPS the right of first refusal if AADL decides to sell the site. If the school system decides to buy it, AAPS would pay only 65% of the market value. If AAPS doesn’t buy the property and AADL sells it to another entity, AAPS gets 35% of the net sale proceeds. All of that factored in to the board’s decision to stay on the site, Parker noted.

Two advisors to AADL on this bond issue – James P. Kiefer of Dykema and Paul R. Stauder of Stauder, Barch & Associates – attended the July 30 meeting and answered questions from the board. Board members asked only a few clarificational questions, including some related to the millage rate, use of bond proceeds, and the possibility of local downtown development authorities capturing a small portion of the bond millage.

After the meeting, the library immediately posted a six-page information sheet with frequently asked questions about the project. The FAQ includes a chart showing estimates of how much individual property owners will pay. For example, the owner of a house with a market value of $200,000 is expected to pay $56 annually, based on a levy of 0.56 mills.

City Council Campaign Finance Crosses Wards

A preliminary analysis of pre-primary campaign finance reports for the four contested races in the Aug. 7 Ann Arbor city council Democratic primary shows a total of $53,050.25 in cash was raised by the eight candidates combined, with the average donor contributing a bit over $100.

The two candidates in Ward 5 raised a combined total greater than any other ward – with Chuck Warpehoski raising $9,558 and Vivienne Armentrout receiving about $2,000 more, at $11,350. Warpehoski’s total came from a significantly greater number of donors than Armentrout’s contributions, but were on average much smaller. Armentrout and Warpehoski are competing for the Democratic nomination and will face Republican Stuart Berry in November. Sitting Ward 5 Democrat Carsten Hohnke decided not to seek re-election.

Raising slightly less than Ward 5 candidates were incumbent Ward 2 councilmember Tony Derezinski ($8,475) and challenger Sally Petersen ($7,947). The distribution of donation sizes was similar for the Ward 2 candidates, and both showed a much higher per-donor average than the citywide figure – $163 for Derezinski and $139 for Petersen.

In Ward 4, Democratic primary voters will have the same choice they had in 2010 – between incumbent Margie Teall and challenger Jack Eaton. This year, they have raised roughly the same amount of money – Teall with $4,685 and Eaton with $4,305.

Ward 1 showed the greatest difference in the amounts raised by the two candidates, as Sumi Kailasapathy raised about 70% more than Eric Sturgis – $4,220 compared to $2,510 for Sturgis. The seat will be open because Sandi Smith is not seeking re-election.

A common theme across all the campaign finance reports is the significant support candidates receive from outside the ward they’re seeking to represent. That’s a trend visible in the maps we present after the jump.

Part of that trend can be explained by the number of city residents who donate money to more than one campaign. Out of the nearly 500 different donors across the eight campaigns, 58 donated to two or more campaigns, and 23 donated to three or more. The Chronicle counted nine donors who contributed to four different city council campaigns.

Many observers perceive a grouping of candidates based on shared basic philosophies – Kailasapathy, Petersen, Eaton and Armentrout on the one hand, contrasted with Sturgis, Derezinski, Teall and Warpehoski. While there’s likely considerable room for disagreement about what the common thread is that ties those candidates together, the multiple-campaign donors bear out a perception of some commonality: Of the 58 multiple-campaign donors, all but three squared up with that candidate grouping.

The three donors identified by The Chronicle as flouting that grouping included 22nd circuit court judge candidate Carol Kuhnke, who gave money to both Ward 2 candidates (Derezinski and Petersen) as well as Sturgis and Teall. Past Ward 2 candidate Stew Nelson gave money to Petersen and to Sturgis. And former Ann Arbor Downtown Development Authority board member Ed Shaffran donated to Teall and to Armentrout.

Which group had more multiple-campaign donors? There the nod goes to the group with no incumbents – Kailasapathy, Petersen, Eaton and Armentrout – with 39 of the 58 multiple-campaign donors. [Full Story]

The Ward 5 seat will be open this year, because incumbent Carsten Hohnke chose not to seek a third two-year term on the 11-member council – which includes the mayor and two representatives from each of the city’s five wards. Democratic primaries are contested this year in just four of the five wards, as Christopher Taylor is unchallenged in Ward 3.

Hohnke was first elected to the council in 2008, winning the general election against Republican John Floyd. In the August primary that year, Hohnke won a very close race against Armentrout, who is competing for a Ward 5 seat again this year.

Armentrout said she’s running based on her experience – and her involvement in the civic life of Ann Arbor. She cited her involvement with organizations like the Ecology Center, Project Grow, and the League of Women Voters. She also cited her service on public bodies like the city’s solid waste commission, the city budget review committee, as well as the Washtenaw County board of commissioners, an elected position that she held for eight years.

After she left the board of commissioners, she worked as a journalist, she said, focusing primarily on city issues for the Ann Arbor Observer. And she’s been writing a local issues blog since 2009 – Local in Ann Arbor. She wants to apply her experience to represent the residents of Ward 5.

Warpehoski told the forum attendees that he is running because he wants to serve the community. He stressed his strong Democratic values – like environmental protection, and a commitment to a strong social safety net. In his day job as executive director of the Interfaith Council for Peace and Justice, he is already serving the community, he said, but service on the city council is another way to serve the community. He stressed the importance of the mix that Ann Arbor offers – of a vibrant downtown and great neighborhoods.

Warpehoski noted that elections end up being a discussion about candidates. But fundamentally, he said, he does not believe that public service and elected office is about the candidate – rather, it’s about the community. That’s why the center of his campaign has been knocking on doors all across Ward 5, he said. And when he approaches the door, he said he’s not starting with a commercial for himself. Instead, he begins with a question: What’s on your mind about what’s going on in the city?

The single main policy issue that candidates were asked to address was a possible new train station at the Fuller Road site – and transportation is an issue on which Armentrout and Warpehoski have the most different perspectives. But the Fuller Road Station was touched on just briefly. Armentrout listed several reasons why she’s opposed to a rail station at Fuller Road, while Warpehoski is supportive of the idea. But he indicated that if the ultimate recommendation of a current study that’s being conducted is to locate a new facility at Fuller Road, he thinks it deserves a public referendum, because it is public land.

Aside from opening and closing statements, not a lot of specific local policy ground was covered by questions put to the candidates – due in part to a time constraint of about an hour for eight candidates. But the candidates did talk a great deal about issues of transparency and group dynamics on the city council – in response to the leadoff question from forum moderator Mike Henry, co-chair (with Anne Bannister) of the Ann Arbor Democratic Party.

Responding to the question of working as a group, Warpehoski described the techniques of “deep listening,” and stressed the importance of assuming good intent. For her part, Armentrout stressed the importance of  expressing mutual respect and in making decisions based on data and on the merits of the case, and “arguing politely,” whatever the case is.

Ann Arbor Council Ward 4: Jack or Margie?

This year’s Ward 4 race reprises the 2010 contest that Teall won over Eaton with 69% of the vote. Teall has served on the council since 2002 and is seeking her sixth two-year term on the 11-member council – which includes the mayor and two representatives from each of the city’s five wards. Democratic primaries are contested this year in just four of the five wards, as Christopher Taylor is unchallenged in Ward 3. The winner of the Ward 4 Democratic primary will likely not face an on-the-ballot opponent in November – because no Republican has filed and the deadline for independent candidates to file is July 19.

In his remarks on local policy issues, Eaton stressed what he called sensible spending priorities – support for fire and police protection. He framed his thoughts on local issues by pointedly listing out those things he supports, not things he opposes.

Among those things he supports: city parkland – and specifically a possible charter amendment that would require a public referendum on the long-term leasing of parkland (not just sale, as the charter currently reads). He also supports the idea of a park on top of the new underground parking garage. He supports rebuilding the police and fire departments, and spending the city’s street reconstruction tax to repair roads in a timely fashion. If elected, he said he’d support neighborhoods by being a voice for their concerns.

Eaton also stressed some beliefs that could be characterized as classic Democratic Party values – support for labor. He cited his profession as a union-side labor lawyer and indicated that he’d fight against the tools that Republican “bullies” in the state legislature are giving local municipalities to reduce benefits to their union workers.

For her part, Teall cited her own labor credentials by saying she had support from several local unions. She gave an implicit response to Eaton’s focus on fire and police protection by saying that public safety had been a priority since 2002 when she first was elected to council. She indicated that residents could expect to see a greater police presence downtown, as the city has implemented a police recruit program. She identified flooding as currently a top issue for Ward 4, but pointed to the reconstruction of the East Stadium bridges and securing funding for future demolition of the Georgetown Mall as points of progress.

Teall said the city budget is in the best shape it’s been in the time she has served on the city council. The overall theme Teall stressed was a desire to keep Ann Arbor on the track that it started down 10 years ago.

Tracks were part of the one main policy question candidates were asked to comment on – the idea of a new rail station possibly to be constructed at the Fuller Road site. Briefly, Teall thinks it’s an ideal location for a rail station, proximate to the University of Michigan medical center, while Eaton feels it reflects inappropriate spending priorities.

On July 14, 2012, Ward 2 candidates in the city council Democratic primary – Sally Petersen and incumbent Tony Derezinski – participated in a forum with six other candidates in a total of four city council Democratic primary races. Derezinski has served on the council since winning election in 2008 and is seeking a third two-year term on the 11-member council – which includes the mayor and two representatives from each of the city’s five wards. Democratic primaries are contested this year in just four of the five wards, as Christopher Taylor is unchallenged in Ward 3. The winner of the Democratic primary in Ward 2 will likely not face an on-the-ballot opponent in November, because no Republican has filed and the deadline for independent candidates to file is July 19.

Contested Ward 2 Democratic primaries are somewhat of a rarity in Ann Arbor. When Derezinski won the primary against Stew Nelson in 2008 with 60% of the vote, the seat was coming open – because Ward 2 incumbent Democrat Joan Lowenstein opted to run for judge of the 15th District Court (a race won by Chris Easthope, a former city councilmember). Derezinski was not challenged in the 2010 Democratic primary, but faced Libertarian Emily Salvette in the November general election that year, winning with 79% of the vote.

In her remarks about herself, Petersen stressed her significant business experience, and mentioned her MBA degree. Locally, she’s worked in senior marketing positions in the private sector for companies like CFI Group and ABN AMRO Mortgage Group. That experience led her to take customer-satisfaction as a principle that could be applied to local government – but she assured attendees at the forum that she did not want to try to run government like a business.

Petersen described her family upbringing as civic-minded, and cited her volunteer experience in Ann Arbor – as board member at the Neutral Zone, president of the Tappan Middle School PTSO, and secretary of the Huron High School Athletic Booster Club. She said she would bring a fresh voice and a fresh agenda to the council.

Derezinski appeared to chafe at Petersen’s description of herself as a fresh voice – raising the possibility that she’s alluding to his age. He ventured that the contrast he offered to a fresh voice was one of “seasoning.” He cited 40 years of experience in municipal law, an area he feels is relevant to city council service. He pointed to his service on the city council as the council’s representative to the city planning commission. He also serves on the public art commission.  When he first ran for office, his slogan was: “Let’s make our great community even better,” and he said he wanted to continue his service, to make the community even better.

For Petersen and Derezinski, the evolution of candidate remarks moderated by Henry revealed a difference of opinion between the two about inclusiveness and the adequacy of outward- and inward-bound communication. Derezinski was keen to stress the importance of being active in the local Democratic Party (to contrast himself with Petersen who has not been active in the local party) and the importance of electing Democratic candidates to the city council. That view appeared inconsistent with the one Derezinski had expressed at a local League of Women Voters forum held earlier in the week. At the LWV forum, he’d said that he’d be in favor of getting rid of the partisan aspect of Ann Arbor city elections – and conduct local elections in a non-partisan way like the vast majority of other Michigan cities do.

This is the second time that Kailasapathy has run for city council. In 2010 she challenged incumbent Sandi Smith, and received 45% of the vote – the best  showing of any challenger to an incumbent that year. This year, Smith chose not to seek a third two-year term on the 11-member council – which includes the mayor and two representatives from each of the city’s five wards. Democratic primaries are contested this year in just four of the five wards, as Christopher Taylor is unchallenged in  Ward 3.

The winner of the Democratic primary in Ward 1 will likely not face an on-the-ballot opponent in November. No Republican is running, and the deadline for independent candidates to file is July 19.

In remarks about himself, Sturgis stressed his continued connection to the Ann Arbor public school system, having grown up in Ann Arbor attending public schools. He emphasized that he has a positive attitude about Ann Arbor, which is appropriate, he says, because Ann Arbor has been rated as one of the best places to live in the country. He stressed the importance of having a positive vision.

Sturgis also highlighted his endorsements, which include three former Ward 1 councilmembers, as well as outgoing Ward 1 councilmember Sandi Smith. But he highlighted the fact that mayor John Hieftje has not endorsed him, analyzing that as a positive – because that means he wouldn’t be indebted to Hieftje. Sturgis is relatively sanguine about the condition of the city’s budget – to the point that he dismissed Kailasapathy’s concerns about debt and unfunded liabilities by pointing to the slight surplus the city enjoyed in the most recent fiscal year.

Kailasapathy took Sturgis’ remark on debt as an opportunity to draw on her professional experience – as a college educator – to give a short lesson on the difference between income/revenue statements (which Sturgis was talking about) and balance sheets (which show the city’s debt). In her opening remarks, she also stressed her education and her professional training as a certified public account.

Kailasapathy told the audience that she wants to focus on core services and the preservation of neighborhoods and parks. She allowed that she brings a skepticism to government and she would be asking lots of questions.

Candidates were asked to comment on one main policy issue – the idea of a new rail station possibly to be constructed at a site on Fuller Road. Sturgis held in abeyance his view about the proper location of a new rail station, pending the outcome of a site alternatives analysis that is currently being conducted. Kailasapathy’s view, expressed at an earlier forum, is that a voter referendum should be held if the Fuller Road site is used for a train station – because the site is designated as city parkland.

Aside from opening and closing statements, not a lot of specific local policy ground was covered by questions put to the candidates – due in part to a time constraint of about an hour for all eight candidates. But the candidates did talk a great deal about issues of transparency and group dynamics on the city council, in response to the leadoff question from forum moderator Mike Henry, co-chair (with Anne Bannister) of the Ann Arbor Democratic Party.

Broadcast live earlier in the week on the Community Television Network was a local League of Women Voters candidate forum that included Kailasapathy and Sturgis, which is available online.

Who’ll Be Next Water Resources Commissioner?

Next year, for the first time in more than two decades, someone other than Democrat Janis Bobrin will be Washtenaw County’s water resources commissioner. Harry Bentz and Evan Pratt are competing in the Aug. 7 primary to be the Democratic candidate for that position, with the winner facing Republican Eric Scheie in the Nov. 6 general election.

Scheie is not challenged in the primary, so it was only Bentz and Pratt who attended a July 9 candidate forum moderated by the League of Women Voters of the Ann Arbor Area. Questions asked during the 30-minute event covered issues directly related to the position, or dealt more broadly with water and environmental quality issues, such as fracking and the Pall/Gelman groundwater contamination. Other topics included regional collaboration, financing for drain projects, and the Allen Creek greenway in Ann Arbor.

Pratt emphasized his experience as a civil and environmental engineer, including work on local water resources projects. He also stressed the fact that he is endorsed by Bobrin. He noted his involvement with groups like the Huron River Watershed Council and the Ann Arbor planning commission. He stressed his financial experience – in managing projects and as treasurer for various professional groups.

Bentz stressed the importance of ordinary citizens getting involved in local government, and described the job of water resources commissioner as an administrative position. He put himself forward as an alternative to the “political machine” that he says had taken over local government. Bentz noted that he’s a lifelong resident of Washtenaw County, and could provide new blood in the political process.

Both Bentz and Pratt are Ann Arbor residents, as is the Republican candidate, Eric Scheie.

With offices on Zeeb Road in Scio Township, the office of the county water resources commissioner – formerly called the drain commissioner – is responsible for stormwater management, flood control, drainage systems and a wide range of other issues related to water quality throughout Washtenaw County. Recent projects include the Malletts Creek restoration, the RiverSafe public education program, and the Traver Creek stabilization project for a section that runs through the Leslie Park Golf Course.

District 7 Dems Vie for Washtenaw Board

Two Democrats – Andy LaBarre and Christina Montague – are running for a seat on the Washtenaw County board of commissioners to represent the new District 7, covering eastern Ann Arbor. They answered questions at a July 9 candidate forum, reflecting similar views on regional transportation, support for Detroit and the Detroit Institute of Arts, opposition to fracking, and concern for the county’s social safety net.

Democrats Andy LaBarre and Christina Montague are competing in the Aug. 7 primary for the District 7 seat on the Washtenaw County board of commissioners.

County commissioners are elected to two-year terms. District 7 will be one of nine districts as of 2013 – the first year for new districts formed during the 2011 redistricting process. Three of those districts – 7, 8 and 9 – cover Ann Arbor. (.jpg map of new county board districts)] The new District 7 includes an area that’s now represented by Democrat Barbara Bergman, who is not seeking re-election.

Montague is a former Washtenaw County commissioner, who was chair of the board for a portion of her 12-year tenure. She lost the seat when she was defeated by Bergman in a 2002 Democratic primary for a new district created after the previous redistricting process. Montague most recently ran against Bergman in the 2006 primary race that included Audrey Jackson, but was again defeated by Bergman.

LaBarre is vice president of government relations and administration at the Ann Arbor/Ypsilanti Regional Chamber of Commerce, a position he’s held since April 2011. Before that he served for six years on the staff of Congressman John Dingell.

The winner of the District 7 Democratic primary on Aug. 7 will face Republican David Parker in November. Parker is unopposed in the primary.
